BOILER WATER TREATMENT

CENTRAL STEAM GENERATING PLANT

SECTION A

General Conditions

A.01 The contract shall provide for the complete waterside protection of boilers, steam lines,
condensate lines, and associated equipment located at the Central Steam Plants and
including the Campus Steam Distribution and condensate return lines, all located on
the University of Georgia Campus, Athens, Georgia.

A.02 The complete water treatment program hereinafter specified shall provide for the
prevention of fouling and loss of metal from any part of the system, to include control of
scale, corrosion, pitting, sludge, formation or other deleterious or inefficient conditions
attributable to the action or chemical composition of the units within any part of the
system to be treated.

A.03 Proposals shall be based on the data set forth in Section B Existing Conditions of
these specifications. Treatment chemicals and service proposals shall be itemized.
The delivery of chemicals to be supplied under the contract may, at vendors option, be
made on a quarterly basis and storage for the quantity of material will be provided by
the University of Georgia. Treatment chemicals shall be bid F.O.B. delivery basis.

A.04 The proposals submitted shall include analytical, consulting and water management
services as hereinafter specified and all material costs, including transportation
charges, to affect the water treatment program according to the provisions of these
specifications. However, the University reserves the right to waive all technicalities and
formalities and to accept or reject any or all proposals.

Each vendor shall provide in its proposal all reagents and testing equipment required,
but presently not on hand, for testing boiler water, condensate and softener water to
successfully administer its program.

Operation requirements and results being achieved may dictate a requirement to


change the chemical composition and method of treatment even though not included
on the initial treatment list of materials, so that a satisfactory program within limits may
be affected. The University of Georgias approval must be obtained to change major
methods of treatment.

A.05 The contract price shall not include any controls or chemical feed equipment, but the
Contractor shall list separately on Attachment II any additional equipment that it
requires, and that is not in current use in the Central Steam Generating Plant, for the
performance on the contract. The cost of each item required shall be listed.

A.06 Prospective vendors are required to inspect the facilities at a prebid conference prior to
submitting a proposal and may take water samples and make other tests as they may
desire. Failure on any vendors part to obtain first hand information as to the amount
and type of work and chemicals involved will not relieve them of responsibility for
providing satisfactory service, or for deteriorating conditions to the equipment and
system after the vendor begins the treatment program.
A.07 The successful vendor will be notified in writing and required to execute the contract
which is attached. THE TERM OF THE CONTRACT SHALL BE TWELVE (12)
MONTHS STARTING THE DATE OF AUTHORIZATION. The contract may be
renewed for additional one year periods by mutual agreement, but not to exceed an
additional four (4) years. Any request for price changes must be made at least thirty
(30) days prior to the proposed effective date.

A.08 The contract may be canceled without penalty, by either party upon ninety (90) days
written notice, forwarded by certified mail to the other party stating intention to cancel
along with written documented evidence submitting any of the following valid reasons
for cancellation.

(1) Failure, on the part of the Contractor, to make required deliveries within times
specified.

(2) Failure to meet and/or comply with these specifications, terms, and conditions.

(3) Any other breach of contract other than those listed above.

(4) Contract having been obtained by fraud, collusion, conspiracy and other unlawful
means.

A.09 Payments under this contract will be made monthly in arrears on receipt of invoice.

A.10 Failure of a vendor to complete or comply with any or all parts of these proposal
specifications will void the entire proposal.

A.11 All proposals will be reviewed by the Facilities Management Division of the University
of Georgia before acceptance of a proposal. After the review, vendors selected for a
final presentation shall be invited to the University. The technical field representative
and a responsible management official of this company are to meet with the
representative of the University of Georgia for the purpose of reviewing method of
treatment per their proposal. After these presentations, a final decision by
representatives of the University of Georgia will be made and the official contract
document initiated.

A.12 Names and qualifications of proposed support personnel are to be furnished to the
University. Include Service Representative and Alternate Service Representative. List
seven present customers in the state of Georgia serviced by the representatives.
References shall include customer name, address, phone number and contact person.
Three (3) of the references must be with customers that have water treatment
programs equal to or larger than the University of Georgias.

A.13 The University is exempt from Federal Excise and State Sales Taxes.

A.14 This bid opening will not be a public opening.


