10 2.0 ‘Synagro Tecimologies, Inc. Site Plan Review Application ‘May 2017 SITE PLAN REVIEW APPLICATIO! Site Plan Checklist Narrative Responses SITE OVERVIEW Synagro Technologies, Inc. (Synagro) proposes to permit and construct a biosolids facility which is contained within a 7.0 acre proposed parece! of land owned by Grand Central Sanitary Landfill (GCSL) and situated adjacent to Green Knight Economie Development Corporation (GKEDC) facilities in Plainfield Township, Northampton County, PA. The process involves drying dewatered biosolid cake to produce a Class A biosolid product that will be used as a fertilizer blending agent, soil conditioner, and/or a renewable fuel product. SITE PLAN CHECKLIST NARRATIVE RESPONSES: Below are the Site Plan Checklist items in bold with the response in italies. 1. A statement describing the proposed use: The proposed process mvolves the transporting of dewatered biosolids to the proposed facility where it will be dried to produce a Class A biosolid" that can be used as a fertilizer, soil conditioner, and/or a renewable fuel product. The drying process will consist of two (2) enclosed belt diyers i parallel, each with a capacity of appraximately 200 wet tons per day of biosolid, for toral throughput of 400 wer tons por day. The dryers will primarily use waste heat recovered from the GKEDC landfill gas to energy (LFGTE) plant. The stacks of three (3) turbines located at the GKEDC plani will be modified io convey waste heat from the stacks 10 the drying process. The dryers can also be fired via a supplemental thermal oil heater which will use natural gas or landfill gas (LFG) from GCSE. The proposed project location was chosen based on the waste heat source provided by the GREDC and the close proximity to GCSL. The proposed project will also create landfill diversion by redirecting biosolids from landfill disposal to a beneficial agricultural use. Class A biosolids must meat the requirements established under 25 Pa, Code $271.932(a) m regard to pathogens and 23 Pa. Code $271.933(B)1)-(8) relating to vector attraction reduction, is nonliquid, and is unrecognizable as human waste. Page 1 A arthRes Synagro Technologies, Inc.
