smaller pipelines branching off in easterly and westerly directions through the body of the pipeline.
The stormwater network has been designed to capture and drain surface water runoff from the various
recreational and open space areas of future development sites associated with the North Bank precinct
which include playground and BBQ areas.
The proposed stormwater network will tap into the existing stormwater main which dissects the
subject site in a north-south direction connecting into an existing penstock which is located along the
southern perimeter of the subject site and discharges into the Tamar Estuary. A stormwater drainage
layout plan is attached as Appendix A.
The electrical cabling will be predominately located within the same area as the branched stormwater
line which will run perpendicular to Lindsay Street. Additional works will be located to the north of the
North Esk Rowing Club and office building which largely involves the reconfiguration of the current
electrical infrastructure from above ground to underground. An electrical reticulation layout plan is
attached as Appendix B.
Levee modification
It is proposed to modify the levee between the St Patricks College rowing shed to the east and the
stormwater penstock to the west. The purpose of the levee modifications is to lower the crest in order
to achieve the required gradient to connect into the north bank abutment of the pedestrian bridge
which has be proposed as part of development application DA0210/2017. The area of works will occur
at the crest of the levee for a distance of approximately 220m with the depth of the excavation varying
from 0.134m to 0.982m. All the material that will be cut from the levee will be reused within the
subject site as fill. The layout, sections and levels of the levee works are attached in Appendix C.

The land encapsulated within the title addressed as 79 Lindsay Street is largely vacant comprising the
flood levee along the perimeter of the Tamar and North Esk rivers and includes a walking track atop
the levee, in addition to a portion of the Boral storage yard located on the eastern side of Taroona
Street (refer to Photo 1 and 2).

The subject site is zoned Open Space in accordance with the interim planning scheme and adjoins the
Environmental Management zone which encapsulates the water bodies and riparian zones of the
Tamar and North Esk rivers in addition to the Particular Purpose Zone 9 - North Bank Silos (refer to
Figure 2). In this instance, all site works will occur within the land zoned Open Space. Overall, the land
subject to the site works is relatively flat being located within a sunken bowl which is bounded by the
flood levee banks.

It is noted that all titles that are encapsulated within the subject site are under the ownership of City of
Launceston. Accordingly, pursuant to section 52(1B) of the Land Use Planning and Approvals Act 1993
the development application form has been signed by a representative of the General Manager and a
letter authorising the lodgement of the development application from a representative of the General
Manager has been provided. A copy of the letter is contained within Appendix F.

The North Bank precinct development project stems from the draft North Bank Masterplan Vision
which was undertaken in 2013 and sought to develop a plan for the area which incorporated mixed
land uses, unique built form and recreational opportunities. A key driver of the masterplan was to
expand and enhance the existing open space network along the northern riverfront and to improve
connectivity and cohesiveness between open space areas and established activity centres which was
incorporated into the primary objectives of the masterplan:
1. Facilitate enhanced access to the river edge and improve natural values and visual amenity o
the area;
2. Deliver an expansion of the established walking and cycling trails, and facilitate enhanced
connectivity along the public open space network;
3. Invest in infrastructure to support community based events and passive recreation activities;
and
4. Provide a framework to identify and inform specific opportunities for both public and private
sector investment and to maximise the synergies between these development opportunities;
The site works proposed within this development application form part of the broader North Bank
precinct development project. Specifically, the subject site will be the location of the primary public
park and recreation space that will be adjacent to the Tamar and North Esk Rivers which was identified
as a priority open space and passive recreation area within the masterplan (refer to Figure 3). The site
excavation works are being applied for separately to the main passive recreation precinct to allow site
preparation works to begin and ensure the overall project can be completed in accordance with the
timing required by the funding deed. A separate application will be made for the facilities and
amenities associated with the North Bank Precinct recreation development.

4.1 Zoning
As described in section 2.1, the subject site is situated in the Open Space Zone.
The Passive Recreation use class is considered appropriate for the proposed development on the
basis that the levee modification, stormwater drainage and bulk of the electrical cabling will directly
facilitate the overarching open space and recreation areas by the following means:
1. providing reticulated power to BBQ shelters and external lighting facilities throughout the
recreation area; and
2. providing surface water drainage for the designated hard and soft stand playground,
recreation and events areas;
3. modifying the existing walkway which is located on top of the levee which will facilitate access
to the pedestrian footbridge proposed between North Bank and the Seaport in addition to the
broader North Bank recreation area.
In addition to the stormwater drainage and electrical cabling layout plans, a copy of the conceptual
landscape plan relating to the subject site is provided within Appendix F.
It is noted that a portion of the site works required for the underground electrical cabling will be
associated with the established North Esk Rowing club. The works will involve decommissioning and
removing the existing overhead powerlines for the provision of underground electrical supply to the
existing buildings. As such, all works involved with this aspect is considered to be exempt from
requiring a planning permit pursuant to clause 5.4 (a) of the Scheme.
Accordingly, all development that is assessed against the Scheme relates to the Passive Recreation
use class.