SECTION B

Existing Contract

B.01 The boilers to be covered under this contract and which are located in the Central
Steam Generating Plant are as follows:

Two (2) Combustion Engineering 100,000 lbs. per hour each. Gas and oil fired.

One (1) Zurn 100,000 lbs. per hour. Gas and oil fired.

One (1) Keeler 80,000 lbs. per hour. Coal fired.

All of the above boilers are water tube.

B.02 The boilers to be covered under this contract and which are located at the Health
Science Campus are as follows:

Two (2) Hurst gas fired tube boilers 40 psgi


One (1) Reliant Electric fired boiler 40 psgi

B.03 All boilers have metering equipment installed to determine the amount of steam
generated by each.

B.04 The Central Steam Plant municipal water provider is Athens Clarke County Public
Utilities.

SECTION C

Performance Specifications

C.01 Contractor will supply and design application of treatment chemicals necessary to:

(1) Prevent oxygen corrosion in the boiler and feedwater system.

(2) Control carry-over from the boiler

(3) Eliminate deposition of hardness salts in the boiler

(4) Control corrosion of the condensate return systems

(5) Condition feedwater iron

C.02 The chemicals will be manufactured and applied in compliance with Food and Drug
Administration guidelines, Section 21. All chemicals shall be manufactured in the
United States in compliance with ISO 9001 certification. A copy of the Contractor
ISO 9001 certificate must be provided with proposal. Failure to do so will result in
disqualification.

Specifically excluded components in the treatment chemicals are:


(1) Sodium or potassium carbonate

(2) Hydrazine

(3) Ammonia or ammonium hydroxide

(4) Compounds or chemicals that when combined with heavy metals are
considered carcinogenic by the Food and Drug Administration.

C.03 All proposals shall be on the basis of maintaining not less than the minimum specified
values as outlined below. Failure to comply will void the entire proposal. The award will
be on All or none basis. Products quoted shall be listed by active ingredients and
percentage of each and included in the proposal. Failure to do so will result in rejection
of the entire proposal.

(1) An alkaline chelating agent, EDTA, in liquid form having a minimum molecular
weight of 380 (Anhydrous basis) will be provided by the Contractor. The
products will be applied at 2 ppm as calcium carbonate to chelate average
feedwater hardness. A product residual of 15 ppm as calcium carbonate is to
be maintained. Concentration of EDTA in product must be stated.

(2) Sodium sulfite will be supplied as the feedwater oxygen scavenger. 10 ppm of
sodium sulfite will be fed for each ppm of feedwater dissolved oxygen. Average
sulfite residual will equal 30 ppm as SO3. Shall be powder form and catalyzed.

(3) Neutralizing amine(s) will be provided by the Contractor to maintain a


condensate pH of 8.0 at all times in all parts of the system. Concentration and
percentage of amine components must be stated in bid.

(4) Minimum acceptable phenolphthalein alkalinity in the boiler water will be 400
ppm as calcium carbonate. The contractor shall supply flake caustic soda as
necessary.

(5) Contractor shall supply a combination of dispersant and sequesterant giving a


blend of sodium polyacrylate (Na PPA) and hydroxyehtylidene disphosphonic
acid (HEDP). The Na PPA will be applied to maintain 15 ppm (active acid
basis). The HEDP will be applied to maintain 5 ppm (active acid basis) in the
boiler water.

(6) All liquid chemicals must be packaged in 30 gallon poly drums and fiber drums
for powders. No individual packaged quantity shall exceed 350 lbs. in weight.

C.04 Contractor must warrant that chemicals used will not endanger the health or safety of
persons coming in contact with the material and will not damage personal or real
property when the instructions for use and application are adhered to.

SECTION D

Contractors Service Responsibilities

D.01 All treatments supplied under the contract shall be those that are specifically designed
for the water used in steam generating equipment and shall be prepared under the
guidance and recommendations of a chemical engineer fully experienced in the water
treatment field. Each material shall be labeled to identify it properly and full written
directions shall be issued by the Contractor for the correct application of each product
furnished by him.

D.02 The Contractor shall have a qualified technical field representative visit the facility to
assist with the initial application and to establish control limits.

The Contractors technical field representative shall have a minimum of 15 years


experience in the field of water treatment. An alternate representative shall be listed
with the same qualifications. The alternate representative is required to visit the facility
a minimum of once per month to remain knowledgeable with plant operations.

