Company/University Background
A constituent of the University of the Philippines system, UPV or University of the Philippines in the Visayas is
a public research university in the Philippines. Aside from courses on business (accountancy, marketing, and
management), economics, science (chemistry, biology, applied mathematics and physics, etc), marine science
education and research, fisheries, and aquaculture, it also offers regional study programs focused on Visayan
culture. UPV currently has three campuses: Miag-ao (main campus), Iloilo City, and Tacloban.

Disciplines
Fisheries and Aquatic Sciences Education
Both the vision and mission statements put fisheries and aquatic sciences education as
the forefront course offering of UPV. Considered as the flasgship course of UPV, fisheries and
aquatic sciences is housed in the College of Fisheries and Ocean Sciences (CFOS) at the Miag-ao
campus.
Other colleges and universities in Region VI which offer BS in Fisheries are Iloilo State
University of Science and Technology, Capiz State University, Carlos Hilado Memorial State
College (Negros Occidental), and University of Antique.
Using the recent results of the Fisheries Technologist Exam, we compare the
aforementioned colleges/universities with UPV. The board exam is used as a measurement of the
quality of education provided by the colleges/universities, especially in the development of their
students technical skills. The percentage used is pertaining to the over-all performance of the
schools.

At 97%, UPV leads among the colleges/universities in Western Visayas offering the fisheries. We
consider however that only Iloilo State College of Fisheries brands itself as fisheries-focused, in
the same way UPV does. Regardless, if the quality of education offered is based solely on the
tangible results of passing percentage, then UPV is the foremost best choice.

Other Fields

As mentioned in the previous section, UPV is shines in the field of marine sciences and fisheries
vis--vis other Western Visayas colleges/universities which offer the same course. This, however,
offers only an analysis from that specific course and offers a rather biased view, when used as a
tool to determine the excellence of Region 6 colleges/universities, seeing as UPV as an institution
specializes in said field. Taking a look at the different disciplines offered by Region 6
colleges/universities however offer a more encompassing view of Higher Education Institutions
(HEIs).

The Centers of Excellence (COEs), as designated by the Commission on Higher Education


(CHED), serve as models of excellence and resource for the other HEIs, while Centers of
Development (COD) are institutions which display potential to be COEs. Support to COEs/CODs
includes provision for student scholarships, faculty development, library and laboratory
upgrading, research and extension services, development of instructional materials, and
implementation of networking and linkages activities.

When focusing upon respective specialized disciplines, West Visayas State University is the front-
runner as it is considered a COE in its specialized field (teacher education). UPV, CPU, Recoletos,
USA, La Salle, and Aklan Sate U are all considered as CODs in their respective fields. This shows
that UPV is at par with five other universities in their respective specializations, as designated by
CHED. It can be noted that CPU holds a designation of COD in the field of Business
Administration while UPV does not, despite the fact that UPV offers the same course.

Affordability
One factor which affects a students or rather, a familys decision of choosing a university or
college to enter is the tuition fee and expenses they may incur. With this, we compare the tuition
fees of Western Visayan universities/colleges, on a per unit basis, to assess their respective
affordability.

UPV stands as the university with the most expensive tuition fee per unit. Northern Iloilo
Polytechnic State College offers the most affordable at 100 pesos per unit. Due to the
unavailability of data, total tuition fee expenses (fee per unit multiplied by units) cannot be
determined. Affordability of a college/university is an important factor as a significant percentage
of the population lies on or below the poverty line. While primary and secondary education has
been made somewhat accessible through the public school system, higher education remains
accessible only to those who have the means to avail it. Thus, affordability of an HEI is a factor in
choosing a college/university to enter.
