PROJECTBACKGROUND
FauntleroyWaySWisthemaincorridortotheAlaskaJunctionbusinessarea,theFauntleroyFerryTerminal,
andoneofthelargerWestSeattleresidentialareas.Theroadwaysectioniscurrentlyafourlaneprincipal
arterialwithtwolanesineachdirection,withadditionalturnlanesatafewintersections,concretecurb,afew
trees,andpoorlydefinedsidewalks.FauntleroyWaySWfrom35thAvenueSWtoSWAlaskaStreetisa
combinationofcommercialandmultifamilyresidentialzones.BetweenSWAvalonStreetandSWAlaskaStreet,
FauntleroyWaySWisamajortruckroute.
Theproposedprojectwillconstructlandscapedcentermedians,realignedintersections,improvedstreet
lighting,protectedbikefacilitiesandimprovedpedestrianfacilitieswithdefinedsidewalksandnewcrossingsof
FauntleroyWaySW.

Thepeakhourturningmovementcountswerecomparedtohourlycountstovalidatetheaccuracyofthedata.
Peakhourtrafficvolumeswerebalancedtoprovidethebasisforanalyzingtrafficconditionsduringpeakhours.
The2017AMpeakhourtrafficvolumesareshowninFigure3and2017PMpeakhourtrafficvolumesareshown
inFigure4.Theturningmovementcountsand24hourcountsincludepedestrianandbicyclevolumes,
respectively.
ExistingSignalTimings
Existingtrafficsignaltimingplanswereobtainedforthesixexistingsignalizedintersectionswithintheproject
limits.ThefourtrafficsignalsonFauntleroyWaySWarecurrentlycoordinatedandhaveacyclelengthof120
secondsforboththeAMandPMpeakperiods,withsomesignalsrunninghalfcyclesof60seconds.The
followingsummarizesthesignaltimingplansforeachintersection:
Fauntleroy Way SW & 35th Avenue SW: the cycle length is 120 seconds. Pedestrian phases are
providedforsouthbound,eastbound,andwestboundapproaches.
FauntleroyWaySW&SWAvalonWay:thecyclelengthis60seconds.Pedestrianphasesareprovided
fornorthboundandwestboundapproaches.
Fauntleroy Way SW & SW Oregon Street: the cycle length is 60 seconds. Pedestrian phases are
providedforsouthboundandeastboundapproaches.
Fauntleroy Way SW & SW Alaska Street: the cycle length is 120 seconds. Pedestrian phases are
providedfornorthbound,eastbound,andwestboundapproaches.
Afiresignalat38thAvenueSWisoperatedonlywhenanemergencycallfromafiretruckisreceived.Asthisisa
specialeventthatisinfrequentduringtheAMandPMpeakhours,thefiresignalisnotanalyzedasapartofthis

AnalysisApproachandMethodology
Levelofservice(LOS)isthetermusedtodenotethedifferentoperatingconditionswhichoccuronagiven
roadwaysegmentundervarioustrafficvolumeloadsandoperatingconditions.Itisaqualitativemeasureused
todescribeaquantitativeanalysistakingintoaccountfactorssuchasroadwaygeometrics,signalphasing,
speed,traveldelay,freedomtomaneuver,andsafety.Levelofserviceprovidesanindextotheoperational
qualitiesofaroadwaysegmentoranintersection.LevelofservicedesignationsrangefromAtoF,withLOSA
representingthebestoperatingconditionsandLOSFrepresentingtheworstoperatingconditions.Levelof
servicedesignationisreporteddifferentlyforsignalizedandunsignalizedintersections.
SignalizedintersectionswereanalyzedunderAMandPMpeakhourconditions.AveragevehicledelayandLOS
weredeterminedutilizingthemethodologyfoundinChapter18ofthe2010HighwayCapacityManual(HCM),
withtheassistanceoftheSynchro(version9.1)trafficsimulationsoftware
UnsignalizedintersectionswerealsoanalyzedunderAMandPMpeakhourconditions.Averagevehicledelay
andLOSweredeterminedbasedupontheproceduresfoundinChapter19ofthe2010HCM,withtheassistance
oftheSynchro(version9.1)trafficsimulationsoftware.TheLOSforanunsignalizedintersectionisreportedfor
theapproachthathasthehighestaveragedelaypervehicle.
Intersectioncapacityanalyseswereconductedattheintersectionsinthestudyareabasedonexistingtraffic
volumesandexistingintersectionlaneconfigurations.Theexistingcyclelengthswereutilizedfortheanalysisof
thesignalizedintersections.Figure5andFigure6showtheresultsoftheexistingintersectionoperation
analysisduringtheAMpeakandPMpeakrespectively.Currently,allstudyintersectionsinbothpeakperiods
operateatLOSDorbetter.
Forqueueinganalysis,themicrosimulationsoftware,Vissim,willbeusedforthestudyintersections.Referto
theprojectsVissimMemorandumalsopreparedbyDKSformoreinformation.