This technical field representative shall make regular visits of at least once per week to
analyze water samples at the facility, to inspect all equipment as required and to make
recommendations for continued application of the products being furnished. Before
each such service call shall be considered complete, and as being in accordance with
these specifications, the Contractors technical field representative shall accompany
the University of Georgias Steam Plant Operations foreman (or his designee) to each
system/component being treated by this contract and accomplish the following:

(1) Collect and analyze pertinent water samples of each boiler, return line,
makeup, softener and polisher effluents and feedwater.

(2) Make recommendations in the application of the chemicals being used to


include instructions to operating personnel in testing feedwater and control
measures as required.

(3) Provide a computer generated service report after each visit. The report shall
be in computer form and stored on a web based data storage system with
access by designated University personnel.

(4) Should the service representative note any conditions that could harm the
equipment, boilers, steam distribution, or condensate return lines; or which
indicate negligence or lack of understanding of University operators, the
representative shall inform the Steam Plant foreman and his immediate
supervisor of such conditions before leaving the campus. Such conditions
should also be included in the weekly report and unless such items are
furnished to the University of Georgia in writing, such information shall not be
considered to have been called to the University of Georgias attention. The
service representative shall travel to all parts of the condensate system with
the University of Georgias representative to locate trouble areas affecting the
treatment program.

D.03 The Contractors technical representative in addition to his weekly visit will:

(1) Periodically, and not less than each six months, forward a complete set of
water samples (See D.02) to a laboratory (See D.05) for complete analysis and
written report.

(2) Be available for consultation or a visit on an emergency basis within 24 hours


after receiving such a call.

(3) Be present when any piece of equipment covered by this contract is opened for
inspection. The University of Georgia normally will provide at least three (3)
days advanced notice prior to such inspection. All boiler inspections will be
conducted utilizing a recording video probe with a probe length of a minimum
of 50 ft. to assure access to total boiler tube length. The University will be
supplied a copy of all video and pictorial data with a formal written inspection
report of each inspection. A copy of sample video and inspection report may be
requested prior to award.

(4) Provide a complete chemical system operations manual. Instruct operating


personnel in the proper testing procedures and safe handling procedures and
provide necessary log forms for recording test results.

D.04 The Contractor shall conduct a minimum of eight (8) hours of personnel training, each
renewal period (year), on testing and control of the treatment program for operating
personnel. This training will be conducted at the University of Georgia. Training will
consist of chemical analysis for P and M alkalinity, determination of % makeup,
condensate and cycles of concentration.

D.05 The Contractor must have within Contractors, and available for use, a full-time
laboratory and staff capable of conducting the following analysis:

(1) Routine water analysis

(2) Metallurgical analysis

(3) Deposit analysis and identification by:

(a) Atomic absorption


(b) X-ray diffraction
(c) X-ray florescence
(d) Infrared analysis

The services of these laboratory facilities will be provided at no additional charge under
the contract

D.06 The Contractor shall be available for phone consultation by University personnel during
normal working hours. Consultation services relating to boiler problems are to be
provided at no additional charge under this contract.

D.07 The Contractor will conduct steam purity testing on all four (4) boilers on an annual
basis. The testing will be performed utilizing an online continuous recording sodium
specific ion analyzer test. Duration will be one week on each boiler. A complete
report/analysis will be submitted for each boiler with accompanying recommendations.
A sample report must be submitted with proposal.

D.08 The Contractor will conduct dissolved oxygen testing on each deaerator (2) on an
annual basis. The testing will be performed utilizing the online recording dissolved
oxygen analyzer. Duration will be one week on each deaerator. A complete
report/analysis will be submitted for each deaerator with accompanying
recommendations. A sample report must be submitted with proposal.

D.09 The Contractor will conduct one (1) exchange efficiency study on an annual basis on
each ion exchange unit to include water polishers and water softeners. The study shall
include brine elution curves for each unit. A complete report/analysis will be submitted
for each unit with accompanying recommendations. A sample report must be
submitted with proposal.

D.10 A resin analysis must be performed on each ion exchange unit on an annual basis. A
complete report/analysis will be submitted for each unit with accompanying
recommendations. A sample report must be submitted with proposal.

