Background
The United Nations Human Settlements Programme, UN-HABITAT, is the UN agency at the forefront of
promoting socially and environmentally sustainable human settlement development.
Under the policy guidance of the Ministry of Social Welfare, Relief and Resettlement, and Department of
Development Affairs, the UN-HABITAT is contributing Nargis Recovery and Country programme in Myanmar
implementing various projects such as Community Water Supply and Sanitation Recovery project, Disaster Risk
Reduction Project, Shelter and Community Infrastructure Projects.

In this context, UN-HABITAT is looking for the service of a senior civil engineer and the details are stated
underneath.

2. Responsibilities: Within the framework of UN-HABITAT’s work programme, policies and procedures and
under the overall guidance of UN-HABITAT Head of Agency based in Myanmar, the Senior Civil Engineer will
be responsible for providing technical supports to the UN-HABITAT team. In particular, the Senior Civil
Engineer will undertake the following tasks:

 Supervise and finalize structural design and specification for new housing or retrofitting and their related
infrastructure
 Analyze risks associated with natural disasters including wind, earthquake, fire and floods, while design
structures
 Prepare and submit budget estimation on housing and community infrastructure as and when required
 Develop and implement quality control programs.
 Monitor construction quality across construction sites based on National and International seismic
resistant standards
 Monitor construction projects to ensure that procedures, materials and equipment comply with approved
project plans, specifications and samples, CAP agreed standards and quality
 Investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being
carried out.
 Provide feedback to district manager and teams on construction monitoring mechanism and review their
work periodically
 Interact with community and educate them on construction quality standards measures and practices
 Regularly discuss with supervisory senior management team, district managers, contractors, and site
engineers about site situations and resolve matters such as work procedures, complaints, and construction
problems.
 Provide Quality monitoring and feed back to staff on improvements to be done,

 Based on monitoring, provide lessons learnt for all on-going field activities
 Provide information and take necessary feedback from the independent monitoring team from UNDP
 Schedule the project in logical steps and budget time required to meet deadlines.
 Take actions to deal with the results of delay on construction site.

Qualifications / Experience

 A University Degree in Civil Engineering


 At least five years of progressive, proven working experience in management principles involved in
strategic planning, resource allocation, human resources management, leadership, production methods,
and coordination of people and resources
 Knowledge of monitoring and implementing similar kind of reconstruction projects
 Technical knowledge on designing houses for varying geographical sites including marshy lands and
swampy sites
 Knowledge of relevant earthquake resistance structures to promote safe construction practices
 Knowledge of transportation principles and methods for moving goods by air, rail, sea, or road,
including the relative costs and benefits
 At least Five years of experience in construction, construction management, or construction
administration in order to interpret contract documents, specifications, and blueprints as well as
recommend changes, resolve field problems and ensure compliance with necessary documents and
quality standards
 Work experience and considerable knowledge of construction and architectural procedures and plans
acquired through several years of working in the fields
