1. PURPOSE
To define an effective process for establishing and reviewing occupational
health/safety and environmental objectives and targets and for implementing
programs to accomplish the goals of the SHE Policy.

2. SCOPE
This document covers the activities involved in drawing up SHE objectives and
targets, including identification of the relevant key performance indicators,
preparation of programs, review and reporting of the status of the objectives and
programs.

3. DEFINITION

SHE Objectives overall goal, in terms of occupational health/safety and


environmental performance that an organization sets
itself to achieve.

SHE Programs programs that linked directly to the set objectives by


providing a description of how the goals will be
translated into concrete actions so that SHE objectives
will be achieved.

Key measurable results of the programs and action plans in

5. PROCEDURE DETAILS

5.1. On an annual basis, the MR convenes with the SHE Committee to conduct an
annual planning for establishing SHE objectives. The SHE Committee will then
develop a preliminary set of objectives and discuss them with the MR for review.
After weighing commentary from the MR, the SHE Committee will modify the
preliminary list of safety, health and environment objectives as necessary.

5.2. When setting the SHE objectives, delegates of the meeting shall take into
consideration the:

accomplishment of goals of the SHE Policy;


effective control of the identified significant SHE risks;
status of compliance to applicable legal and other requirements;
sensible views or inputs of interested parties;
past records of nonconformances, accidents, incidents;
availability of budget or other resources;
organizations operational or business goals; and
use of best-available technology (where economically viable).

5.3. During the planning of the SHE objectives, the delegates shall identify key
performance indicators in order to have measurable metrics to gauge
effectiveness. People involved in identifying KPIs should consider the items
specified below:

key performance indicators should be established for all applicable SHE


objectives;
care should be taken so that not all KPIs necessitate costly monitoring
programs;
individual KPI may serve more than one SHE objective;
a SHE objective may have one or several KPIs;
KPIs set for a type of objective may address other type of objective;
units of measurement for each KPI should be established; and
KPIs should be quantitative or measurable whenever possible.

5.3.1. Samples of environmental KPIs:


quantity of raw material or energy used;
quantity or quality of emissions to air;
waste produced per quantity of finished product;
number of environmental incidents/accidents;

percentage of waste recycled; etc.

5.3.2. Samples of occupational health/safety KPIs:


ratio of injuries from the total manhours work:
ratio of illnesses from the total manhours work;
workplace exposure levels (e.g. noise, dust, fumes);
personal protective equipment use;
number of damages caused by accidents;
number of absences due to illnesses.

5.4. The MR shall document the summary of all SHE objectives using the SHE
Objectives and Targets Register. The register must be prior approved by the top
management before any action or program takes place.

5.5. Once the SHE Objectives and Targets Register is approved, the SHE Committee
shall start the preparation of programs and action plans to achieve the SHE
objectives and targets. Programs and action plans shall be documented in the SHE
Performance Reports. The programs and action plans shall be disseminated to all
concerned.

5.6. In order to monitor the progress of achieving the SHE objectives and targets, the
SHE Committee shall prepare SHE Performance Reports, on a monthly basis, and
submit them to the MR for review.

5.7. The MR shall assess if the set ideal status goals against each key performance
indicator has been achieved or has the potential of being achieved. The MR can
make recommendations or initiate modifications on the contents of the SHE
Performance Reports whenever necessary.

5.8. SHE Performance Reports must be summarized and updated by the MR on a


monthly basis using the Objectives and Targets Register.

5.9. In addition to the monthly review of the MR on the SHE Performance Reports
submitted by each relevant function or committee, progress on the achievement of
the SHE objectives and targets shall be reported to the top management during
management reviews. This is done in order to address any change or identify
additional resources needed to achieve the SHE objectives and programs.