WaySW.Thecollisionanalysiswasdonepreviouslyin2014usingthreeyeardataavailablefromtheCityof
Seattle.ThisincludescollisionsalongthestudycorridorfromJune17,2010throughJune17,2013.
ThenumberofcollisionsateachstudyintersectiononFauntleroyWaySWislistedinTable2.Collisionsare
classifiedaseitherpropertydamageonly(PDO)orinjury(INJ).Therewerenoreportedfatalcollisionsinthe

accountedforfourofthetwelvecollisions.
OnFauntleroyWaySWbetween37thAvenueSWandSWOregonSt,thereweresevenrecordedcollisions,three
ofwhichresultedinpropertydamageonlyandfourofwhichresultedinaninjury.Onthisroadwaysegment,
themostcommontypeofcollisionwasarearendcollision.
Therewasonebicyclerelatedcollisionduringthethreeyearstudyperiod.ThistookplacealongFauntleroy
WaySWbetween37thAvenueSWandSWOregonStreet.Therewerenoreportedpedestrianinvolved
collisionsduringthestudyperiod.

2019YEAROFOPENINGCONDITION
Theanalysisof2019openingyeartrafficoperationsrequiresinputsoftheexistingandproposedstreet
geometries,specifictrafficcontroldetailssuchassignaltimingandphasing,andforecastsoftrafficflow.The
proposedimprovementsalongFauntleroyWaySW,aspresentedinFigure8,includetheconstructionof
landscapedcentermedians,protectedbikelanes,improvedpedestrianfacilitieswhichincludenewcrosswalks
atsignalizedintersectionsaswellasagreenwaycrossing.Theoperationoftheproposedprotectedbikelane
willhaveimpactssimilartothatofpedestrianmovementalongthecorridoronthetrafficoperationsbecause
theprotectedbikelanesarenotlocatedontheroadway.Detailedchannelizationimprovementsandsignal
phasingmodificationsarepresentedinTable4.

Theexpectedtrafficvolumesfromtheseprojects,combinedwiththeassumedbackgroundtrafficvolume
growthfor2019AMandPMpeakhour,equatetoanestimated8.0percentincreaseoverexistingturning
movementvolumes.TheopeningyearAMpeakhourtrafficvolumesareshowninFigure9andtheopeningyear
PMpeakhourtrafficvolumesareshowninFigure10.Pedestrianvolumeswereassumedtodoubleat
FauntleroyandAlaska,whilebicyclevolumeswereassumedtodoubleattheintersectionwiththehighest
volumeandtheincreaseinthevolumewasappliedtoallotherintersectionsalongthecorridor.
Figure11andFigure12showtheresultsoftheyearofopeningintersectionoperationanalysisduringtheAM
peakandPMpeak,respectively.Signaltimingwasoptimizedalongthecorridor.CyclelengthsalongFauntleroy
WaySWwereadjustedtooperateat120secondcyclesduringtheAMandPMpeaks.Table5summarizesthe

CONSTRUCTIONCONDITION
Duringconstructionoftheroadway,motoristsandpedestriansonsidestreetsadjacenttotheprojectareaof
FauntleroyWaySWwouldexperiencesomedelaysanddetouring.Inadditiontothedesignated,signeddetour
routealongSWAlaskaStreetand35thAvenueSW,othersidestreetssuchasSWGenesseeStreet,SWOregon
Streetand40thAvenueSWcanbeexpectedtoexperiencehigherthannormalvolumesastrafficdivertsthrough
thelocalstreetnetwork.Thisiscommonasmotoristsseektofindtherouteswiththeleastamountofdelay
aroundtheroadwayconstruction.Furtherdelayswouldoccurasconstructiontrucksandequipmentuselocal
streets.Designatedconstructionvehicleroutesshouldbepartoftheconstructionphasinganddetourrouting
plans.
Inorderfortheproposeddesignateddetourroutetobeaviablealternativefortheoversizedfreightthatmust
usethisroute,thedetourplanmustensureavehiclewitha20by20by100footprintwillbeabletonavigate
theroute.Thisincludesmeasurestoremoveorrelocateanyidentifiedoverheadconflictsaswellasensuring
theoversizedvehiclescanmaketheturningmovementsattheintersectionsofFauntleroyWaySWatSWAlaska
Street,SWAlaskaStreetat35thAvenueSWandFauntleroyWaySWat35thAvenueSW.Theseturning
movementsshouldbeshowntobeviableusingAutoTURNsweptpathanalysissoftwarebeforethedetourroute
isputinplace.
LocalaccesstobusinesseswhichhaveaccessdirectlyfromFauntleroyWaySWwillneedtobemaintained
throughoutconstruction.Aplantoensureemergencyresponseaccessismaintainedthroughoutconstruction
willalsoneedtobeinplace.Whenfeasible,wayfindingforsidestreetaccesstobusinessesalongFauntleroy
withintheconstructionzoneshouldbeincorporatedintothedetoursignageplanandpublicoutreach.
ClearlymarkedADAcompliantpedestrianroutesthroughoraroundtheconstructionareashouldbeasdirectas
feasiblethroughoutthedifferentphasesofconstruction.Thetransitstopswithintheconstructionzoneshould

