Samplingofdangerous&noxiousliquidcargoonboardchemicaltankers
Whycargosampling?Cargosamplesareevidenceoftheconditionoftheproductduringthevariousphasesoftransport
(storageatterminal,arrivingonboard,loading,passage,discharging).Thisproceduredescribessampletakingproceduresand
thelegalbackground.SuitablePPEistobewornwhentakingsamples.Samplebottletobeflushedpriorcollectingsample.
Forprotectionagainstpossiblecargoclaimsitisveryimportantthatcargosamplingiscorrectlycarriedout.Thefollowingis
normallyrequired
Manifold,1stfootandcompletionofloadingsampleforeachtank
Manifold,tanksamplepriordischarging
Cargosampleregistertobemaintained
Allsamplestobesealedandsamplingtobewitnessedbyshipstaff
Cargosamplesaretoberetainedonboardforamaximumof12months,thereafterdisposedoffashoreandrecord
maintained
Incaseofcargoqualitydispute,retainshipsamplescarefully
Ensuresamplebottles,samplelinesandclosedsamplingcansarecompletelycleanpriorcollectingsamples.Contaminated
ropeswillcontaminatesamples.
Dependingonthecargoinvolved,aseriesofsamplesaretakentodeterminetheshipspreparednessforloading.Always
accompanysurveyorduringsampling.
Howmanysamplesaretakendependsontheconditionsinthecharterpartyandthetypeofcargo.Unlessspecifiedotherwise,as
ageneralruleasealedsampleshouldbetakenforeverytankcarryingcargo.Samplestakenbythevesselbearingnosignature
fromthesurveyororotherauthorisedperson,unlessaverygooddocumentedsamplelogiskeptbythevessel,havenorealvalue
asevidenceinlegalactions.

Samplesmustbetakenatthemanifoldwhereitispermitted,priortoreleasingcargotothetankstoensurethatShorelinesare
cleanandcorrectcargobeingloaded.Whenevermorethanonetankistobeloadedwiththesamecargo,cargoistobeloaded
onebyoneline/tankatatimetoavoidcontaminationofwholecargosystemwhenloading1stfoot.
Afterexaminationofthetanks,mudboxes,pipingetc(asfaraspossible)forcleanlinessitisusualtoloadsensitivechemicalsinto
theship'stankstoalevelofapproximately0,3mandthentakesamplesfromthetanks,presumingthatanypreviousresiduesin
thepipingarebythendissolvedintothenewcargo(''soaktest").Similarlysamplesaretakenfromaninitialdischargeinto
containertanksorsimilarlocatedontheshorebeforecommencingunloadingatfullratetotheshorestoragetanks.
Ifa"soaktest"uponloadingisturneddownbythesurveyorortheshipperandloadingstopped,thechiefofficershouldthen
requestsealedandidentifiedsamplesofthecargolotinquestion,fromtheship'stanksaswellasfromtheshoretanks.Bythese
meanstheshipownermaybeabletoprotecthisinterestsincaseofanydispute.
Sometimesdripsamplesaretakenfromtheloadingmanifoldduringloading.Thismethodissimple,butnotalwaysfully
representative.Thepumpingratemayvaryduringthetransfer,whilstthesamplingrateismoreorlessconstant.Furthermoreitis
difficulttoguaranteetheproperidentityofasampletakenoveralongperiodoftime.Thisisnotmeanttodiscouragetheships
officersfromtakingadripsampleduringloading,butonlytomentiontheweakpointsofthemethod.Infact,dripsampleduring
loadingmaybetheonlywaytoestablishwhetheracargowascontaminatedduringthepumpingonboardorashore.
Beforeunloadingcargosamplesarenormallytakenfromtheship'stanks.Thecargosamplesshouldbesealedandmarkedon
board,particularlyifnoindependentsurveyorispresent.Theshipshouldkeeponesampleforfuturereferenceincaseofany
disputesarising.Thesamplesshouldbestoredinadarkandcoolroomespeciallyputasideforthispurpose.Theroomshould
havesteelbulkheadsandbeopentotheweatherdeck.
Samplesofproductswhichdeteriorateorchangewith,time(egstyrene,vegetableoils)havealimitedpurposefulstoragetimeon
board.Withegphosphoricacidthesamplesmayremainrepresentativeasregardschemicalcomposition,butmaynotbesoas
regardscontentsofsediments,However,normallythesamplesarestoredoneyear,whichisthenormalrespiteformakingany
claim.
Samplingatdeeplevelsiscarriedoutwithcontainerswhichareloweredupsidedownorhavevalvesorothermeansoffilling
themselvesupatthedeeperlevel.Samplingatvariousdifferentlevelsisnecessaryforproductswhichhaveatendencytostratify,
vizphosphoricacidwhichmaycontainahigherpercentageofsolidsnearthetankbottomthanattoplevel.
Safetyprecautions
Samplingisrisky,vapoursorsprayfromtheproductmaycausepoisoning,causticburnsorscaldingofpersonnel.Releaseofsmall