Trenching works
The ESA concluded that the level of contamination identified within the proposed excavation
trenches is not considered to present a risk to human health or the environment stating the
following:
The risk of exposure to future users of the proposed recreational area is considered to b
low, given the depth of the identified contamination and given that it is located where
the North Bank car park is proposed to be built (paved); and
The risk to ecological receptors potential affected by the contamination (site flora and
fauna) is considered to be low, given the proposed use of the area as a car park with
little vegetation of significance.
It is therefore submitted that the land encapsulated within the subject site is suitable for the
intended development and subsequent passive recreation use in accordance with performance
criteria P1(b).

Trenching works
Overall, the ESA concludes that the level of contamination identified within the proposed
excavation trenches is not considered to present a risk to human health or the environment.
However, the ESA included the following recommendations based on the findings of the
investigation which will need to be adhered to during the construction phase of the proposed
development:
1. According to the Tasmanian EPA information Bulletin No.105, which classifies soil for
offsite disposal, the samples analysed for this investigation would classify the soil in
trenches as Level 1 Fill, with the exception of the soil at location SB1 (near the new
flood gate and the former railways) where the shallow sample (0-500mm) would be
classified as Level 2 Low Level Contaminated and the deeper sample (500-700mm)
would be classified as Level 3 Contaminated, based on the benzo(a)pyrene
concentrations;
2. It is preferable that all soils are placed back into the trenches after completion of works.
However, if off-site removal of the soil from around location SB1 was required, it would be
recommended that the stockpile is sampled and tested for leachable PAHs to confirm
classification level;
3. It is recommended that the Health and Safety Management for trench construction
includes protective measures to address the potential exposure of construction workers to

contaminated soil (including asbestos). The CEMP for the works should make allowance
for the management of soil for offsite disposal, if required.
It is therefore submitted that all proposed excavation will not adversely impact on human health
and the environment in accordance with performance criteria P1(b).
In addition to the ESA, a Construction and Environmental Management Plan (CEMP) for the
service trenching works has been prepared for the development application. The CEMP details
potential impacts that may occur from the site works and mitigation measures which will assist
with managing potential impacts. A copy of the CEMP is contained within Appendix H.
The works required for the modification of the levee will involve excavating the crest of the bank
over varying depths. The surplus material will then be utilised as fill within the subject site for
the future works involved with the North Bank precinct. The levee bank is located on land
addressed as 79 Lindsay Street, Invermay which is identified within certificate of title 16988/1.
The land is identified as being potentially contaminated on the basis that it adjoins land which is
identified as being potentially contaminated (Boral site) pursuant to the definition listed within
clause E2.3.1.
However, it is submitted that the levee is not (potentially) contaminated for the following
reasons:
1. The flood levee is constructed from clean uncontaminated fill imported to the site
which is required by engineering specifications; and
2. The potentially contaminating activity (Boral site) is located between 2 and 3m below
the crest of the levee where the excavation will occur. Accordingly, contaminating
material would not be able to transfer to the section of the levee to be modified.
Therefore, the code is not considered applicable to the works involved with the levee
modification.

Referring to the CEMP (Appendix H), the following assessment is made against the relevant
matters under the Performance Criteria with respect to the proposed development:
a) the section of land that triggers assessment against the code is located on the northern
side of the levee bank that is located adjacent to the North Esk River bank. This area is
flat an is unaffected by topographical constraints;

b) the potential for erosion is extremely low given that the excavation will involve the
digging of a linear trench which will be filled and reinstated once the electrical cabling is
installed. Furthermore, the area of excavation will be approximately 25m from the bank
of the North Esk River and will be located the levee embankment;
c) the potential for silt and sedimentation to be transferred as a result of the excavation is
extremely low given the presence of the flood levee embankment that separates the
excavation site and the North Esk River. In addition, sediment and erosion mitigation
measures are detailed within the CEMP which will further negate silt and sediment
transfer;
d) the risk of flooding within the subject site has been substantially mitigated by the
installation of the flood levees. Notwithstanding, the subsequent services will be
located underground and will be unaffected by severe flood events with the exception
of being saturated through excess water;
e) no vegetation will be removed as a result of the excavation works, nor will the natural
hydrological processes of the North Esk (and Tamar) River be impeded, altered or
obstructed by the proposed excavation;
f) the area of excavation within 30m of the North Esk River does not contain significant
natural or vegetation values;
g) the extent and scale of the excavation within 30m of the North Esk River will be minimal;
h) as detailed within the CEMP, the trenches will be excavated using a small excavator with
material to be placed beside the trench for reinstatement following the laying of
electrical cables. This method is considered reasonable for the proposed development;
i) mitigation measures have been recommended within the CEMP where potential impacts
and/or hazards are identified;
j) the trench will be reinstated with fill in accordance with the CEMP;
k) basic soil, erosion and water management plans have been recommended within the
CEMP where required;
l) it is not considered necessary for the proposed excavation to comply with the
requirement of the Department of Primary Industries, Parks, Water and Environment
Wetlands and Waterways Works Manual given the minor scale of the proposed works
and distance and physical buffering of the proposed works from the North Esk River.

