This document will henceforth on the date of its completion be the official rulebook for the Mock
Government Sim known as IMG
Preamble
Articles
Section 1 - Executive Branch
1. The President of the Mock government will be elected every 45
days. A Presidential cycle will last the 45 days. At day 45 the election will begin
and last the 2 days. Then the winner will be announced and sworn in as
president.
2. As president, the individual will :
a. Appoint 5 cabinet positions. Vice President,
Secretary of State, Secretary of the Treasury, Secretary of Defense, and
Secretary of Elections.
b. (Other Cabinet Positions may be added but are not
required.)
c. Appoint Supreme Court Justices for the Senate to
confirm.
d. Will pass or veto bills passed in both houses of the
congress.
e. Serve as Head of state and government of this
Mock Government.
f. Address the Nation every 10 Days.
g. Hold no other political office in this Mock
Government.
3. The president will be limited to 2 Consecutive Terms.
Section 4- Voting
1. Elections shall be conducted through the following means: a voter
booth page run by the secretary of elections and the admin. The voting will be
done over 24 hours and each player will get one vote, either by secret ballot or
comment voting.
2. The word from the Secretary of Elections is final. In the event of
suspected voter fraud, the Supreme Court may be called upon. If the Supreme
court finds no evidence of Fraud, then the elections are valid. If they do, those
involved with fraud will be banned.
3. Parties will have control over how their parties conduct primaries.
Amendment I. Any form of power in the law in the United States shall pass no law, bill, or
legislation respecting any form of religion, freedom of speech, freedom of the press, and
freedom of the people peacefully assembling and protesting the government.
Amendment II. All members of the House and Senate are subject to this rule: If any member of
the House or Senate does not vote on a bill for seven (7) consecutive days, their seat will be
immediately terminated and a special election will take place.
Amendment III. Every single American citizen has the right to own, keep, and carry firearms;
this right shall not be infringed upon by the government of the United States or by any agency of
the government of the United States.
Amendment IV. No government official may intrude a citizens property without justified
reasoning or a warrant awarded by a state judge court house. Property rights must be respected
in all circumstances.
Amendment V. Every single person on American soil, citizen or not, has the right to a fair,
speedy, and public trial with a jury. The process will be handled on a county or state level unless
it is necessary to be handled on a federal level.
Amendment VI. Neither slavery nor involuntary servitude, except as a punishment for crime
whereof the party shall have been duly convicted, shall exist in the United States.
Amendment VII. No soldier shall in time of peace be quartered in any house, without the
consent of the owner, nor in time of war, but in a manner to be prescribed by law.
Amendment VIII. The Vice President may vote in the Senate in the event of a tie, emergency, or
inactivity.
Amendment IX. Government agencies or officials shall not conduct searches or seizures of
citizens without probable cause or a warrant awarded by a state judge.
Amendment X. A state may secede from the union if they agree to pay back federal funding over
the following ten (10) years, get justified reasoning, vote in the Senate and House, 70% state
legislature vote, and administrator approval.
Amendment XI. No person shall be held to answer for a capital, or otherwise infamous crime,
unless on a presentment or indictment of a grand jury, except in cases arising in the land or
naval forces, or in the militia, when in actual service in time of war or public danger; nor shall
any person be subject for the same offence to be twice put in jeopardy of life or limb, nor shall be
compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or
property, without due process of law.
Amendment XII. Amendment to Amendment X. A state may secede from the union
if the state legislature votes unanimously in favor, a majority in the House and
Senate vote in favor, a presidential signature, and a Supreme Court hearing
including the Governor of the state that wishes to secede.
Amendment XIII. Amends Article 1 Section 2.4B, allows Speaker of the House to be elected by
the entire House, not just the majority party.
Amendment XIV. Amends Article 1 Section 3.2D, allows Supreme Court justices to serve as
governors.
Amendment XV. Amends Article 1 Section 1.1 and 2.1, changes terms from 45 days to 40, one
year is 10 days, beginning 2028 election.
Amendment XVI. If a Supreme Court justice does not vote on a case for seventy-two (72) hours
or more, their seat on the court will be immediately terminated and the President will be able to
appoint another one. There are exceptions such as vacations, etc.
