FOREWORD
In our pursuit to offer best services and for meeting the requirements of the dynamic power
sector, the Institute has been augmenting its facilities and also setting up of new test
facilities in line with growing needs of the power sector of the country. During the year, a
new Mobile facility has been set up for testing performance of Thermal Power Stations at site
which caters to performance studies on Coal, ESP and Boilers. CPRI has also added 50 MVA
Short Circuit Generator which is completely indigenous. The other important Test Facilities
which are under implementation are:
During the year 2010-11 the Institute undertook over 120 Consultancy assignments covering
the areas of Generation, Transmission & Distribution. Some of the important assignments
were Tower design validation for Kerala State Electricity Board, Chattisgarh State Electricity
Board, Punjab State Transmission Company etc. Condition monitoring of power equipments
for various power utilities and power station related field services, Energy Audit services.
Under UNIDO, project on eradication of Persistent Organic Pollutants, CPRI has created a
National data and also Awareness Program on harmful aspects of Persistent Organic
Pollutants.
The laboratories of the Institute continued to be accredited under ISO 17025 for testing and
ISO 9001 for Research Schemes. The Institute also continued its accreditation under INTER
TEK, ASTA and is a Member of prestigious Short Circuit Testing Liaison (STL).
In the area of Research & Development, 20 projects were under investigation and 5 projects
have been completed under In-house research projects. Under the Research Scheme on
Power, 20 projects under investigation and 7 projects have been completed. Under National
Perspective Plan research projects, 10 projects were under implementation and 3 projects
have been completed.
The officers of the Institute participated in National & International Conferences & Seminars
and presented 144 technical papers which were well appreciated by the technical fraternity,
as against 107 papers during the corresponding year 2009-10. The Institute has filed 3
patents during the year.
CPRI conducted 50, a multitude of continuing Educational Programmes during the year
covering Seminars/Workshops/Tutorials/Training Programmes, which include one Training
Programme on maintenance & Testing of Power equipments for engineers from Utilities. At
the International level, Training Programmes on MV/HV Cable Testing, Reactive Power
Compensation at Kuala Lampur, Malaysia were organized.
CPRI aspires to be the best Laboratory in the world and this would happen with the active
and continued support of Ministry of Power.

Organisation
Introduction
The Central Power Research Institute (CPRI) was established by the Government
of India in 1960, with its headquartersin Bangalore. The Institute was re-organised
into an autonomous society in the year 1978 under the aegis of the Ministry of
Power, Government of India. The main objectives of setting up the institute was
for it to serve as a national level laboratory for undertaking applied research in
electrical power engineering, besides functioning as an independent national
testing and certification authority for electrical equipment and components to
ensure reliability in the power system and to innovate and develop new products.
Objectives of CPRI
Function as a national level power research organisation for undertaking
and/or sponsoring research and development projects in the fields of
generation, transmission, distribution and operation of electricity supply
systems.
Provide the necessary centralised research and testing facilities for evaluation
of materials and the performance of power equipment.
Serve as a testing and certification authority at the national level, for the
purpose of certification of rating and performance to ensure availability of
quality equipment for use under conditions prevalent in Indian power systems.
Co-ordinate R&D activities in the various state electricity boards and utilities
and maintain liaison with other institutions engaged in research connected with
power systems and/or power equipment. Act as an apex body for initiating and
coordinating the research & development in the field of electric power, the
research scheme on power.
Evolve criteria for the standards of operation under Indian conditions of various
equipments, and effectively participate in the formulation of national
standards.
Identify problems in the areas of basic and applied research and arrange such
studies in-house and in academic institutions.
Collect information and maintain documentation in the field of power
engineering and publish papers, periodicals or reports in furtherance of the
objectives of the institute.
Establish, maintain and manage laboratories, workshops and other facilities for
furthering scientific and technological research and conduct experiments for
exploiting the invention or discoveries to the cause of power development in
the country.
Enter into an agreement with any enterprise or institution or person or persons
and provide funds to them to carry out the research and development
programme of the institute.
Carry out consultancy projects/ field studies and third party inspection of
equipment and all other related activities relevant to the power utilities in India
and abroad.
Management
The management of the institute vests in its governing council comprising
members representing different ministries of the Government of India, Central
Electricity Authority, State Electricity Boards, Power Supply utilities, Indian
Electrical & Electronics Manufacturer's Association, and academic and R&D
organizations of national importance in electrical power engineering. The
Secretary, Ministry of Power and Chairman, Central Electricity Authority are the
President and Vice-President of the Governing Council respectively. The Director
General of the institute is the Member-Secretary of the governing council.
The committee on research and committee on testing & certification are the two
committees constituted by the governing council to oversee and guide the
respective activities of the institute. The member (Planning) and the member
(Power Systems) of the CEA are the chairmen of these two Committees
respectively. The composition of these committees is at Appendix - 2 & 3.
CPRI coordinates and monitors the Research projects viz. Research Scheme on
Power which are undertaken by academia, power utilities and industries. An expert
committee chaired by Director General, CPRI evaluates the proposals received and
recommends for approval of the Governing Council. The composition of this
committee is at Appendix 4.
The governing council meets at least twice a year to deliberate and guide the
working of organization on policy matters. The meetings of other committees are
held as and when required.
The unit comprises various laboratories to cater to the different fields of specialised
activities.

the past six years. The activities of the RGGVY and R-APDRP related works at CPRI
are being coordinated by the Distribution System Division. Consultancy
assignments, related SCADA and distribution reforms are taken up by this division.

This division has facilities for research and development of electronic
instrumentation for power systems.

The division also co-ordinates the training needs of personal working in state
power sector utilities.
The experts from CPRI imparts both theotrical and practical training for personal of
utilities during the training programme organized by the division.
During this year (2010-2011) twenty projects were under investigation and five
projects were completed.
To design and develop a crawling system with specific contour attachments and to
identify the critical factors affecting the service life of the boiler water wall tubes.
Progress:
The development of reference tubes for the calibration of equipment has been
completed. The generation of phase valve readings with respect to the waveform
signal response for the calculation of tube water thickness is being undertaken.

