THE INCOMPATIBILITY IN PATTANI CONFLICT

The conflict in southern Thailand or so known as Pattani conflict is a conflict

involving two parties between the Thailand government and the Muslim Malay
Pattani (OMIP)1 .OMIP has some movement formed to oppose the royal
government established Thailand. Movement The memberships Muslim Malay
people in southern Thailand. These farmers conflict not only involving Patani
area but involving three other area of Yala, Narathiwat and Satun. The four area
majority in the area occupied by the Muslim Malay Patani.

The main incompatibility in this conflict is related to political issues and

independence, identity, economy and development, and human rights
issues2.The political independence it is related to the political situation in
Thailand, where provinces in southern Thailand as Yala , Narathiwat, Patani often
plagued with by such acts of oppression, discrimination, murder and corruption,
and this shows the political situation Thailand failed to deal with things like this.
At initially Thailand dispute between the government and the Muslim Malay
Pattani is related to demands for independence and when the issue is not
demanding independence, self-government in Thailand, OMIP act for it.

For the next incompatibility is the identity. The identity issue began when the
Thailand government has introduced a new policy and a new policy of
assimilation that eventually led to the unrest that is very complicated. In the new
policy, the Thailand government forced the Muslim Malay at the southern
Thailand to practice the language, usage patterns, education and culture that is
based on the Thai-Buddha. Beside that, the Thailand government has been seen
trying to separate the Malay race and Islam religion by calling the people of
southern Thailand as Thai-Muslims instead Malay-Muslim 3.

The third incompatibility is economic and development in the three area in

southern Thailand. In this area, economic income is very low even though all

three areas has natural resources that can generate income for the population in
the provinces Thailand but the government does not take care of the natural
resources in these areas with .Also, the economic imbalances in Thailand as well
cause of the Muslim Malay insurgency in southern Thailand. This thing happen
because of the economic power in southern Thailand is monopoly by the
Chinese and Thailand-Buddhist and the Muslim Malay Pattani can only have a
small economic power . In terms of development, development in the south of
Thailand is set aside by the Thailand government directly where no development
projects in these areas but the development rapid progress in the east, and north
Thailand. This cause people in southern Thailand up to revolt and the last issue is
of human rights issues .This issues is one of the issues in southern Thailand
conflict as a military approach used by the government during the conflict was
seen as a violation of human rights concerning the people of Southern Thailand 4.

The fourth incompatibility in this conflict getting worse because relationship

between the two conflicting parties is the Malay Muslim Pattani is under the rule
of the Thailand kingdom and relations between the two parties to this conflict are
in a bad situation because until now, this conflict has not been resolved. The
Pattani Conflict happen because the parties from southern Thailand want to be
independence from Thailand government 5. The people at Southern Thailand want
to build a Muslim Country and because of the Thailand government like to
discrimination people in southern Thailand. This thing cause people in southern
want to be independence from Thailand.

CONFLICT MANAGEMENT

Generally there are two methods of solution for any conflict occurring at
the international level, namely, first in Peace , Second , the warring parties
agreed to find a solution for peace. Method for peace can be divided into several
types namely, arbitration, judicial settlement, negotiation, good offices,
mediation or a review of progress under the United Nations. Force, where the
solution is done by force or violence. Forcible methods can be carried out by

armed and unarmed combat, violence, retaliation and Restrictions Pacific. But in
this conflict it seems Thailand Government and Muslim Malay Pattani (OMIP)
more use to method in force in a way for managing this conflict. So, until now
this conflict cannot be truly resolve between this two parties despite many peace
negotiation through meditiator or fasilitator to make the peace between this to
party come true.

CONCLUSION

Conclusion, in politics perspectives, the views of the unrest in southern

Thailand have rooted out in the power struggle between the actors involved.
Greed parties involved led to a lot of property damage and many lives were lost.
Here you can see some of the violations of international humanitarian law are
not complied with by the parties involved. So rare that more effective measures
should be taken to protect human rights and international humanitarian law
should be tightened so that such matters can be avoided.

In the hope that the next generation of potential leaders especially should
take care and emphasize humanitarian issues being threatened with impunity.
This is so because as human beings we have the right to live in peace without
fear. Country that is peaceful and prosperous will give a positive image around
the world. Not only that, but the country will become a model country and has a
strong influence among the countries that other foreigners.