SECTION E

Minimal Requirements to Bid

WATER TREATMENT CONTRACTOR QUALIFICATION REQUIREMENTS

Primary Technical Representative

The primary technical representative is the representative responsible for day- to-
day decisions for the water treatment program. The primary technical
representative is the primary point of contact for The University of Georgia (UGA)
regarding all aspects of the contract. The primary technical representative
shall have an engineering degree or 10 years of direct field experience in
the water treatment industry with experience in chemical application,
handling, water treatment program design, water testing and commercial
management of similar sized facilities. The primary rep shall be certified as
a Certified Water Technician by Association of Water Treatment (AWT). The
primary technical representative shall have a working knowledge of all facility
functions as they relate to water treatment. The primary representative shall not be
changed without prior approval of the UGA which will be obtained after submission
of a resume to demonstrate that the new primary technical representative has the
required experience and qualifications required for this position as indicated above.
The Primary Technical Representative shall be on site no less than 2 days per
month.

Bidding water treatment contractors shall provide five references within


the geographic area of each location for similar equipment and specific to
the Water Treatment Suppliers primary local onsite representative
including contacts and dollar volume of the UGA bid. A resume of the
Primary and Secondary representative must accompany the bid.

Secondary Technical Representative

The water treatment contractor shall designate a secondary technical


representative as back up to the services of the primary technical representative.
The secondary technical representative shall Secondary Technical
Representative shall have an engineering degree or 5 years of direct field
experience in the water treatment industry with experience in chemical
application, handling, water treatment program design, water testing and
commercial management of similar sized facilities. The primary rep shall
be certified as a Certified Water Technician by AWT. The secondary technical
representative shall have a working knowledge of all facility functions and the
business relationship between the contractor and UGA. The secondary technical
representative shall be responsible to follow all requirements of the contract and
communicate any activities to the primary representative. The secondary
representative shall not be changed without prior approval of UGA which will be
obtained after submission of a resume to demonstrate that the new secondary
technical representative has the required experience and qualifications required for
this position as indicated above.

Technicians

The water treatment contractor shall provide technicians fully trained in safe
chemical handling procedures and fully trained to provide the services of the water
treatment contractor. All directions for activities are to be directed through the
primary technical representative of the water treatment
Contractor. The technician must have a working knowledge of all facility functions
as they relate to the water treatment program and the activities the technician is
responsible to execute. Technicians shall not be changed without prior approval of
UGA which will be obtained after submission of a resume to demonstrate that the
new Technician has the required experience and qualifications required for this
position as indicated above.

Technical Support
The Water Treatment Contractor shall have a fully staffed technical support group,
including a licensed professional engineer. These employees shall be available for
consultation during normal business hours of the plant.

Name of licensed professional engineer and contact information must


accompany this bid.

In-House Manufacturing and Regulatory Affairs

In order to assure that all water treatment programs comply with local, state, and
Federal law on environmental protection, the Water Treatment Contractor shall
have an in-house regulatory affairs group. Documentation must accompany this
bid supervisor documentation and contact information.

The vendor must be ISO 9001:2000certified, meeting the


international quality standards, and must provide a copy of their
certificate.

Firms Experience

The Water Treatment Contractor shall have been actively engaged in and
satisfactorily performed the analysis and chemical treatment of water systems as
used for heating, cooling, water softening, condenser water cooling towers, boiler
(both steam and hot water) and steam distribution and
Condensate return systems, for a period of at least ten (10) years immediately
prior to the execution of this contract.

Laboratory & Research Capabilities

The Water Treatment Contractor shall own and regularly operate facilities capable
of performing a complete range of analytical work to assist with monitoring, control,
and troubleshooting of the facilities water systems. The water treatment
contractors laboratory shall have a completely staffed laboratory that has a full
time Ph.D. in chemistry or related services.

Documentation of staffing and supervision must accompany bid along with


contact information.