The design and development of a co - axial shunt for measurement of short circuit
currents up to 200 kA rms for 1 second were undertaken to meet the needs of
testing at STDS, Bhopal. The design and development of co-axial shunts for short
circuit currents up to 200 kA (rms) for one second were taken up. A few world
leaders like M/s CESI, Italy and M/s Hafely Test AG, Switzerland have such design
and manufacturing capability. For indigenous development of a shunt, this project
was initiated; the preliminary investigations on design have been completed and
the fabrication of the shunt is in progress.
To create awareness among engineers about the risk involved in qualifying the
substation equipment for seismic loads.
Progress:
The modeling of a cylindrical post insulator of 420 kV using the finite element
method has been completed. A bushing current transformer and potential
transformer were tested using a tri - axial shaker for seismic qualification. The
transformer bushing was modeled and analysis of the porcelain insulator and
bushing was taken up.

The design of IEC 62217 "Tracking Wheel Test" equipment has been completed.
Preliminary tests on the tracking and erosion of silicone rubber with and without
UV radiation have been completed.

The literature survey on the LED technology has been completed and a few, locally
available LED lamp fixtures have been evaluated. The LED modules for auto
corridor/street light controllers have been developed. Representative LED
lamp/fixture assemblies have been evaluated for illumination and luminaries/lux
requirements. A layout for installation of different types of LED has been made.
To develop next generation, high voltage transmission line tower/cross arm with
composite materials and evaluate its techno - economic advantages.
Progress:
The preliminary design and evaluation of the cross arm have been completed for
different voltages and wind speeds. The design software has been installed and the
preliminary work on design has been completed. The mechanical and electrical
parameters of the polyester resin -glass reinforced material for the cross arm were
evaluated. Based on a typical 220 kV tower, the cross arm was designed and
fabricated using epoxy and glass fiber material and mechanical performance tests
were carried out.
To establish a pilot smart grid at CPRI by installing smart meters, sensors, etc.; to
create a real time, digital gateway for monitoring electricity usage and to
participate in the energy efficiency programme.
Progress:
To evolve the methodology for extraction of a miniature specimen from the thick
sections of a plant component and development of a small punch test device for
the evaluation of mechanical and creep properties using the small punch test.
Progress:
The development of the small punch test method has been completed. Specimens
from new and in-service boilers and turbine components like 1- Cr- Mo steel and
-Cr 1- Mo steel (Cr: Chromium, Mo: Molybdenum) have been collected and are
under evaluation and standardization. The creep test equipment was upgraded and
it is being used for material evaluation. The evaluation of material properties using
the positron annihilation method is in progress. The design of miniature specimen
extraction device is in progress.
To design high voltage electrodes and corona rings and to analyze electric fields;
to complement the design through optimization and validation of the substation
bus post insulator and transmission line insulator string configurations.
Progress:
The software tools have been identified and are being procured along with the 3D
electric field software and workstation.
Collection of data on the line hardware and equipment/electrode systems for the
765 kV transmission systems is in progress.
To custom design, develop and install an energy meter supporting the IEC 62056
protocol with communication interface and to study the performance system.

The protocol stack for the server stack and client stack has been identified and
hardware procurement is in progress.

To design and fabricate a heat pipe to tap the heat energy from the transformer
core and to carry out trials on an actual transformer.

Extensive literature survey on the subject has been completed and the study of the
theoretical background of a heat pipe is in progress. Design of a heat pipe to tap
energy from the condenser and fabrication of the heat pipe are in progress.
To fabricate a high resolution impulse recording system for high voltage impulse
and current measurements comprising four independent channels with a sampling
rate of 200 M Sa/sec 12 - bit resolution digital recording, with an embedded
controller for data acquisition, storage and processing.

The hardware specifications were prepared as per the requirement of IEC and the
required hardware / software was identified. The integration of the data acquisition
system is in progress. Analyzing tools like the fast fourier transform, difference
function and transfer function have been incorporated into the system design and
features like user friendliness, graphical user interface for operation and test report
generation have been added.
To design, develop and evaluate a HTS fault current limiter prototype 11kV /
100kVA HTS transformer.
Progress:
apparatus and related areas has been undertaken. A roadmap for development of
superconducting fault current limiter has been finalized by the core group of the
project.

High dielectric constant calcium copper titanate CaCu3Ti4O12 (CCTO) has been
developed by microwave processing. The developed ceramic material has been
systematically characterized for its structure and morphology using X-ray powder
diffraction (XRD), scanning electron microscopy, transmission electron microscopy
and dielectric measurements. Polymer composites with CCTO were prepared and
properties studied for capacitor applications.
Progress:
HVDC links, NER-Agra and Balia-Bhiwadi, were chosen for the study of integration
issues that are present in a multi-in feed HVDC system. The Commutation Failure
Immunity Index (CFII), Multi Infeed Interaction Factor (MIIF) and Multi Infeed
Effective Short Circuit Ratio (MIESCR) were studied to estimate the interaction of
the inverters in a multi-in feed HVDC system. The CFII values for three inverters at
Agra, Bhiwadi and Dadri were computed and it was found that among the three
inverters, the Bhiwadi inverter is sensitive to commutation failure. From the MIIF
value, it is found that the interaction between Agra and Bhiwadi inverters is more.

The methodology of pultrusion of thin wires has been established. A carbon fiber
reinforced, high temperature cynate ester resin based composite core with 3 mm
diameter was pultruded and used for fabricating a composite core conductor. The
tensile strength of the composite wire is on par with that of a steel core wire.

The system level design and specification for PLC communication components for
broadband were made. The establishment of LAN using PLC for identified houses /
points in the CPRI colony / campus was taken up. The development of a few
applications like meter reading and streetlight control using PLC was
demonstrated.

