regulatory norm No. 10 safety in facilities and services to electricity 10.

1-obj
ective and scope objective advice regarding specific and generic as the purposes
and applicability, summarizing and conditioning rules. 10.1.1 this regulatory n
orm - nr establishes the minimum requirements and aiming to implement control me
asures and preventive systems in order to ensure the safety and health of worker
s who directly or indirectly interact in power plants and electricity services.
10.1.2 nr this applies to the phases of generation, transmission, distribution a
nd consumption, including the steps of design, construction, installation, opera
tion, maintenance of electrical installations and any work done in its vicinity,
observing the technical standards established official by the competent organs
and in the absence or omission of such, the applicable international standards.
need for obedience to technical standards making it part of the legislation, soo
n to be applied. does not deal with danger or provide additional payment for tha
t specific legislation. the standard specifies only the prevention of accidents
rather than their recovery or compensation. the concept of working in proximity
(work during which the worker can enter the controlled area, though it is with p
art of his body or extensions represented by conductive materials, tools or equi
pment that handles) affect workers subject to the influence of surrounding facil
ities or implementation of electrical services close to them.
10.2 - control measures represent the collective strategic actions of prevention
to eliminate or reduce, keeping under control the uncertainty and adverse event
s with the potential to cause injury or harm to health of workers and thus imple
ment the possible difficulties in obtaining an expected result in satisfactory c
onditions. 10.2.1 in all interventions in electrical installations should be tak
en preventive measures to control the electrical hazard and other additional ris
ks through risk analysis techniques in order to ensure the safety and health at
work. the use of tools of risk analysis is now a mandatory procedure and there m
ust be objective evidence of their preparation. (Objective evidence = meetings,
involvement of people related to work and the final record of working in a sprea
dsheet or equivalent form). it should be noted that the rule does not establish
which analysis tool should be used but, used to identify the potential risks of
accidents and physical materials, and identify and correct operational problems
implementing a correct way to implement each step of work. should be a tool of c
ritical examination of the activity or situation in order to identify and antici
pate the undesirable events and accidents that may occur, enabling the adoption
of preventive measures for workers, others and the environment. 10.2.2 Control m
easures taken must be part of the other initiatives of the company, under the pr
otection of safety, health and environment of work. the term implies grifado lev

tion and security must be complemented with measures of risk control electric ad
opt. This feature requires strong management to the process. 10.2.3 companies ar

ted, considering the points "a" through "f". 10.2.5 companies operating in facil
ities or equipment, members of the power system must provide records to the cont
ent item 10.2.4 and add to chart the documents listed below: a) description of p
rocedures for emergencies, b) certifications protective equipment and collective
and individual; power system to the set of facilities and equipment for generat
ion, transmission and distribution of electric energy through measuring inclusiv
e. 10.2.5.1 companies performing work in the vicinity of electric power system m
ust be contemplating the chart items "a", "c", "d" and "e", item 10.2.4 and para
graphs "a" and "b "Item 10.2.5. 10.2.6 records of the electrical installations s
hould be organized and kept current by the employer or person formally designate
d by the company and must remain available to workers involved in the facilities
and services to electricity. 10.2.7 technical documents provided in the handboo
k of electrical installations should be made by a legally qualified. 10.2.8 - 10
.2.8.1 collective protective measures for all services performed on premises

10.2.9 - 10.2.9.1 personal protection in the work on electrical installations, w

10.3-security projects 10.3.1 It is compulsory for projects of electrical instal

ty items: a) specification of the characteristics relating to protection against
electric shock, burns and other additional risks;€b) position statement of the
switching devices of electrical circuits: (green - "d", off and red - "l", on),
c) description of the identification system of electrical circuits and equipment
, including devices for handling of control, protection, interlock, and the driv
ers' own equipment and structures, defining how such information must be physica
lly implemented in the components of the facilities, d) recommendations for rest
rictions and warnings regarding the admission of persons to the components of th
e facilities; e) Precautions applicable in the face of external influences, f) t
he functional principle of protection devices listed in the project, for the saf
ety of persons; g) description of the compatibility of protection devices with t
he wiring. the specification is the formalization of the requirements detailed t
he elements of the projected installation must comply. It is the record with wor

3.10 projects must ensure that the facilities provide the employees adequate lig
hting and a safe working position, according to nr 17 - ergonomics. addressing t

