Jurisdiction of the Different Agencies

Makati Citys traffic operations and related procedures, such as the implementation
of traffic rules, are governed by different agencies with different jurisdictions,
authorities and areas of specializations. The prominent organizations found in the
City are the Makati Parking Authority (MaPA) and Makati Public Safety Authority
(MaPSA) with participation by the Makati Commercial Estate Authority (MACEA)
within the Central Business District.

Makati Parking Authority (MaPA)


MaPA is a private non-stock organization composed of members from different areas
of Makati City.
Three (3) members from the City of Makati including the Mayor as the
chairman.
Three (3) members from Ayala Land which is the owner of the whole property
containing the Central Business District (CBD). One of these three (3)
members serves as the president of MaPA.
Three (3) members from the Makati Commercial Estates which is the CBD
association of building owners.
Three (3) members from them Makati Chamber of Commerce
The main authority of MaPA, as vested by Municipal Ordinance No. 45 of Makati, is
to manage all on-street parking facilities and traffic management within the Central
Business District (CBD) ranging to Legaspi Village, Salcedo Village and Apartment
Ridge. In addition, assistance is being given by the surrounding Barangays like Bel-
Air, San Lorenzo, Del Pilar and Magallanes among others.
MaPA follows the Makati Traffic Code of 2003 in implementing their traffic schemes
and policies such as one way roads and the color-assignments for on-street parking.
On-street Parking
White Boxes- For the use of the general public and operates in a first
come, first serve and pay as you park basis.
Yellow Boxes- Reserved for establishments, specifically for banks, but
for a limited duration only.
MaPa also has authority over the positioning and areas of the food trailers or more
known as the JolliJeeps. In fact, MaPa played an important role in the legitimization
of such food trailers for them to be recognized by the city and facilitate a better
organization of the group.

Makati Public Safety Authority (MaPSA)


MaPSA, in comparison to MaPA, has authority and jurisdiction over the public safety
and traffic management of the whole city of Makati. They also follow the Makati
Traffic Code of 2003 in their traffic management but operate on a larger scale
compared to MaPA.
They have concurrent jurisdiction with MaPA over the CBD but designated MaPSA as
the traffic manager for the Central Business District (CBD) while giving appropriate
assistance when needed.

Makati Commercial Estate Authority (MaCEA)


MaCEAs jurisdiction is limited to parking spaces within the mall areas inside the
Central Business District (CBD). This covers Ayala Center, Time Square, Glorietta
and Greenbelt among others.