To carry out studies to enhance the life of the underwater parts of the hydro power
station, which are affected by silt erosion.
Progress:
The modification of the silt erosion test chamber for circumventing the problem of
overflow of water has been undertaken and a tubular heat exchanger onside the
slurry has been made, along with tower type cooling. The design and fabrication of
a new carbide lined sample holder for the silt erosion test rig was completed. The
silt erosion resistance of the base stainless steel (16/4 grade), clad, high velocity
oxygen fuel coated samples were carried out at 30, 45, 60 and 75 degree impact
angles, at 30 m/s, using a modified test setup. Three varieties of coating samples
(WC_Co-Cr3C2/NiCr and Ni Cr B Si) were prepared and the silt erosion resistance
was evaluated.

To conduct a computer simulation study and evolve the specification for Midget
transformers.

The simulation of midget transformers has been completed and the results were
analyzed with reference to design, safety and certain manufacturing aspects of the
Midget transformer.

A mathematical model for load flow analysis was developed and an algorithm
based on the mathematical model has been worked out.

To study and develop load models for different power components in distribution
systems and to study the impact of load models on power quality.

A real life mathematical model of UPFC looking into the discrete time operation
along with all associated controls and firing circuits were conducted.

The framework for the standard distribution system load flow, incorporating
distributed generation using a backward/forward technique, was completed. The
development of an interval load flow distribution system with DG continued. Work
on sensitivity analysis has been initiated. The work is in progress.

To formulate methods of test and fault diagnosis of the power station generators
use.
a) On line PD measurements.
b) Condition assessment of the stator winding insulation using the capacitance and
Tan Delta measurements.

The specification for procurement of the devices has been prepared. Product
catalogues of various manufacturers for on-line PD monitoring devices and Tan
Delta measurements for generators were obtained and studied.

Mi-power software has been procured and analytical studies have been conducted.
From this analysis, it is inferred that a TCSC device can be preferably located near
the load centre (Kadapa) for conducting Sub Synchronous Resonance (SSR)
observation.

To study the chemical characteristics, anticorrosive nature and the long term
stability of different samples of clay, locally available in Kerala, in order to
determine its suitability for use as an encasement of earthing electrodes to reduce
earth resistance and to assess the techno economic feasibility of using the
successful samples in earthing systems.

A power system model with the facility to vary the system strength, fault location,
type of fault, load flow and direction of load has been developed to simulate all
possible system conditions.

Suitable mathematical models of the wind generators with the suitable controllers
(conventional and AI based) have been developed to integrate in the power system
studies.

The mechanical, electrical and overall efficiency of the device for electricity
generation have been estimated based on experimental measurements.

To study the performance of reclaimed oil from different power and distribution
transformers of TNEB.
Progress:
were carried out on 40,000 liters of oil. The electrical tests on transformers and oil
testing was carried out on 33/11 kV transformers at Ural and Marur.
Objective:
To develop an expert system analysis of the coupled fields (structural and thermal)
and to achieve design optimization of the high speed, turbine rotor shrink fit
assemblies.
Progress:
Structural and couple field analyses at extreme temperatures for various ranges of
power and identification of stress ranges at various speeds has been undertaken.
The effect of blades on the stress development on turbine during operation has
been studied. Stresses developed at the root of the blades for various power
ranges have been recorded at various speeds and length of blades. A detailed
modal analysis has been carried out for various power ranges, estimating the
crucial critical speeds and resonant conditions. An analysis of five typical rotors
was carried out and the stresses at the root of blades were estimated. Two
international journal papers were published. ANSYS Parametric Design Language
(APDL) implementation for determining critical speeds of multi sectioned rotors has
been completed.
Objective:
To monitor the online loss factor of power transformers in service and carry out the
condition monitoring studies on bushings. The project aims at the establishment of
norms for improving the reliability of power transformers.
Progress:
Online tan delta measuring apparatus was installed and data on tan generated for
power transformer (50 MVA)/110 kV transformer and 145 kV bushings. It is
established that online systems are useful and essential for condition monitoring of
EHV transformer bushing. The study highlights the need for low cost support
systems like remote monitoring units for online monitoring of bushing. A
replacement strategy based on hourly trends/alerts has been established. SCDA
and remote access of bushing health through Tan delta monitoring or a leakage
current is verified and proved useful.

The literature on furanic compounds in transformer oil has been reviewed and a
status report is under preparation. A research programme implementation plan has
been drawn in consultation with CPRI and it is being executed. Many technical
aspects like the number of transformers to be selected for the study and the
criteria for selection have been finalized and the chemical analysis of oil samples is
in progress. The history of transformers selected and included in the study has
been received from different sub-stations and the data was complied. A total of
170 transformers were evaluated under the programme of work. Dissolved gas
analysis and Furan analysis were completed on the transformers and the results
were analyzed.
Objective:
To study the performance of substation and power station batteries used in TNEB.
Progress:
Single cell charge/discharger units were procured and installed at the different
distribution circles of TNEB. Battery testing was carried out in the Trichy and
Madurai circles. A total of 2584 cells were tested and new condition monitoring
parameters were identified. It is concluded that the float voltage and specific
gravity should not be relied upon totally for identifying the state of health (SOH) of
a battery. It is recommended that humidity and temperature have marked
influence on the life of the battery and hence, new batteries will have to be put
into service at the earliest. It is recommended that each distribution circle be
provided single cell charge/discharge equipment. The chargers shall incorporate
both constant current and constant voltage mode of operation.
Objective:
To study the effective life of ground mats in corrosive and non-corrosive soils by
using antidote technique and inhibitors.
Progress:
It is observed that in non-corrosive soils, the embedded ground mat serves for
about two to three decades, but, in corrosive soils, the effective life of a ground
mat is very much reduced. Hence, to enhance the life of the ground mat and
ground electrode "Antidote", the technique of inhibitors or other effective means
was adopted. An experimental setup to study the effect of corrosion has been
completed at four, 66 kV substations. Samples of soils from these four substations
were analyzed for different parameters including the soil resistivity. Tests were
also carried out on non-corrosive soil in which mild steel was used. Further,
chemical tests are in progress to understand the correlation between soil
resistance and electrodes. The tests were also repeated on corrosive soils.