10.4-safe construction, installation, operation and maintenance 10.4.1 electrica
l installations must be constructed, assembled, operated, reformed, enlarged, re
paired and inspected to ensure the safety and health of workers and users, and a
re overseen by licensed professional, as this has nr. need for professional supe
rvision of the premises at all stages of electrical installation. 10.4.2 in the

s and tools that have electrical insulation must be appropriate to the stresses
involved, and be inspected and tested in accordance with existing regulations or
recommendations of manufacturers. each equipment or tool is connected to a diff
erent voltage, or electrical insulation is valid for certain voltage limits. alr
eady in the acquisition of tools should be observed even as the company may have
different voltage levels. should be noted the voltage levels when using testing
and measuring equipment (voltmeters, ammeters. when it comes to tools for gener
al use, must also observe its insulation class. any noticeable change in isolati
on should be considered as non-compliance enough to discard the tool. we should
note that tools for use inside panels should be special to ensure that metal par
ts do not cause accidental contacts between the parts. equipment and hand power
tools such as drills and sanders, for being used in a variety of purposes must h

otential difference. 10.4.4 electrical installations should be kept in safe cond
itions of operation and its protection systems should be inspected and monitored
periodically, according to the

10.5-safety in electrical installations will be considered deenergized 10.5.1 de
energized electrical installations released to work through the proper procedure
s, observing the following sequence: a) sectioning; is interrupted by the openin
g of the electrical circuit from specific devices. the opening should be visible

other team members or with the center of operation during the performance of se
rvice.
10.8 - qualification, skills, capacity and commitment of employees. 10.8.1 It is
considered a skilled worker who demonstrate completion of specific course in th
e electrical area recognized by the official educational system. specific course
in the official system of education can, according to ldb, occur at three level
s: initial training courses (electricians), medium level (electrotechnical and e
lectromechanical) and upper (electrical engineers). trainings in the company, pr
ovided the body of the rule, not sufficient to qualify the worker is required to
submit a diploma or certificate of professional qualification, the qualificatio
n must occur through regular courses with curriculum approved by evidence of per
formance in test evaluation. 10.8.2 It is considered a legally qualified worker

ed professional and approved b) work under the supervision of a qualified profes

regular courses or recognized by the official educational system, it is able to
exercise specific activities through acquisition of knowledge, skills and pract
ical experience, and responsibility performed under the guidance of a profession
al qualified and authorized. It is the qualified professional who sets the limit
s of their training activities that can be exercised. the skilled worker can onl
y perform their activities under the supervision of a qualified professional. 10
.8.3.1 training only valid for the company that trained and conditions set out b
y professional qualified and authorized person responsible for training. the req
uirement of qualification of people to work on electricity services is supported
by the clt in article 180. skilled workers from beyond the standard provides fo
r the performance of skilled workers who, while not having any formal qualificat
ions, can act in specific situations for
which have been formally trained and under the supervision of a qualified profes
sional. however, this qualification is only valid for the company that enabled h
im. so that the trained professional can be used in the same role at another com
pany, this should have knowledge and experience reviewed and ratified by a profe
ssional licensed and authorized the new company. 10.8.4 authorized workers are c
onsidered skilled or trained and skilled professionals, with formal approval of
the company. authorized personnel are those formally approved by the company thr
ough an administrative process, to operate its electric facilities. This process
covers the whole range of skilled workers, skilled and skilled players in this
field. 10.8.5 the firm must establish identification system that allows any time
to know the scope of the authorization for each employee, as item 10.8.4. no au
thorization is an act that allows generic to all authorized intervention in larg
e electrical systems.€the authorization process should be targeted at skill leve
ls and functions of the professions involved, so the company can identify, docum
ent and record the assignments of each employee. 10.8.6 workers authorized to wo
rk in electrical installations should have this condition set forth in the regis

sks of each employee must have specific information about the scope of each appr
oval and this information should be part of the record cabinet. 10.8.7 workers a
uthorized to act on electrical installations must be subjected to examination of
health consistent with the activities to be developed, carried out in accordanc
e with the nr 7 and recorded in your medical record. the authorization system pa
sses through the evaluation of physical and mental health workers and must be pe
rformed by the occupational physician, observing each other, both the nature of
work as the performance of these tasks under specific environmental conditions (
working at heights, noise, heat, radiation, confined spaces etc) such conditions
shall be clearly described by skilled professionals in order to properly guided
psycho tests. for the case of workers who work many years in electrical install
ation and not have a specific course that makes them qualified, a solution is th
e establishment of a process of professional certification. this process must in
clude a set of criteria that include theoretical and practical assessment to see
if there is competence to perform the tasks set.
10.8.8 workers authorized to act on electrical installations must have specific
training on the risks arising from the use of electricity and the main measures
for preventing accidents in electrical installations in accordance with the prov
isions of this Annex ii nr. here highlights the importance in the authorization
process, the knowledge by the employee about the risks of accidents and preventi
ve measures on electrical installations. all workers, skilled or qualified, shou
ld conduct a basic safety facilities and services to electricity and the risks a
ssociated with electricity, notions of prevention and fire fighting and first ai
d. those working in sep after the basic course should make the supplement. these
courses do not provide technical inputs to plant, nor to provide an element of
training to work with electricity. companies providing services that move employ
ees between different clients, it must necessarily environment in those premises
in their norms, cultures and procedures. 10.8.8.1 the company will grant permis
sion in the form of nr workers trained or qualified and skilled professionals wh
o have participated in evaluation and satisfactory utilization of the courses li
sted in this Annex ii nr. note that the criterion for satisfactory use in the co
urses is the prerogative of the company, and the responsibility for authorizing
and their respective consequences. 10.8.8.2 shall be conducted refresher trainin
g every two years and whenever there is any of the following situations: a) chan
ge of function or change of company, in which case the change is the assumption
of duties or environment and working conditions that involve changes in risks in

