Subject:- CONCEPT PAPER OF BAHAWALPUR RURAL DEVELOPMENT

PROJECT

Project Director, BRDP has forwarded PC-II form (concept paper) for
BRDP project as per discussion held with Secretary, P&D Department a week earlier. Cost
of the scheme is Rs. 350.0 million. Project is proposed for one year.
Main objective of the project is to reduce poverty, increase rural income and
institutional support to organizations and skill generation for beneficiaries in village
communities. Project scope includes women development, rural sanitation, community
training and institutional support. The project is designed as demand-driven, i.e.
responding to the perceived needs of the community. The project will be implemented
using a process approach and selection criteria to ensure responsiveness to the needs of
communities. Project includes 8 components and total project targets viz-a-viz. Cost of
each component is as under:-

Comments

1. Project Director, BRDP was asked to submit the scheme with


reference to expected financing from IFAD. Its possibility is still to be
explored. If this concept is agreed the same may be forwarded to IFAD.
2. It is suggested to keep some allocation in next year ADP.
Apparently it would be difficult to provide Rs. 350.0 million from Punjab
Government
funding but we can keep intact this PMU by providing an allocation of
Rs. 100.0 million and scheme may be phased over a period of two years.
3. On the one hand, project proposes to adopt a project of demand
driven bases but alongwith that activities have also been mentioned but
rationale, methodology and criteria for execution of these activities still
need a brain storming.
4. This document has still not been signed and hard copy of the same is
still awaited.

Recommendation

In case above concept paper is agreed same may be forwarded to IFAD


through Sr. Chief (ECA).

Chairman, P&D Board has desired to have the detail of staff strength
qualification and names of the staff working in Bahawalpur Rural Development Project
(BRDP) alongwith institutional arrangements envisaged under DFID programme.
Project Director, BRDP has accordingly forwarded the list of BRDP
staff vide PUC. The detail of which may be seen at Flag “A”. A total of 90 officials
(including 21 gazetted officers) are currently placed in Project Management Unit
(PMU), Community Mobilization Unit (CMU) and Engineering Section of the project.
An amount of Rs. 20.937 million has been shown as annual salary budget of the staff
working in BRDP.
The information about availability of DFID funding and institutional
arrangements envisaged under the programme may please be indicated by
Sr. Chief (ECA).

Secretary, P&D vide para 49/N has desired to coordinate


a meeting with Managing Director, CDA/BRDP and Project Director,
Tribal Areas Development Project for finalizing arrangements of
closure of BRDP project. A working paper has accordingly been
prepared and is placed below for the meeting.

Secretary, P&D may kindly indicate the date and time


convenient for the meeting. Managing Director CDA, Project Director
TADP, Additional Secretary (Admn.) P&D Department, Director
General Bureau of Statistics (BOS), Director PERI and Sr. Chief (PPP)

On a summary submitted to Chief Minister Punjab regarding


closure of PMU of Bahawalpur Rural Development Project (BRDP) and
termination of the PMU staff with effect from 30.06.2009, Chief Minister
has been pleased to desire that a presentation to continue BRDP as a
viable project for enhancing public welfare in Bahawalpur may be made
to him by Chairman, P&D Board and Project Director, BRDP.

Project Director, BRDP has accordingly provided a copy of


presentation for the Chief Minister (Flag “A”). The contents of the
presentation include:-

• Achievements of BRDP
 Watercourse improvement (684 schemes).
 Rural electrification (428 schemes).
 Small scale infrastructure (564 schemes).
 Rural Roads (600 kms)
• Methodology for implementation of the schemes
 Mini-Highway Division (for construction of roads)
 Social Mobilization (for small infrastructure projects)
 Water Users Associations (for construction of
watercourses)
• Evaluation of the project
 Evaluated as successful project.
 Performance of PMU highly satisfactory.
 Training provided to 25215 beneficiaries.
 Work of consultants for supervision of quality roads
highly satisfactory.

Current Development

As per minutes of the visit of Chief Minister to Bahawalpur


Division on 21.07.2009 (Flag “B”), Chief Minister was pleased to
decide that Bahawalpur Development Authority (BDA) shall be revised
immediately and the staff that has been made surplus from BRDP shall
be absorbed in BDA.