To design and develop a UHF sensor for condition monitoring of high voltage
transformers.
Progress:
The amplitude and frequency content of the UHF signal generated due to partial
discharges were analyzed under AC/DC voltages and increase in the intensity of
corona with increase in applied voltage and reduction in input current ripple.
(1) UHF signals are generated due to partial discharges caused by motion of the
conducting particles in the transformer oil under AC and DC.
(2) The UHF amplitude is higher due to the particle movement under negative DC
as compared to positive DC.
(3) The partial discharges are intermittent under the positive DC as compared to
negative DC.
(5) Narrow band measurement of the UHF signal generated due to partial
discharge under particle movement at 1 GHz in presence of a barrier leads to
increase in the PD pulses with increase in voltage.
Introduction
Power sector, being highly technology intensive, Research and Development (R
and D) plays a major role in developmental plans, especially when technology up
gradation is considered for strengthening of power sector. New technologies would
need to be adopted and implemented in a proactive manner to achieve the
objective of optimum utilization of the available resources. In the present scenario
there is an emerging need for R and D in different areas of power engineering.
With the background, the Ministry of Power has constituted a standing committee
on R & D (SCRD). The main objective is to formulate the R & D for power sector
under National Perspective Plan (NPP) for R & D in Indian Power Sector with a
view to create and upgrade the R & D infrastructure and promote and encourage in
the development of equipment for application and power sector. The standing
committee comprising of the Chairman of standing committee is the chairperson
CEA, the member convener is DG, CPRI and the other members are drawn from
CPSUs of MOP (Ministry of Power) and BHEL (Bharath Heavy Electricals Limited).
Under NPP scheme, projects have been initiated during 10th plan and new projects
have been undertaken during 11th plan. 11 projects have been taken up covering
Hydro, transmission, distribution, and renewable energy. Four projects have been
completed so far and seven projects are ongoing. Two patents have been applied.
The organisations involved in carrying out the collaborative R & D projects are:
NML, Jamshedpur, EMCO, Mumbai, CDAC, Trivandrum, BHEL, Hyderabad, ERDA,
Baroda, NHPC, Faridabad, IIT, Rourkee, Crompton Greaves, Mumbai and CPRI. The
funding mechanism is through contribution from project implementing agency and
Ministry of Power. Nodal officers of CPRI are involved actively in accomplishing the
project. CPRI and CEA are the nodal agencies for approval and monitoring of the
projects undertaken by various agencies.

Tensile Testing:
Flat specimens were fabricated for tensile tests following the ASTM standard E 8M-
85 from the as heat treated samples. The entire tensile tests were performed with
the help of an Instron (model-8501).
Erosion Testing:
Erosion set-up is made as per ASTM G-32 and Characterization of Heat 2 and Heat
3. The activities concerning (i) Various heat treatment parameters on silt 7 and 8
have been under way to optimize erosive wear property (ii) Slurry erosive wear
studies for benchmarking of 13Cr-4Ni steel has been completed with the set-up of
IIT-Roorkee. Flow Modelling through CFD analysis has been initiated. The
mechanical property of the material was investigated through automated Ball
Independent technique developed at NML.

In this project four 500kvar STATCOMs have been designed, developed and
implemented at IT park, Thiruvananthapuram. Due to single-phase non-linear
loading in IT parks, large amount of currents tend to flow in the neutral, causing
transformer heating and low power factor, malfunctioning of protective relays, poor
utilization of the network and poor voltage regulation etc. The developed STATCOM
has special power circuit configurations and control functions for compensation in
the unbalanced load conditions as well as harmonic compensation.

Measurement of winding resistance phase to phase & phase to neutral, No load

test and separate source voltage withstand tests were conducted.
Patent filed:
The research work carried out is jointly filed patent for A natural convection
cryogenic cooling system for superconductor transformer. No: 2750/MUM/2009.

and that of conventional CT were compared and agreement between the two was
observed to be very good.
Application of the polarization principle in the field of power system is well known,
and for better understanding the principle in presence of magnetic field number of
experiments has been conducted. The experiments were extended using optical
fibre as a sensor instead of a quartz crystal.
Demonstration of the Faraday principle using quartz rod and laser source is
completed.

Experimental set up
The developed system is as a composite power quality solution which can provide a
stable, sinusoidal supply voltage at the load terminals. Sufficient amount of voltage
is injected in series in to the load feeder dynamically depending on the
compensation requirement. The above figure shows the block diagram of the
system. It is a combination of a series active filter and DC bus capacitors. The
series active filter operates as Dynamic Voltage Restorer (DVR). The DVR ensures
sinusoidal/regulated/balanced voltages at the load terminal. If necessary, it is
possible to support the DC bus with another rectifier/converter block such that
there can be a steady state power injection in the series transformer.
Objective:
This investigation aims at complete evaluation of transformer oil with the objective
of understanding the mechanism of copper corrosion due to sulphur in oil. Studies
on copper corrosion mitigation techniques and their efficacy will be investigated for
the benefit of the power utilities of the country. A comparison of transformer oil
samples drawn from healthy power and converter transformers will be used to
benchmark the parameters of transformer oil of in-service transformers. The study
would encompass different constituents of oil including additives, inhibitors, metal
passivator and others which are added for improving the quality and long term
performance of oil. The study would also establish the influence of these
parameters in formation of corrosive and reactive sulphur.

