SAFETY AND HEALTH OFFICER (SHO)

1.0 INTRODUCTION
In line with the Occupational Safety and Health Act 1994 and its Regulations to ensure a
competent person is employed to act as a Safety and Health Officer at the place of
work, the SAFETY AND HEALTH OFFICER COMPETENCY COURSE (SHOCC)
represents a unique effort of SKILL SOLUTIONS SDN BHD to produce a pool of
qualifies safety & health officers for the industry towards the prevention and reduction of
occupational accident, injuries and illnesses in the country.

2.0 WHY SHO?


1. Currently with DOSH statistic, its show that market needs 30,000 SHO whereas SHO
registered with DOSH only 10,000 SHO only. This statistics above crucial indicators of market
demands for SHO.

2. We know that we will never be totally successful in preventing workplace


accidents. Therefore, SHO can help those who develop these conditions to recover and then
return to work. Decent work calls for the integration of economic and social objectives and for a
well-orchestrated combination of measures converging towards four strategic objectives,
namely rights of work, employment, social protection and social dialogue. However, the belief
that injury and disease go with the job should not be accepted.

3. SHO are the leaders in protecting people in the workplace and safeguarding the
environment. Therefore our activities must also show that OSH can add value to the
productivity and profitability of the businesses. OSHA 1994 firmly established that notion of
responsible self-management by business and extended duties to others that can influence
safety and health performance, such as Directors and CEOs. Since then, there has been some
success in transferring ownership of the problem and the solutions from the regulator to those
responsible for creating and managing the risk and this is a direction that we must continue to
move in.
4. Most company are now realize by decency the amount of accident in the workplace,
they can gain higher profit and maximize the manpower efficiency.

3.0 OBJECTIVES

Enhance the candidates knowledge in matters pertaining to occupational
safety and health concepts and principles

Train the candidate, enabling them to perform OSH activities to meet the

requirements of OSHA and its regulations

Share on-the-job
experience and give actual work exposures as SHO in
different industries

Display the skills, knowledge, and tools necessary to be a safety officer

Set up occupational, safety and health systems and procedures in their

Organizations

Recognize the legislative requirements of OSHA 1994 Regulations and


related
regulations

4.1 ENTRY REQUIREMENT



All level of staff with minimum of MCE/SPM education level. This is important in
order for them to sit the examination since SPM/MCE qualification is a minimum
standard requirement.

The candidate must have successfully completed the Safety and Health Officer (SHO)
Course conducted by any other training provider approved by DOSH (Skill Solution Sdn
Bhd is one of the approved training provider by DOSH)

AND


Possess at least an SPM, MCE, SPVM or equivalent certificate; OR

Possess at least SPM (Open Certificate) with the following conditions:

Sit for at least six (6) subjects; AND


Obtain at least grade 6C in Bahasa Melayu AND English AND
Mathematic; AND
Pass at least one (1) subject with at least grade 8E for subjects Science
OR Physics OR Chemistry OR Biology; AND
Pass other subjects such that the total number of subjects is at least six (6)
Exemption to item 3.1 may be given to the following candidates:
Candidate who has completed the Executive Diploma in OSH
(Conducted by NIOSH in collaboration with Open University Malaysia) is exempted
from attending the SHO course
Candidate who has been given such exemption by DOSH or by the
Board of Examination, NIOSH.

However, any other interested staff can attended the course because they can equip
knowledge in OSH outside service environment and indirectly register with DOSH as
a competent SHO when they have minimum 10 years experience in OSH.

5.0 CERTIFICATION
Certificate of attendance will be presented to all participants at the end of the course.
Participants are required to meet 16 days of attendance requirements to qualify to sit
for the NIOSH SHO examination.

PRE REQUIREMENT

1) Internal examination will be conducted on completion of the 4


module covered in the programme.
2) The safety and Health Examination will be conducted by NIOSH at the
end of the course. The Examination will consist of Three papers based on the
following format:

All overall assessment will be based on a pass in all three papers in order to pass the
whole exam. Passing is pegged at 50% and decision of the Examination Panel is final.

7.0 METHODOLOGY
A combination of lectures, workshops, discussion and practical activities.

8.0 LANGUAGE MEDIUM


English and/or Bahasa Malaysia. The training can be executed in a dual language
option.

9.0 COURSE FEES


RM4, 707.00 (Ringgit Malaysia Four Thousand Seven Hundred And Seven Only)
per person for 22 Days including examination fees.
