Such disturbances can result in collapse of a part of the system or sometimes entire system, requiring restoration of the affected system in the minimum possible time. In order to achieve the same, it is therefore necessary to have a well laid down restoration procedure under various conditions of partial black out and /or total black out of the system 1.2. Inthe event of a black out, the initial moments are extremely precious and it requires the right decision to be taken at first instance for speedy restoration of the system. Any lapse or delay in taking the right initial decision may prove to be very costly. Hence, it is of paramount importance that all the operating personnel of Load Despatch Centres and the officials involved in grid operation should be thoroughly conversant with the restoration procedure so as to minimise the time taken in restoration of the system after partial /total black out, Further during the Restoration process the system operators, Power station and Substation personnel must act in consonance to normalize the grid 13 SRLDC has been publishing the document on “Black Start Restoration Procedure in SR" from time to time viz. December 1999, January 2002, July 2004, July 2006, February 2009, February 2010 , February 2011 and January 2012, Asthe network is expanding, in line with clause 5.8 (a & b) of IEGC, this Procedure requires review and/or revision every year, based ‘on which the Mock drill of the procedure for different sub-systems shall be carried out by the constituents at least once every six months under intimation to SRLOC 14 SRLDC has suggested the changes vide Letter dated 15.10.12 and requested the feed back 1.5 Based on the details of new elements added during this year and the feedback received during Black start Workshop held at constituents premises & letter communication, the updated version of the “Black Start Restoration Procedure in SR ~ 2013" (BSRP ~ 2013) was approved by SRPC forum in the 7?" Operation Co-ordination Committee meeting held on 09.11.12 SRLDC 16 17 Black Start Restoration Procedure 2013 The procedures given in this document are general in nature and provide a guideline for the restoration team at the time of disturbance. Depending on the availability of transmission elements, generators and the category and extent of blackout, restoration on real time basis should adopt the best procedure suited for the situation. Based on this document, SR constituents are advised to prepare station wise detailed mock drill procedure/plan including switching instructions in their control centres, so that the operators will have further clarity to ensure faster restoration in case of contingencies. SRLDC Black Start Restoration Procedure 2013 2.0 BLACK START FACILITIES 2.1 Existing Black Start facilities : A list of generating stations with self-start facilities is enclosed as Annexure/. 2.2 Survival/Auxiliary power requirement: Survival power can be defined as the minimum power required for avoiding the damage to the equipment in case of supply failure and keep the equipment fit for reuse immediately. Under black start failure the survival / auxiliary power would consist of the following * Turbine emergency oil pump = Jacking oil pumps * Barring gear of the turbine * Lubricating oll pumps * Compressors for breaker operation + Emergency lighting = Battery chargers communication & telemetry system 2.3 Asageneral rule, the survival power requirement would be around 0.25-0.30% of the unit capacity. SINO, [Unit Capacity Survival power required 7 120 MW Unit 250-350 KW 2 IO MW unit 350-500 KW 3 500 MW Unit 1250-1500 KW 2.4 Start up power requirement: The start up power is the power required for the atxiliaries while the generating unit is restored. The requirement of start up power by various units is as follows: = Nuclear & Thermal = Hydro = Gas 7 to 8% of the unit capacity 0.5 to 1% of the unit capacity 1.5 to 2%of the unit capacity SRLDC 25 2.6 27 Black Start Restoration Procedure 2013 The startup power requirement for starting the thermal units is considerably high as the major auxiliaries like BFP, ID Fan, FD fan, CW pumps etc. are of bigger size and the starting torque is large. However, in case of hydro units, the requirement of start-up power is comparatively much lower because of relatively very few auxiliaries. The details of the DG Set installed in the generating stations for providing start up power is enclosed as Annexured. Synchronising