Roles & Responsibilities of QA/QC Department Staff

Project QA/QC Engineer

Reports to QA/QC Manager & Site Manager / Construction Manager.

Project Quality Plan (PQP)

1. To liaise with the QA/QC Manager and Site Manager on the preparation of Project
Quality Plan prior to construction activities being carried out.
2. Update & maintain Project Quality Plan.
3. To liaise with Client / Consultants on approval of inspection & test plans and Project
Quality Plan.

QA Awareness & GPT Training

1. Establish GPT schedule and arrange & conduct QA Awareness & GPT Training.
2. Update & maintain training records & GPT Schedule.
3. Forward soft copy of GPT schedule & original copy of GPT training attendance &
test paper to H/O QA Dept. on monthly basis.
4. Conduct briefing to site staff on Quality Procedures / Work Instructions related to
their scope of works.

Project Quality Appraisal Report

1. Prepare report & submit to QA/QC Manager for review on every fortnightly.
2. Prepare QA/QC Observations & propose corrective & preventive actions in
conjunction with Site Manager & relevant site staff.
3. Collect all data required for the report - material delivery, test reports etc.
4. Check RFWI raised for the reporting period.
5. Follow-up on Defective Goods / Work Reports / SV / ICAR raised for the reporting
period.

In-House Quality Assessment

1. Conduct in-house assessment on Quality of works on Structural / Arch / M&E /


Field Test as per agreed sampling plan.
2. Report results of assessment on Project Quality Appraisal Report.
3. Highlight areas required further improvement.
4. Carry out audits and inspections of supplier / sub-contractors site work, fabrication
and manufacturing as directed by Site Manager or QA/QC Manager.

Implementation of Quality Management System

1. Identify records to be maintained by respective site staff.


2. Conduct system compliance surveillance audit & report audit findings on Project
Quality Appraisal Report.
3. Follow-up on action items with respective site staff.
4. Prepare the project for internal Quality Audit.
5. Prepare the project for BCA ISO 9001 Audit.
6. Monitor & maintain equipment calibration records.
7. Maintain & update records related to QA/QC functions.
8. Archive of project QA/QC Team records and project RFWI forms upon completion
of project. (Note : Forward each of the completed booklet to H/O QA/QC Dept. for
RFWI records in booklet format).
9. Maintain relevant records related to QA/QC functions.

Identify Areas for Improvement

1. Conduct daily site walk and monitor work methods against inspection & test plan
and QA/QC system. Raise QA/QC Observations & propose corrective & preventive
actions in conjunction with Site Manager & relevant site staff.
2. Monitor & follow-up on action items.
3. Attend and provide secretarial support to project QA/QC meeting.
4. Record Director / QA/QC Managers site walk observations related to QA/QC &
follow-up on action items.

Defective Work / Goods Report / Sub-Contract Violation / ICAR

1. Assist the Site Manager set-up QA/QC controls for Sub-contractors. Monitor
subcontract operations (especially materials control, batching, curing times, and
protection). Review method statements submitted by Sub-contractor / Supplier
against main contract specifications, Project Quality Plan and QC Guidelines
requirements.
2. Assist Site Manager to prepare DWR / DGR / SV / ICAR & follow-up on action
items.
3. Update & maintain relevant register and E-mail to QA/QC Secretary on a monthly
basis.
4. Attach DWR / DGR / SV / ICAR raised to Project Quality Appraisal Report.
5. Ensure QS are given copy of DWR / DGR / SV raised / closed.
6. Prepare & submit relevant summary reports to QA/QC Manager for input to
Management Review Meeting.
7. Prepare & submit % Defects Reports to QA/QC Manager on specified interval.

Building Material Data Sheet

1. Compile relevant building material data sheet upon approval of sample / method
statement / shop drawings for each trade and submit copy to QA/QC Manager.
(Note : Such data sheet shall be prepared before conducting the related trade
GPT / work demo).

QC Inspection

1. Train & arrange QA/QC Supervisors / QC Inspectors to conduct QC check on in-


process & completed works. Refer to Section 11 for Architectural works.
2. Prepare unit layout plan & issue to QA/QC Supervisor / QC Inspector for checking.
3. Forward copy of Defect List (Unit Layout Plan) to relevant WH site staff for follow-
up on rectification works with concerned Supplier / Sub-contractor.
4. Copy one set of Defect List to QS for back-charging to concerned Sub-contractor.
5. Monitor the progress of rectification works & feedback to Site Manager for follow-up
actions.

CONQUAS 21 / Quality Mark Assessment (Where Applicable)

1. Compile relevant information required for CONQUAS / QM application.


2. Co-ordinate with BCA on assessment schedule.
3. Conduct in-house CONQUAS / QM training to site staff & relevant Sub-contractors.
4. Identify, prepare areas & conduct pre-assessment for CONQUAS / QM scheme.
5. Update CONQUAS / QM assessment schedule & interim results.
6. Identify, prepare areas and arrange for CONQUAS / QM in-process inspection on
key Architectural trades.
7. Prepare and arrange COQNQUAS / QM water-ponding tests to bathrooms / WC.
8. Prepare and conduct self-testing to windows (based on sampling plan specified in
COQNUAS scheme).
9. Conduct pre-assessment on mock-up units for BCA CONQUAS pre-assessment on
internal finishes and trial test for window water-tightness.
10. Compile concrete cube test records & re-bar tensile test report for CONQUAS
submission.
11. Obtain Architect certification on pre-packed mortar for plaster works.
12. Identify & prepare areas for COQNUAS tile pull-off test & window water-tightness
test.
13. Compile relevant reports / warranty for submission to BCA.

Work Demo & Trade Demo (Where applicable)

1. Co-ordinate trade demo with relevant WH site staff & Sub-contractor.


2. Identify areas for the trade demo in conjunction with Site Manager.
3. Confirm actual date of trade demo with Employer's Representative / Consultant &
notify relevant parties thro' "Trade Demo Notification".
4. Prepare presentation notes & submit to Employer's Representative for comments.
5. Ensure areas are ready for trade demo.
6. Attend trade demo / take attendance / record comments raised on "Trade Demo
Observations".
7. Take photos on sequence of works during trade demo.
8. Update "Trade Demo Schedule".
9. Maintain relevant records related to trade demo.
10. For project without Clients trade demo, respective on site work demo must
be arranged to form part of the GPT.

Others

1. Collect data / information / photos required for BCA Construction Excellence


Awards.
2. Record any good construction practices observed on site.
3. Assist Site Manager to compile data / information / photos for project post-contract
review seminar.
4. Assist Site Manager to arrange the Pre-start Meeting with Sub-contractors /
Suppliers.
5. Assist in handing over of units to Client / Purchasers.
6. Any other duties assign by the Management.