In the design of the SFCL, 4 modules are connected in parallel. Each module
carries a current of 200A. In each module the superconducting tapes are
connected in series to achieve the required voltage rating. The tapes are mounted
on GFRP plates. The interconnection of the tapes, for series connection, is achieved
through copper plates. The parallel connection is in-turn achieved through another
set of copper plates. These interconnecting copper plates are connected to the bus
bars through flexible copper braids.
For the past five decades the institute has been serving the power sector in the
field of evaluation and certification. CPRI laboratories are accredited by NABL,
ASTA-Intertek, BIS, STL etc. following ISO17025 in the laboratories. During the
year 2010-2011, a total of 76,451 tests were conducted on 24,939 samples for
5,946 organisations. The revenue realized from testing, certification and
consultancy services rendered during the year increased to 13,971 lakhs as
compared to 9,600 lakhs during the year 2009-2010.
M/s. Converteam, Belfort, France has supplied two control cubicles for the
generator driving system and generator excitation system. The existing control
cubicles, the generator drive, and the exciter system were removed. The new
cabling and also the power cabling between SFC to the generator stator were
carried out in the months of October to December. The new, motor less system
was commissioned in December, 2010.
The test comprises six weekly cycles, according to NF C 20-540 and HD 626-2 sub
clause 2.5.1 (a cross-reference cited in NF C 33-041, NF C 33-040 and NF C 33-
020 standards). A separate test chamber is used for the low temperature climate
stress with an appropriate sprinkling device, as permitted in NF C 20-540. The
sprinkling on the front face of all the specimens subjected to this test is achieved
by means of more than one, rain-type spraying nozzle, with a flow rate between
15 l/h and 25 l/h from each nozzle unit. This test facility also can be used for
characterizing polymers used for outdoor applications.
Smart Grid
Studies have been conducted on smart grids and various communication
technologies for smart meters.
A test bench was established in CPRI for smart meter communication with a laptop
system. Two smart meters were procured from M/s. Wallaby Metering Systems,
Chennai and the technologies like LAN, PLC, GSM and RF communication were
tested. CPRI has permitted M/s Delta India Electronics Pvt. Ltd., Bangalore to
install a grid connected solar inverter on the CRTL building, as a part of the RC
project, Study of smart grid & impact of renewable integration. Accordingly, M/s
Delta India Electronics Pvt. Ltd. has installed a 3 kW, grid-tied photovoltaic power
plant on the roof of the CRTL building. The single phase AC output of the
photovoltaic power plant is connected to the grid at the Distribution Systems
Division (DSD). Initial studies have shown that the peak power being generated is
around 2.8 kW and on an average, 4 kWh is pumped into the grid since the date of
installation.
Studies were carried out by testing the distance relays on RTDS for various
conditions on series compensated lines. The studies will help in arriving at the
most appropriate relay settings and the optimum PT location for which the relay
will perform satisfactorily under varied system conditions.
The setup can be used for carrying out similar studies to evaluate the relay
performance with the addition of new equipment in the power system network.
The setup can be used for demonstrating the usage of RTDS for evaluating
performance or choosing the appropriate method/ scheme of protection for a
specific application. The setup can be used for training the protection engineers.
Evaluation highlights
Fatigue/vibration test on a 800kV HVDC Triple tension insulator string and
associated hardware for the upcoming bipoleBiswantChariyali-Agra
transmission line was carried out in the vibration laboratory for the first time in
India with six bundle hexagonal configuration, referred by M/s NKG Insulators,
Japan during July, 2010.
A performance test was carried out for the first time in the power capacitors
laboratory on 277 Volts, 3 Phase, 100 Amps, 50/60 Hz and 120 V, 2 Phase,
100 A 50/60 Hz Total Electrical Energy Saver (TE2S), for different load
conditions by simulating different power factors from 0.3 to 0.8. This test
helped in the product development by an Indian manufacturer.
Digital Automatic Voltage Regulators (DAVR) is used as control devices in
hydro/turbo generators to maintain a constant output voltage by varying the
rotor field current. An elevated temperature test on the DAVR panel was
performed for the first time at the power capacitors lab of CPRI by simulating
the field conditions, including extreme ambient conditions. The test was carried
out at a field temperature of 50C and by energising the DAVR panel for
various operations.
The 765 kV CT of M/s. Siemens, Aurangabad was short circuit tested in our
laboratory on 11th February, 2011 for the first time in the country, for 40 kA
for 1 sec.
A 145 kV GIS of M/s. Siemens Ltd., Aurangabad consisting of a disconnector,
three position earth switch, high speed earth switch and a work in progress
earth switch was tested for an induced current switching test and a short time
current withstand test, for the first time in the country.
One number each of polymeric insulator V string & porcelain insulator V string
of 1200 kV ratings were tested for the 1200 kV national project.
800 kV DC strings were tested for M/s. BHEL, Jagdishpur.
A temperature rise test on 23 kA busduct was conducted in the supplementary
test lab. This is the highest rating of busducts tested in the country.
220 kV strings tested for M/s. LTL Projects (Pvt), Srilanka for Upper Kotmale
Hydro Power Project, Ceylon Electricity Board. Representatives from M/s. LTL
Projects (Pvt), Srilanka, M/s. Ceylon Electricity Board, M/s. Preformed Line

R-APDRP Programme
CPRI is associated in Third Party Independent Evaluation Agency
Energy Accounting (TPIEA-EA) under R-APDRP of the Ministry of Power,
Government of India, for the state of Karnataka. The order value is Rs.196.00
lakhs and the duration of the project is six years with effect from May 2010.
The job involves extensive field visits to the substations and the consumers on
sample basis, in the project areas identified in the ESCOMs of Karnataka, for
establishment and verification of the baseline data. A hundred project areas
have been identified under the programme.
In this exercise, the design data of the boiler, turbine and generator provided by
BHEL, was used as the basis for witnessing the capacity test. The sets of important
data as compared to design data were monitored in the control room, when the
unit reached the maximum load of 250 MW. During the test, the unit was also
monitored at 60 % and 80% of maximum load of 250 MW, that is, 150 MW and
200 MW, respectively.

