Special Instructions for:

YOUTH MASTER PLAN FUNDING APPLICATION

Please note:

Applications will be due by 12:00 p.m. on November 14, 2016. Please deliver
your application to the Parks and Recreation Department located at 401 E.
Hopkins. The Funding Approval Subcommittee will make their
recommendations to the San Marcos Commission on Children and Youth in
August. There will be a vote for decisions on where funding is to be awarded.
From there, it will go to City Council for final approval. If you have any
questions or need additional information, please contact Jessica Ramos at
(512) 393-8283.

NOTE:
The City of San Marcos supports local agencies that provide
valuable services to the community through multiple funding
sources including Human Services Social Services funding,
Community Development Block Grant (CDBG), and San Marcos
Commission on Children and Youth funding. It is the Citys policy
that each program can be funded during any fiscal year from only
one City funding source. Agencies can submit only one application
per program to the City funding source of their choice. An agency
can submit applications for multiple programs to the same funding
source.

City funding cannot exceed 50% of your funding sources. Please


provide information on all funding sources for your proposed budget
so that the Board can evaluate this information. The maximum
amount of funding you would be able to request through this
process is $5,000.

1) For agencies with multiple programs:


a. Submit a separate application for each program for which you wish
to receive funding for.
b. Funding and expense information on each application should be for
the specified program.
c. Attach a copy of your proposed total agency budget for 2015-2016
budget year.
2) Client counts (Page 2 of application):
Generally, direct clients are those individuals or families immediately affected
or personally served by the helping agency. Examples are counseling,
concrete services, home visits, and crisis intervention. Direct client counts
should be unduplicated.
Generally, indirect clients are those not immediately affected or served
personally by the helping agency. Examples are taking appropriate steps to
ensure that the family or individual obtains the needed services through
referral; giving lectures or presentations to large assemblies.

To participate in the admissions review process, an agency must


meet the following criteria:
1. Must provide services in the San Marcos area.
2. Must establish that it is performing a needed service that meets the
needs of one of the Priority Areas in the Youth Master Plan.
3. Must execute an agency agreement with the San Marcos Commission on
Children and Youth.
4. Must have measurable goals and agree to undergo periodic program
evaluations by the San Marcos Commission on Children and Youth or City
of San Marcos staff.
5. Must have letters of support from members of the San Marcos community.

6. Must submit a 6 month progress report and a Final Report at the end of
the program.

Program Title: U Youth

Briefly describe the program:


The U- Youth program is a after school program hosted at the Owen Goodnight Middle School in
San Marcos Texas. The U-Youth program focuses on positively impacting young teens that need
assistance on education and character building. U-Youth is a tutor based program that has student
volunteers from local high schools and Texas State University come in to tutor middle school aged
youth on the following subjects; Math, Science, Language Arts, and English. The program
provides one hour small group tutor sessions and large group activities. U-Youth does require a
registration fee to attend the after-school program, but is reassembly priced for the skills U-youth
will provide for the students. Registration fee depending on how long the student attends the
program. For two weeks of the program will be 30 dollars and for a month of the program will be
55 dollars. U-Youth purpose to provide a safe place for middle school aged students to expand
their knowledge in the four main subjects and people skills. The program starts right after school,
Monday to Friday for 3 hours. Giving parents time to get off work and have time to get to the
school to pick their child up.

Describe the services the program provides:


The U- Youth program provides many services for many groups. U-Youth provides tutoring of the
four main subjects for the middle school students of Owen Goodnight middle school. It also
provides a fun place for students to interact with other students and to expand in their people skills.
Students can work on their homework at tutoring sessions or work on the subject they struggle
with most. The program provides a place for high school students and college to gain experience
teaching and to earn community service hours. The tutors can use this as a resume builder,
especially volunteers planning on going in the education field. They will gain hands on experience
with being able to lead the tutoring sessions and group activities. The program being a after school
program, provides a place parents that are unable to pick their children up after school. A safe and
fun place for students to wait for their parents.

