It is submitted that 20th PDWP meeting held on 02.04.2009 (copy of
minutes enclosed) took the following decisions:-
After detailed deliberation Umbrella project was approved
at the cost of Rs. 3380.94 million with gestation period of
five years (2009-2014) subject to following conditions:-
1. Sub-projects to be approved by the Competent
Authority/Forum.
2. Existing staff of D.G. Khan Rural Development Project will
be shifted to TADP and only additional staff on contract
basis will be recruited.
3. Financial re-phasing may be carried out before according
Administrative Approval of project.
4. Project will submit annual work plan for approval to Steering
Committee.
5. PERI will submit its recommendations based on its
evaluation of D.G. Khan Rural Development Project which
may be used while planning detailed schemes.

The PC-I of the scheme has accordingly been amended and

the Administrative Approval of the scheme has been prepared in the
light of amended PC-I and the clearance of posts done by Finance
Department vide No. FD.SO (P&D) 2-6/2009 dated 05.06.2009.
You are, therefore, requested to kindly authenticate the
attached Administrative Approval.

1. My first and foremost concern is that
in the entire process of conception,
identification of schemes and
prioritization of the project, public
representatives of the area have not
been consulted. It is beyond my
understanding as to how can any
project of public welfare be
implemented, without the input of
public representatives. It is further
observed, that the identification of
initiatives in Education, Health and
Livestock are also to be identified by
the respective departments, and not
through public representatives.
2. No full time Project Director is
available for the project. A part time
project director will have bearing on
the execution of the project.
Moreover, it is also proposed that
for the successful completion of the
Comments of Project Director, TADP
The project is continuation of ADB funded
Bahawalpur Rural Development Project
which expired in 2007-08. The project was
rated as very good by Asian Development
Bank (ADB) and the interventions of the
D.G. Khan Rural Development Project have
been continued in the Tribal Area
Development Project. The project basically
offers the following interventions:-
• Physical Infrastructure Development
(Jeepable tracks, metalled roads,
water resource development,
electrification, drinking water
supply) Cost Rs. 2,290 million.
• Community Development (project is
open for the facilities to be identified
by Communities) Cost Rs. 600
million.
• Social Infrastructure (school council
support, health support, livestock,
skill generation, boarder military
police, institutional support and
consultancy) Cost Rs. 490.940
million.
As per implementation methodology
approved in the PC-I.
o Physical infrastructure
development projects will be
identified in consultation with
representatives of tribal area and
will be implemented by PMU,
Irrigation, Public Health, Local
Government Departments and
TEVTA.
o Community Development
Projects will be identified by the
communities and implemented
by themselves.
o Social Infrastructure Projects
will be identified by the
departments of education,
livestock, TEVTA and in
consultation with communities.
Case for posting of full time Project Director
is under process. As per design of the
project the office of the project is
established in D.G. Khan.

3. Construction of jeep able tracks (300
kms) needs to be undertaken
vigilantly, as there is a possibility of
misuse of funds.
4. Electrification of remote areas
through “alternate energy source”
requires clarification. Any alternate
energy source introduced in the
tribal area should be having
minimum O&M cost.
5. Provision of a Mobile Dispensary is
a good initiative, but the vehicle
should be worthy of the tribal area
mountainous terrain.
6. Skills training to tribal area
inhabitants has to be in line with the
local economic conditions and
needs. Identification of types of
skills, and medium of imparting
these skills, has not been explained
in the project documents.
7. Eight numbers of “Consultancies”
are to be awarded for the project.
Details of these consultancies are
not known.
8. Keeping in view the economic
conditions of the tribal community
of both, Dera Ghazi Khan and
Rajanpur, reduction in their share in
community development projects
may be considered.
Comments of Project Director, TADP
Jeepable tracks will be approved by the
Steering Committee. Due vigilance will be
exercised while identification and
construction of jeepable tracks so as to
benefit maximum population/ area.
Electrification through alternate energy
source is the most popular demand of the
area and so far applications for 3,000
households have been received by the
project from the communities of the project
area cost of which is 5 times more than the
provision of the PC-I. While procurement of
solar panels the suppliers will be made
responsible for maintenance of solar panels
for 20 years, battery for two years and other
accessories for one year. As such O&M
expect of the alternate energy source will be
taken care of.
During the proceedings of Steering
Committee meeting held under the
chairmanship of Secretary, P&D on
03.02.2010, the representative of Livestock
Department informed that the department is
providing 14 mobile dispensaries for
functioning in the project area. These mobile
dispensaries have been provided with 4x4
double cabin vehicles suitable for
mountainous terrain. Project authorities are
exploring with Livestock & Dairy
Development Department to support these
mobile dispensaries (already in pipeline)
through the missing requirements.
The issue was discussed in the Steering
Committee meeting and programme based
on need assessment is being devised with
the help of TEVTA.
A provision of Rs. 48 million has been
provided for consultancies for baseline
survey, third party validation, ground water
studies, seismic surveys etc. The provision
will be utilized after approval by the
Steering Committee.
The issue of economic conditions of the
tribal community was discussed in the
Steering Committee meeting and it was
decided to contain their contribution in case
of community development project to 20%
which will be paid by them in shape of

Planning & Development Department has launched a project for the

development of Tribal areas of D.G.Khan and Rajanpur Districts to improve physical
economic, social and cultural conditions in Tribal areas of D.G.Khan and Rajanpur
Districts. The Project was approved at cost of Rs. 3380.940 million with the gestation
period of five years (2009-2014). A Project Steering Committee has been notified /
constituted to review the progress of implementation of the project under the chairmanship
of Chairman, P&D Board (Annex-I).
2. For implementation of project activates a PMU has been established under the
supervision of a Project Director. Main components of the project are as under:-
1. Physical Infrastructure Development
2. Community Development
3. Social Infrastructure
3. During a briefing on Tribal Area Development Project (TADP) held on 08-03-
2010 under the chairmanship of Sr. Advisor of Chief Minister, it was observed that Project
Steering Committee membership will be reviewed so as to have the representation of
public representatives / chiefs of Tumans in the committee. Sr. Advisor of Chief Minister
also observed that the provincial Steering Committee of the project may be chaired by
Minister for Local Government and Community Development Department along with the
representation of the public representatives of the areas. In this regard draft notification of
project steering committee, TADP is at Annex- II.

4. Submitted for approval of Chief Minister to reconstitute the provincial Steering

Committee of Tribal Area Development Project (TADP) as indicated vide Para 3/N above.

PDWP in its meeting held on 02-04-2009. Objective of the project is to reduce poverty through
employment generation and improve quality of life through provision of social and economic
infrastructure. To achieve that objective, specific interventions are proposed which includes
physical infrastructure development, community development and social infrastructure
development.

2. A Project Steering Committee shall oversee the implementation of the project and
shall:

• Approve Annual Work Plans.

• Review overall performance twice a year.
• Ensure inter-sectroal coordination to achieve allocative efficiencies.
• Review and update targeting criteria.
• Inter- component adjustments on the basis of progress and implementation
experience.

3. The Project Steering Committee of (D.G.Khan) Tribal Area Development Project

infrastructure. To achieve that objective, specific interventions are proposed which includes
physical infrastructure development, community development and social infrastructure
development.

2. A Project Steering Committee shall oversee the implementation of the project and shall:

• Approve Annual Work Plans.

• Review overall performance twice a year.
• Ensure inter-sectoral coordination to achieve allocative efficiencies.
• Review and update targeting criteria.
• Inter- component adjustments on the basis of progress and implementation
experience.

3. The Project Steering Committee of (D.G.Khan) Tribal Area Development Project

is notified as under:
