HUDSON CROSSING TRIATHLON SCHEDULED FOR
JUNE 11, 2017- The eighth Hudson Crossing Triathlon is sched-
uled for Sunday, June 11, 2017 at Hudson Crossing Park in
Saratoga County, New York. Sanctioned by USA Triathlon, the
race includes a 500-yard swim, 12-mile bike ride and 5K run; it
starts at 8 a.m. The event is free for spectators; cost for racers

used by the original Champlain Canal 200 years ago. The race
has chip timing with five splits and is suitable for both newbies
and competitive athletes. Racers receive custom event t-shirts
and swim caps and prizes will be awarded for overall and age-
group winners. Spectators are free to watch as the participants
and volunteers celebrate the history of this region and the natural
beauty of the trails and features found at Hudson Crossing Park.
The New York State Canal system has been designated a Na-
tional Historic Landmark and Lock C5, next to Hudson Crossing
Park, offers many features that helped place New Yorks operat-
ing canals among the premier historic sites in the United States.
Every year, participants have commented how wonderful the
course is and how great the volunteers are. In addition to money
raised through donations, a portion of race proceeds go to Hudson
Crossing Park, a 501(c)(3) that is not only the race venue, but
provides many of the great volunteers at the event. This event is

Mississippi and Tennessee are tangled in a legal fight over groundwater rights and the Supreme Court of the United States (SCOTUS)
has bucked prediction by granting leave and taking the case. U.S. agriculture has a tremendous amount of interest in the matter,
because with no jurisprudence to draw from regarding groundwater that traverses state lines, an eventual decision will set benchmark
precedent and affect water policy at federal, state and private levels. The question: Who owns groundwater shared by multiple
states? When an ice company drilled into the Delta depths in 1887 and made a sweet-water strike,
the citizens of Memphis believed they had tapped the fountains of the deepand they were right. Roughly 350 below the city rests
the Memphis Sand Aquifer, an 850-thick water belt of sand, rock and gravel stretching into parts of Arkansas, Mississippi and
Tennessee. With pockets untouched for several thousand years, the aquifer water is
renowned for its crystalline purity. This Weeks sponsor:

In 2005, Mississippi took the municipally owned utility company, Memphis Light, Gas
and Water to court, demanding payment for water sucked from the Mississippi portion
of the aquifer. Essentially, Mississippi claimed when faucets are turned on along Beale
Street, Memphians guzzle Mississippi water. Yet, Mississippi repeatedly lost in court
and the case was headed for the judicial graveyard until the state of Tennessee was
dragged into the litigation and SCOTUS gave it new life. Mississippi is asking for $615 million in compensation, but the potential
seismic legal precedent would dwarf the financial award.
The rules about state rights for surface water and groundwater have always been the same, notes Noah Hall, an associate
professor of law at Wayne State University and founder of the Great Lakes Environmental Law Center. For the first time, the court
is agreeing to consider if interstate groundwater goes by different rules.
The case will set precedent for how the law views transboundary groundwater flowing under multiple state borders. Hall believes a
court decision in favor of Mississippi would result in a major upheaval in water law and trigger a legal stampede of interstate and
private groundwater cases. This is the first ever case of one state claiming to outright own groundwater. This is all about money and
the Supreme Court should have left this alone, Hall says. Theyre not fighting over rain. Theyre fighting over what cant be seen.

In the background of the Memphis Sand Aquifer, Mississippi producers are dealing with a steadily diminishing water supply, magnified
by increased irrigation demand. Delta farmers pump water from the Mississippi River Alluvial Aquifer (located above the Memphis
Sand Aquifer) at a rate of 1.5 million acre-feet per year. According to the Mississippi Department of Environmental Quality, the
number of Delta irrigation wells has increased from 2,823 in 1987, to 10,571 in 2000, to 19,410 in 2015. Despite 52 to 55 of annual
rainfall, aquifer levels are consistently declining in the Delta. Regardless of aquifer level, groundwater concerns have jumped to the
fore. People are flocking to groundwater everywhere and its a new legal field, Hall explains. Fifty years ago, if your well went dry,
you couldnt prove your neighbor used the water. Now you have the science and technology to prove it.
Across the field of hydrology and water law, no one predicted Mississippi and Tennessee would take center stage as heavyweight
groundwater players. Maybe Arizona, California, the Dakotas or the High Plains, but not a region split by the Mississippi River with
plenty of annual rainfall. Theyre not fighting over rain, says Michael Campana, a professor of hydrogeology at Oregon State
University and the technical director of the American Water Resources Association. Theyre fighting over what cant be seen.

