MEMORANDUM CATV
CIRCULAR
NO. 4-08-88
CATV Any facility that receives directly/indirectly over the air and amplifies the signals
transmitting broadcast by one or more television, satellite or radio stations
Shall not include:
Any facility that serves fewer than 50 subscribers
Any facility that serves only the residents of one or more apartment
dwellings

Certificate of Authority granted by NTC pursuant to EO 205 to operate or install a cable tv

TV Station Operate on a channel regularly allocated to a community
Principal Signal contour that a tv station is required to place over an entire community.

Contour
Specified Zone Area extending 56 km from the ref point to which the station is licensed.

circulation expressed as a percentage of the total non-cable television households in the
survey area.
Full Network A commercial tv broadcast station that generally carries in weekly prime time

Generally carried in prime time more than 10 hours per week
Independent Generally carried in prime time not more than 10 hours per week
Network Programming supplied by a national/regional, commercial/non-commercial

Syndicated Any program sold, licensed, distributed and offered to tv licensee for non-
Program interconnected tv exhibition but not including live presentation.
Series Group of two or more works which are centered around and dominated by the

Off-network Series whose episodes have no national tv exhibition
Class 1 Cable TV A signaling path provided by a cable television system to relay to subscriber
terminals television broadcast programs that are received off-the-air or are
obtained by microwave or by direct connection to a television broadcast station.
Class II A signaling path provided by a cable television system to deliver to subscriber
terminals television signals that are intended for reception by a television
broadcast receiver without the use of an auxiliary decoding device and which
signals are not involved in broadcast transmission path.
Class III intended for reception by equipment other than a television broadcast receiver
only when used with auxiliary equipment
Class IV A signaling path provided by a cable television system to transmit signals of any
type
from a subscriber terminal to another point in the cable television system.
