Job Description

Established in 1998, the Steve Biko Foundation is a community development organisation


inspired by the legacy of the late anti-apartheid activist. The Foundation seeks a
Programme Officer - Johannesburg
to be employed at the Braamfontein offices of the Steve Biko Foundation. This position
reports to the Foundation CEO.

RESPONSIBILITIES
The Programme Officer oversees the coordination and administration of the programmatic
activities of the Foundation running out of the Johannesburg office of the Foundation, in
particular the National and International Dialogue series. While the primary responsibilities
are outlined below, this list should be viewed as a starting point, as the position will evolve
and grow according to the successful candidates interests and aptitude, as well as the
growth of the organisation.

Program Planning and Research


Oversee the planning and the delivery of the programmes and activities in
accordance with the mission and the goals of the organization.
Conduct research to support the writing of proposals, concept documents and
reports.
Work with staff and stakeholders to develop new initiatives to support the strategic
direction of the organization.
Develop an annual budget and operating plan to support the programme.

Program Administration
Ensure that programme activities operate within the policies and procedures of the
organization and comply with all relevant legislative and professional standards.
Ensure that the programme operates within the approved budget.
Utilize existing tools and develop new ones as necessary to document programme
activities.
Oversee the collection and maintenance of records on programme participants for
statistical and monitoring and evaluation purposes.
Author quarterly and annual programme reports for funders and the Board.
Liaise with other managers to ensure the effective and efficient programme delivery.
Identify and evaluate the risks associated with programme activities and take
appropriate action to control the risks.
Monitor the programme activities on a regular basis and conduct an annual
evaluation according to the programme evaluation framework to assess the strengths
of programmes and to identify areas for improvement.
Report evaluation findings to the Chief Executive Officer and recommend changes to
enhance the program, as appropriate.
Communicate with clients and other stakeholders to gain community support for the
programmes and to solicit input to improve the programmes.

SKILLS QUALIFICATIONS AND EXPERIENCE


The successful candidate will:
Have a Bachelors degree or diploma in a relevant field, with a minimum of three
years of relevant experience.
Have demonstrable success in program administration.
Be a reliable self-motivated individual with the ability to lead innovation, to motivate
employees and to contribute to impact.
Have excellent skills with people at all levels and be a good communicator in
multiple languages in both spoken and written formats to a wide variety of
audiences.
Be calm and flexible, with the ability to work through stressful situations with
maturity.
Enjoy good problem-solving skills and the ability to focus on detail.
Have a high level of computer literacy with excellent organisational skills.
Have a demonstrable commitment to the Foundation, its vision, values and its
approach.

SCHEDULE AND REMUNERATION


The salary and benefits offered are market related.
The Programme Officer will work standard office hours not exceeding 40 hours per
week, based on daily requirements.
As requested, candidates should be prepared to work evening or weekend shifts
within the number of hours on activities associated with the Foundations
programmes.