facilities at power stations / Major sub-stations: In order to build up the system, the synchronizing facilities play a very important role. The different generating stations having synchronising facilities are indicated in Annexure-1 Similarly, major 220/230KV sub-stations where synchronising facilities are available are detailed atAnnexure-Il, All 400kV Stations in the Region have Synchronising facility Railway Traction Supply During the time of System Restoration (Black Start} due importance is required to be given to the traction load and the supply to the grid points feeding the Railway Traction Station is to be extended on priority. A List of Railway Traction Stations is given in Annexure il Mock Exercise Procedure Mock Exercise Procedure for availing start-up power through AC by-pass of Inter Regional HVDC Links is detailed in Annexure - IV. SRLOC Black Start Restoration Procedure 2013 3.0 SYSTEM RESTORATION APPROACH While Restoring the System the following specific points must be given due importance: 3.1 Systems with a fair dispersal of generating stations with Black Start facilities Those generating stations where black start facility are available should be started up and stable islands should be formed around these generating stations by connecting essential loads. These islands should be gradually interconnected at the earliest opportunity keeping into consideration the total load-generation balance. Care should be taken to add loads in steps keeping in view the load characteristics Le. variation of load with respect to voltage & frequency. 3.2. Systems with limited and /or distant Black Start facility Providing start up power for systems which have few generating stations with black start facilities or the start up power to be imported from neighboring regions at one or two points is a challenging job. This is mainly due to the distance between the source of startup power and the generators and while extending the startup power care should be taken to control the voltages at various intermediate points. This can be achieved by providing loads and adjusting the taps of the transformers at the intermediate stations. Sufficient attention has to be given for MVAR management and line loadings to prevent secondary collapse during restoration which will extend the restoration time. 3.3 Reactive Power Control: During initial stages of restoration process, itis of utmost importance to keep the system voltages within the allowable limit. This can be accomplished by Charging the shorter line first Switching off capacitor bank Taking bus reactors into service Charging transformers and taking Bus reactors into service wherever available Converting line reactors into Bus reactors wherever feasible. Operating generators at minimum voltage levels Changing transformer taps Energisation of fewer high voltage lines. 3.4 Load & Generation Balance: * Achieving load generation balance by restoring commensurate and essential loads only. * Restoring load in small steps keeping in view the load characteristics, * Paying special attention while restoring traction and other fluctuating loads. + If considered essential, then by by-passing the U/F relays initially, until sufficient loads are connected & frequency stabilizes. * Maintaining frequency close to 50 Hz. SRLDC 35 3.6 37 Black Start Restoration Procedure 2013 = Keeping Generating units on FGMO Priorities: * Provide backup survival/start up power to nuclear units. * Restore start up power supply to generating stations, critical sub-stations and load dispatch centres * Formation of self-sustaining Islands around the generating stations for which procedures should be laid down in advance. * Avoid paralleling islands through weak ties Communication & Co-ordination: * Ensuring reliable communication between LDC's, generating stations and major sub-stations. . Agreed back up procedures & delegation of control in the event of failure of communication facilities. Actions to be taken at Generating Stations and Substations: Each Substation/Generating Station should draw its own detailed procedure for the action to be taken in their stations during restoration . To avoid delay in restoration ensure the proper functioning of bus couplers, synchronising facility etc at regular intervals, * Ensure proper gas/air pressure in breakers and attend to minor leaks in time * Donotattempt charging the suspected element * Controlling high voltage during restoration to