FS COMPILER: There is a new re-
quirement imposed by the Professional
Regulation Commission (PRC) and
Board of Accountancy before business
financial statements (FS) could be filed
with the BIR and SEC. All such FS of
businesses with gross service revenues
or sales of more than P10 million need
to be accompanied by a Certificate of an
accredited CPA that he has compiled the
FS, together with the covering notes to
the financial statements.
The CPA Compiler must be different
from the External Auditor who is attest-
ing said FS. Even the other accredited
CPAs in the External Auditing firm are
prohibited from signing as FS Compiler.
However, an insider staff of the business
who is accredited by PRC-BOA can sign
as compiler. Accredited external audi-
tors may also sign as FS compiler but
not those of their external audit clients.
The requirement covers mandatorily all
FS for periods ending June 30, 2016 and
onwards.
DIFFERS FROM SMR: The Certifi-
cate of Compilation (and Notes) differs
from the existing requirements to submit
the accompanying Statement of Man-
agement Responsibility (on the FS) be-
fore their submission to BIR and SEC.

Last week, lawyer Larry Gadon
and actress Vivian Velez led a group
in initiating a petition to revert Ninoy
Aquino International Airport (NAIA) to its
previous name, the Manila International
Airport (MIA).
According to Gadon, the administration
which renamed MIA to NAIA gravely erred
in its decision to rename the countrys
premier airport in honor of former Sen.
Benigno Ninoy Aquino as aside from the
three malfeasances the late senator of
which he had been responsible, Aquino
did not meet the most basic requirement
for having a place, edifice or anything
named after him that he should have
been dead for at least 10 years.
But no, the administration which
renamed MIA to NAIA did not err. It
simply abused its power for the then
administration was led by no less than
Ninoys widow, Cory Aquino.
And the Cory administration

teen-age, pre-marital pregnancy). Un-
less the antagonism between church
and state is remedied, peace and or-
der in our country may be in peril.

Her son, the countrys biggest
mistake, assumed the presidency in
2010. He also had six years to prove
it was Marcos or his loyal people who
could have assassinated his father and
yet, he chose not to do so.
Ninoys family did not accept the
findings of the body created by Marcos
to probe the assassination. They
accused Marcos of trying to hide the
truth. So what was the truth behind
Ninoys assassination? Why did they
not pursue the investigation so that
the truth could finally be revealed as
they claim?
They had their chances but they
opted to ignore them. And still they
want the people to believe, Marcos
whitewashed the Ninoy assassination
probe. What an irony!
Thus, in essence, we are honoring
someone who was killed for reasons
of which we have no idea.
The petition of Gadons group
should be given attention. Its about
time we correct history.

rac Water District, a barangay
waterworks system, and shal-

with fecal coliforms above safe

Meanwhile, Engineer Con-

in-charge of refilling station
inspection, said that the two
refilling outlets found posi-
tive with e-coli, already turned
negative of the bacteria in re-
cent tests.
She said they subjected the
water samples from these re-
filling stations to at least three
tests that all turned negative al-
ready from the ecoli contami-
nation.
When water samples from
these refilling stations turned
positive from ecoli, their
pipelines were still busted by
Typhoon Nina. But in the suc-
ceeding three tests after the
lines were already repaired,
the samples were found nega-
tive already of e-coli contami-
nation, Ramirez said.
Catanduanes Governor Jo-
seph Cua had earlier asked
Health Secretary Paulyn Jean
Ubial to help them set up
sources of safe and potable
water in the typhoon-affected
communities to prevent a pos-
sible diarrhea outbreak.
He asked for mobile filtra-
tion machines that could pro-
duce some 5,000 liters of po-
table water daily.
Diarrhea cases were report-
ed to have hit Catanduanes as
early as November last year.

ry cans, 2 tarps, 2 blankets, 2
mosquito nets and 1 hygiene kit
were extended to a total of 244
families from Barangays Vil-
laflorida, Guinaban, San Jose
Oras and Sto.Nino in Ocampo,
Camarines Sur. There were
also 155 household beneficia-
ries from Sta. Rosa Del Sur, in
Pasacao who received the same
items.

top official of the Depart-
ment of Interior and Local
Government (DILG) Bi-
col said the agency is now
forming Mamamayan Ayaw
sa Anomalya, Mamamayan
Ayaw sa Droga (MASA-
MASID) teams in over one
thousand barangays or one
third of the total number
of barangays in the region
which have been affected by
the illegal drug program.
Grace Joy Tango, informa-
tion officer of DILG-Bicol,
said the program, which en-
courages volunteers to fight
crimes at the barangay (vil-
lage) level, targets to imple-
ment the MASA-MASID
program in 1,114 out of 3,471
barangays in the entire Bicol
region.
She said the barangays
were selected in terms of the
degree in which they were
affected by the proliferation
of the illegal drug problem
as reported by the Philippine
National Police (PNP).
The program encourages
support from the grassroots
to the regional level to fight
corruption, criminality and il-
legal drugs, said Tango.
She said DILG will not
engage in recruiting volun-
teers to the program but will
encourage the people in the
barangays to volunteer.
Tango identified three im-
plementation strategies of the
program: demand reduction
through advocacy and educa-
tion campaigns; supply re-
duction through information
gathering and reporting; and
community-based rehabilita-
tion.
She said in the demand re-
duction stage, volunteers will
inform, educate and dissemi-
nate information to fellow
villagers on the ill effects of
illegal drugs, criminality and
corruptions.
"This is not only about il-
legal drugs, a MASA-MASID
team can report any barangay
official who is corrupt or in-
volved in any anomaly, said
Tango.
She added volunteers can
also report on criminals hid-
ing in the locality.
Tango said during the sup-
ply reduction stage, which is a
more sensitive stage, the vol-
unteers are tasked to gather
information and report to au-
thorities the information they
have gathered.
They will be the ears and
eyes of the government, she
said.
Meanwhile, the communi-
ty-based rehabilitation stage
consists of a 48-week pro-
gram designed by the DILG
for the light to moderate
drug surrenderers.
The program consists of
a series of activities that will
be facilitated by medical pro-
fessionals, religious or faith-
based organizations in their
respective cities or munici-
palities.