the following assessment is made against the relevant matters under the Performance Criteria
with respect to the proposed levee modificaitons:
a) the existing levee is located within 30m of the North Esk River. All works required by
the levee modifications will be located at the crest of the levee where the overall high of
the levee will be reduced. This area is flat an is unaffected by topographical constraints;
b) the potential for erosion is extremely low given that the excavation will involve the
stripping the crest of the levee and making good the surface. The existing pedestrian
walking track will be reinstated along the top of the levee. Accordingly, there will be not
overall changes to the existing structure and function of the levee;
c) the potential for silt and sedimentation to be transferred as a result of the excavation
will be reduced through the installation of sediment and erosion mitigation measures
which can be enforced by permit conditions;
d) the risk of flooding within the area of works is considered low given that they will be
located at the top of the flood levee bank;
e) no vegetation will be removed as a result of the excavation works, nor will the natural
hydrological processes of the North Esk (and Tamar) River be impeded, altered or
obstructed by the proposed excavation;
f) the existing flood levee does not contain significant natural or vegetation values;
g) the extent and scale of the excavation within 30m of the North Esk River will be minimal;
h) work will be undertaken using a small excavator with material to reused as fill within the
subject site. This method is considered reasonable for the proposed development;
i) no significant natural hazards have been identified which may affect the proposed
works;
j) the levee will be reinstated to accommodate the additional pedestrian traffic as a result
of the foot bridge;
k) basic soil, erosion and water management plans can be enforced by permit conditions;
l) it is not considered necessary for the proposed excavation to comply with the
requirement of the Department of Primary Industries, Parks, Water and Environment
Wetlands and Waterways Works Manual given the minor scale of the proposed works
which will be located above the bank of the North Esk River.

The proposed site works involving the excavation of trenches for the provision of infrastructure and
services is categorised as a passive recreation use (no permit required) within the Open Space zone
and has been assessed against all relevant standards of the interim planning scheme. It has been

1. Introduction
1.1 Background
pitt&sherry were commissioned by the City of Launceston (CoL) to prepare an Environmental Site
Assessment (ESA) to support the development application to install underground services for the proposed
Northbank redevelopment in Invermay.
An ESA is required as part of the development application to ensure that works involving excavation of
potentially contaminated land does not adversely impact on human health or the environment in
accordance with the Launceston Interim Planning Scheme 2015, section E2.6.2.
A separate environmental assessment has been undertaken by pitt&sherry for the whole of the Northbank
area (the Northbank ESA)1. Some of the findings of the Northbank ESA have been included in this report.
For this ESA, targeted soil testing for contaminants of potential concern identified in the Northbank ESA was
carried out along the proposed trenches for installation of underground services.
1.2 Objectives
The principal objective of this ESA is to assess potential contamination from historical activities through
targeted soil sampling and make recommendations as to the level of risk posed by excavation of the trenches
for installation of underground services at Northbank.
2. Site Setting
2.1 Site Identification
A plan showing the location of the proposed trenches for installation of underground services was forwarded
by CoL and has been attached in Appendix A (red lines). The area of land subject to this ESA is limited to the
location of the proposed trenches (referred to as the investigation area).
The main proposed trench runs along Taroona Street for about 80 m with three other shorter trenches
running from the main trench (Appendix A).

Under the Launceston Interim Planning Scheme 2015, the investigation area is zoned Open Space.
2.4 Geology
As identified in The LIST2, the Mineral Resources Tasmania (MRT) Geological Polygons, 1:25,000 mapping,
the site is underlain by Quaternary sediments of the Undifferentiated Cenozoic sequences. The geology of
the investigation area is generally defined as Qhiv.
Qhiv is described as estuarine deposits of clayey silt, silt, sand and subordinate gravel, supra-estuarine swamp
and laterally derived alluvial, deposits, unmapped man-made deposits including silt dredgings; in
environments inferred to lie above frequent tidal influence. This description is consistent with observations
of cuttings along Lindsay Street and other investigations completed by pitt&sherry for unrelated projects
along Lindsay Street.
2.5 Topography
The investigation area sits at an elevation of approximately 5-6 m. The site is generally level, with a gentle
slope toward the river.
2.6 Vegetation
According to TASVEG 3.0 mapping, the vegetation community at most of the investigation area would be
classified as Agricultural, urban and exotic vegetation (FUR), Urban areas. The site hosts very little vegetation,
consistent with its previous semi-industrial use.

