Challenging year for the parish council
The Annual Report of Tarporley
Parish Council for 2009/2010
The past year has been a time dominated
by uncertainty and adjustment to the new
regime of local government in Cheshire.
The Parish Council had over many years
established a reasonably satisfactory working
relationship with the old borough and county
councils. The emergent Cheshire West and
Chester Council (CWaC) has adopted totally
different principles for communication with Dawn Joyce and Heidi Nickson, at the Tarporley
parish councils. The heavy reliance on the Parish Council stall, at Tarporley Carnival

Finances: On finances the year opened with a bank balance of £36.635, an anticipated income of
£54,000 from the precept and modest other income expected from cemetery charges, grants and bank
interest to fund a budget of £53,272. In practice additional income was accrued due to the receipt of
Parish Plan implementation grants, the community bus grant and the growing income stream from the new
cemetery resulting in a total other income of £10,197. Expenditure during the year amounted to £53,268
and with the increased income this resulted in a year-end balance of £47,564, the balance being carried

towards the Community Centre heating system and grant funded Parish Plan implementation expenditure.
The declared total value of fixed assets increased from £86,127 to £145,674 due to a combination of index
linking and the inclusion of insured assets not previously recorded on the asset register. The Parish Council
accounts are subject to internal and external audit and passed audit without qualification.

TARPORLEY WAR MEMORIAL HOSPITAL
LEAGUE Of fRIENDS
DO YOU KNOW....
that after the 1914-18 War, the people of Tarporley decided that they wanted a cottage
hospital as their War Memorial. Funds were raised by public subscription and the house in
Park Road was purchased and converted into a hospital. It was maintained by donations and
public subscription until 1948. Many local people remember being treated at the hospital in
their younger days.

DO YOU KNOW....
that in 1948 when the National Health Service start-
ed, the hospital was taken over as an NHS hospital.
After a few years, the NHS were selling off all the
smaller hospitals in Cheshire and then, at last, they
wanted to sell Tarporley War Memorial Hospital.

DO YOU KNOW....
that the people of Tarporley and District said ‘NO’.
It is a War Memorial Hospital and it should not be
closed. After a hard fight, it was agreed that much
of the land attached to the hospital should be sold and the hospital was brought back from
the NHS and became an Independent Hospital Trust.

DO YOU KNOW....
that the hospital is supported by
a) a limited amount of funding from the NHS to cover some of the services offered
b) interest on investments which are administed by the Hospital Trust Board
c) money raised by events held by the League of Friends
d) donations and legacies from the public.

The investment interest is inadequate in the present financial climate and many expensive
items are purchased by the League of Friends

If you value the services offered by this hospital

A fresh face on
the High Street!
FRESHNESS is the key word for Lynn Vernon,
proprietor of Lynn’s Pantry.
The sandwich shop opened on Tarporley High Street in
February this year, making lunchtimes that bit tastier.
All the sandwiches are freshly prepared on the premises
each day. But Lynn has also started selling fresh fruit
boxes and making smoothies made freshly in front of the
customer. Lynn is particularly excited about the smoothies
which she launched at the end of July.
They also have a specials board which which changes
from the likes of smoked salmon / prawn and cream
cheese bagels one day to Caesar salad boxes the next.
Said Lynn: “Basically every thing we do is fresh and made to order. That is a big
selling point for Lynn’s pantry.
“My shop is a very small ‘one up, one down’ and we had to get a shop designer in as every bit of space
had to be utilised for something. Customers are amazed at the size of the shop and how much it suits
being a village sandwich shop.”
Lynn, whose husband Andy is watch manager of the retained fire station in Tarporley, hopes that the
shop will play a big part in the community life of the village. A painting of Lynn’s Pantry by Jill Royal.

HEALTH AND BEAUTY with Angela Bartlett

Q. I have a lot of fine, blonde hairs on my face which I want

to remove. I have been told that the hairs are far too fine for
electrolysis and too fair for IPL or laser. I have tried waxing
but my skin is too sensitive for it. Would threading be a good
option?
A. For readers who may not know what threading is. It is a
method of ‘mass hair plucking’ using a thin, twisted cotton
strand which is rolled over the skin plucking the hairs
from their follicles. It is an ancient method of hair removal
originating from Asian and Arabic countries and has recently
gained popularity in the West.
In answer to your question, threading it only a
temporary method of hair removal but can be a
good alternative to the hair removal methods you
mentioned in your question and for the reasons
you have outlined. Due to the heat of the wax
and the fact that wax adheres to the skin as well
as the hair it can be too aggressive for some skin
conditions. Threading can be a good option for
sensitive skins as there is no heat and very little Angela Bartlett is a beauty and

Peckforton & Beeston WI

Our July meeting was well attended for a talk by Nicky Dakin entitled ‘Life with the
Beehive’ . Nicky had only taken up bee-keeping three years ago and it was obvious
that she had developed a passion for the subject.
She kept us enthralled with details of the tasks involved in keeping bees and
illustrated her talk with a beehive and its contents - without the bees of course.
There were plenty of questions from the audience, so many in fact, that even the
tea and cakes couldn’t interrupt the proceedings! It was clear that we should all
know more about these fascinating insects on whose existence we all depend.
Final plans for our trip to Haddon Hall on August 4th were made and details of a
forthcoming walk around Colemere and Ellesmere were given.
There will be no meeting in August but on September 1st we have an ex-pilot,
Barry Smith talking about ‘Tiger Moths to Jumbos’, and in October the Reverend
Michael Burgess will give a talk entitled ‘For Better for Worse’.
Why not come and join us at the Peckforton Village Rooms with meetings starting
at 7.30 pm? For more information please telephone Judith Sherren on 01829
730071.
