1 BASIC SCOPE OF WORK

This specification is intended for a Solar PV Module Supplier to submit a competitive bid for supply of
Polycrystalline based Solar PV Module to OEPL for 250MWac Solar PV Project.
The scope of work shall include Designing, Planning, Engineering, Procurement (manufacturing / supply) and
delivery of solar PV Modules according to the terms and conditions of this specification.
The supply shall be in accordance with all applicable regulations and permits, Guaranteed Performance and
the Technical Specifications presented in relevant section.

2 SITE CONDITION

2.1 Climatic Conditions


Following conditions may be considered for component selection and system design. However if the Supplier
deemed fit with any other weather condition at the region, can use:
Ambient temperature: 50oC
Altitude: 385m, above mean sea level.
Humidity: Up to 98 RH%
Maximum Wind Speed: Zone IV, High wind speed of 47 m/s.
Seismic Zone: Zone II as per IS 1893, low seismic risk prone area.
Corrosion Zone: Moderate Zone

3 SUPPLIERS OBLIGATIONS

3.1 Suppliers Basic Obligations


In addition to obligations of the Supplier specified elsewhere in other sections, the Supplier shall be bound by
the following basic obligations.
a. Adherence to all the sections of this document along with all the appendices is essentially a key
obligation of the Supplier.
b. Wherever standard codes are referred to in the document, the same shall be followed by the Supplier.
Wherever standard codes are not mentioned, the latest relevant IEC or other international codes shall be
followed.
3.1.1 Defects Liability
During the Defects Notification Period, the Supplier shall execute any work required to remedy Defects in
accordance with the Conditions of Contract.

4 PRODUCT WARRANTIES

4.1 Defects Warranty


The Defect Warranty shall essentially include the following attributes:
4.1.1 Cost of Remedying Defects
In the event of noticing any Defect, the Supplier shall be notified accordingly by the Owner/ Owners Engineer.
All Remedial Work shall be executed at the risk and cost of the Supplier, if and to the extent that the Defect is
attributable to:
(a) The design of the Modules, other than a part of the design for which the Owner is responsible (if any),
(b) Materials or workmanship not being in accordance with the Contract,
(c) Failure by the Supplier to comply with any other obligation.
4.1.2 Failure to Remedy Defects
If the Supplier fails to complete Remedial Work within a reasonable time, a date may be fixed by (or on
behalf of) the Owner, on or by which the Defect is to be remedied. The Contractor shall be given
reasonable notice of this date.
If the Supplier fails to remedy the Defect by this notified date and this Remedial Work was to be executed
at the cost of the Contractor under Sub-Clause 4.1.1 [Cost of Remedying Defects], the Owner may (at his
option):
(a) agree or determine a reasonable reduction in the Contract Price of such amount as shall be
appropriate to cover the reduced value to the Owner as a result of this failure with reference to the
effect on the Plant (including projected revenues and other losses over the period of the Power
Purchase Agreement) and the Supplier shall pay or allow to the Owner such reduction forthwith; or
4.1.3 Removal of Defective Component
If Remedial Work cannot be remedied expeditiously and the Owner gives consent, the Supplier may remove
from the Site for the purposes of repair such items which are Defective. This consent may require the Supplier
to increase the amount of the Performance Bond by the full replacement cost of these items, or to provide
other appropriate security acceptable to the Owner.
4.1.4 Further Tests
If any Remedial Work may affect the performance of the Works, the Owner may require the repetition of
any of the tests described in the Contract. The requirement shall be made by notice within twenty eight
(28) days after the Defect is remedied.
These tests shall be carried out in accordance with the terms applicable to the previous tests, except that
they shall be carried out at the risk and cost of the Party liable, under Sub-Clause 4.1.1 [Cost of Remedying
Defects], for the cost of the Remedial Work.
4.1.5 Serial Defects
For the purposes of this Sub-Clause:
(a) Key Component means Modules.
(b) Serial Defect means:
(i) a Defect in relation to a Key Component which also manifests itself during the Serial Defect
Period in at least five percent (5%) of Modules.

