This begins the impeachment process against our GS Senator, Ramond Curtis.

Based on his
actions this past year performing his duties as our schools sole University Senator, I find his
actions and behavior to have disgraced GSSC, University Senate, and to be in violation of the
GSSC Constitution. I am also filing a formal violation of Columbias Rules of University
Conduct to Columbia University. As our most public-facing student leader, he has continuously
exhibited unacceptable conduct when dealing with students in our community, as well as with
other student councils and students in other schools. (GSSC Constitution Article IV, Section 2)

2. Impeachment
a. Any member of the GSSC who is found to be in violation of the Code of Conduct, gross
negligence of duties, attendance policies as stated in Article III Section 4, and/or malfeasance of
any kind will be subject to impeachment.
b. Any Executive Board member may initiate impeachment proceedings. In order for
impeachment proceedings to commence, each Executive Board member must receive a brief report
from the Student Body President explicitly stating the wrongful actions on the part of the member
in question. The member in question has the rough to submit a rebuttal report. Both reports must be
distributed to the full council prior to impeachment proceedings.
c. Once the reports have been reviewed, impeachment proceedings will take place during the
councils next scheduled meeting. The member in question has the right to be present for all
discussion and will be given the opportunity to defend him& or herself to the full council. A secret
ballot will then be taken. If there is a majority consensus, the member will be dismissed from
office.
d. Alternatively, a member may choose to resign from office prior to the Removal from
Office meeting.
e. A member cannot be impeached twice for the same occurrence of a particular violation.
f. I mpeachment results are final and are not subject to appeal.

This week, the egregious action he displayed on social media on Monday April 3 at 4:30pm by
publicly accusing the GSSC President on Facebook for his unethical actions in the elections, I
believe, was a blatant abuse of his position on GSSC and the University Senate. Additionally, he
provided no evidence for his accusation on Facebook, and Julians actions and my campaign
have been vindicated by The Columbia Elections Board (CEB). While explicitly using his
position as Senator of GS, he undermined the integrity of GSSCs elections and publicly
attempted in an official capacity to coerce two candidates behavior. I find these actions to be in
violation of GSSCs Constitution (Article III, Section 3), which states:
a. Every member of the GSSC must maintain the highest standard of conduct for the
duration of his or her service. Council members will:
i. Behave ethically and respectfully in pursuit of official duties.
ii. Not abuse their authority in any way
iii. Recognize that any disciplinary or legal charges incurred during his or her term
of service that comes to the attention of the council could subject the member to
disciplinary actions up to and including impeachment.
iv. Will not speak or enter into agreement on behalf of the GSSC without
explicit consent from relevant members of the council.
b. A member of the council acknowledges that he or she is representing the GS
student body and the university, and that any violation of the GSSC Code of
Conduct or the University Code of Conduct will be reported to the Student Life
Office and will be considered grounds for impeachment.

I believe that by publicly declaring the GSSC President as being guilty of rules violations and
being guilty of ethics violations, prior to the finalization of the official process of rules
violation adjudication by the Columbia Elections Board (CEB), Curtis violated the protocols
of CEB and used aggressive behavior in an official capacity to attack the reputations of
fellow council members and candidates. Additionally, by explicitly speaking in the capacity
of his position as GS Senator, Curtis spoke publicly in a divisive and inflammatory manner
on behalf of GSSC without the consent of the council.

Second, it is important for the GSSC E-board to know that I am filing to Columbia
University three official violations of the Rules of University Conduct for Ramond Curtis.
Since these three violations have not been fully adjudicated by the University, I am redacting
information so that I do not improperly defame Ramond.

Furthermore, some other examples of Curtis continuously aggressive behavior towards fellow
council members and members of the community, and his continuously unprofessional behavior
exhibits a pattern of misconduct. Examples include:
During a constitutional review committee meeting, Ramond behaved in an aggressive and
slanderous way to James Ward, insulting him with profanity during the GSSC Policy
meeting on March 27 at approximately 7:45pm.
He used his position as GS Senator to intimidate Raisa Flor, GSSC Chief of Policy, on
Monday April 3 at approximately 4 PM and demanded that she publicly apologized for
what he deemed as unethical behavior. He also shouted at her during the GSSC general
body meeting on April 4 at approximately 10:00pm.

I recommend that GS Senator Ramond Curtis be impeached from his position as GS Senator on
General Studies Student Council.