The analytical laboratory capabilities shall include the following equipment as a


minimum requirement

1. Atomic Absorption Spectrophotometer (AA)


2. X-ray Fluorescence Spectrophotometer
3. High Pressure Liquid Chromatograph (HPLC)
4. Gas Chromatograph/Mass Spectrometer (GCMS)
5. Infrared Spectrophotometer (IR)
6. Scanning Electron Microscope-Energy Dispersive Spectroscope (SEM-EDS)
7. Particle Size Analyzer
8. Microscopes with Photographic Capabilities

The laboratory shall be capable of performing the following:

1. X-ray Diffraction and Atomic Absorption for Deposit Analysis


2. Corrosion Test Strip Evaluations
3. Fireside Deposit Analysis
4. Complete Microbiological Examination
5. Infra-red Analysis
6. Metallurgical and Mass Spectrometric Analyses Relative to Tube Failure
7 Thin Layer Chromatography and Infrared Spectrum Analysis relative to
contaminated Condensate that demonstrates use of each of the above.

SECTION F

Reporting

Service Report

Service Reports shall be prepared and submitted by the Water Treatment


Contractor to the UGA and distributed to UGA Personnel following each service call
(Section 7.2). Data collected daily, weekly, monthly, or quarterly are all to be
included in the report. Analytical data and information recorded
Daily and weekly by CPP Personnel are to be integrated with data and information
required of the Water Treatment Contractor.
This task is best accomplished with a single Web based program designed to
accept all necessary data and information. The program shall be capable of creating
a report that shall present the data and information as described below. A copy of
this report is to be printed and stored in the Water Treatment Manual. A copy of the
report shall be emailed to designated UGA personnel.

The program shall be capable of exporting data and storing for access by
designated personnel in Microsoft compatible formats (MS Word,
Excel).

Measurements to be included in the report, but not limited to are:

1. The measurements taken by UGA Personnel are to be entered and stored in the
same Web based program for access by the contractor and UGA personnel.

2. The measurements of each visit taken by the Water Treatment Contractor will be
entered into the accessible data base

3. Inventory measurements taken by UGA Personnel or the Water Treatment


Contractor.

4. Make up meter readings for each system. These are to be collected a minimum
of monthly.

5. Control ranges for each parameter measured as in the Program Monitoring


Sheets in

6. Performance control measurement calculations for cycles of concentration,


Calcium and silica.

7. Treatment program implementation graphs.

8. Corrective action suggestions are to be tied to any data entered that is out of
defined limits.

9. A dashboard of critical system parameters shall be included to permit quick


review of the systems.

Budget Report

Budget Reports shall be prepared and submitted by the Water Treatment


Contractor to the designated UGA Personnel on a monthly basis comparing the
operating load of the treated water systems, the theoretical chemical requirement
and the actual chemical used.

An explanation of any variance of that will impact the total program cost shall be
included in this monthly report. The contract provides for a window of operation,
where each party agrees to seek extra cost recovery (water treatment contractor)
or reimbursement (UGA) only if the annual operating
loads vary by more than +/- 10%.
To be eligible for reimbursement, all water treatment operating parameters (e.g.
steam production, feed water production, make up water, etc.) must be properly
tracked and regularly recorded.

The Water Treatment Contractor is responsible to provide the Web based


reporting program into which the UGA Personnel can enter regular testing data
and notes, and that the Water Treatment Contractor can enter data and produce
the specified reports. The data shall be able to be exported in a format compatible
with MS Office programs that can be e-mailed to the UGA personnel.

The program is to be updated with the Water Treatment Contractor Service


Representatives findings at the completion of each service call, and these findings
e-mailed to UGA at the completion of the service visit.

The program must be compatible with the security requirements of UGAs


information technology systems. A Web based program is required and an
example and nomenclature must accompany the bid.

SECTION G

Service Calls

General Service Calls

The objective of the service call is to implement and maintain control of the
program, and to verify that the programs objectives (performance criteria) are
being met. Activity during the service call is to include chemical testing of all
treated water systems, the review of operator data maintained by UGA Personnel,
chemical and supplies inventory review and replenishment, inspection of chemical
feed equipment to verify their proper operation, equipment adjustment and
maintenance when needed, and performance of manufacturers recommended
preventative maintenance.

Service calls shall be conducted bi-weekly, at a minimum, and include all of the
activities described above.

Service can be no less than one hour per $ 350 charged for water treatment
chemicals and services. Service is to include on-site service and the support
services from the Water Treatment Contractors resources. A list of items that are
to be serviced periodically by the Water Treatment Contractor (i.e. particle size
distribution studies for filter effectiveness, biological profiles, system volume/leak
tests, system audits, bore scoping, deposit analyses, corrosion studies etc.), and
the frequency of servicing of each item, is included.