avoid damage to equipments * In case of low battery condition during restoration (due to weak battery/long duration outage of power supply}, to avoid excessive power drain, only the essential load/communication channels to be kept in service Detall procedure for such actions has to be prepared and kept handy — by the concerned substation/generating station Survival Power: Ensuring availability of backup power supplies such as batteries, battery chargers, diesel sets to ensure supply to essential loads like air compressor for operation of circuit breakers, DC system for communication systems etc SRLOC Black Start Restoration Procedure 2013 3.8 General Guidelines: While each disturbance would be different and may require a different plan, nevertheless it would be useful to formulate general guidelines for the benefit of the load despatchers. These may be described as below: a} The operator at generating stations and sub-stations should have the knowledge of pre identified synchronising locations and pre laid down synchronising procedures. b} Switching procedure should be clearly laid down and periodically reviewed. ©) The transformer taps should be checked for desired setting to minimise voltage difference. d) The sub-stations operators and load despatchers should make a check of the capacitor banks and reactors in servi switching operations for voltage control & accordingly should cary out the ) _Energising of high voltage lines and cables should be avoided until enough generating capacity is available. f) Provision of islanding schemes area-wise, power station wise, and Unit wise would enhance the ability to restore faster. These shouldbe fully exploited 4g) Startup power to nuclear plants should be extended fast as poisoning of the reactors would delay restoration of nuclear units. hy Guidelines for decision making should be clear and should be delegated to all the major sub-stations and generating stations under varied conditions. i) Imparting training & providing necessary documentation to the load despatchers Note: The Restoration Procedure and sequence as given in document gives the general guidelines for restoring the system. However, as the exact conditions in case of each disturbance may be different and vary, the officer building up the system may take the action best suited for speedy Restoration of the system in real time. SRLDC 4.0 41 Black Start Restoration Procedure 2013 SOUTHERN REGION OVERVIEW This chapter explains the broad guidelines for restoring the system during Blackouts Procedure is split up in to four sections covering each Geographical area as detailed below Geographical Systems Covered Section Covering the Area Procedure Andhra Andhra Pradesh and NTPC, 5 Pradesh Ramagundam Karnataka Karnataka and Kaiga APP 6 Tamilnadu Tamil Nadu, Pondy, NLC and MAPS 7 Kerala Kerala and Rajeev Gandhi CCPP & Each state has been divided in to Subsystems on the basis of the natural separation taking place during disturbances. Source for providing start up powers has been identified for each Subsystem both from within the Subsystem and also from outside the Subsystem for early Restoration of the power system The details of subsystems are: ANDHRAPRADESH Andhrapradesh has been divided into three subsystems as mentioned below: ‘SUB SYSTEM - 1: The sub-system 1 comprises of major thermal stations viz. VIPS, Lanco , RYTPS, SEPL & MEPL and the important load centers ike Hyderabad, Vijayawada, Kurnool, Machilipatnam & Nellore along with Black Start faciities at Srisailem & N’Sagar, Jurala (iF Water Available) Hydro stations SRLDC 4.2 43 Black Start Restoration Procedure 2013 ‘SUB SYSTEM — ; The sub-system 2 comprises of Ramagundam Thermal power station, Kakatiya and the important load centers like Ramagundam loads & Western Region with No Black Start facilities in the Sub system SUB SYSTEM - 3: The sub-system 3 comprises of major thermal stations viz, KTPS, Simhadhi, & Gas Stations viz Jegrupadu, VGTS, Spectrum, Gowthami, Konaseema, GMR Vemagiri,Jegrupadu Extn and 8SES and the important load centers like Vizag, Kakinada along with Black Start facilities at U’Sileru, L’Sleru Hydro stations Synchronisation of Sub Systems: Once the individual subsystems are built to a stable level, the systems are synchronized with each other. The synchronization of subsystems will be done at the generating stations, preferably KARNATAKA Karnataka has been divided into two subsystems as mentioned below: ‘SUB SYSTEM - Sharavathi Tail Race {STRP), Jog, Varahi and Yelehanka (Diesel), UPCL. It includes major and The sub-system 1 comprises of Major Hydro Stations Viz. Sharavathi, important load centre like Bangalore, Mysore, Hoody, Peenya & Mangalore etc SUB SYSTEM - 2: The sub-system 2 comprises of Major Thermal Stations Viz. Raichur & Bellary and Major Hydro Stations Viz. Nagjheri, Kadra, Kodasalli & Almatti and Kaiga (Nuclear), Tata (Diesel) & Jindal (Corex). It includes major and important load centre like Hubli, Belgaum & Gulbarga ete. TAMIL NADU ‘Tamilnadu has been divided into three subsystems as mentioned below: SUB SYSTEM — The sub-system 1 comprises of major thermal station viz. TIPS, Kudankulam Atomic Power Station, Hydro stations like Periyar, Suruliyar, Papanasam, Servalar etc, Madurai Power Corporation Pvt, Ltd,, (Diesel Power Generating station), PENNA Power (Gas Power Generating Station) Valuthur GTPP and wind generation spread SRLDC 44 45 Black Start Restoration Procedure 2013 over southern part of Tamilnadu. The important load centers in this sub system include Tuticorin, Nagercoil, Tirunelveli & Madurai. This sub system has process industries like Sterlite and Space research centre at Mahendragirietc., INS Kattabomman Naval Centre, SUB SYSTEM - 2: The sub-system 2 comprises of ISGS station NLC (TS4 Expn, TS-ll, TS- I(€xpni} and major thermal station viz. NLC TS-1, MTPS, Hydro stations like Kundah, Pykara, Moyar etc, Gas Power Generating Stations like PP Nallur, ABAN, Kuttalam, Kovilkalappal, Diesel generating station at Samalpatti etc., in the coastal area of Tamil Nadu and wind generation at Udumalpet area. The important load centers in this sub system include Coimbatore, Tiruppur, Salem, Tanjore, Trichy & Hosur. Important Loads such as Traction at Trichy Murugupatty -Ambigapuram and Ariyalur-Koothur in Trichy area: SUB SYSTEM - 3: The sub-system 3 comprises of ISGS Nuclear station MAPS, major thermal stations viz. North Chennai, Vallur, Ennore, GMR Vasavi, Basin Bridge Gas Power Generating Stations, HITECH and TCPL etc., The important load centers in this sub system include Chennai and Arni. KERALA Kerala has been divided into two subsystems as detailed below: ‘SUB SYSTEM - 1: The sub-system 1 comprises of Kozhikode Diese! Generating Power Station (KDPP) and Kuttiadi Hydro Power Station in the northern part of Kerala. It includes the load centre like Nallalam, Areakode (Kozhikode), Kasarkode, Taliparamba, Kannur, etc., SUB SYSTEM - 2: The sub-system 2 comprises of Major Hydro Stations Viz, Idukki, Lower Periyar, Sabirigiri and RGCCPP Kayankulam (Naptha / Gas). includes major and important load centres like Trivandrum, Kalamassery, Pallam etc,, PROCEDURE DETAILS Source of startup power in case of Total Blackout of the Region, Blackout of the entire state system and Blackout of the Subsystem alone. ‘* Identifying the loads for each Subsystem. 10 SRLDC 46 Black Start Restoration Procedure 2013 ‘Points of synchronisation with other Subsystems. * Actions to be taken by various Generating Stationsand Substations. The procedures given in this document are general in nature and provide a guideline for the Restoration team depending on the availability of Transmission Elements, Generators and the Type and the extend of Blackout Restoration Team, on Real Time basis, should adopt the best procedure suited for the situation Based on this document Constituents have to prepare Station wise detailed switching instructions so that the Operators will have clarity and Restoration will be faster. GENRAL PRE RESTORATION REQUIREMENTS Whenever there is a total Blackout in a state / region, to facilitate early building up of the stable subsystems, the constituents should keep the UFRs & FGMO in by-passed condition during the restoration process. KTPS, Simhadri, & Gas Stations viz Jegrupadu, VGTS, Spectrum, Gowthami, Konaseema, GMR Vemagiri,Jegrupadu Extn and 8SES and the important load centers like Vizag, Kakinada along with Black Start facilities at U’Sileru, L’Sleru Hydro stations ‘Synchronisation of Sub Systems: Once the individual subsystems are built to a stable level, the systems are synchronized with each other. The synchronization of subsystems will be done at the generating stations, preferably. IMPORTANT Criteria for deciding Restoration approach in AP System. SURVIVAL of Ramagundam islanding scheme is the most important criteria in deciding Restoration approach of AP system during total black out condition. 