f methods, processes and work organization. The purpose of this item is to keep
all employees updated about the changes, knowledge and skills in the new landsca
pe of work. here is set at maximum frequency for companies to promote the recycl
ing of their employees, but does not define content, workload and resources to b
e used. refresher, however, should follow the same theme with the objective of u
pgrading, enhancing and even knowledge in order to maximize the effects of preve
ntion.
the recycling process can occur at any time less than two years, provided that o
ccurs the cases cited. 10.8.8.3 the workload of the training syllabus and recycl
ing used in the treatment of points "a", "b" and "c" of item 10.8.8.2 must meet
the needs of the situation that motivated him.€the company has the autonomy to d
efine its scheduling refresher courses, which strengthens the model of managemen
t and responsibility, enabling it to adapt their content and their actual worklo
ad needs. 10.8.8.4 work in hazardous areas should be preceded by specific traini
ng according to risk involved. these areas there is severe restriction on the co
nduct of work involving electricity and unable to arrange any work in facilities
with the network energized. all materials used in the work done should be speci
al and techniques suitable to the environment. 10.8.9 workers with activities no
t related to the electrical installations in developed and open area in the vici
nity of the controlled area, as this sets nr, must be formally educated with kno
wledge to identify and assess their potential risks and take reasonable precauti
ons. all employees to develop their activities near the controlled area should b
e trained in both analysis tools and risk of procedures and recommendations in o
rder to reduce the possibility of accidents. these activities require that the e
mployee in any way invade the controlled area, either with body parts or conduct
ive tools. controlled areas or risk only authorized employees are allowed to ent
er with proper procedures and the sequence of activities.
10.9 - protection against fire and explosion 10.9.1 areas where there are instal
lations or electrical equipment shall be provided with protection against fire a
nd explosion, as does the nr 23 - fire protection. 10.9.2 the materials, parts,
appliances, equipment and systems for use in electrical installations in environ
ments with potentially explosive atmospheres must be assessed for compliance und
er the Brazilian system of certification. 10.9.3 the processes and equipment whi
ch may generate or accumulate static electricity must be provided with specific
protection devices and electrical discharge. 10.9.4 in the electrical installati
on in areas classified or subject to increased risk of fire or explosion, should
be adopted protective devices such as alarm and automatic sectioning to prevent
overvoltage, overcurrent, fault isolation, heating or other abnormal conditions
of operation. 10.9.5 services on electrical installations in hazardous areas ma
y only be entered with permission to work with formal release, as established in
item 10.5 or suppression agent that determines the risk classification of the a
rea.
10.10 - 10.10.1 of safety in electrical installations and services must be adopt
ed adequate safety signage, for the warning and identification, according to the
provisions of nr-26 - safety signs, to meet, among others, the the following si
tuations: a) identification of electrical circuits, in addition to the establish
ed design line diagram must be registered in the tables and panel distribution b
y means of signs, labels or stickers are not easily removable. for tables of low
voltage, where access is less restrictive, it is essential that information is
available about the risks of electricity, maximum power to be installed on each
circuit and space for future facilities. identification of conductors by colors
should be guided by the technical rules, which requires coverage of drivers acco
rding to the function b) crashes and locks the device and maneuvering systems an
d controls, c) restrictions and impediments to access, prevention of access, par
ticularly in substations or other areas that have affordable high-voltage circui
ts must be indicated by signs accompanied by corresponding symbols. d) delimitat
ion of areas, e) signs of circulation areas, public roads, vehicles and cargo ha
ndling; f) signaling prevented from energizing; signaling is prevented by visual
signposts to the jam condition with information basic as the name of the person
responsible for the service, how to find it, date and weather forecast interupç

