Is it a Solution?

A condom is a device, usually made of latex, used to avoid

pregnancy and/or sexually transmitted diseases such as gonorrhea,
syphilis, and human immunodeficiency virus (HIV). Condoms are
also known as prophylactics, as well as the popular slang term
"rubbers." There are male and female versions of condoms.

Condoms were originally used as a contraceptive to prevent

unwanted pregnancies. In the early 2000s, however, condoms are
just as important as a device for preventing the spread of sexually
transmitted diseases (STDs), especially HIV , the virus that causes
acquired immune deficiency syndrome (AIDS).

Male condoms have been in use in varied forms for at least three
thousand years. Female condoms are relatively new, first being
approved in Europe in 1992 and by the U.S. Food and Drug
Administration (FDA) in the United States in 1993. An improved
female condom became available in Europe in 2002. As of mid-2004,
it was under review by the FDA but had not been approved for use
in the United States.
Male condoms, by far the most popular, consist of a disposable one-
time-use tube-shaped piece of thin latex rubber or lambskin. The
condom is unrolled over the erect penis before sexual intercourse.
The tip of the condom usually has an open space to collect and hold
the semen. The condom is a barrier that prevents sperm from
entering a woman's uterus. It is also used in anal sex by males with
females and other males to prevent transmission of STDs.
Male condoms are available in a wide variety of sizes, styles,
textures, colors, and even flavors. Condoms are also recommended
for use on a male when oral sex is being performed on him.
Condoms are about 85 percent effective in preventing pregnancies.
That means that out of 100 females whose partners use condoms,
15 will still become pregnant during the first year of use, according
to the non-profit advocacy group Planned Parenthood. Unwanted
pregnancies usually occur because the condom is not used properly
or breaks during intercourse.

The history of condoms goes back at least several centuries, and

perhaps beyond. For most of their history, condoms have been used
both as a method of birth control, and as a protective measure
against sexually transmitted diseases. Condoms have been made
from a variety of materials; prior to the 19th century, chemically
treated linen and animal tissue (intestine or bladder) are the best
documented varieties. Rubber condoms gained popularity in the
mid-19th century, and in the early 20th century major advances
were made in manufacturing techniques. Prior to the introduction of
the combined oral contraceptive pill, condoms were the most
popular birth control method in the Western world. In the second
half of the 20th century, the low cost of condoms contributed to
their importance in family planning programs throughout the
developing world. Condoms have also become increasingly
important in efforts to fight the AIDS pandemic. The oldest condoms
ever excavated were found in a cesspit located in the grounds
of Dudley Castle and were made from animal membrane, the
condoms dated back to as early as 1642.

DOH agreed in formulating a program where free condoms and

contraceptives dessiminated in every highschool students as a
solution for the cases of early pregnancy and HIV/AIDS.While some
critiques, including the Roman Catholic Church, Disagree, As it might
portray and show immorality.

This argument aim to open our eyes, enlighten us and discuss about
the current issue that is debated
In our country, this is studied because the reasearcher want to know
what are the consequences may occur when formulating this
program.it aim to answered this statement ,Free Condom: Brilliant
Idea or Massive Mistake.

As a Student and a Citizen of this country, refusing to the

dessimination of condoms and oral contraceptives, Instead of
putting money budget on the oral contraceptives, it is better to
allocate it in education and military drills. Military Drills can teach
some very use full habits just like personal discipline and being
responsible, In fact, The Civil and Military Affairs Unit and
Collectively, all of them became responsible.

Presenting condoms to student in a funded environment will offend

student of a wide range of faith and their respective families,
Including those of the Catholic faith and many of those of the
Protestant Faith, By giving the student access to condom and
encouraging their use . Public schools are interfering with the
fundamental religious belief and student and their families.

The phillipines is the 4th largest Christian country on earth with

about 90% of the population. They believes that condoms encourage
adultery and promote early sexual debut in the youth. The church
believes that the most significant way of preventing Aids is total
Abstinense and Faithfulness amongst married couple.

Abstinence prevents pregnancy by keeping sperm out of the vagina.

It is 100 percent effective in preventing pregnancy. It also prevents
STDs. is one of the safest ways to prevent pregnancy there are no
side effects. Talking with your partner about your decision to
abstain from sex play is important whether or not you've had sex
play before. Partners need to be honest with each other and make
sexual decisions together. These are some of the best ways to keep
a relationship happy. Even so, it may not be easy to do. You may feel
awkward or embarrassed.

Giving out free condoms to the youth will not reduce cases of
teenage pregnancy but would only make them more "sexually-
conscious." They will make the children sexually-conscious at a very
young age. They will make them sexually-oriented also. So we will
have more teenage pregnancy when we teach children how to use
it. Condoms are not "surefire" protection as there is a still high
chance for teenage girls to get pregnant or contact HIV even during
protected sex. Condom use has a failure rate according to the
studies of Buhay party list Rep, Lito Atienza, the manufacturers.
They cannot guarantee 100 percent assurance of success. [Let
them] use a condom, you expose your child to HIV, the government
should focus its attention on cultural and sports education rather
than sex education. Our public schools will be better off teaching
our children and we will benefit if sports, culture, good manners and
right conduct.this is a strategy that is evidence-based and even
church school use it strategy and it is effective.

Therefore , refuted in the dessimination of contraceptives , Instead

use strategies: Sports and Military Drills,These are the techniques
that is effective based on evidences. Free condom was interfering
on the Doctrines of Christians church.