The other nations of the IMG world, must register their nation, flag, name, and reason for
existence to the United Nations of IMG. These nations must follow the rules established by the
Secretary of Foreign Nations. These rules shall be determined at future dates, however a few
major rules shall be kept.
1. The nation that wishes to exist shall state these things to be accepted:
a. The nation shall state its name
b. Its territory
c. Its flag
d. Its governmental structure
e. Its GDP
f. Itd s Population
2. The Government upon its acceptance may:
a. Declare war on other nations with the consent of the UN
b. Declare its elections to however it seeks
c. Accept any citizens within its borders as it wishes,
d. Make any laws it so chooses to do so
Business
Business are an integral part of the real world, however with a lack of genuine money or
capital assets, there must be a few regulations and rules associated with them:
1. Business must be approvee by the Admin, the business that wants
to be owned must be purchased with the money they receive in IMG. The
business will be subject to the rules/ occurrences of the IMG stockmarket.
2. Business may be created, but must cost money to do so, the
name and how it shal be set up must be approved by Admin. Created businesses
require a logo, and a one page summary of its operations and description of the
good/service it shall provide. The amount shall be based upon real world factors,
along with the size and scale of such an endeavour. The business will generate
revenue that admin deems worth of the size and scope of the operation.
3. No one individual may own more than three real world
businesses, either under a merger, or as separate entities.
ADMIN
Section 1:
The Admin of IMG, is invested with specific powers and duties of the game, these follow
as such:
1.) Admin may with full consent and assistance from the Secretary of Elections,
facilitate and run the voting booth account.
2.) Admin may run the IMG account and facilitate new players and keep an accurate
and updated list of the house and senate members, president, governors and if able,
state representatives at all times.
3.) Admin may declare a character as unusable.
4.) Admin may, with consent of the Community as expressed in a poll, to ban a
player from the game causing mischief by cheating, playing as two members, or ruining
the experience.
5.) Admin shall work with Secretary of Events to decide what events shall occur and
when, he shall (each term) appoint an event council with the premise to diversify events.
6.) Admin shall work with Secretary of Foreign nations, to help facilitate how other
countries operate.
7.) Admin shall compensate each player their due amount of pay every Friday.
8.) Any powers not directly granted to Admin, he does not possess, any violation of
these shall render admin expelled and banned from his administrative duties and a new
admin shall be chosen, in a fair election.
Section 2:
1. The amount of compensation per play shall be as follows:
a. President: $80,000
b. Vice President: $60,000
c. Senators: $25,00
d. Representatives: $20,000
e. Governors: $10,000
f. State Legislatures: $4,000
g. Mayors: $2,000
h. SCOTUS: $50,000
i. Chief Justice: $65,000
j. Cabinet Heads: $15,000
k. Bureaucrat worker: $1,000
SECRETARY DUTIES
There shall be 3 Secretaries that shall be voted upon by the general game, and
approved by Admin:
1. Secretary of Elections- The Secretary of Elections shall run the voting booth
account and be the person to log who is running for what office, anyone who wants to
run must be approved by the Secretary. They will work with admin to control elections
and determine how they shall function.
2. Secretary of Events- The secretary of Events shall have the duties of running the
official events page, working with admin to create events and the events council in
facilitating said events.
3. Secretary of Foreign Nations- The Secretary of Foreign nations shall be tasked in
dealing with all other nations other than the United States, they shall work with Admin to
create an atmosphere suited for other nations, they will be tasked with keeping an up to
date map of the world within IMG, and keeping charge and control of the other nations.
1. Taxes shall be paid to whatever government jurisdiction you live under. Taxes
must be paid every 10 days (One Year)
2. Goods and services are now under regulation of the said jurisdictions, sellers
may sell if IMG members purchase.
3. All members will be given a checkbook and must fill out a check for all
purchases,(1)
4. All members must record their purchases in their record book(2)
5. All members of IMG must number their own checks, and keep accurate records
of their expenses and expenditures
6. Campaign expenses must be listed in a separate register.
7. When campaigning, staff must be paid, and travel must be accommodated
(Costs will be price of irl flights/hotels/etc)
8. All business will be required to offer some good or service and make their
finances public in a readable legible forum. All business must have the approval of
admin before creation.
9. If members of IMG want to purchase homes or insurance or cars, I suggest it,
you must pay your utility bills. Cost of which are relative to real life. But if you don't own a
house you must be living somewhere.
