Weighing the Future of Buyouts

Insights into the structure and function of buyout programs, including their social and economic
impact
How and where to use buyout programs in flood-prone communities
What improvements can be made to buyout programs for program managers, municipal leaders and
planners, and residents alike.

As more of our communities face rising seas and severe flooding along our shorelines, the case for
adaptation to climate change is clearer than ever.Buyout programs will serve as an increasingly utilized
adaptation tool and one that planners across the country will need to better understand. They will also
need to be improved. Regional Plan Association in partnership with Lincoln Institute for Land Policy will
be releasing its year-long study of buyout programs in the NYC Metropolitan Region in September 2016.
The report includes a broad set of recommendations for improving buyout programs, case studies from
around the region, along with a fiscal analysis of how buyouts impact a town's bottom line over the
long run. This panel will serve as a forum to discuss the report's set of recommendations and will bring
to life a few of the case studies through the perspective of a local mayor, a county economic
development director and the manager of the a state buyout program. Participants will gain keen
insights into the structure and function of buyout programs, how they work, how they can be used, and
most importantly, how they can be improved.