Building Engineering Staff Training

Thoroughly train UGA personnel and their agents on the implementation and control
of the programs. Provided by a Web based boiler and cooling water treatment
operator training with customer interface oversight and operator certification. An
example of the Web based program and nomenclature must accompany
the proposal.

A nationally recognized certification program is preferred. All new UGA Personnel


shall be trained upon assuming responsibilities and all UGA personnel and agents
will be formally reviewed and retrained semi-annually, or more often as needed.
The Water Treatment Contractor shall assist UGA
Personnel in developing Standard Operating Procedures for the application of the
water treatment program and use these in the regular training of UGA personnel.

7.5 Emergency Services


The Water Treatment Contractors local service representative shall be available for
emergency services on a 24-hour basis for High Priority Emergencies. The water
treatment contractor shall be able to respond, on site, within two (2) hours of
notice. High Priority Emergency services may be
Solicited for the following contingencies:

Chemical Exposure
Chemical Spills
Suspected Biological Issue
Chemical exposure, chemical spills, and or suspected biological issue require proper
notification of the COTR, Water Treatment Contractor, and AOC Management. The
instructions in the Material Safety Data Sheets shall be the primary plan of action
and implemented immediately by the appropriate responding party. The Water
Treatment Contractors Representative is to be notified, if they are not already on
site, and a determination made as to if his presence is required on site. Lower
priority emergencies require immediate contact between the UGA and the water
treatment contractor. The Water Treatment Contractor Representative is to be
notified, if they are not already
on site, and a determination made as to if his presence is required on site.

Examples are:

Low or exhausted inventory


System failure Loss of softeners, loss of dealkalizer, loss of chemical feed
An Emergency Call Service Report shall be prepared and submitted to the UGA and
distributed to UGA Personnel within 24 hour of departure from the facilities. The
report shall contain a description of the problem, circumstances contributing to the
cause, and the remedy applied. Copies are to be maintained in the Water
Treatment Manual and in the Web based data base.

Chemical Storage, Inventory Management, and Empty Container Returns

All Chemical Storage is to be sufficient to hold a minimum of 30 days inventory for


the maximum anticipated use rate.

The Water Treatment Contractor shall maintain a minimum 30 day chemical and
reagent inventory, on site, at all times.

Transition Plan
Upon award the Water Treatment Contractor shall assume responsibility to maintain
the current water treatment program until the new water treatment program is
brought into full operation in accordance with the transition plan. The water
treatment Contractor shall provide a transition plan in response to
the RFP and the accepted Plan shall be stored in the Water Treatment Manual

Missed Service Calls and Chemical Run-Out Penalties


Missed Regular Service Calls

A penalty of $2,500 may be deducted by UGA, from the regular periodic payment to
the Water Treatment Vendor for a missed regular service call. The Water Treatment
Vendor shall coordinate the regular service calls with the CORT or designated CPP
Personnel so as to minimize the possibility of a missed service call. Rescheduling of
service calls with UGA personnel is an acceptable alternative, at the discretion of
UGA. A penalty of $5,000 each may be deducted by UGA, from the regular periodic
payment to the Water Treatment Vendor for two (2) or more missed regular service
calls in a row. If three (3) regularly scheduled service calls are missed in a quarter,
the water treatment vendor additionally will be notified that they area in breach of
contract and UGA will move forward with appropriate action. The UGA personnel
shall make the facility available to the Water Treatment
Vendor for all regularly scheduled Service Calls.

Chemical Run-Outs

A Penalty of $2,500 per chemical run-out may be deducted by UGA, from the
regular periodic payment to the Water Treatment Vendor for running out of a
treatment chemical. The Water Treatment Vendor shall maintain the required
minimum inventories to preclude this possibility, and anticipate the seasonal
demand for chemical as well as delivery cycles of his company.

Section H

Forms

Immigration and Security

An I & S form, must be completed with correct e-verify number, date of authorization, be signed
and notarized. Notary stamp or seal must be visible on page. If you have subcontractors please
be certain they complete the page(s) that pertain to them, in the same manner as listed above,
and return all pages with your bid.

Insurance Requirements
Prior to award the vendor must provide additional documentation of insurance meeting the
requirements of attachment. Additional, prior to award the vendor shall provide the University
with a copy of the additional insured endorsements.