20 k Start Restoration Procedure 2013 If the Ramagundam islanding scheme successfully survives, then it is practically NOT possible to connect with WR through AC by-pass at HVDC Badravathi. If the Ramagundam-Hyderabad Island of approximately 1800 MW acts (47.8 Hz with 200ms delay}, the System Operator has to restore the Island as quickly as possible as there are no hydro generators in this Island and Ramagundam units have limited bandwidth to flex generation as required by the loads. The System Operator at AP SLDC would endeavor to closely match loads to Ramagundam Generation at all times. The Restoration procedure would now focus onsynchronising this Island with N’Sagar-Srisailam island that may have to be built up from black start. In case rest of AP/SR survives the Ramagundam-Hyderabad Island can be quickly synchronised with rest of AP/SR system by flexing the generation at N’Sagara Srisailam complex. In case rest of AP/SR does not survive, N’Sagar- units would be self-started with minimum loads(KM Palli) and supply would be extended to Talapalli. Simultaneously units at Srisailam (RB) would be started up and synchronised with N’Sagar units. Loads would be extended by closing Srisailam-Mydukur line and afterwards extending the same to Cuddapah-Chinakampalli-Muddanur for starting up of units. Srisailam (LB) would be started up and power extended to Kurnool. Meanwhile the N'Sagar-Srisailam(RB) complex would extend supply to Kurnool and synchronise with Srisailam(LB) at Kurnool. After the island has reached 700-1000 MW, the 400 kV Talapalli-Hyderabad line would be usedto synchronise Ramagundam-Hyderabad island with Srisailam-N’Sagar island. The Kurnool-Hyderabad 400 kV would also be closed to strengthen the link. Incase of survival of this subsystem in islanding mode, the island could not be connected to WR through AC by-pass at HVDC Badravathi as the frequency of WR and surviving island would be different and flexing generation J loads of the surviving island for matching to WR frequency may be very difficult and may lead to collapse. Also, attempt to avail support through Badrawathi HVDC Back-to-Back by synchronizing Ramagundam ~ Chandrapur lines, with out building the island to sufficiently large size, is not preferable due to low short circuit level at HVDC Badrawathi. (a) (b) {c) Actions by HVDC Bhadrawati Upon receipt of request from Ramagundam for providing start up power Bhadrawati will make the following arrangements to extend the start up power. = Ensure that line breakers of 400 kV Ramagundam-Chandrapur lines | and Il are opened at Ramagundam & Chandrapur ends = Ensure that HVDC system is isolated from both West and South Bus. = Ensure that all filter Isolators are opened = Ensure that West Bus 2 is in energized condition = Close A/C bypass link isolators = Close breaker of Ramagundam line | or Il in consultation with Ramagundam = This would extend start up power to Ramagundam STPS & Kakatiya Actions by RSTPS = Ensure all 400 kV line breakers open at Ramagundam end. = Avail start up supply from HVDC station at Bhadrawati through one of the circuits of 400kV Ramagundam-Chandrapur line for starting the unit. = In case the bus voltage at Ramagundam is very high, request AP to avail some loads radially to control the voltage = Extend start up supply to Kekatiye via Warrangal-Bhoopalpally = Ramagundam would build up the generation gradually with load through ICTs at Ramagundam Actions by KAKATIYA 40 SRLDC 5.7.4 Black Start Restoration Procedure 2013 = Open all 400 kV line breakers. = Avail start up supply from Ramagundam via 400kv Warangal in consultation with SLDC. = Kakatiya would build up the generation (d) Actions By APLD = Provide the loads for Ramagundam generators through ICTs at Ramagundam in coordination with RSTPS. * Loads to be regulated keeping in view the level of generation at Ramagundam and import constraints as per the directions of SRLOC Note: SRLDC/WALDC Control Room, Ramagundam and Bhadrawati HVDC stations shall endeavor to confirm the actions to be taken in the event of Total Black-out in the AP system. However, extension of WR power to Ramagundam shall be carried out at the request of Ramagundam without waiting for any code from SRLOC JWRLOC except that before extending the supply, Bhadrawati shall interact with Ramagundam and obtain clearance from Ramagundam for its readiness to avail the power supply. PROCEDURE FOR AVAILING STARTUP POWER SUPPLY FROM WITH