It is submitted that 20th PDWP meeting held on 02.04.2009 (copy of
minutes enclosed) took the following decisions:-
After detailed deliberation Umbrella project was approved
at the cost of Rs. 3380.94 million with gestation period of
five years (2009-2014) subject to following conditions:-
1. Sub-projects to be approved by the Competent
Authority/Forum.
2. Existing staff of D.G. Khan Rural Development Project will
be shifted to TADP and only additional staff on contract
basis will be recruited.
3. Financial re-phasing may be carried out before according
Administrative Approval of project.
4. Project will submit annual work plan for approval to Steering
Committee.
5. PERI will submit its recommendations based on its
evaluation of D.G. Khan Rural Development Project which
may be used while planning detailed schemes.

The PC-I of the scheme has accordingly been amended and


the Administrative Approval of the scheme has been prepared in the
light of amended PC-I and the clearance of posts done by Finance
Department vide No. FD.SO (P&D) 2-6/2009 dated 05.06.2009.
You are, therefore, requested to kindly authenticate the
attached Administrative Approval.

PUNJAB

Planning & Development Department has launched a project for the


development of Tribal areas of D.G.Khan and Rajanpur Districts to improve physical
economic, social and cultural conditions in Tribal areas of D.G.Khan and Rajanpur
Districts. The Project was approved at cost of Rs. 3380.940 million with the gestation
period of five years (2009-2014). A Project Steering Committee has been notified /
constituted to review the progress of implementation of the project under the chairmanship
of Chairman, P&D Board (Annex-I).
2. For implementation of project activates a PMU has been established under the
supervision of a Project Director. Main components of the project are as under:-
1. Physical Infrastructure Development
2. Community Development
3. Social Infrastructure
3. During a briefing on Tribal Area Development Project (TADP) held on 08-03-
2010 under the chairmanship of Sr. Advisor of Chief Minister, it was observed that Project
Steering Committee membership will be reviewed so as to have the representation of
public representatives / chiefs of Tumans in the committee. Sr. Advisor of Chief Minister
also observed that the provincial Steering Committee of the project may be chaired by
Minister for Local Government and Community Development Department along with the
representation of the public representatives of the areas. In this regard draft notification of
project steering committee, TADP is at Annex- II.

4. Submitted for approval of Chief Minister to reconstitute the provincial Steering


Committee of Tribal Area Development Project (TADP) as indicated vide Para 3/N above.

NOTIFICATION

No. 2(169)RP/P&D/2009. The scheme titled “Tribal Area Development Project“was approved by
PDWP in its meeting held on 02-04-2009. Objective of the project is to reduce poverty through
employment generation and improve quality of life through provision of social and economic
infrastructure. To achieve that objective, specific interventions are proposed which includes
physical infrastructure development, community development and social infrastructure
development.

2. A Project Steering Committee shall oversee the implementation of the project and
shall:

• Approve Annual Work Plans.


• Review overall performance twice a year.
• Ensure inter-sectroal coordination to achieve allocative efficiencies.
• Review and update targeting criteria.
• Inter- component adjustments on the basis of progress and implementation
experience.

3. The Project Steering Committee of (D.G.Khan) Tribal Area Development Project


is notified as under:

2. A Project Steering Committee shall oversee the implementation of the project and shall:

• Approve Annual Work Plans.


• Review overall performance twice a year.
• Ensure inter-sectoral coordination to achieve allocative efficiencies.
• Review and update targeting criteria.
• Inter- component adjustments on the basis of progress and implementation
experience.