(ii) there is a formal Report by a recognized technical organization that at least fifteen percent (15%)
of the worldwide production of a Key Component is affected by the same operational failure
(under the same or similar operating conditions), where such part is the same or similar to any
modules, of which the Owner becomes aware at any time prior to the expiry of the final Serial
Defects Period.
(c) Unless instructed otherwise by the Owner, the Supplier shall at the risk and cost:
(i) promptly carry out a root cause analysis in relation to any Serial Defect and identify such
modification to their design as may be necessary for the affected Materials to comply with the
requirements of the Contract prior to the Remedial Works; and
(ii) execute all Remedial Work required to remedy a Serial Defect which arises at any time prior to
the expiration of the applicable Serial Defect Period.
If and to the extent a Serial Defect arises during the Serial Defects Period, it shall be deemed to have
manifested itself in each part of the Works which is substantially the same as the part or work to which the
Serial Defect relates and any Remedial Work required in respect of the Serial Defect shall also be carried out
by the Supplier (in accordance with the paragraph above) on all such parts of the Works, regardless of
whether or not a Defect has manifested itself therein.
4.1.6 Defect Obligations at Law
This Clause is without prejudice to and does not alter or affect the Parties rights and obligations pursuant to
the Laws of the Country in respect of the rectification of Defects.
4.1.7 Suppliers Warrantees

5 SOLAR PV MODULES

The Proposed Plant shall be based on Polycrystalline based Technology mounted on structures having fixed tilt
/ Seasonal tilt / Tracker.
5.1 Quality Certification
Table 2 below summarizes major PV quality standards that the Modules shall comply. These tests are an
accepted quality mark and indicate that the Modules can safely withstand extended use.

Applicable PV Module Standards

National Fire Prevention Association. The Modules perform to at least


NFPA 90% of the Manufacturers nominal power.

Solar PV Modules are required to be listed by Underwriters Laboratories (UL), or another equivalent
recognized Laboratory.
5.2 Guarantee Benchmarks
5.2.1 Product Guarantee
PV modules must be warranted for output wattage, this should not be less than 90% at the end of 10 years
and 80% at the end of 25 years. The PV modules shall undergo a minimum of 200 thermal cycles and 10
humidity - freeze cycle stresses to ensure their durability. The nominal power tolerance of modules shall only
be positive. The Supplier shall be contractually bound to provide a linear performance guarantee ensuring
that, the PV Modules will be guaranteed against any manufacturing defect. Defects liability shall include but
not limited to glass, de-lamination, water ingress, Junction Box arching, hot spots, etc.
Polycrystalline silicon PV module shall have a nominal power no less than 315Wp / 320Wp 72 cell modules)
and the nominal output power shall ensure a positive tolerance and the power temperature coefficient shall
be within 0.45%/C under Standard Test Conditions condition (STC, i.e. AM1.5, irradiance 1000 W/m2, cell
operating temperature 25C, and standard solar spectral irradiance distribution comply with IEC 60904.3), and
the Owner prefer the power temperature coefficient is within 0.43%/C. The 72 cells module should fully
consider the impact on cost of module, mounting structure and cabling, installation method (ranging from
machine assisted to unskilled labour), mechanical loading, and the possible benefit from positive capacity
tolerance.
The module conversion efficiency under STC shall (including the area of module frame) not be less than
16.42%.
The PV modules of the same nominal power shall be classified into no less than three levels based on its
current in factory and delivered to site in such classification for installation, in order to minimize mismatch
loss.
The silicon wafer thickness for crystalline silicon PV modules shall be no less than 200 m.
It is required that solar cells used in one PV module are of the same batch, uniform in colour, and free of
mechanical damages and oxidation spots at welds. Also, solar cells shall have uniform I-V characteristic curve.
Each PV module shall be bundled with positive/negative outgoing cables and connectors, and bypass diode (to
prevent hotspots). The bundled cables for series connection shall be flame-retardant cables that can
withstand ultraviolet radiation, aging, high temperature, corrosion; and insulated, ultraviolet radiation-
resistant, flame-retardant copper-core cables meeting the performance requirements. The bundled cables
shall comply with the draft EN50618/ TUV 2pfg 1169/09/07.
The junction box shall be waterproof, securely connected, and have good heat dissipation performance. The
cables shall bear correct and prominent polarity marks, and the electrical connection shall comply with IEC
standards. Industrial grade waterproof, heat-resistant quick connectors shall be selected and shall be rust-
resistant and corrosion-resistant, comply with applicable national and industrial specifications and codes, and
be suitable for at least 25 years outdoor use.
PV modules shall be able to withstand wind load of no less than 2400 Pa. Ingress protection (IP) class of PV
modules and junction boxes/connectors shall be no less than IP65 and IP67 respectively.
The crystalline silicon PV modules shall be certified according to IEC 61215 and IEC 61730 as per applicable law
and regulations in India and the Contractor shall provide the certifications for the supplied PV modules.

