Constitution of the Union of

Democratic Nations
Preamble
The Union of Democratic Nations is dedicated to the protection of weaker nations, by
means of both diplomacy and force. We look in the face of danger and spit in it,
unwavering in our determination. We play to each other's strengths, we cover each
other's weaknesses. While each nation in the UDN might be different, we have come
together for the same goal: unity.

Charter I Roles and Laws of UDN Positions

Article 1: Conduct
All member nations are equal amongst the Union of Democratic Nations, hereby
referred to officially as the Union of Democratic Nations (UDN). All member nations
have the right to vote on issues pertaining to the faction; to be decided by the Chief
Justice herein. Each nation will have the right to express one’s beliefs, opinions and
political views without fear of retribution, unless these views are deemed racist, offensive
or slanderous, or discriminatory in which case the member faces ejection, or expulsion
from the alliance.
Section 1
All member nations are entitled to receive 'just terms' when they are ejected.
They are able to demand and receive an explanation for their ejection, and have the right
to appeal such decisions to the judiciary. If a member nominates another member for
ejection, they must be prepared to justify their calls in a court of law. Any member facing
expulsion must face the Constitutional Court before the expulsion is final. If the nation
wants to appeal their expulsion, then they must appear before the Constitutional Court.
Any member facing ejection must appear before a court, or have the Chief Justice clear
the ejection.

Article 2: Human Rights


Each member nation of UDN shall maintain some standard of human rights on
their citizens, regardless of Race, Gender, Religion or Age. This standard is to be
determined by the alliance, by a vote of The Judiciary department and other officers, with
the approval of the Chief Justice and Director. In the Union of Democratic Nations, their
shall be fair conduct. No name calling or making fun of another nation or just being
mean, have orderly conduct.

Article 3: Department of Justice


The Office of the Judiciary, to herein be referred to the Department of Judiciary
shall be the over viewer and authority in regard to the enforcing of UDN’s laws. It will be
run by the Chief Justice, Justice Secretary, and other appointed Justices on the
constitutional court.
Section 1
The Department of Judiciary shall retain the exclusive right to enforce the
constitution and its laws. No laws are explicitly taken from this Constitution, but shall be
formed through the interpretation of the Constitution the Constitutional Court.

Section 2
The Constitutional Court will be presided over by the Chief Justice, The Justice
Secretary, and three other appointed Justices. These Justices will be appointed by the
Chief Justice. There will also be 3 neutral Jurors for all hearings with the Constitutional
Court, these jurors to be randomly chosen from within the alliance, but in a case in which
all member nations are involved to be chosen from outside the alliance. The prosecutor of
the nation to appear before the Constitutional Court will be the attorney general, or any
nation appointed by the Chief Justice.
Section 3
In the event of a gross ignorance or non compliance with the constitution, the
Secretary for Justice will retain the right to dissolve the administration of the alliance;
including the Vice Director, Attorney General and all other officers and Departments. In
a case of this, the acting Chief Justice must appoint a care taker Director to conduct
matters of the alliance. The Chief Justice cannot appoint him/herself as the care taker
Executive. After dissolution an officer election must occur within 4 days.
Section 4
In all court hearings each nation is allowed to fair representation from a nation of
their choosing, as long as they are not in the jury or part of the Dept. of Justice.

Article 4: Amendments
If the constitution is to be amended then the amendment must be passed by a
vote of at least 2/3 members rounded down. The amendment must be approved by the
director, who retains the right to veto any proposed amendment. If an amendment is not
approved it will not become part of the constitution. If it does get approved then it
becomes part of the constitution. Anyone else can propose an amendment and petition to
have it in the constitution.

Article 5:Warfare
The members of the alliance are expected to abide during a war situation, in a
professional, honest and compassionate manner, and to only consider armed intervention
as an absolute last resort. Nuclear warfare must likewise only be used in a situation of last
resort, not to break a stalemate, but as a last attempt by a nation to defend itself in the
threat of invasion.
Section 1
At all times a nation must contribute at least 1/3 of his military, but in time of
crisis will be determined by the present Commander of the Reserve. It is highly
recommended that you commit more than 1/3
Article 6: Emergency
The Director shall retain the right to declare a state of emergency for a maximum
period of two weeks. This State of emergency will allow the executive to bypass the laws
and constitution in order to combat this emergency. However, the Dept. of Justice will
retain the power to order the resignation of the Director through a popular vote.

Article 7:Impeachment and Expulsion


In the event a rouge Director-General refuses to relinquish office, despite an order
to the contrary, Passed by the Judiciary the immediate dissolution of the alliance can be
forced through a unanimous vote by the Dept. of Justice.
Section 1
In the event of a rouge Chief Justice that refuses to relinquish office, despite an
order from 2/3 of the members (rounded down) and the Director, the Director has the
right to remove the Chief Justice from the faction without a trial.
Section 2
In the event of rouge member or officer who does any wrong and refuses to
relinquish his/her office, despite an order from Dept. of Justice or Executive Branch the
immediate expulsion of the nation can be forced on authority of the Chief Justice.