Due to the previous disturbance at the site and the surrounding area, there is considered to be no significant
flora or fauna values within or surrounding the site. A review of the Natural Values Atlas (DPIPWE) identified
no threatened flora or fauna species within or in the vicinity of the site.
A plan showing current underground services for Northbank has been provided in Appendix B. A stormwater
drain runs across Northbank along Taroona Street into the river. As the vast majority of Northbank comprises
unsealed open ground, surface water is anticipated to either recharge to groundwater or run-off into the
river either directly or through the stormwater drain. All stormwater from the Boral plant is directed to the
local municipal wastewater treatment plant.
2.8 Hydrogeology
Groundwater is expected to be intercepted at shallow depths based on experiences from other sites in
Invermay and the local topography, and is expected to flow toward the river.
A groundwater bore was installed and monitored by pitt&sherry at the end of Taroona Street in September
2014. The measured groundwater depth was 0.5 m below natural ground level. Refer to Section 4.3 for
further information on groundwater quality monitored in the bore.
No groundwater bores are registered for use within a 2km radius of the site. No known groundwater uses
exist in the area and demand for groundwater is unlikely as the site is serviced by potable water network and
no stock grazing or irrigation occurs on or around the site.
3. Historical Review
Information on the history of Northbank and surrounding land was obtained from the following sources:
Historical aerial photographs from the Department of Primary Industries, Parks, Water and Environment
(DPIPWE)
Historical property records and certificates of title from The List (DPIPWE)
Current or historical dangerous good registered with Workplace Standard Tasmania (WST)
Property Information Request from the Contaminated Sites Unit of the Tasmanian EPA
Enquiries and interviews with Launceston City Council3 and Boral staff4 regarding any environmental
protection infringement notices issues at the site and historical activities.

The photographs show the progressive development of the Northbank area from agricultural and vacant
grassland to an industrial area. However, the specific area of land subject to this ESA was never developed
and has remained vacant land used to access the river for recreational purposes.

The search of relevant databases and records by the CSU identified no records relating to contamination or
potentially contaminating activities at the site. EPA records identified that fuel storage occurred at properties
along Lindsay Street, however their locations could not be confirmed due to incomplete records.
However, a file was found for the adjacent Boral site (WST Reference: 0242)5. A review of the file indicated
some underground fuel storage of Petrol (5.4 kL) was licensed on 61 Lindsay Street, however a Statutory
Declaration dated 9 August 2000 indicated all dangerous goods kept or stored on 61 Lindsay Street had been
removed. The Statutory Declaration was accepted by WST.
The site plans included in the WST file highlighted two locations where underground tanks were housed.
Locations were near the site entrance and administration building and south west corner of the site. These
locations were later confirmed during pitt&sherry site inspection. The tanks are located about 80 to 100 m
away from the site subject to this ESA.
The file does not contain a decommissioning report for the underground tanks or reasons why they were
removed. It is assumed that no environmental assessment occurred during decommissioning of the
underground tanks as no relevant documentation is contained or referred to in the WST file; which also refers
to above ground storage. A diesel tank is present on site and used for the water heating system. The diesel
tank is located at least 50 m away from the proposed trenches.

Installation and sampling of one groundwater bore at the end of Taroona Street (refer to Memo from
pitt&sherry addressed to Max Butler dated 7 October 2014).
A brief summary of these investigations has been provided below. The outcomes of all previous assessments
have been included in the summary of past potentially contaminating activities in Section 6.
The results of the preliminary investigation showed that no soil samples analysed recorded contaminants
exceeding the adopted criteria for recreational use. However, asbestos was detected by laboratory testing in
a surface soil sample from the location of the former wool store.
The report recommended immediate management of the identified asbestos, including fencing the site of
the former wool store to prevent public access and establishing a suitable cover to limit the potential for
airborne fragments. This was later implemented by CoL (refer to Section 5).
As no contaminants were identified in exceedance of the recreational use criteria, no further investigations
were recommended. However, assessment of the Boral site was recommended as it could not be assessed
at the time of the investigation. This was later done in 2014-2015 (refer to Section 4.2).
The installation of a groundwater monitoring bore at the end of Taroona Street was recommended to
determine whether any groundwater contamination is present that could potentially affect future users. A
bore was further installed and monitored in 2015 (refer to Section 4.3).
Former underground fuel storage tanks were identified at two separate locations within the Boral site,
through WST records and interviews with site employees. It is believed that all storage tanks were removed
but that no environmental assessment was carried out at the time of decommissioning.
A total of 16 soil samples were collected by pitt&sherry in September 2014 at the two locations of the former
tanks, at depths between 0.5 and 2.6 m below ground level. Lead and petroleum hydrocarbon concentrations
were identified in exceedance of health investigation levels in three samples near the administration block,
and hydrocarbons in one sample in the middle of the yard.
The lead contamination levels exceeded the health investigation level for recreational use (NEPM, 2013)7.

