AFFIDAVIT
I EDWIN R. MANLANGIT, 51 years old resident of BRGY. BAPOR MASBATE CITY, Single,
currently working at DEPED MASBATE PROVINCE holding the position as Administrative Aide I. I
served in the DEPED for more than 12 years. I was assigned and served in various capacity. During that
time I dont have any records of any misconduct related to my position. The proof of this is my long service
in the DEPED.

The alleged misconduct that the PLDT accused was rooted on the request filed by THREE offices
of Division office for internet upgrade. The Three offices was undergone upgrading couple with free Pad
gadgets for every telephone number upgrade. They presented the acknowledgment receipt as proof of
delivery to the Division Office. Which I have no knowledge.

My role in this kind of transaction was to file application to the PLDT for internet upgrade which
transaction approved by the Superintendent. I was task to file only the application and nothing more. After
the filling of said upgrade I have no further involvement in the process thereafter.

I ONLY TRANSACT TO THE PLDT FOR NEW APPLICATION IN BEHALF OF DIVISION

OFFICE THAT IS VERY SELDOM. THE PERSON THAT TRANSACT TO THEM REGULARLY IS
MARLON EMMANUEL B. MANLAPAZ EMPLOYEE ASSIGNED FOR THE PAYMENT OF
MONTHLY PLDT BILL.

They failed to secure necessary documentary (example, my signature and authorization from
Superintendent) requirements before they released the Telpad to the person not intended to receive such
Telpad and, that is not my mistakes.

Their negligence should not be charged against me. I am not a sacrificial lamb.

In my experience in 12 years working with this kind of transaction, delivery should be done upon
the installation or upgrade and not in the PLDT office but rather in the Division Office. That is the procedure
imposed by the PLDT office as far as I know and that is the usual transaction.

The alleged accusation that the Telpad was given and indorsed to me is not true.

First, they have no evidence that I received Telpad in their office.

Second, they have no evidence that I signed the signature intended for the Superintendent in the
Name of JOSE L. DONCILLO.

Our laws defend the right of the accused to be heard in the proper forum and presumed innocent
until proven guilty. The burden of proof lies to them not to the accused.

THEREFORE, I AM INNOCENT. THIS ALLEGED MISCONDUCT BEING CHARGED

AGAINST ME HAVE NO SUFFICIENT EVIDENCE AND SUBJECT FOR DISMISSAL. I ALSO
APPEAL THAT THIS ALLEGATION WILL NOT RESULT TO MY SUSPENSION OR
DISMISSAL TO THE SERVICE.
