REVISITING AND REVISING THE GENDER AND DEVELOPMENT FOCAL POINT SYSTEM OF
THE CITY GOVERNMENT OF LUCENA, PROVINCE OF QUEZON

WHEREAS, Republic Act. No. 7192, otherwise known as the Act Promoting the Integration of
Women as full and equal partners of men in Development and Nation building and for other purposes,
mandates all government agencies to take appropriate measures to eliminate all forms of gender biases
in policies, projects and activities, for the effective participation of women in development.,

WHEREAS, Section 36 (b) of R.A. 7610, otherwise known as the Magna Carta of Women, and
Executive Order 348, otherwise known as the Philippine Development Plan for Women mandates the
creation and/or strengthening of the Gender And Development (GAD) Focal Point System or similar
GAD mechanism in all government agencies in national and subnational levels, including their attached
agencies, state universities and colleges, government-owned and controlled corporation, local
government units, and other instrumentalities to catalize, coordinate, provide direction to, monitor, and
serve as technical adviser for GAD programs/projects to accelerate gender mainstreaming within the
agency or local government unit;

WHEREAS, Joint Circular Memorandum 2013-01 of the Philippine Commission on Women (PCW)
provides guidelines in the creation, strengthening , and institutionalization of GAD Focal Point System,
and preparation of Gender and Development Plans and Budget and Accomplishment Reports

WHEREAS, Rule IV, Section 37 C of the Implementing Rules and Regulations of R.A. 9710 provides
for the composition and functions of the GAD Focal Points that will facilitate the formulation and
implementation of gender-related programs, projects and activities; and the institutionalization of gender
mainstreaming in the locality;

NOW THEREFORE I, RODERICK A. ALCALA, by virtue of the power vested in me by law as


Mayor of the City of Lucena, do hereby ORDER:

Section 1. Revisiting and Revising of Gender and Development (GAD) Focal Point System- the Gender
and Development Focal Point in the City Government of Lucena, Province of Quezon is hereby
reconstituted, composed of selected representatives from different offices and NGOs, its committees
and structures as follows:

The chairperson shall be elected and the secretariat formed among the members of the Technical
Working Group.

Section 2. The GAD Focal Point shall have the following duties and functions:

a. General Functions The GAD Focal Point shall set the general direction in the LGUs GAD
planning and assessment to ensure and sustain the LGUs support on gender issues. It shall take a
lead role in direction-setting, advocacy, planning, monitoring and evaluation, and technical
advisory on mainstreaming GAD perspectives in the LGU programs, projects, and processes.

b. Specific functions- The GAD Focal Point shall:


i. Assess the gender-responsiveness of programs of the departments formulate
recommendations;
ii. Facilitate in the setting up sex-disaggregated data or GAD database systems to facilitate
in planning;
iii. Coordinate different offices to ensure integration of GAD perspectives in all their
processes and validate and prioritize gender issues requiring action:
iv. Spearhead the preparation of the GAD Plans, Programs, and Budget following the format
and procedure prescribed by the PCW;
v. Lead in the preparation of the annual GAD Reports that may be required by relevant laws
and issuances;
vi. Coordinate information and education campaigns to encourage participation of gender
advocates, civil society, and private organizations during development planning cycle;
vii. Plan appropriate GAD capacity development program for all personnel implemented
under regular human resource development program; and
viii. Perform other functions as may be required by law, ordinance, and other issuances.

Section 3. The GAD Focal Point Chairperson shall have the following Roles and Responsibilities:

a. Issue policies or other directives that support GAD mainstreaming in the policies, plans,
programs, projects and activities, budget, systems and procedures of the LGU including the
creation, strengthening, modification or reconstitution of the GAD Focal Point System; and
b. Approve the GAD Plan, Program, and Budget of the LGU as duly endorsed by the Executive
Committee, with assistance of the Technical Working Group, and ensure its implementation.

Section 4. The GAD Focal Point Executive Committee Members shall have the following Roles and
Responsibilities:

a. Report the status and give policy advice to the chairperson on semi-annual basis to support
and strengthen the GAD Focal Point System and the LGUs GAD mainstreaming activities;
b. Direct the identification of GAD strategies according to gender audit and analysis with the
identified priorities of the LGU in response to gender issues;
c. Ensure the timely submission of the LGU GAD Plan and Budget, Accomplishment Report
and other GAD-related reports to the PCW and to DBM;
d. Ensure the effective and efficient implementation of the LGU GAD programs, activities and
projects and the judicious utilization of the GAD Budget;
e. Strengthen the partnership of the LGU with PCW, GAD experts, advocates, womens groups
and other stakeholders in pursuit of gender mainstreaming;
f. Recommend approval of the LGU GAD Plans and Budgets and GAD Accomplishment
Reports; and
g. Recommend awards or recognition to outstanding institutional GAD programs, activities and
projects and/or GAD Focal Point members.

Section 5. The Technical Working Group shall have the following Duties and Responsibilities:

a. Facilitate gender mainstreaming efforts of the LGU through the GAD planning and
budgeting process;
b. Formulated LGU GAD Plans, Programs and budget in response to the gender gaps and issues
faced by their employees, clients, and constituencies, following the conduct of a gender
audit, gender analysis, and/ or review of sex disaggregated data;
c. Prepare and consolidate the annual LGU GAD Plan and Budget and the Accomplishment
reports;
d. Meet quarterly to periodically monitor the progress of GAD planning and respond to GAD
related concerns;
e. Serves as the resource pool in the formulation of GAD Plans, provide recommendations or
suggest corrective measures to improve planning of offices and agencies according to PCW
prescribed guidelines;
f. Provide regular updates to the Executive Committee on the progress of LGU GAD
mainstreaming activities based on the feedback and reports of the various offices/units;
g. Assists in the capacity development and provide technical assistance to officers in other
Office in the development and implementation of an appropriate capacity development
program for its employees;
h. Lead the conduct of advocacy activities and the development of IEC materials to ensure
critical support of LGU officials, staff and relevant stakeholders to the activities of the GAD
Focal Point System and GAD mainstreaming activities;

Section 6. Repealing Clause All other orders, rules, regulations and issuances or parts thereof which
are inconsistent with this Executive Order are hereby revoked, amended, and modified accordingly.

Section 7. Effectivity Clause. This Order shall take effect immediately.
