My thought on this is: refer him back to each of the FOIA's you listed if
documents were sent to him, we don't need to send again. Tell him these were
closed out. (why should we find and send to him again?) If we have documents
different than what we have already sent to him, bill him for those. I'm sure the
search time will still be fairly high (as it should be) but the document pages may
not. That's just my thought.