National Environmental Protection (Assessment of Site Contamination) Measure 1999 (amended 2013)
The groundwater was measured at 0.5 m below ground level in the bore. No odours, sheens or scums
indicative of gross contamination were observed during sampling. Phenolic compounds, polyaromatic
hydrocarbons, mercury and PCBs were all below the limit of reporting. Petroleum hydrocarbons were mostly
below the limit of reporting or marginally detected. Arsenic and lead levels in the groundwater exceeded
the drinking water criteria. No further investigations were recommended at the time of the assessment as
drinking water was not identified as a potential use at the site.
The main information relevant to this ESA gained from the site inspection and interviews is as follows:
New flood levees and gates have been constructed on Taroona Street toward the Lindsay Street end,
along the boundary with the grain silos site and along Lindsay Street in front of the large rowing club. The
source of fill for the new levees is clay from the Carrick clay pit (assumed to be clean fill). Council staff
believe that the source of fill for the old levees is the same, although this could not be verified
Asbestos was removed from the former Roberts grain store building during demolition in 2015, however
no clearance certificate for that location has been provided to pitt&sherry
The sites of the former Roberts buildings have been backfilled with clayey soil and are overgrown with
grass and weeds. The fill source is from the Kings Meadow High School (assumed to be clean fill total
of 1500 m3). It is assumed that these parcels were backfilled to limit exposure to asbestos fines that may
have been present at the surface of the soil
A new bitumen road has been constructed through 3 Taroona Street and 65 Lindsay Street to provide
access to the Boral site and to the rowing rooms
The ground surface on the eastern portion of the Boral site is paved with concrete, with gravel surface
on the western portion
All sewage and stormwater from the Boral site report to the municipal sewage treatment system. A sump
is present at the north of the Boral site near the laboratory building
The truck wash runoff in the south-east corner of the Boral site is piped directly to sewer
There are no known environmental incidents at the Boral site. Spills are dealt with using spill kits (dust)
kept on site.

Targeted soil sampling was completed by pitt&sherry on 30 May 2017 (sample locations are shown in
Appendix D). No water was encountered in the boreholes during sampling. A summary of the soil assessment
methodology adopted for this investigation is provided in Table 6.
Holding times and Sample holding times and preservation were acceptable (based on NEPM 2013 and
preservation laboratory recommendations) from collection to laboratory processing.
8. Quality Assessment
Tables 7 and 8 of this document indicate conformance to field QA/QC and laboratory QA/QC procedures,
respectively.
It is considered that the QA/QC program implemented during this investigation is generally appropriate,
representative and robust, and the analytical results obtained are of acceptable quality for the purposes of
this report.
The field observations and analytical results are deemed reliable and can be relied upon to assess suitability
of the site for the proposed use.
9. Assessment Criteria
The criteria used to assess the soil analytical results, derived on the proposed site uses (excavation and
recreational), are summarised in Table 9Table 9. For soil disposal purposes, all results were also compared to
maximum recommended concentrations for EPA waste classification (IB 105)9.

10.2 Results
Tabulated soil results have been provided in Appendix E. The laboratory certificates of analysis are included
in Appendix F.
One sample (SB1-B) contained carcinogenic polycyclic aromatic hydrocarbons (carcinogenic PAHs, reported
as benzo(a)pyrene TEQ toxic equivalent quotient) at a concentration higher than the human health
investigation level for recreational use (refer to Table 11). This sample was collected at the start of Taroona
Street, just on the inside of the new flood gate. It is likely that the presence of PAHs in the soil is related to
the presence of the former railways at that location.
Benzo(a)pyrene, a genotoxic carcinogen PAH, was measured at that location in exceedance of the ecological
screening level for public open space (Table 11).
No other contaminants were measured above the adopted human health or ecological criteria.
Most of the samples would be classified as Level 1 Fill, with the exception of the soil at location SB1 (near
the new flood gate and the former railways) where, based on the benzo(a)pyrene concentrations, the shallow
sample (0-500mm) would be classified as Level 2 - Low Level Contaminated and the deeper sample (500-
700mm) would be classified as Level 3 - Contaminated.
Some minor exceedences of Level 1 -Fill concentrations were identified at location SB6 (arsenic and
chromium) and at SB5 (zinc) but these are not deemed significant enough to affect the classification level of
the soil.
A Conceptual Site Model (CSM) has been developed based on pitt&sherrys understanding of the site setting,
in order to identify potentially significant source-pathway-receptor linkages with regard to human health and
the environment (Figure 1).
Potential sources of contamination at the site have been listed in Section 6. As described in Section 10,
localised soil contamination was found within the investigation area. The contamination found was restricted
to benzo(a)pyrene and other carcinogenic polycyclic aromatic hydrocarbons (PAHs) in sample SB1, located
at the entrance of Taroona Street near the new flood gate and near the location of the former railways.
The main pathways of human exposure to benzo(a)pyrene and PAHs are through ingestion, dermal contact
and dust inhalation. PAHs typically have low mobility in the environment. Groundwater has not been
considered as a potential pathway given the depth of the proposed excavation and that no water was
encountered during sampling. The likelihood of groundwater underneath the trenches being contaminated
with hydrocarbons to such levels that it will pose a risk from vapour inhalation is considered to be low.