Many site visits were made namely, to Neyveli Lignite Corporation (NLC), Bhilai

PCB test facilities, GC/ECD/MS, have been established at CPRI, Bangalore and GC-
ECD has been established at RTL (Noida) for testing of PCBs in transformer oil.
The above activity was thoroughly reviewed by many teams from UNIDO; a final
report covering these activities was created and submitted to MoEF and UNIDO.
Based on the data, it is proposed to destroy 1700 tonnes of pure PCBs and 6000
tonnes of PCB contaminated wastes during the demonstration project of fiveyears,
by adopting state-of-the-art non-incineration technologies, as per the guidelines
forenvironmentally sound management (ESM).

The Institute participated in the WETEX 2011 exhibition held at Dubai International
Exhibition Centre, Dubai, UAE from 8th to 10th March 2011. The participation of
CPRI was under the aegis of the Indian Pavilion. Shri.B.V. Raghavaiah, Additional
Director and Shri. Suhas S. Bagalkotker, Joint Director, were deputed for
participation in exhibition. The exhibition was inaugurated by H.H. Sheikh Hamdin
bin Rashid Al Maktoum, the Deputy Ruler of Dubai and Minister of Finance, on

delivered a lecture on Picosecond Ultrasonic Techniques for plant components, coatings
and nanostructures at CCAR, CPRI.
43. Dr. Rajiv Varma, Associate Professor, University of Western Ontaria, Canada, conducted
a tutorial on Integration of Wind Energy at CPRI on 10thJanuary 2011. About 30
delegates from CPRI, KPTCL, Power Grid, GE& IISc participated in the tutorial. The
tutorial was useful for research and industry in pursuing the renewable integration with
the grid. Dr. Rajiv Varma delivered a talk on Night time Utilization of Solar PV System for
the benefit of the participants.

The power sector had been witnessing phenomenal growth and one of the key
challenges faced is the absorption of technology in all the three spheres of activity

Annual Report, 2010-11
Power sector of the country is expanding over the years and during the XI Plan of
Government of India, additional 80,000 MW of power production was planned. This
expansion calls for increased power equipment installation for generation,
transmission and distribution. The institute, in consultation with CEA, IEEMA and
customers, planned to bridge the gaps in testing and research facilities. During the
XI Plan, MoP, Govt. of India approved several projects to augment the facilities at
CPRI.
The scheme is taken up with the aim of modernizing the high power laboratory by
setting up following facilities:
The procurement of a drive motor, controls, 24 channel transient reactors etc. has
been completed. Civil works of the annex building for EOT crane and the
supplementary laboratory has been completed. Purchase orders have been placed
for a HV Bushings, an EOT crane, make switch spares, master brakes, centre break
disconnector, reactors and no load/load loss test equipment.
The progress of the project is satisfactory as per the revised date of completion.
The scheme is taken up with the aim of modernizing the high power laboratory by
setting up the following facilities:
A static excitation system and SFC for synchronous motor, high-speed recorder
power analyzer has been procured.
Purchase orders have been placed for post insulator, making device, resistor tank,
air core reactors, impulse test system, and 14 and 15 kV current limiting reactors.
Procurement of an impulse unit and DAS spares are under progress; the civil works
of the Synthetic Test Facilities (STF) building have been completed. The progress is
as per revised schedule.
In order to upgrade the testing facility for equipment to meet the future
requirements, the 800 kV AC and 800 kV DC lines and the following facilities are
being augmented in the ultra-high voltage laboratory at Hyderabad.
An indoor lab for the wet power frequency test corona and radio interference
measurements up to 1200 kV AC.
A HVDC test set up for 800 kV DC studies.
Facilities for 800 kV isolator tests.
Progress:
A major test facility for 1200 kV indoor AC test setup, a partial discharge analyser
and a hydraulic platform has been received.
A purchase order has been placed for the DC test setup, an 11 kV VCB Kiosk and
an EOT crane. The civil and steel structural works of the indoor laboratory building
is in progress.
The objective of the project is to create adequate R & D infrastructure for the
functional evaluation, simulation, ageing studies and diagnostic monitoring of
specimens/models of power apparatus insulation.
Progress:
Most of the equipment identified under the project, like cable sheath fault detector,
recovery voltage meter and electromagnetic core imperfection detector (ELCID)
has been procured.
Purchase orders have been placed for a current signature analyser, winding
resistance meter and PD free transformer. The procurement of a PD detector, Tan
delta capacitance meter and HV transformer is in progress.
The civil works for construction of a laboratory is nearing completion; the progress
is as per schedule.
This project aims at setting up a test facility for a pre-qualification test on a 400 kV
XLPE cable system. The pre-qualification test comprises electrical tests like a
heating cycle voltage test and a lighting impulse voltage test on the complete cable
system with approximately 100m of a full-sized cable including accessories.
Progress:
The major equipment loading coil, pick and carry crane profile projector and 600
kV AC test system has been received.
The tendering process for civil works for construction of a laboratory is in progress.
The project aims to set up a centre of excellence for di-electric studies, wherein
several laboratories will come up under one roof with additional testing and
research facilities in the areas of di-electric materials and material technologies.
Progress:
Most of the equipment identified for transformer oil testing the IEC 60296 facilities
under the project have been procured and commissioned.
The project is being taken up with the aim of automating the tower erection facility
for testing the transmission line towers and also to augment the vibration test
facility.
Progress:
The tower crane has been commissioned and is under use; a 90 Ks to Newton (KN)
vibration analyser has been recurred and is under commissioning; the project has
been completed.
The proposal covers setting up of Centre for Creep and Mechanical Testing for
the accelerated creep rupture testing, mechanical testing and FEM analysis of the
boiler and turbine components, to assess the creep remaining life and mechanical
properties and to cater to the current advances in thermal power engineering.
Progress:
Purchase orders have been placed for the creep test facility. Purchase orders are
going to be released shortly for a diesel generator set, a stress rupture test
machine, an image analyzer etc.
The project was conceived with the aim of creating an advanced energy research
centre for energy efficiency and energy audit services at CPRI. The defined
objectives of the center are:
Procurement of most of the equipments has been completed and the equipment
has been used for the regular consultancy activity during the energy audits for
process industries, power plants, etc.
The procurement of the DC power supply and the current clamp flow meters has
been completed during the year; the project was completed.
The scientific and technical officers of CPRI have been deputed to MoU signed
institutes to pursue higher studies. The research scholars have been recruited and
are engaged in research activity under various projects of CPRI; the progress is as
per schedule.
In order to enhance the brand equity of CPRI in the international market, it has
become necessary to change the business strategies for making significant inroads
into the international markets. Also, on account of the booming Indian market
economy, it has become important to meet the growing needs of the national
market.
The present proposal with an outlay of Rs. 1.20 cr. spread over 2 years (from
February, 2010) identifies the road ahead and the action plan to enhance the
market spread and acceptability of the CPRI brand.
Progress:
The accreditations to NABL and ASTA have been renewed. The membership of STL
is being continued. The road shows for business development in the North Eastern
states have been completed.
Augment high voltage test facilities at Bangalore, STDS Bhopal and RTL Noida.
Establishing test facilities for diagnostics of power equipment at RTL Noida and
RTL Kolkata.
Establishing an echoic chamber for the EMI/EMC test facility at Bangalore.
Establishing an additional test bay for the Short Circuit test laboratory.
Augmentation and modernization of the tower and vibration test facility.
Establishment of a LED test facility.
Infrastructure protection measures for security threats at Bangalore,
Hyderabad and Bhopal CPRI campus.
Progress:
A purchase order has been placed for a power frequency transformer. The
procurement of an impulse control and analyzing system, and a DKD
Calibration, 350 KV, 350 KVA AC test system is under progress.
Procurement of the HPLC, oxidation stability apparatus, capacitance and Tan
Delta Bridge is under progress.
Detailed specifications for EMI/EMC test facility finalized.
A purchase order has been placed for a digital storage oscilloscope, and 33 kV
V.C.B the current of other identified equipment is under progress. Detailed
drawings have been made for establishing an additional test bay.
Procurement of electronic winch and ran is in progress. Estimation and NIT is
under preparation for augmentation of vibration and wake simulation.
Purchase order placed for digital storage oscilloscope, high precision
multimeter DC power supply. Procurement of LED measuring system is in
progress.
Work awarded for compound walls and roads at UHVRL Hyderabad. NIT for
other campus infrastructure. As tertian is under progress.