10:11 - work procedures 10.11.1 services on electrical installations should be p
lanned and conducted in accordance with work procedures specific, standardized,
with a detailed description of each task, step by step, signed by a professional
that meets the establishing item 8.10 this nr.€the work permit must be issued b
y an authorized person prior to commencement of work on energized equipment. per
mission must ensure that all security measures have been taken and that all sect
ors involved directly or indirectly, have been reported. should be noted that th
e person responsible for establishing the minimum security requirements must be
trained and educated. when more than one group performing the work, permission m
ust be given to each person and the minimum safety requirements should be agreed
between the parties involved. if the company outsourced the authorization issue
d by the contractor must be approved by the contractor. all work permits must be
closed or canceled in the following situations: when the work is finished, the
substitution occurs when the person in charge of services, in situations where t
he supervisor deems that there is a condition of imminent and serious risk or en
dangers workers involved in the operation; 10.11.2 services on electrical instal
lations must be preceded by specific orders, approved by the authorized worker,
containing at least the type, date, place and references to the work procedures
to be adopted. 10.11.3 work procedures must include at least objective, scope, b
asic technical skills and responsibilities, general provisions, control measures
and final guidelines. 10.11.4 work procedures, training and health and safety a
uthorization mentioned in item 10.8 should involve the entire development proces
s of specialized security engineering and medicine SESMT, if any. 10.11.5 the au
thorization referred to in item 10.8 shall be in accordance with training provid
ed, in Annex ii of nr. 10.11.6 every team should have one of its workers out and
are able to supervise and conduct the work. 10.11.7 before starting work on the
ir team members,
together with the person responsible for implementing the service, shall conduct
a preliminary evaluation, study and plan the activities and actions to be under
taken at the site in order to meet the basic technical principles and best safet
y techniques applicable to the service. the minimum safety requirements should b
e agreed between the parties involved. 10.11.8 switching activities should consi
der the risk analysis of the tasks and competence of workers involved, to ensure
the safety and health at work.
10.12 - 10.12.1 emergency relief operations involving facilities or services req
uired for the electricity emergency plan of the company. workers should be able
to act in emergencies. 10.12.2 authorized workers must be able to perform the re
scue and provide first aid to casualties, especially by means of cardiopulmonary
resuscitation. 10.12.3 the Company shall have standardized methods of rescue an
d appropriate to their activities, providing the means for its implementation. 1
0.12.4 authorized workers must be able to handle and operate equipment for the p
revention and firefighting in the existing electrical installations. the require
ment regarding the training of workers is included in the basic course which inc
ludes in its content, the concepts of first aid and prevention and firefighting.
10.13 - 10.13.1 responsibilities in meeting the responsibilities of nr are sympa
thetic to contractors and contractors involved. to engage the services of third
parties does not relieve the contractor to inform about the risks and adopt cont
rol measures. 10.13.2 It is the responsibility of contractors to keep workers in
formed of the risks they are exposed, instructing them on procedures and control
measures against electrical hazards to be adopted. 10.13.3 lies with the compan
y, the occurrence of accidents at work involving electrical installations and se
rvices, propose and adopt preventive and corrective measures. 10.13.4 lies with
employees: a) ensure their safety and health and that of others who may be affec
ted by their acts or omissions at work; workers, also fit on their own responsib
ilities and safety of third parties, the obligations of obedience standards and

10:14 - final provisions 10.14.1 employees should stop exercising their duties t
he right to refuse, whenever they find evidence of serious and imminent risk to
their health and safety or that of others, immediately communicating the fact to
his superior, who must ensure appropriate action. ensures the right of refusal
to the worker interrupting a work activity when considering that it involves ser
ious and imminent risk to their health and safety or others. It is a provision c
ontained in labor legislation. 10.14.2 companies should promote actions to contr
ol risks originated by others in their electrical installations and offer immedi
ately, when appropriate, notification to the competent bodies. 10.14.3 in the ev
ent of non compliance with the standards contained in this nr, the MLE will adop
t the measures set out in the nr 3. penalties that comes standard are those that
can sue the tax authority the embargo or prohibition of the premises in case of
noncompliance with the requirements of the standard.
10.14.4 nr the documentation provided this should be permanently available to wo
rkers who work in and electrical installations, subject to the ranges, limitatio
ns and interference tasks. the documentation required by the standard should be
available to workers and surveillance. soon there should be copies of both stora
ge and for use in daily activities involving electrical interventions. 10.14.5 n
r the documentation provided this should be permanently available to the compete
nt authorities. 10.14.6 nr this does not apply to electrical installations suppl
ied by extra-low voltage.