The investigation area is a proposed main trench from the flood gate to about 100 m along Taroona Street,
with four shorter trenches running on each side from the main trench. This assessment included a site history
review and targeted soil sampling at several locations along the proposed trenches.
A summary of the information gained through the site history review is as follows:
Although Taroona Street itself has remained mostly undeveloped, Northbank has been an
industrial/commercial area since the 1950s
Flood levees were constructed along the southern boundary of Northbank in the 1970s and more
recently along the northern boundary. The fill imported to construct the old and new flood levees was
sourced from the Carrick clay pit; anecdotal information from Council indicated that the fill was clean
A number of potential historical sources of contamination exist at or near the investigation area that may
present a potential risk of soil contamination, in particular the presence of former railways in the
northern part of Northbank, former wool and grain storage and the presence of asbestos in the former
storage sheds
Groundwater monitoring in one well installed at the end of Taroona Street in 2015 (around 130m from
the site) found arsenic and lead concentrations in shallow groundwater (0.5 m depth) above drinking
water levels. All other contaminants were measured below the limit of reporting or marginally detected.
Following the site history review, targeted soil sampling was conducted by pitt&sherry on 30 May 2017 and
identified localised soil contamination within the investigation area. The contamination found was restricted
to benzo(a)pyrene and other carcinogenic polycyclic aromatic hydrocarbons (PAHs) in sample SB1, located
at the entrance of Taroona Street near the new flood gate and near the location of the former railways. The
measured PAH concentrations were lower than the assessment criteria for protection of excavation workers
but higher than the investigation levels for recreational use and ecological protection.
The main pathways of human exposure to benzo(a)pyrene and PAHs are through ingestion, dermal contact
and dust inhalation. Groundwater has not been considered as a potential pathway given the depth of the
proposed excavation and that no water was encountered during sampling. The likelihood of groundwater
underneath the trenches being contaminated with hydrocarbons to such levels that it will pose a risk from
vapour inhalation is considered to be low.
A Conceptual Site Model was developed based on all the information gained to date and the following risk
assessment has been made:
The risk to construction workers during installation of underground services is considered to be low
The risk of exposure to future users of the proposed recreational area is considered to be low, given the
depth of the identified contamination and given that it is located where the Northbank car park is
proposed to be built (paved)
The risk to ecological receptors potentially affected by the contamination (site flora and fauna) is
considered to be low, given the proposed use of the area as a car park with little vegetation of
significance.
The level of contamination identified in the proposed excavation trenches is not considered to present a risk
to human health or the environment. However, the following recommendations are made based on the level
of contamination:
According to the Tasmanian EPA Information Bulletin No.105, which classifies soil for offsite disposal, the
samples analysed for this investigation would classify the soil in the trenches as Level 1 Fill, with the
exception of the soil at location SB1 (near the new flood gate and the former railways) where the shallow
sample (0-500 mm) would be classified as Level 2 - Low Level Contaminated and the deeper sample
(500-700 mm) would be classified as Level 3 - Contaminated, based on the benzo(a)pyrene
concentrations
It is preferable that all soils are placed back into the trenches after completion of works. However, if off-
site removal of the soil from around location SB1 was required, it would be recommended that the
stockpile is sampled and tested for leachable PAHs to confirm the classification level
It is recommended that the Health and Safety Management for trench construction includes protective
measures to address the potential exposure of construction workers to contaminated soil (including
asbestos). The CEMP for the works should make allowance for the management of soil for offsite
disposal, if required.

