Richard Morneau

Born October 30, 1960 in Toronto, Ontario. Education at Laval

University and University of Ottawa. Admitted to the Quebec Bar, 1983.
Department of Nationa1 Revenue, Taxation, 1983 -1984. Counsel,
Secretary of State, 1984. Counsel to the Federal Minister of the
Environment, 1984-1988. Attorney, Department of Civil Services and
Property Law, Federal Department of Justice, 1988-1995. Appointed
Prothonotary of the Federal Court of Canada at Montreal Local Office,
November 28, 1995. Since July 2, 2003, the date of the coming into
force of the Courts Administration Service Act, he is now Prothonotary