The crystalline silicon PV modules shall be of potential-induced degradation (PID) free design, and certified
according to IEC 62804, IEC 61701 and IEC 62716 for PID testing, salt mist corrosion and ammonia corrosion
testing respectively as per applicable law and regulations in India. The PID certification shall be conducted
under condition of no less than 96 hours at 60C, 85% relative humidity. The Supplier shall provide the
certifications for the supplied PV modules.
The Bill of Materials (BOM) used in PV modules, such as solar cell, backsheet, glass, EVA, silver paste, frame,
sealing material and their technical specifications shall be mutually reviewed and approved by the Owner. The
material suppliers shall be selected from the approved shortlist mutually agreed by the Supplier and the
Owner. These materials and suppliers shall be the same as those used on the certified products.
The Supplier shall ensure the PV manufacturer to conduct EL imaging test (to check invisible/micro crack) and
appearance inspection on the all PV modules in the production stage according to a testing and inspection
specification approved by the Owner.
The Supplier shall conduct inspection upon PV module delivery, including visual inspection, appearance
inspection, structure inspection and open-circuit voltage measurement. The Supplier r shall also conduct
electrical performance test (such as polarity, open-circuit voltage, short-circuit current and string check) and
hot-spot endurance / thermographic test on site for selected PV module samples. Detail inspection plan shall
be submitted by the Supplier and approved by the Owner.
The Supplier shall provide spare PV modules with the quantity 0.05% of the PV module installed capacity by
the completion of plant commissioning. All spare PV modules shall be new. Repaired or refurbished spare PV
modules are not acceptable. All spare parts shall be of the same material, process and structure with the
original ones, and shall be interchangeable.
The product guarantee will not be limited for Modules but will also include termination connectors, cables and
all associated accessories. In the event of failure during guarantee period, Manufacturer shall replace Module
free of cost or refund the then current market price of Modules.
5.2.2 Nominal Power Guarantee
In addition to the product guarantee, Manufacturers shall grant linear nominal power guarantees for a
minimum period of 25 years. Under these guarantees, the Manufacturer shall ensure that Module will deliver
nominal power output based on Manufacturer provided annual degradation rate. The output shall be
measured at string level. The nominal power guarantees shall be in lieu of manufacturing defects and
workmanship and the minimum set terms shall be as below:
0 to 5 years for a period of five years from the date of commissioning, if any Module produces a
nominal power output below 95% as set out in Manufacturers data sheet, the Supplier shall replace the
Module free of cost with a new guarantee for balance period and compensate the Owner for the loss of
revenue caused by the failure. Else, the Supplier will refund the then current market price of Modules
with monetary compensation at the then energy prices of the Power Purchasing Company.
6 to 12 years for a period of seven years from the date of completing five years of nominal power
guarantee, if any Module produces a nominal power output below 90% as set out in Manufacturers data
sheet, Supplier shall replace the Module free of cost with a new guarantee for balance period and
compensate the developer for the loss of revenue caused by the failure. Else, the Supplier will refund the
then current market price of Modules with monetary compensation at the then energy prices of the
Power Purchasing Company.
13 to 18 years for a period of six years from the date of completing twelve years of nominal power
guarantee, if any Module produces a nominal power output below 85% as set out in Manufacturers data
sheet, Supplier shall replace the Module free of cost with a new guarantee for balance period and
compensate the developer for the loss of revenue caused by the failure. Else, the Supplier will refund the