General Comments
The analytical procedures used by the Environmental Division have been developed from established internationally recognized procedures such as those published by the USEPA, APHA, AS and NEPM. In house
developed procedures are employed in the absence of documented standards or by client request.
Where moisture determination has been performed, results are reported on a dry weight basis.
Where a reported less than (<) result is higher than the LOR, this may be due to primary sample extract/digestate dilution and/or insufficient sample for analysis.
Where the LOR of a reported result differs from standard LOR, this may be due to high moisture content, insufficient sample (reduced weight employed) or matrix interference.
When no sampling time is provided, the sampling time will default 00:00 on the date of sampling. If no sampling date is provided, the sampling date will be assumed by the laboratory and displayed in brackets without a
time component.
Where a result is required to meet compliance limits the associated uncertainty must be considered. Refer to the ALS Contact for details.
Key : CAS Number = CAS registry number from database maintained by Chemical Abstracts Services. The Chemical Abstracts Service is a division of the American Chemical Society.
LOR = Limit of reporting
^ = This result is computed from individual analyte detections at or above the level of reporting

l Benzo(a)pyrene Toxicity Equivalent Quotient (TEQ) is the sum total of the concentration of the eight carcinogenic PAHs multiplied by their Toxicity Equivalence Factor (TEF) relative to Benzo(a)pyrene. TEF values
are provided in brackets as follows: Benz(a)anthracene (0.1), Chrysene (0.01), Benzo(b+j) & Benzo(k)fluoranthene (0.1), Benzo(a)pyrene (1.0), Indeno(1.2.3.cd)pyrene (0.1), Dibenz(a.h)anthracene (1.0),
Benzo(g.h.i)perylene (0.01). Less than LOR results for 'TEQ Zero' are treated as zero, for 'TEQ 1/2LOR' are treated as half the reported LOR, and for 'TEQ LOR' are treated as being equal to the reported LOR.
Note: TEQ 1/2LOR and TEQ LOR will calculate as 0.6mg/Kg and 1.2mg/Kg respectively for samples with non-detects for all of the eight TEQ PAHs.
l ED007 and ED008: When Exchangeable Al is reported from these methods, it should be noted that Rayment & Lyons (2011) suggests Exchange Acidity by 1M KCl - Method 15G1 (ED005) is a more suitable method
for the determination of exchange acidity (H+ + Al3+).