Direct Clients:
Youth ages 11 to 14 years. The target audience is middle schoolers that struggle with one of four
main subject is open to all middle schoolers. Not us students that require tutoring for a subject.

Indirect
Clients:
- The program effects high school and college students by allowing them to gain experience
and community service. The high school students and college students will provide the
program with their services by volunteering time and being tutors to the participants.
Parents are not a target audience for this program, but this program effects the parents of
the students. The parents get to personally see how their children are improving
throughout the time of this program. The program will have multiple testing during the
program to show the success and for the parents to go off.

Youth Services Funding Questionnaire

PLEASE COMPLETE ALL QUESTIONS.

1. What is the agencys mission?


To provide a safe positive environment for young youth to expand their knowledge and to learn the skill
that will better themselves in school and in society.

2. What are the goals of the program for which you are requesting funding?
Goal 1: Students after attending the after-school program, U-Youth will increase their grades in every
subject by 15%.
Goal 2: Students participating in the U-Youth program will score a whole letter grade higher on the STAR
exam.
Goal 3: Students that attend the U-Youth program will improve raise their school grades in each subject by
20 % or higher.
Goal 4: Students that volunteer for U- Youth program will have a 50 % higher rate of being hired over
others that dont have that experience.
3. How will you know you met these goals by the end of the funding year?
U- Youth will be able to measure success in goals by providing surveys for participants and volunteers.
U- Youth will provide a questionnaire for the parents of the participants. Questionnaire will ask questions
the relate to if the parents can see a change in their childs grades and compression toward struggled
subject.
U Youth will also measure if goals were met by keeping up with the returning participants of each year.
To see if people continue to attend program and if the program is expanding the number of participants
they have.

5. What are your plans to sustain this program? (Please provide a detail response.)
U- Youth will advertise its success as a program by showing results of participants. U -Youth plans on
expanding to other middle school in the San Marcos area. This will spread the word of this program and
increase the numbers of participants, thus sustaining the program to stay open. U- Youth will also partner
up with local business to advertise for each other. The program will share results of participants by testing
them at the beginning of the program and at the end of the program. This will give the program a visual of
the success of each participants and proof to show companies, so they can ask for more grants. The
Registration fees of each participants will help with sustaining the program, but wont be enough to
continue it. The program will need donations and grants to continue over the years,

6. Discuss how you will measure program success.


The program will measure success by tracking each students progress. The tracking of progress will be
taken from the exams that each student will take before, during, and after the program. Students will be
encouraged to fill out a survey at the end of the program to measure the improvement and satisfaction of
the program. Parents will be asked to throughout the program to keep track of their success, by asking
what they learned at the program that day and to watch the difference in their grades.

How many volunteers does your agency/organization have and how many hours do they

The amount volunteers for the program depends on the number of participants. For each the small tutor
group, the program requires one volunteer for every 3 students. The program doesnt want to give each
volunteer to much responsibility. The purpose of this program is give the volunteers experience, but also
for every participant the best learning environment. The program doesnt want volunteers to be
overwhelmed with the student and teacher ratio and want each student to be able to have personal tutoring
time.
For the bigger group activities, there should be on volunteer for every 8 children. The bigger group
activities focus is more on group activities and the students interacting with each other, rather than like the
tutoring.

The U-Youth program is mostly staffed by volunteers from the local high schools and college. The small
staff includes; Program Coordinator, Co-creator of program, Program leader, and Tutor advisor.
Program Coordinator- does the more behind the scenes. The coordinator deals with hiring the rest of the
staff, making sure the program has a lesson plan, and a place for the program to take place. The main job
for this position is to oversee everything.
Co-creator of program- Helped making this program a thing, by getting approval from the school for this
event. Deals with the payroll of employees and the budget of the program.
Program leader- I the one that is hands on with the program. Over sees the program every day and to
make sure things go smoothly during the program. Make sure everyone knows their job and make sure to
count for participants.
Tutor advisor- Recruits the volunteers for the program. Makes sure all tutors are accountable and able to
do the job they are there for. Checks off on all the tutors hours and subs for any subject that is lacking
tutors.