Observations of Regional Planning Section

1. The Phase-II proposed by BRDP is stereotype of the already


implemented phase.
2. The targets proposed for the Phase-II of the project are not
demand driven.
3. There is no provision in ADP 2009-10 for the Phase-II of the
project.
4. As per current directions of the Chief Minister the proposal
for second phase of the project may be considered by
Bahawalpur Development Authority (BDA) after its creation.

been made to the project which could be used for payment of salaries
to the BRDP employees for the month of July and August 2009.

On a summary regarding Bahawalpur Rural Development


Project (BRDP), Chief Minister Punjab has been pleased to observe as
under:-
“Chief Minister has seen and is pleased to desire that
Bahawalpur Development Authority (BDA) may be
revived immediately and a Community Development
Wing may be established within BDA to continue the
relevant function of Bahawalpur Rural Development
Project. BRDP otherwise will cease to exist after the
revival of BDA”.

Secretary, P&D has desired to initiate further necessary


actions accordingly.

If approved the above directions of Chief Minister Punjab


may be conveyed Secretary LG&CD, Secretary HUD&PHED, Secretary
Finance and Secretary Regulation Departments for initiating necessary
action regarding revival of BDA and absorption of Community Wing of
BRDP.

File is routed through Chief (Coordination) for incorporating


his comments.

PUC at page 252/C has been received from Deputy


Secretary (UD), Housing Urban Development and Public Health
Engineering Department (HUD&PHED) in response our letter at page
235/C regarding subject noted above.
It is stated that P&D Department may sought clarification
from the Chief Minister Secretariat or Local Government as to whether it
is to be revived as the original development authority as per other five
development authorities created in under development of Cities Act,
1976. Summary may be seen at Flag “A”.
As authority is to be created in Housing Urban Development
and Public Health Engineering Department (HUD&PHED) so it would be
more appropriate if HUD&PHED route summary for clarification desired
by that department.

Today Chairman P&D Board has advised to submit summary

relating to Revival of Bahawalpur Development Authority (BDA).

Reference in this regard was received from HUD&PHED (page 252/C).

Placed below is draft summary for its onward transmission to Chief

Minister.

As this Authorities of urban areas and rural areas are dealt

with by UD and DP Section so Member (SI) may consider to pursue draft

summery and also to make any amendments if desired so.

Today Secretary, P&D Department is also not in office.

Subject:- CONTINUATION OF PMU OF BAHAWALPUR RURAL
DEVELOPMENT PROJECT (BRDP)

Managing Director, CDA has forwarded the PC-I of the


scheme Continuation of PMU of Bahawalpur Rural Development Project
(BRDP) for the cost of Rs. 13.800 million with gestation period of six
months.

Currently, the following issues are ongoing under Bahawalpur


Rural Development Project (BRDP):-

i. As per decisions of P&D Department (Flag “A” at page


31/C) Project Director, BRDP was directed to start winding up
the process of BRDP.

ii. Subsequently Chief Minister Punjab was pleased to direct


that Bahawalpur Development Authority (BDA) may be
revived immediately (Flag “A”)

iii. Secretary, LG&CD was requested to take further necessary


action for revival of Bahawalpur Development Authority
(BDA) (Flag “B” at page 250/C and Flag “C” at page
262/C).

iv. On the direction of Chief Minister Punjab, Finance


Department released the salary of staff of BRDP (Rs. 3.686
million) for the month of July and August 2009 (Flag “D” at
page 267/C).

It is proposed that the further action regarding consideration


of the PC-I for Continuation of PMU of BRDP for 2009-10 may be pended
till the settlement of issue of revival of Bahawalpur Development
Authority.

Subject:- WINDING UP OF BAHAWALPUR RURAL DEVELOPMENT
PROJECT (BRDP)

The decisions of the meeting held on 10.06.2009 regarding Winding up of


Bahawalpur Rural Development Project (BRDP) (Flag “A” CP-103 to 107) were
reviewed by Secretary P&D on 24.12.2009.
The decisions of Chief Minister obtained on a summary regarding revival
of Bahawalpur Development Authority (BDA) and absorption of surplus staff of BRDP
in BDA (Flag “B” CP-290-291) and the Notification of LG&CD Department regarding
revival of BDA w.e.f. 20.11.2009 (Flag “C” CP-292) were discussed in detailed.
After detailed deliberations, it was decided to request Finance Department
for payment of the liabilities of the project for the period “01.07.2009 (date of expiry of
project) to 20.11.2009 (date of notification of revival of BDA)”.
Managing Director, CDA has now informed vide PUC, the following
liabilities incurred in the post project period:-

Following actions are, therefore, proposed in the light of decisions of the


meeting:-
i. Finance Department may be requested to provide Rs. 10.069 million to
clear the liabilities of the project (DFA is placed below).
ii. Managing Director, CDA may be requested to vacate the building of the
project w.e.f. 31.12.2009.
iii. Additional Secretary (Admn.) may visit Bahawalpur for finalization of the
existing status of vehicles, equipment and furniture of the project as per
inventory of the main ADB Project, Continuation Phase 2006-07 and
Continuation Phase 2008-09 for further disposal of vehicle, equipment
and furniture.