Article 8: Officers
All references to the ‘Officers’ are in reference to a system of appointed
ministers or ‘officers’, as appointed by the Director. The Director maintains and reserves
the power/right to refuse/remove or constrain the offices of the secretaries.
Section 1
The only administrators of the alliance will be the executive and the Chief
Justice, in order to balance the power and help prevent from rouge officers taking over
the from overseeing the alliance. But in an emergency, the Chief Justice can appoint the
vice executive to admin status and to Director-General or executive status

Article 9:Executive
The Office of Executive will consist of the Director -General and the Vice
Director-General. The Director-General will be elected by majority vote, and all other
officers appointed by the Director. The purpose of the Office of the Executive is to over-
see all aspects of the faction, except for the Judiciary. The Director-General shall run for
election after his term has ended. The Director-General shall also choose a Vice Director-
General as his/her running mate. If the Director-General is unable to fulfill the duties of
office, the Vice Director-General will become the acting Director- General until the
Director-General can fulfill the duties of office. The Executive Advisory Board is
connected to the Office of the Executive but these people are not admin. This is explained
in Article 9, section 1.
Section 1: Executive Advisory Board
The Executive Advisory Board shall consist of the Attorney General, the Chief of the
Counter Terrorism Unit, Tactical Advisor and Technology Ambassador. The Attorney
General shall be the head of the Executive Advisory Board. The Attorney General is the
chief legal officer of the UDN. The Attorney General's Office has general charge,
supervision and direction of the legal business of the State, acting as legal advisors and
representatives of the major departments, various boards, commissions, officials and
institutions of State Government. The Office further represents the UDN in all cases
pending. The Chief of the Counter Terrorism Unit has the power to command a special
forces unit with the size determined by him and approved by the Director-General. The
Tactical Advisor shall advise the Office of the Executive and the Office of the Collective
Defensive Army (CDA) in military and other matters. He/she shall have the power to
command a force of which size will be determined by the Director-General and this force
shall be called the Federated Guard. The Technology Ambassador shall have the power to
sell technology from other alliances in the UDN for the price he determines fit. Other
members can request for him to sell their products in the alliance but it must be approved
by him in order for these products to be sold in the Unified Federation of States. The
Technology Ambassador may also sell UDN technology to other
alliances/factions/nations and may create technology alliances with other
nations/factions/alliances.

Article 10: The Officer Board


The Officer Board shall be led by the Tactical Advisor. This Officer board will oversee
the Office of Wealth, the Office of the Environment, the Office of Education, the Office
of Expansion, Trade and Industry and the Office of Science, Technology and Health. . .
Section 1: Office of Expansion, Trade and Industry
The Office of Expansion, Trade and Industry shall oversee the ETI (Expansion, Trade
and Industry) Board. The ETI Board shall have the power to make rules for Expansion,
Trade and Industry for the members of the UDN, but these rules must be agreed upon by
the Secretary of the Environment. The Office of Expansion, Trade and Industry shall be
led by the Secretary of Expansion, Trade and Industry.
Section 2: Office of Science, Technology and Health
The Office of Science, Technology and Health shall oversee the Science-Health Council.
This council shall decide all Science and Health matters, but these rules must be agreed
upon by by the Secretary of Expansion, Trade and Industry and Secretary of the
Environment. For Technology matters, the Office of Science, Technology and Health
shall work with the Technology Ambassador to make rules for the field of Technology.
The Office of Science, Technology and Health shall be led by the Secretary of Science,
Technology and Health.
Section 3: Office of Affairs
The Office of Affairs oversees internal affairs within the faction. The Office of
Affairs is overseen by the Minister of Foreign Affairs. The Office of Affairs makes
agreements with other nations, factions and alliances. It also tries to expand the Unified
Federation of States by recruiting more members.
Article 11: Collective Defensive Army
The Office of the Collective Defensive Army, herein to be referred as the CDA.
The CDA will oversee all military aspects of the alliance. The CDA consists of the
Commanding General of the CDA, the Commander of Joint Forces, and the Commander
of the Special Forces Division.

Article 13:Ratification
This constitution will be ratified if 1/2 of the members of this faction agree on
these terms. If this does not happen by January 15th, the Constitution shall go into effect.
Powers not mentioned in this constitution can be given to certain officers with the
approval of the Judiciary and Office of Executive.

Charter 2 Ammendments

Article 1: Sumeet’s Law


Section 1: No member nation may declare war on behalf of the Union of Democratic
Nations unless they receive permission from the Office of the executive and Department
of Justice
Section 2: No member nation may engage in diplomatice talks on behalf of the Union of
Democratic Nations unless they receive permission from both the Director and Secretary
of Foreign Affairs.

Article 2: John’s Law


Section 1: Any person who is executive or in the legislature who quits in the middle of
their term to go to another faction has to face an investigation and a possible trial for
treason.

Article 3: Nowicki’s Law


Section 1: Any member nation of UDN that has a nation name that includes any: racist
remarks or slurs, or outrageous swear words or words of vulgarity (deemed so by faction
members and/or the Legislature) will be put up for ejection from the faction
Section 2: Any member nation of the UDN that repeatedly uses any: racist remarks or
slurs, or outrageous swear words or words of vulgarity (deemed so by faction members
and/or the Legislature) will be put up for ejection from the faction. In addition
discrimination of anyone by a member nation is deemed punishable by law and will be
put up for ejection