amountsofproductsmayalsocauseproblemsondeckortheenvironment(terminal,water).Forthesereasons,itisabsolutely
necessarytocomplywiththestrictestsafetyregulationsandtherequirementsofthematerialsafetydatasheets.
Whensamplesaretakenthroughtankopenings(hatches),personnelshouldstaytothewindwardsideoftheopening.Depending
onthepropertiesofthecargo,suitableprotectiveclothingshouldbewornasrequired.Whentakingsamplesfromlinesunder
pressuretheriskofsprayfromtheproductshouldbetakenintoaccount.
Closedsamplingtobecarriedoutwheneverpossibleexceptatmanifold.
Samplingshouldnottakeplaceuntil30minutesafterloadinghasbeencompletedtoensureanystaticchargeshavebeen
dissipated.Earthingrequirementsoftheinstrumentmustalwaysbecompliedwith,asperthemanufacturersinstructions.The
bondingconnectionmustbetestedbyshipstaffpriortoeachcargooperationandifanyabnormalitiesarefound,theinstrument
istobewithdrawnfromserviceuntilrectified.

StorageandDisposalofSamples
Allsamplesthatremainonboardaretobeproperlystoredinthesamplelocker.Alistofallsamplesstored,themethodofdisposal
ofallsamples(includingarecordofreceiptswhenthesearedisposedofashore)istobemaintainedbytheChiefOfficer.
Thestoragespaceshouldbemadeofmaterialsfullyresistanttothedifferentchemicalsintendedtobestowedandtobecell
dividedinordertoavoidshiftingofthebottlesatsea.Samplesthatmayreactwitheachotherdangerouslyarenottobestowed
closetoeachother.Incompatiblecargosamplestobestowedseparatelyfollowingacargocompatibilitychartasper46CFR.
Adequateventilation(notnecessarilymechanical)istobeprovidedatthestoragespace.
ItisprohibitedtostoreChemical/Oilsamples(evenforbriefperiods)inroomsorlockersnotintendedforthispurpose.
TheChiefOfficeristomaintainarecordofallsampleswiththedate,grade,sourceanddisposaldate/method.
Ingeneral,samplescanbedisposedoffthree(3)monthsafterdischargeofthecargo,unless:Thereisacargoclaim,orThereare
specialinstructionsfromCharterers.
PropyleneOxide(POMixtures)andAcrylicAcidsamples,duetotheirhazardousnature,mustnotbestoredonboard.
TheChiefOfficerhastopreventivelyauthoriseanycargosampledisposal.Cargosamplesmaybedisposedofinthefollowing
manner.
a)Deliveredtoashorereceptionfacilityandacertificateofreceiptissued.
b)Addedtoeither:
i)Tankcleaningwatersofasimilargradehavingthesamepollutioncategoryandchemicalcompatibility(MARPOLAnnex2cargo)
or
ii)Slops(MARPOLAnnex1)Assoonasthecargosampleisdisposedofaccordingly,thelogbookshouldbeupdatedwiththe
requiredinformation.
Samplingonland
Samplesfromthelandtankandlinearealwaystakenbytheindependentsurveyor,withoutashipsrepresentativebeingpresent.
Samplingonboard
Samplingonboardshouldalwaysbewitnessedbyanofficer.Allpersonnelinvolvedinsamplingoperationsmustwearthe
appropriateprotectiveequipmentfortheChemicalstobesampledpriortothecommencementoftheoperation.
Samplingcargoundernitrogenblanket
Incaseofcargoesloadedandtransportedunderpermanentnitrogenblanket,thesamplesmustnotbetakenthroughtank
openings,sinceotherwisethemoistureand/oroxygenintheairmightreactwiththecargo.Samplingcanonlybedonebymeans
ofasuitablevalveandpumpingaroundorwithhelpoftheclosedsamplingdeviceoratpumpstackrunningcargopump.All
safetyregulationsapplicableforthesituationandthecargomustbecompliedwith.
Releaseofsamplestothirdparties
SamplesmustonlybereleasedtothirdpartiesunderdirectinstructionsfromCharterersand/orManagementOfficeandadetailed
receipthastobeobtainedforeachsample.Samplesrelatingtoacargoclaimmayonlybehandedovertoarepresentativeofa
P&IClubandaftergettingareceiptforthesame.

Disposalofsamples
Samplesshouldonlybedisposedoftoapprovedshorereceptionfacilitiesandreceiptsforthedisposalmustbeobtainedand
maintainedonboard.
Samplingprogramme
Acompletesamplingprogrammeconsistsofthefollowingelements:
1.Samplefromtheshoretank/line
2.Manifoldsample
3.Samplefromtheshipslineand/orpumpstack.
Inthelattercasethevalve(s)tothetanki.e.dropvalveanddeliveryremainclosed.i)FirstFootsampleii)Samplefrom
completedtankAtleastenoughcargoshouldbeinthetanktofillasamplebottle.FirstFootsamplereferstofillingthetank
approximatelyatonefootinnagelevel.
LineFlushing
Ifaproductistobeloadedintoseveraltanks,eitheracertainamountofcargoistransferredfromtanktotankuntilinthelasta
footsamplecanbetaken,oralltankswillreceiveonefootcargo.Circulationrinsingwithproductmayberequiredtowashlines
Washingoftanksusingrecirculatedcargotoobtainsatisfactorysamplesisnottobeundertakenwithoutdirectmanagement
officeapprovalandspecialsafetyprecautions.