Governance
The following officers became the members of the CPRI Governing Council and the
society during the year:
Dr. P. Balaram recalled that the Indian Institute of Science and CPRI have a long
cherished association and birth of CPRI took place in the scenic campus of Indian
Institute Of Science. He also stressed that the two organizations should work on
collaborative programs for conducting research in the area of power sector, and
also on continuing education programs for awarding degrees to the engineers
working in the Central and State Power Utilities, which would also alleviate the
paucity of trained manpower in the power sector.
Shri. Uma Shankar, Secretary (Power) delivering the presidential address express
that the generation of power has to be doubled in next five years and that Govt. of
India is implementing several Thermal and Hydel projects in the end of XI Plan
period i.e. before March 2012. He also mentioned that reforms and distribution
sector is very vital for improving the overall efficiency of the system. The programs
of Restructured APDRP and RGGVY are being implemented in the country to
provide Power to All by 2012. Secretary (Power) desired that CPRI shall come
out with a strategic plan for meeting the needs of the power sector and also
establish its regional centres at North, West and Eastern regions of the country.
Secretary (Power) assured that the Govt. of India would support CPRI in all its
endeavours to become on par with international laboratories.
Womens cell in CPRI is functioning since 1997 to look after the welfare of women
employees. The initiatives taken by the womens cell include running of Crche
satisfactorily for the past 14 years for the employees children and grievance
redressal of the women employees of the institute.

The institute has done well in its financial performance during the year 2010-11
and earned all-time high revenue of Rs. 13971.07 lakhs.
Increased services rendered to the utilities and industries are well reflected in the
financial performance raising the revenue earnings from Rs. 4272.91 lakhs in
2006-2007 to Rs. 13971.07 lakhs during the current year. During the year under
report, as against the revenue realization of Rs. 13971.07 lakhs, the expenditure
on non-plan activities stood at Rs. 13956.04 lakhs resulting in a surplus of Rs.
15.03 lakhs. For the 23rd year in succession, the institute has not drawn any non-
plan grant-in-aid from the government.
During the year, the expenditure under various heads has been as follows:
The institute received grants-in-aid (plan) of Rs. 6151.00 lakhs from the
Government of India during the year. The details along with auditors report are
furnished in Appendix 8.
With many new laboratories commissioned and opened for commercial testing, it is
expected that the trend of increased earning of revenue will continue. As at the
end of March 2011, the capital investment by the Government of India on the
Institute has been Rs. 54479.72 lakhs.

The Official Language Division of the institute trains, assists, monitors and ensures

Since 1992 the institute has bagged 23 National awards for the outstanding work
done in the field of official language implementation, inclusive of Indira Gandhi
Rajbhasha Awards, Regional Rajbhasha Awards, MOP Awards, NTPC Awards, TOLIC
Awards etc.

CPRI was awarded the NTPC- second award for the good work done in field of
official language implementation for the year 2008-2009 by the Honourable Union
Minister for Power, Shri Sushil Kumar Shinde, during the Hindi Advisory Committee
meeting held on 9th October, 2010 in Coorg, Karnataka.

Vigyan Deepti
The Hindi version of the technical articles published in CPRI News 2009 was
brought out as Vigyan Deepti and the publication was sent to all the offices under
the Ministry of Power Department of Official Language and various state Electricity
Boards and TOLIC member offices etc.

