We would first like to acknowledge the diligent work by our Patrol Officers,
Detectives Division, the RI State Police, and the Medical Examiners Office, and
the RI Attorney Generals Office. This is another example of the successful
cooperation shown between law enforcement agencies.

We understand that the heavy presence of law enforcement officials in the Village
of Manville may have been unsettling to our residents. We want to ensure that the
residents that they are safe and that the incident that occurred last night was
isolated and has been addressed with the arraignment held a short time ago.

As previously reported On 05-03-17 at approximately 01:17 am the Lincoln Police


Department received a report of a man laying on the ground in the parking lot of #
66 Summer Street Manville. The parking lot is a common area for several
apartments located at that address.

Officers arrived on scene within 5 minutes and located the subject. The individual
was unresponsive and was bleeding from an apparent laceration to his head.
Lincoln Rescue 2 responded and transported the subject to Landmark Medical
Center.

The initial investigation indicated that the manner of death was suspicious. The
Lincoln Police Detectives Division along with investigators from the RI State
Police Crime Scene Unit responded to the area to investigate
During the course of the investigation the Lincoln Police learned that a resident of
one of the apartments located at #66 Summer Street may have been involved in a
physical altercation with another male. It appears this altercation occurred shortly
before the prior to the victim being located in the parking lot.

The Lincoln Police located Brian Fraga a 33 year old male resident at his
apartment. Fraga was transported to headquarters where he was interviewed.
Based on the interview with Fraga as well as wittiness interviews and evidence
collected, it appears that Fraga and the victim had an argument inside of Fragas
apartment. At sometime around 01:00 am the two individuals exited the apartment
into a common area. The dispute between Fraga and the victim escalated and
became physical. During the altercation the victim sustained a significant head
injury which was confirmed as the cause of death by the Medical Examiners
Office as Blunt Force Trauma to the Head.

It is believed that Fraga and the victim did know each other socially. The victims
identity is still being withheld as we are attempting to notify family out of state.
We can confirm that the victim was a 43 year old male who lived in Lincoln.

Fraga was arraigned this afternoon at the 3rd District Court on the Charge of
Manslaughter. Braga is being held at the ACI on a Probation Violation for a
previous unrelated Domestic Violence Charge.