IN AP SYSTEM In the event of difficulty in availing WR supply for any reason, the alternate source for availing start up power to Ramagundam & Kakatiya would be from N'sagar or Srisailam Hydel power stations In this case the following steps would be followed. (a) Supply from N'sagar or Stisailam power house would be extended to Tallapally. (b) 220 kV supply from Tallapally would be extended and stepped up to 400 kV by charging one of 220/400 kV 315 MVA transformers at 400 kV N’sagar sub station. (©) Before extending 400 kV supply fram N’sagar to Ramagundam, the voltage at N'sagar would be controlled by utilising bus reactor, line reactor provided at a SRLDC 5.7.5 Black Start Restoration Procedure 2013 both ends of 400 kV N'sagar-Ramagundam line and if required by varying ICT taps at N’sagar In case 400 kV voltage at N’sagar is not brought under control by using reactors and ICT taps at N’sagar, 400 kV supply from N’sagar should be extended to Hyderabad and voltage at Hyderabad could be controlled by connecting loads through ICT at Hyderabad. Supply to Ramagundam can be extended by charging one of the 400 kV lines from Hyderabad to Ramagundam and NTPC can avail start up power by charging Ramagundam bus Once Startup is given to Ramagundam, Then extend start up power from to Kakatiya as explained above SYNCHRONISING SUBSYSTEM - 2 (RAMAGUNDAM & KAKATIYA) WITH REST OF A.P AND OPENING OF AC BY-PASS LINK WITH WR ‘As the Subsystem 2 builds up it has to be synchronised with rest of AP at the earliest opportunity to increase the stability of the\ grid. This Subsystem can be synchronised with rest of AP by closing 400 kV Warangal / Khammam - Ramagundam line. Tying of subsystem to be done preferably at 400 KV level only. Once the Northern part of AP grid is adequately strengthened and stabilised, RLOC shall request WRLOC to withdraw the assistance from WR. The following steps shall then be taken to open out the AC bypass link at HVDC Bhadrawati, After the AP system develops into a stable island of about 2500 to 3000MW, AIC inter connection with WR will be opened out only after reducing the flow on the interconnection to a minimum value by adjusting the load generation balance in AP Subsystem Load in AP system would be regulated to bring down the flow on 400 kV Ramagundam-Chandrapur line as minimum as possible (10 to 20 MW) by regulating generation at N’sagar, Srisailam and Chandrapur (WR) NTPC would then manually open 400 kV Ramagundam-Chandrapur line to separate part SR system from WR system in consultation with SRLDC / Bhadrawati 42 SRLDC 5.7.6 Black Start Restoration Procedure 2013 Opening of A/C Bypass Link At Bhadrawati: + Bhadrawati shall obtain permission from WRLOC and SRLDC to open out the AIC bypass link, * Breaker controlling Ramagundam | and |i lines shall be opened. * Open breaker of MSEB-2 controlling West Bus-2, * Check that West Bus and South Bus is dead * Open A/C bypass link isolators = Prepare the HVDC station for operation in Back to Back Convertor mode and then await instructions and code exchange between WRLDC and SRLDC. PROCEDURE FOR AVAILING STARTUP POWER DURING PARTIAL BLACKOUT OF ‘SUB-SYSTEM - 2 In the event of Partial Black out in AP system and Subsystem 2 alone going into black out startup power for Subsystem 2 will be made available fram any one of the neighboring Subsystem in AP and the procedure is detailed below A. From KHAMMAM ® Charge 400 kV Ramagundam ~ Warangal / Khammam line at Warangal / Khammam * Charge 400 kV Switchyard at Ramagundam and avail start up power B. From WARANGAL * Charge 220 kV Warangal-Nagaram-Malayalpalli switching substation * Charge 220 kV Malayalpalli-Ramagundam line-1 or line-2 or line-3 = Charge 220 kV/400 kV Auto Transformer-3, 4 or 5 and avail start up power supply C. On exercising this option, Start-up supply to be extended to Vemagiri complex through Gajuwaka ~ Parwada — Peddapuram ~ Bommur 220kV lines or Gajuwaka ~ Pendurithi ~ U.Sileru ~ Donkarai ~ LSileru - Bommur 220kV lines. Subsequently, builtup an island with Simhadri, Vemagiri Complex & Sileru generation along with matching loads at Vizag, Pendurithi, Bommur etc to an extend of 1000M\Y ~ 1500MW. After building-up the island, flexing the Sileru hydro generaion, delink the island from N-EW grid at HVDC Gajuwaka by tripping the 400kV AC inter connector feeder to Gajuwaka ICT. It also connects to all the gas stations of this Subsystem. Following are the actions to be taken at Bommur.