2044DESIGNYEARCONDITION
Trafficvolumesforthedesignyear2044wereforecastedusingEMME4software.ThePugetSoundRegional
Council(PSRC)recentlyreleasedanupdatedregionalmodelwithenhancednetworkdetailandrefinement.The
updated2010and2040regionaltraveldemandmodelswereusedforthisanalysis.Foreveryhousehold,these
modelsestimatethenumberoftripstaken,theirdestinations,thetimeofdaythetripismade,themodethatis
chosen,andwhichroutetheyfollow.Forthe2040model,estimatesofhousehold,populationandjobsare
appliedtoanupdatedroadwaynetworkthatincludesfundedprojectssuchasthereplacementoftheAlaskan
WayViaductwithatunnelandtheextensionoflightrail.Bothmodelswereruntodeterminetrafficvolume
trendsinthestudyarea.
ThevolumetrendsshowedlittlevehicletrafficgrowthalongFauntleroyWaySW,but2533%growthintransit
tripsontheSWAlaskaStreet/35thAvenueSWtransitcorridor.Also,by2040,bothpedestrianandbicycletrips
inthissectionoftheCityareexpectedtogrowatapproximatelytwicetherateofvehicletrips.Thetravel
patternsforecastedfor2040werethenprojectedouttothedesignyear2044.Rawmodelforecastswerepost
processedagainstexistingtrafficvolumecountstodeveloptheforecasted2044turningmovementvolumes.
The2044designyearAMpeakhourtrafficvolumesareshowninFigure13andthe2044designyearPMpeak
hourtrafficvolumesareshowninFigure14.Toensureaconservativeanalysis,pedestrianvolumeswere
doubledateachintersection,andbicyclevolumeswereassumedtotripleattheintersectionwiththehighest
volumeandtheincreaseinthevolumewasappliedtoallotherintersectionsalongthecorridor.

Theproposedprojectwillconstructlandscapedcentermedians,realignedintersections,improvedstreet
lighting,protectedbikefacilitiesandimprovedpedestrianfacilitieswithdefinedsidewalksandnewcrossingsof
FauntleroyWaySW.
DKShascompletedaprojecttrafficanalysisoftheexisting,theyearofopening,andthefuture2044project
condition.Thefollowingsummarizesthemainfindingsofanalysis:
Theprotectedbikelanesareproposedtobeonewayonbothsidesofthecorridorandthereforeshould
haveminimalimpactonthesignaloperationsasabikesignalphasewillnotberequired.
Theyearofopeningconditionsaccountsforan8%growthwhichincludesplanneddevelopmentwithin
thenexttwoyearsinthearea.SignaltimingchangesatintersectionsalongFauntleroyWaySWand35th
AvenueSWarerequiredtoaccommodatethisgrowth.Thesignaltimingadjustments,inconjunction
withturnrestrictions,provideacceptableLOSDorbetteroperationsintheyearofopeningconditions.
Certainintersectionsexperiencebetteroperationsinfutureconditionsduetooptimizedsignaltiming.
TheproposedadditionalmarkedcrosswalksacrossFauntleroyWaySWatSWAvalonWayandatSW
OregonStreetarenotrecommendedastheywouldrequireanadditionalsignalphaseforanexclusive
pedestriancrossing,reducingtheefficiencyoftheintersectionoperationsbyintroducingadditional
pedestrianandvehicledelayattheindividualintersectionsandtothecorridor.
TheFauntleroyWaySWBoulevardprojectisexpectedtoallowforacceptablecorridoroperations
throughtheyear2044.ThisisdueinlargeparttoPSRCsnew2040regionaltraveldemandmodel
whichprojectslittlevehicletrafficgrowthalongFauntleroyWaySW,buta2533%growthintransittrips
ontheSWAlaskaStreet/35thAvenueSWtransitcorridor.Also,by2040,bothpedestrianandbicycle
tripsinthissectionoftheCityareexpectedtogrowatapproximatelytwicetherateofvehicletrips.
Toensureaconservativeanalysis,pedestrianvolumeswereassumedtodoubleattheintersectionof
SWAlaskaStreet/FauntleroyWaySWBoulevard,whilebicyclevolumeswereassumedtodoublealong
thecorridorfortheyearof2017.Through2044,pedestrianvolumeswereassumedtodoubleatevery
intersectionandbicyclevolumeswereassumedtotriplealongthecorridor.