Subject:- WINDING UP OF BAHAWALPUR RURAL DEVELOPMENT

Managing Director CDA/Project Director BRDP vide PUC has referred P&D
Department’s decision regarding vacations of building hired for BRDP by 31.12.2009 and
showed his inability to comply with the decisions pending resolution of following issues:-
i. Visit of Additional Secretary (Admn.) P&D Department for finalization of the
status and disposal of inventories of the project.
ii. Decision regarding handing over the record of BRDP to deal with 33 audit
observations against BRDP and claims against various insurance firms in
Court of Federal Insurance ombudsman/ Securities Exchange Commission of
Pakistan (SECP).
iii. Payment of liabilities of development works on 14 Women Development
Centers by Community Organizations.
iv. Tool kit for trainees of BRDP skill enhancement programme.
v. As per decisions of Chief Minister, BDA has been revived but BRDP staff is
yet in the transition phase of absorption in BDA.

MD CDA/PD BRDP has, therefore, requested P&D Department to pursue


LG&CD Department for absorption of BRDP staff into BDA and allow retaining PMU of
BRDP and the project buildings till shifting of BDA.
The issue has been examined in Regional Planning Section and it is observed
that there is no justification of retaining of PMU of BRDP and its buildings till shifting of
BDA on the following grounds:-
i. Gestation period of “extension of PMU of BRDP” was expired on 30.06.2009
and the liabilities of the project including staff salary, building and claims of
communities regarding Women Development Centers amounting to Rs.
10,158,626 as conveyed by MD CDA/PD BRDP have been referred to
Finance Department for payment out of Non-Development Budget.
ii. Additional Secretary has already sent a team for finalization of the existing
status/inventory of vehicle, equipment and furniture of the project and its
further disposal.
iii. Audit observations and claims from insurance are an ongoing activity and may
continue post project till unlimited period.
iv. As per information provided by MD CDA/PD BRDP an amount of
Rs. 2,993,366 has already been demanded from Finance Department for
paying the liabilities of Women Development Centers and tool kits for trainees
of BRDP.
v. BDA has already been notified by LG&CD Department and as per notification
BRDP staff will be absorbed in BDA. LG&CD Department is however, being
requested to expedite the absorption of BRDP staff in BDA.
vi. It has already been decided in the meeting held under the chairmanship of
Secretary, P&D on 10.06.2009 that MD CDA will be custodian of the record
of the BRDP and claims about insurance firms, settlement of audit paras,
reconciliation of MEPCO account and litigation matters will be looked after
by P&D Department through MD CDA (Flag “X”).
MD CDA may, therefore, be directed to comply with the decisions conveyed
regarding Winding up of BRDP vide letter No. 8(173)RP/P&D/2009 dated 29.12.2009 in
letter and spirit without further delay, pending which he will be personally responsible for
any lapses/claims raised due to non compliance of the decisions of P&D Department.

Secretary, Finance Department was requested to release an amount of


Rs.10,198,626/- to Project Director, BRDP for clearance of following liabilities (Flag X):-

The liabilities pertain to period from the date of closure of the project i.e. 01.07.2009 to
date of revival of Bahawalpur Development Authority (BDA) i.e. 20.11.2009.
Section Officer (P&D), Finance Department has advised Planning &
Development Department vide PUC to get the evaluation of the project, implement the
directions of Chief Minister regarding revival of BDA and absorption of staff accordingly
and firm up the road map of the project.
The reference of Finance Department has been examined in Regional
Planning Section and it is observed that the observations of Finance Department are not
valid on the following grounds:-
i. Evaluation the defunct BRDP is not associated with the decisions of
clearance of pending liabilities.
ii. BDA has already been established and the charge of Managing Director has
been entrusted to DCO Bahawalpur.
iii. Road map for closure of project stands confirmed as the BDA stands
revived.

May inform Finance Department accordingly with the request to release an


amount of Rs.10,198,626/- for clearance of pending liabilities.
