2. ORGANISATIONAL RELATIONSHIPS

3. PRIMARY PURPOSE OF POSITION

The Council Elections Unit maintains a register of people entitled to vote as


non-residents at City of Sydney elections. It is the contact point for new and
existing applicants who wish to query, update or add their details to the non-
residential register.

The primary purpose of this position is to ensure the Non-Residential Register


(NRR) IT system meets the needs of the Council Elections Unit and is used
effectively.

4. POSITION OBJECTIVES

The major objectives to be achieved by the System Support Officer are;

The NRR IT system is maintained and enhanced to maximise data


accuracy.
The data analysis and reporting requirements of the Council Elections
Unit are met.
The Enrolment team receive excellent technical support and training in
the use of the register.

Data extracts and inputs from external sources such as ASIC and NSW
Electoral Commission are well managed.
All required administrative functions to ensure the NRR remains
serviceable and accessible to users are performed.
Additional system functionality and reporting requirements are identified
and specified.
User Acceptance Testing of all system enhancements is developed and
managed.

5. POSITION ACCOUNTABILITIES
Train users to effectively maintain the NRR
Identify possible refinements and improvements to the NRR system,
along with any other processes and procedures to support an accurate
NRR
Provide reports and data analysis as required to support the Council
Elections team in its day-to-day activities
Provide first level technical support to all users of the application
Liaise with ISU and manage all reported issues and/or requests for
changes to the NRR system
Provide regular feedback to the Manager, Council Elections to
continually innovate and improve the work practices in the Council
Elections Unit
Participate in team meetings, briefings and in training and development
opportunities to improve knowledge of the Council Elections Unit.
Comply with and keep abreast of relevant legislation applicable to the
duties of this position
Assist in the work of the Council Elections Unit as required under the
direction of the Manager, Council Elections.
To maintain public confidence in the integrity of the non-resident
register, Enrolment Officers must clearly demonstrate behaviours which
exemplify personal integrity together with sound moral and ethical
standards as outlined in the Citys Code of Conduct.

6. WORK, HEALTH & SAFETY RESPONSIBILITIES


Workers have an active role to play in the Safety Management System (SMS).
Workers have the following responsibility, authority and accountability:
Working safely so as not to put yourself or others at risk
Stopping work in circumstances that are deemed an immediate risk to
health and safety until a satisfactory solution is agreed/implemented
Cooperating and complying with safe work method statements, policies
and procedures and participating in their development

Reporting all accident, incidents and hazards to your supervisor
immediately and participating in accident/incident investigation and risk
management activities
Attending WHS training
Complying with the requirements of the Citys Return to Work program

7. AUTHORITY TO ACT
The incumbent has the authority to take any reasonable steps to ensure
that the smooth flow of operations is maintained providing the actions
are consistent with the responsibilities of the position and subject to any
limitations, corporate policies, procedures or safe work method
statements.
All personnel have the power to stop work in circumstances that are
deemed an immediate risk to health and safety until a satisfactory
resolution is agreed / implemented. Such circumstances may include
life threatening situations or those that could result in loss of limb or
other significant lost time injury.

8. SELECTION CRITERIA

Essential Criteria

Tertiary qualifications in a relevant discipline or demonstrated


equivalent competencies gained through relevant experience
Understanding of SQL databases
Ability to write basic SQL queries
Ability to manage system issues and liaise with support teams
Experience in developing and managing UAT
Experience in writing and maintaining business system documentation
Experience in user training and development
Significant data analysis experience.

Desirable Criteria

Experience in the conduct of relevant aspects of elections
