8 - 2015

AN ORDINANCE ON ANTI-TRUANCY FOR ALL ELEMENTARY AND HIGH SCHOOL

STUDENTS AND CREATING TRUANCY BOARD, PROVIDING PENALTIES THEREOF AND
FOR OTHER PURPOSES.

The Sangguniang Bayan of the Municipality of Plaridel, Misamis Occidental hereby ORDAINS:

SECTION 1. All elementary and high school students in the Municipality of Plaridel have been
noted that among the negative factors that distract the focus and attention of students to diligently attend
to their classes is the existence and operation of some entertainment establishments; which entice students
to skip and ignore their studies.

SECTION 2. The entertainment establishments are internet cafes, computer and video shops,
videoke bars, gamecock areas billiard halls; movie houses and other similar entertainment establishments.
These entertainment establishments are restrained from placing billboards either wood or tarpaulin and
window tints in their glass doors and windows to ensure transparency.

SECTION 3. CREATION - A Truancy Board shall be created and composed of the chairpersons
of the Sangguniang Bayan Committee on Public Order and Safety as
Chairman, Committee on Education as Vice-Chairman, Committee on Women and Family, Committee on
Youth and Sports Development, ABC President and the Chief of Police as members and deputized all
Barangay Captains, Brgy. Tanod, School Officials and Teachers as Action Officers to monitor the
implementation of this ordinance.

SECTION 4. POWER AND FUNCTIONS - The Truancy Board has the following
power and functions:

1. To coordinate with the different elementary and high school principals on pupils and students
who are found to have frequent absences.
2. To inspect the classrooms in every school, internet cafes, video shops, videoke bars, billiard
halls, movie houses and other entertainment establishments to see to it the full implementation of
said ordinance;
3. To receive and investigate complaints for violation of the provisions of this
ordinance;
4. To impose disciplinary measures and penalties to entertainment establishment
owners, truant students and their parents and or guardians.
5. To deputize officials from the municipality, barangay captains, barangay tanods and school
officials as action officers.

SECTION 5. ACTS PUNISHABLE - The negative factors that distract the focus and attention
of students during their classes and entice them to skip and ignore their studies are the root causes
of very low academic performances.

SECTION 6. PERSONS TO BE PENALIZED-

1. Students who are tolerated to linger or stay in these enumerated public places or business
establishments during school hours.
2. Operators of these business establishments who knowingly permit or allow students to linger or
stay and play computer or video games, billiard and/or other
games during school hours would be made to suffer penalties.
3. Those parents and- guardians who were found out through an investigation that they have not
done the necessary responsibilities/safeguard for their children to attend classes.

SECTION 7. PENAL PROVISION-

a. Operators of entertainment establishments who violate the provisions of this ordinance would
be fined from P1,000.00 to P1,500.00 for the first offense, from P1,500.00 to P2,000.00 for
the second offense, from P3,000.00 to P5,000.00 for the third offense and would face
automatic closure and the cancellation of their business permit on the fourth offense.
b. The parents or guardians and students or pupils who are violating the anti-truancy ordinance
will undergo a counseling session to re-orient on their responsibilities.

SECTION 8. This ordinance shall take effect immediately upon its approval.
