Use numbers expressed in the form of a single digit times an integer power of 10
to estimate very large or very small quantities, and to express how many times as
much one is than the other. For example, estimate the population of the United States
as 3 times 108 and the population of the world as 7 times 109, and determine that the
world population is more than 20 times larger.

Perform operations with numbers expressed in scientific notation, including
problems where both decimal and scientific notation are used. Use scientific
notation and choose units of appropriate size for measurements of very large or
very small quantities (e.g., use millimeters per year for seafloor spreading).

Vocab: Standard notation and scientific notation
Rule #1: From Standard scientific : move the decimal place left or
right to get one leading digit. The goal of scientific notation is to have
one leading digit.
Rule #2: from standard scientific if you move right, subtract
number of moves from (power) . The 10 represents the place
values. So 0-8 gives you 10 to the power of -8.
Ex: 8 *

Rule #3: From standard to scientific. if you move left, add the number
of places moves to the power 10. So 0 + 9 gives you 10 to the power
of 9

Rule #4: From scientific standard, move the decimal right the
number of times of the exponent if it is positive.

Rule #5: From scientific standard, move the decimal left the number
of times of the exponent if it is negative.
