The Engineers Estimate is the Departments estimate of the construction cost of the project.
The bridge estimate is an important component of that estimate and the contract plans. The
quantity workup sheets shall include all calculations and any sketches associated with them.
The quantity workups shall be verified and preserved as part of the design computations.
Estimate quantity work up sheets shall be provided to the Regional Structures Engineer at the
time of PS&E submission.
The following five files are to be used together to show an example of Best Practices for
quantity workup sheets and Bridge Quantity Measurement file.
In addition to the previous five files, two other microstation files are required so that
references in the Bridge Quantity Measurement file work properly and four DTM files are
required.

There are two types of quantity workups. Depending on the item, the quantity workup will
either:
1. Utilize measurements from CADD design models. All documentation regarding the
CADD files and models is required. See the template and instructions for items utilizing
CADD design models
2. Not utilize measurements from CADD design models. When CADD models are not
utilized all computations necessary to arrive at the estimated value need to be shown.
Note that a specific format for the quantity workup computation sheets is not specified. In this
example different formats were shown to give the estimator different examples. Hand written
sheets, MathCAD sheets, MS Excel sheets, MS Word sheets, or CADD sheets are all acceptable
formats to use. The most important part of the quantity workup computation sheets is the
documentation, not which program was used to create the sheet. Also note that the program
SnagIt was used to take various screen shots and then were included in the workup sheets. The
use of screen shots in the estimate workups may be helpful to the EIC in verifying quantities for
certain items; however the inclusion of screen shots is not required.
At this time the guidance given in this document does not follow the guidance and
requirements given in Chapter 14 of the Bridge Manual or Appendix 14 of the Project
Development Manual. Both of these documents are in the process of being rewritten with the
final versions following the guidance given in this document. Draft rewrites of Section 14.2.6
and Section 16.1 of the Bridge Manual and Draft rewrites of Appendix 14 of the Project
Development Manual are included with this package.