then current market price of Modules with monetary compensation at the then energy prices of the
Power Purchasing Company.
19 to 25 years for a period of seven years from the date of completing eighteen years of nominal power
guarantee, if any Module produces a nominal power output below 80% as set out in Manufacturers data
sheet, Supplier shall replace the Module free of cost with a new guarantee for balance period and
compensate the developer for the loss of revenue caused by the failure. Else, the Supplier will refund the
then current market price of Modules with monetary compensation at the then energy prices of the
Power Purchasing Company.
The Nominal Power Guarantee of the PV Modules shall be backed up by suitable Insurance Policy. The Policy
may be taken from any Insurance Company registered in India and having an existence of over 5 years.
5.2.3 Product Life
Although the products will be guaranteed for five years and power performance will be guaranteed for 25
years, the design life for the Modules is expected to be over 30 years from commissioning. The Supplier shall
submit Accelerated Lifetime Laboratory Test Reports upon award of the Contract.
5.3 Technical Benchmarks
5.3.1 Nominal Power Rating
For the proposed development of 250MWAC plant, the acceptable Module Peak Power Rating shall be in the
range of selected module.
5.3.2 Nominal Power Tolerance
The nominal power tolerance of Modules shall not be beyond 3%. However, preference shall be given to
Manufacturers giving the least tolerance and tolerance on the positive side.
5.3.3 Temperature Coefficients
Temperature co-efficient of the module shall not be less than the following:
Temperature Co-efficient (Pmax): -0.41% / Degree C
Temperature Co-efficient (Voc): -0.31% / Degree C
Temperature Co-efficient (Isc): -0.053% / Degree C
Nominal Operating Cell temperature: 452 Degree C
5.3.4 Tests on Modules
Ostro shall have the right to witness and verify all test including Routine and type test as per relevant IEC,
including but not limited to the following:
Review of Raw Material Test Certificates and Reports.
Inspection / Testing as per approved QAP / GTP / Drawings
BOM Verification
Witness of Type Testing / Verification of Test Reports from Approved agency.

5.3.5 Submission
The Supplier shall submit the following documents:
IEC Certificates
Technical literature giving complete specifications and information of Modules
Handling plan of Modules right through from loading at Manufacturers factory to installation.
General Arrangement drawing of Module, showing front and rear view, overall dimensions, installation
plans, termination arrangements, packing dimensions and weights.
Accelerated Life Time Test Results.
Independent Test Characteristics comprising:
a) Current versus voltage at various irradiance levels.
b) Power versus voltage at various irradiance levels.
c) Open circuit voltage versus irradiance under standard test conditions.
d) Short circuit current versus irradiance under standard test conditions.
e) Power versus temperature variation.
f) Open circuit voltage versus temperature variation.
g) Short circuit current versus temperature variation.
Installation Manual and Flash Test Reports of the Modules
5.3.6 Sample Module
The Contractor shall provide the Owner a minimum of three (3) sample Modules free of cost for independent
tests to establish the tolerance. The designs may be validated through an Independent Test Laboratory.
5.3.7 Identification and Traceability
All Solar PV Modules shall be provided with RF identification tags describing the following (This can be inside
or outside the laminate, but must be able to withstand harsh environmental conditions);
Name of the manufacturer of PV Module
Name of the Manufacturer of Solar cells
Month and year of the manufacture (separate for solar cells and module)
Country of origin (separately for solar cells and module)
I-V curve for the module at Standard Test Condition (1000W/m, AM1.5,250C)

The product shall be assembled into identifiable lots, sub-lots, or in such other manner as may be laid down. Each lot shall, as far as is practicable, consist of
items of a single type, grade, class, size and composition, manufactured under uniform conditions at essentially the same time.
Acceptability of a lot shall be determined by the use of a sampling plan or plans. The term non-acceptance is used in this context for rejection when it
refers to the result of following the procedure. Forms of the term reject are retained when they refer to actions the consumer may take, as in rejection
number.
If a lot has been accepted, the right is reserved to not accept any item found nonconforming during inspection, whether that item formed part of a sample or
not. Items found nonconforming may be reworked or replaced by conforming items, and resubmitted for inspection with the approval of, and in the manner
specified by, the responsible authority.

When normal inspection is being carried out, tightened inspection shall be implemented as soon as two out of five (or fewer than five) consecutive lots have
been non-acceptable on original inspection (that is, ignoring resubmitted lots or batches for this procedure).
When tightened inspection is being carried out, normal inspection shall be re-instated when five consecutive lots have been considered acceptable on original
inspection.
