located in Yongin, Gyeonggido. This caused the container
where migrant workers use as loadings and plant to be
burned. Fortunately there were no human casualties or
injuries. However, a worker from Sri Lankan came to be
unable to go back to home because returning cost of about
8000,000 won was burnt down.
The poor residential environment such as outworn
electric wires is likely to be the cause of the fire as most
of migrant workers spend in a group setting at the
dormitory of a plant. If so, what is a measure to prevent
fire? Let’s find out in detail.
▶ Fire Prevention at Home
Do not pile up needless combustibles (old clothes,
newspapers, boxes, and so on)
Do not handle flammable liquids (alcohol, gasoline, etc.) or
flammable gases (butane gas) carelessly.
Do not hang electric wires on the places beyond eyeshot,
such as under a carpet or behind a dresser
Do not leave a kitchen while cooking food by gas.
Do not insert several plugs into a socket.
Make sure that you unplug when going out
Do not use electric pad which are kept plunged for a long
time.
▶ How to evacuate in the event of a fire
When a fire occurs, let others know it crying out “Fire!”
loudly and call 119.
Cover your body and face up with a wet blanket or towel
when passing through the flames.
Try touching the door with the back of your hand or
touching the doorknob before opening it.
Wait for help to the wind when you are evacuated.
Roll about on the ground after covering your eyes and
mouth with your hands when your clothes catch fire.

⑤ Summary Justice
[Case study] One day, Mr. P got a notice that was written ‘You

What is summary justice? The law system aims to lighten the
prosecution’s load and to give convenience to the person directly
involved so as to be promptly and briefly punished without any
investigation and trial in the event of minor offenses such as a fine
not exceeding 200,000won, detention (be locked up at the police
station or in jail more than one day to less than 30days), and a
penalty (more than 2,000won to less than 50,000won).
Objects of summary justice There are speeding, going through
a red light, and illegal parking under the traffic laws and penal of-
fenses such as violence. Furthermore, there are urinating on the street,
drinking riot, indecent exposure, nuisance phone calls, smoking in the
non-smoking sections, concealing lethal weapon, destroying nature,
paying no attention to control dangerous animals, false reports, free
ride, jumping a restaurant bill, trespassing, cutting in, and dealing in
illegal tickets under the Minor Offences Act. Thus, the offenses against
all sorts of administrative regulations are included.

trial procedures. If a defendant applies for a formal trial within 7
days of the sentence or notice as the defendant protests against a
decision, it is carried out as the formal trial procedures.
Mr. P’s summary trial The ticket that police gave to Mr. P is
notice disposition and it gives him the details of summary trial
procedures. Nevertheless, Mr. P did not pay a fine to a financial
institution within a designated amount of time (10 days + 20 days).
For this reason, he came to be on trial. Therefore, he has to appear
in court and to be judged by the law at the designated date. If he
protests against a decision, he is able to apply for a formal trial.

Changing of Nationality Act
◆A
 llowing multiple citizenship for the first time in the history of the Korean
Constitution
◆W
 hen migrant workers obtain Korean nationality, they do not have to give up
foreign citizenship…
The multiple citizenship is allowed from January 1st, 2010 as
the National Assembly approved a revised bill for Nationality
Act on April 21st. Accordingly, foreigners who obtain Korean
nationality do not have to give up their foreign citizenship
and are allowed to have the multiple citizenship. However,
foreigners have to give their pledge that they do not use
the foreign citizenship in Korea and they are treated as only
Korean.
Accordingly, those who automatically lost Korean citizenship
due to nonfulfillment of the system can re-obtain it within
2 years since the legal system that foreigners select their
nationality was introduced in 1998. In addition, before the
Nationality Act revision, those who gave up foreign citizenship
to acquire Korean nationality are able to hold the multiple
citizenship if they re-obtain it within 5 years.
▶Enforcement Date
The revised bill comes into effect on January 1st, 2011.
However, the following items are enforced from the day of
its proclamation.
①T
 he repeal of the regulation that Korean citizenship is
automatically lost if those with multiple citizenship fail to
fulfill the selection of nationality
②T
 he regulation that those with multiple citizenship are
allowed to select Korean nationality as foreigners gives
their pledge that they do not use their foreign citizenship.
③U  nder the new regulations, if multiple –citizenship
holders automatically lost Korean citizenship, they are
allowed to re-obtain Korean nationality as foreigners give
their pledge that they do not use their foreign citizenship
within 2 years.
④ Under the new regulations, if multiple –citizenship
holders, who gave up their foreign citizenship and chose
Korean nationality before, reacquire foreign citizenship
within 5 years, they are allowed to keep holding Korean
nationality.