CITIZEN AWARD- Doug Reed has been exploring the Battenkill watershed for more than 25
years. His curiosity about the ecosystem that flows behind his East Greenwich woodworking
shop started him on a life long journey of advocating for clean water policies. In 1997 he backed up
his advocacy with a Masters Degree in Environmental Education and maintains that expertise
through his at work as Founder & Executive Director of the Hudson Basin River Watch. In
partnership with the NYS Department of Environmental Conservation, the Hudson River Foundation
and the Open Space Institute, the group has engaged some 34,000 participants in A Day in the
Life of the Hudson River annual snapshot of the rivers health. As a founding member, past Chair
and current Advisory Board Member of Battenkill Conservancy, Dougs accomplishments and
those of the organization are intricately entwined. Without his past vision, energy and expertise
our area might not benefit from important open space parcels including the 525 acre Battenkill
Forest, the wetlands of Eldridge Swamp or the ever popular State Line Route 313 Rest Area along
the Battenkill. His current work with residents, school administrators and activists in the communities
of Hoosick Falls, Peterborough & Bennington to address the PFOA contamination is keeping the
spotlight on a devastating health crisis. For all these reasons and more, the board of the Battenkill
Conservancy chose Doug to receive its 2017 Community Citizen Award. The award was initiated
in 2012 as a way to recognize an area resident whose contributions to civic, non-profit, artistic or
environmental projects have had a positive, long term impact on the Battenkill watershed and the
community at large.
Reflections: Return of the American Bald Eagle

The first time I saw a photo of an American Bald Eagle, I was instantly
awestruck and obsessed. It wasnt the white feathers at its head, nor
was it the wise demeanor of its serious eyes, that gave me pause. Rather,
it was the way its talons grasped the barren tree branch it stood upon.
I gazed intently at the curve of each yellow toe as it wrapped around
the bark, seemingly digging its shiny black talons into the flesh of the wood so that the
eagle held the tree firmly with a regal sort of ownership that told the world, This is
where I belong. Here I shall stay.
I was twelve-years old when I became interested in eagles, but I never thought I would
see an eagle anywhere outside of a photograph. Id done enough research to know that
these beautiful birds of prey no longer existed in Vermont or even in New England. They
had been here, certainly, but when I was twelve, eagles had been relegated to the
Endangered Species list and no longer lived out here. In fact, our national symbol was
so scarce that these great birds were in danger of extinction. Not only were they facing
illegal hunting, problems with contaminated food sources, and a loss of habitats due to
deforestation and an ever-growing human population, but they were also fighting an
uphill battle against something called DDT.
DDT, short for dichlorodiphenyltrichloroethane, was the first major synthetic insecticide
used here in the United States, starting in the 1940s (which, ironically,was also when
Congress was busily adopting the Bald Eagle Protection Act), whose immediate success
made it quite popular and widely used. In New England, DDT was a boon to the farming
and livestock businesses before insects began to develop a resistance to it. One of the
many problems with DDT was that it could travel long distances in the upper atmosphere,
as well as wind up contaminating waterways, where it could wreak all sorts of havoc

4 might have survived the weaker eggshell epidemic, there was still a growing threat against

518-69 pollution, and food scarcity), eaglets still run into roughly a thirty percent chance of not
living through their first year. All of this came together to decimate the Bald Eagle
population. According to the US Fish & Wildlife Services website, our country went
from having as many as 100,000 nesting pairs of eagles in 1782, to having only 487 pairs
in 1963.
Thankfully, the Environmental Protection Agency banned the use of DDT in 1972
after a series of studies linked the chemical to a whole slew of problems, including
adverse environmental impacts and possible risks to human health. Couple that with

HAYNES HOUSE FUNDRAISER- The Haynes House pink flamingos have returned from their
winter vacation, and are ready to take up residence on local lawns. The pink plastic flock is a
fundraiser for the Haynes House of Hope, a comfort care home for the terminally ill in Granville,
New York. Community members who wish to support Haynes House can request a flocking of
the birds on their lawn or that of a friend. For $25, a half flock of 25 flamingos will show up; a $50
donation will produce a full flock of approximately 50 perfectly pink birds. The flock will remain
in residence for 24 hours. They come complete with a form in which the recipient can choose a
future home or business to be flocked. According to flamingo experts, these birds can travel up to
a 25-mile radius from Haynes House. The tongue-in-cheek landscape prank is all in good fun, but
monies raised help Haynes House continue its important work in the community. Since opening in
2009, Haynes House of Hope has been a source of comfort and support to the terminally ill and
their families. Residents live in the quiet of an actual home that is staffed around the clock by
volunteers. Medical care is provided through High Peaks Hospice. There is never any charge to the
resident for Haynes House services. To arrange a flocking in support of the Haynes House of
