I am directed to refer to your letter No. ABAD/930/Dev

dated 28.03.2009 on the subject noted above.
The issue has been examined in Regional Planning Section
and you are advised to kindly propose the detailed structure of ABAD
which may also include:-
i. Charter of Barani Area Development Board alongwith
objective and functions.
ii. Administrative and financial powers.
iii. Relationship of the Board with other agencies and
development projects (under execution / pipeline) to
remove regional disparities.

Subject:- BRIEF ON ABAD

Sir,
Kindly refer to your letter No.ABAD/PF/948/Dev. Dated
11.04.2009 vide which a brief on ABAD has been submitted for onward
transmission to Secretary to Chief Minister, Punjab.

The brief has been examined in P&D Department and it is

observed that brief is not worth submitting to Chief Minister Secretariat in
its current shape. The brief contains numerous mistakes and typos. Its 2 nd
paragraph is a repetition of 1st one and has been left incomplete. Overall
drafting quality also needs to be improved.

The brief also needs to incorporate a little bit on evolution of

ABAD, impact and its relevance to current day needs and development
challenges of Barani tract. It also needs to incorporate lessons learnt and
way forward / recommendations. The list of projects implemented by
ABAD should include a brief introductory paragraph for each project on
the envisaged objectives and achieved targets.

Chairman, P&D Board has desired to convey his displeasure

on the poorly prepared unfocused, incomplete and full of mistakes brief
submitted by ABAD for onward transmission to Secretary to Chief
Minister Punjab.

You are, therefore, requested to kindly redraft the brief on

ABAD in the light of observations noted above. A copy of brief indicating
deficiencies on the margins of different pages is enclosed for your
guidance.

role / restructuring of ABAD. For this purpose a detailed presentation illustrating past, present
and visualized future of ABAD will be required to be given by Director General, ABAD.
Participants of the workshop may be as under:-
1. Heads of Government Institutions working under operational control of ABAD.
2. Donors who have been funding projects for Barani areas through ABAD.
3. Development Practitioners.
4. Representatives from Finance, Agriculture, Irrigation & Power and Local
Government & Community Development Departments.
5. Small Dams Organizations.
6. NGOs working in Barani areas through ABAD.
7. Representatives from PRSP and NRSP.
8. Pakistan Agriculture Research Institute.
9. MPAs from Barani Tracts.
10. Vice Chancellor, Arid Agriculture University.
11. Chairman, Pakistan Agriculture Research Council (PARC).
12. Civil Society Organizations.
13. Any other relevant agency.

You are, therefore, requested to kindly propose a date for the workshop alongwith
copy of presentation in the light of the above.