The journal of the institute, CPRI News, is published in a bilingual version every
quarter.
Promotional Activities
Technical articles competition
To promote Hindi writing in the technical field, an Annual Technical Articles
Competition under the auspices of TOLIC and sponsored by CPRI is being
organized for the past 16 years and the best three articles were awarded prizes on
Hindi Divas in the institute, Bangalore.
Incentive scheme
Incentive schemes for working in Hindi are in vogue in CPRI.
Facilities Provided
Multilingual software in server
Leap Office, the multilingual software, was installed in the server, so that all
computers connected to LAN have the facility of working in Hindi.
Supply of forms
Hindi/Hindi- Kannada/Hindi-English forms used in the institute are uploaded in
organizational intranet Gyan Shakti.
CPRI website
The website of the institute is now available in Hindi. Tenders in Hindi were posted
on the website along with the English versions, apart from publishing in
newspapers.
Compliance
Requirement under Section 3/3 of the Official Language Act were fully complied
with and all office orders, circulars, reports etc. were issued in a bilingual version.
Hindi Divas was celebrated on Tuesday, 14th September, 2010. Shri N. Murugesan,
Director General chaired the function. Prizes for various competitions and incentive
schemes were distributed on the occasion.
Kaveri
The 19thedition of Kaveri, the journal of Town Official Implementation Committee
was published and were distributed to the member offices and to other TOLICS all
over India.

1. We have audited the attached Balance Sheet of Central Power Research Institute ("The
Institute") as at March 31, 2011, the Income & Expenditure Account for the year ended
on that date and also the Receipts & Payments statement of the Institute for the year
annexed thereto. These financial statements are the responsibility of the Institute's
Management. Our responsibility is to express an opinion on these financial statements
based on our audit.
2. We conducted our audit in accordance with auditing standards generally accepted in
India. These Standards require that we plan and perform the audit to obtain reasonable
assurance about whether the financial statements are free of material misstatement. An
audit includes examining, on a test basis, evidence supporting the amounts and
disclosures in the financial statements. An audit also includes assessing the accounting
principles used and significant estimates made by management, as well as evaluating
the overall financial statement presentation. We believe that our audit provides a
reasonable basis for our opinion.
3. Further, subject to our comments in the Annexure, we report that:
a. We have obtained all the information and explanations which to the best of our knowledge and
belief were necessary for the purposes of our audit;
b. In our opinion, proper books of account as required by law have been kept by the Institute, so
far as appears from our examination of those books and proper returns adequate for the
purposes of our audit have been received from the branches not visited by us;
c. The Balance Sheet, Income & Expenditure Account and Receipts & Payments statement dealt
with by this report are in agreement with the books of accounts and returns from the branches; .
4. In our opinion and to the best of our information and according to the explanations given
to us and subject to our comments in the annexure to this report, the said accounts
together with the notes thereon give a true and fair view in conformity with the
accounting principles generally accepted in India:0.
a. in case of the Balance Sheet, of the state of affairs of the Institute as at March 31,2011;
b. in case of the Income & Expenditure Account, of the excess of income over expenditure of the
Institute for the year ended on that date; and

Significant Accounting Policies attached to and forming part of Accounts for the
year ended 31st March 2011.
2. F i xed Asse ts
Fixed assets are stated at cost. The cost comprises the purchase price and any
attributable cost of bringing the asset to its working condition for its intended use.
The financing costs relating to the acquisition of fixed assets are also included, to
the extent they relate to the period till such assets are ready to be put to use.
Fixed assets acquired under the capital projects, R and D plan, sponsored schemes
and loans are stated at their original cost of acquisition. The funds provided for
acquisition of these Fixed Assets under Grant-in-Aid from the Government of
India/other agencies are reflected as Capital Reserve. Non-plan expenditure on
Fixed Assets is capitalized at `1-00 per asset and the balance amount is charged to
the income and expenditure account.

Investments are shown at cost.
4. In ven tories
Inventories of stores and spares are shown at cost and the cost includes expenses
incurred for procuring the same wherever directly attributable.
The realized gains and losses on the foreign currency transactions are affected in
the income and expenditure account. The balances are recast at the end of the
year based on the rate prevailing as on 31stMarch.
The interest income on deposits relating to CPRI with banks is recognized on time-
proportionate basis.

Notes on Accounts & Contingent Liability attached to and forming part of the
accounts for the year ended 31st March 2011.
All assets acquired under the capital projects, R&D plan, sponsored schemes
and RSOP schemes are capitalized with all costs relating to their acquisition.
All assets acquired-out of Non-plan (Revenue) expenditure of the institute are
charged off to the income and expenditure account during the year. The value
of such assets is `114.22 lakhs for 2010-11 (`143.07 lakhs for the previous
year). The Total value of assets charged off from 2002-03 till now is `1051.48
lakhs.
The institute is maintaining a fund, Maintenance, Repairs and Obsolescence
Fund, by charging certain amount to the income and expenditure account.
The Institute is utilizing this fund towards revenue and certain capital
expenses. As the charge is already provided to the income and expenditure
account, depreciation is not provided on such assets acquired out of this fund.
The value of such assets is `NIL for 2010-11 (`123.31 lakhs for the previous
year) and `540.05 lakhs up to 2010-11.
Commissioner of Income tax (Appeals) (CIT-A) against the impugned order, the IT
Dept. insisted on payment of 50%, pending the disposal of the appeal.
And the payment of `46.73 lakhs being 50% was effected under protest by
payment of `23.68 lakhs, since the IT Dept. itself adjusted the TDS refund for the
financial year 2005-06 amounting to `23.05 lakhs, as per letter dated 19th March,
2008. The appeal before CIT-A was decided in favor of the institute and the
department filed an appeal in the tribunal against the orders of CIT-A. The appeal
was dismissed by the Honorable IT tribunal on the grounds of non-obtaining of the
clearance of the Committee on Disputes (COD), subject to approaching the tribunal
whenever the same is obtained.
7. The grant balances shown at schedule4 are exclusive of margin money deposits
for LC establishment towards the import of equipment. The margin money deposits
as on 31st March, 2011 are `4332.79 lakhs (`2474.11 lakhs as on 31st March,
2010).
8. Figures for the previous year have been regrouped wherever necessary to conform
to the presentation of the current year.