Esk River at Invermay. The site forms part of the proposed North Bank recreation precinct which will
ultimately include the adjoining land containing the Boral concrete batching plant. The site is identified in
Figure 1.
pitt&sherry was engaged by Council to prepare an Environmental Site Assessment (ESA) to support a
development application for aspects of the redevelopment. The ESA included a review of historical land uses
and determined that a number of potential sources of contamination existed across the North Bank site. The
site has been extensively disturbed in the past and contains no native vegetation. No mature trees are
present on site. The ground is uneven with the south-western segment being lower than the balance of the
site and holding some standing water.
This Construction Environmental Management Plan (CEMP) has been prepared to identify potential risks
associated with earthworks required to provide services across the site, and to outline measures to avoid or
mitigate potential impacts.
2. Project Description
The works proposed involve the digging of trenches for the installation of services including water and
electricity. A plan showing the location of the trenches required is provided in Appendix A. Trenches will be
600-700 mm deep and will extend in to the site from Lindsay St along the current Taroona St alignment,
branching off to the east and the west midway along the main trench.
3. Legislative requirements
A development application is to be submitted for Council approval and works will be required to be
conducted in accordance with the planning permit issued and the DA documentation. No approvals under
the Environmental Management and Pollution Control Act 1994 are considered necessary as no significant
environmental impacts are likely to result from the proposed works. The following additional legislative
requirements may apply:
a permit to take may be required under the Threatened Species Protection Act 1995 if threatened plants
are to be disturbed by the proposed works
declared weeds are required to be managed in accordance with the Weed Management Act 1999.
4. Water
The site is located at the confluence of the North Esk River with the South Esk and Tamar Rivers. A flood levee
extends around the site to protect Invermay from inundation. There is a drain which runs around the site at
the toe of the levee which contained extensive vegetation at the time of reporting. There was free standing
stormwater on site with shallow dish drains present alongside the bitumen road. There is no public
stormwater infrastructure shown in this portion of the site on the List mapping, and those services in Lindsay
St are identified as gravity mains. These are higher than the site and are unlikely to offer any service to the
development.
Digging of trenches for service installation is unlikely to have significant impacts on water within or adjoining
the site. The trench locations are not near the drain surrounding the site and there is limited potential for
any surface run-off to enter this drain or the river. If soils are very wet at the time of excavation, some
leachate may run from spoil but this is unlikely to travel a sufficient distance to reach the drain and/or river.
The trenches are unlikely to stay open long enough to fill with sufficient water to warrant pumping out.
Given the relatively limited duration of the works and the separation between the trenches and any water
sources, it is not considered that any special measures are required to minimise or mitigate impacts.
Implementation of standard erosion and sediment control measures, including si lt mesh and diversion bunds
if trenches are to remain open for extended periods, will ensure any mobilised sediments do not cause any
environmental nuisance.
No refuelling will be occurring on site and the activities proposed are not considered to have the potential
for the release of fuels or other pollutants. No special precautions are considered necessary.
5. Vegetation
The vegetation on site is non-native, mapped as Agricultural, urban and exotic in TASVEG 3.0. The List
mapping contains a record for two threatened flora species within the large lot that includes the site of the
works. These were sea clubsedge (Bolboschoenus caldwellii) and river clubsedge (Schoenoplectus
tabernaemontani). It is likely however that these species were observed within riparian vegetation on the
river side of the levee with river clubsedge recorded during the flora and fauna assessment conducted for
the pedestrian bridge near the rowing club (City of Launceston 2017). Any disturbance of threatened plants
is considered unlikely however will require a permit to take if required.
Non-native species were observed on site including a number of declared and non-declared / environmental
weeds outlined in Table 1. The balance was a mix of non-native grasses and herbaceous plants. Blackberry, a
declared weed, is growing along the fence around the Boral site while the cumbungi is restricted to the drain.
The cotoneaster is also restricted to the Boral fence, with a small infestation at the south-western corner of
the fence. Scotch-thistles were observed over the south-western portion of the site with the umbrella sedge
most dense along the road edge. The willow-leaf fleabane was widespread across the site.
The trenching works are unlikely to impact the blackberry on site however the landowner can be directed to
take action to control or eradicate the weed under the Weed Management Act 1999. Any clearing for
trenching should ensure other weeds disturbed are disposed of appropriately and not placed in any mulching
facilities. It is noted that Council has prepared a weed management plan for the North Bank site and any
works should be carried out in accordance with that plan.
6. Soils
The history of development and use across the site means that soils are unlikely to be reflective of original
sediments. The area is alluvial in nature and is comprised of estuarine deposits. Some fill material has been
imported to the site and various land uses may have resulted in contamination of soils on site. Material placed
between Taroona St and the Boral site includes obvious concrete rubble and road pavement material. Other
surface soils included very heavy clay soils, particularly along the central bitumen road. Some litter has been
dumped at the end of the road.
Sampling and testing of soils was undertaken by pitt&sherry in May 2017 along the location of the proposed
trenches1. The results show that a localised area of carcinogenic polycyclic aromatic hydrocarbons
contamination was found at sampling location SB1, near the flood gate (refer to Appendix C).
The risk assessment undertaken as part of the environmental site assessment ( pitt&sherry, 2017)
determined that the risk to excavation workers and future recreational users from exposure to the identified
contamination was low, particularly as the area around SB1 is proposed to be used as a sealed car park.
It is therefore recommended that the excavated soil is placed back into the trenches after instal lation of
underground services.
However, disturbance of contaminated soils has the potential to expose workers on site and on the adjacent
sites to airborne particulates. Dust could be created if material dug from trenches is allowed to dry out during
installation of services. Exposed filled trenches are also potential dust sources. The trench areas are relatively
small dust sources in the context of the whole site (and the Boral site to the east) and potential hazards are
considered to be limited to those faced by workers in the immediate vicinity of the works. Overall risks can
be reduced by returning excavated material to the trenches as soon as possible after installation preventing
excessive drying out. Risks to workers can be lowered through the use of appropriate personal protective
equipment (PPE) during works such as protective clothing, eye wear and face masks when conditions require.
An operational Workplace Health and Safety (WHS) Plan is to be prepared and implemented. The WHS Plan
should include the potential presence of asbestos in soils.
If soil excavated from around sampling location SB1 could not be placed back in the excavation after
trenching, the soil would have to be considered contaminated for off -site disposal purposes (Level 2/Level
3) 2. Management and transport of the soil would have to be subject to EPA approvals. Disposal of
contaminated materials must be to an approved facility. It would be recommended that the stockpiled soil
is sampled and analysed for leachable contaminants to confirm the classification level.
Polycyclic aromatic hydrocarbons are known to have low mobility in the environment, therefore any leachate
from stockpiled material is unlikely to be contaminated.
Land on the edge of the river is mapped as having a High (greater than 70%) probability of occurrence of acid
sulfate soils (ASS). This is generally land on the river side of (and under) the levee however does extend
landward further to the east of the site (across Boral and the rowing club site). Land subject to the trenching
works are mapped as having a Low (6-70%) probability of occurrence of ASS. The site has an elevation of
below 5 m AHD.
There is limited potential for disturbance of acid sulfate soils due to the location and depth of the proposed
trenches. Council has prepared an Acid Sulfate Soils management plan for the North Bank site which is to be
implemented throughout the duration of works.
The soils on site are predominantly alluvial in origin and comprised of fine clays, silts and sands. Small areas
are to be disturbed for the trenches however these are located well clear of any water sources. There is
limited potential for any mobilised soils to enter watercourses or the drain on site however implementation
of standard erosion and sedimentation control measures will slow flows and filter any run-off.

which are currently being converted into residential apartments. Land to the east is occupied by the Boral
concrete batching plant. Land to the north is vacant land while land to the north east contains the Bunnings
/ Office Works complex. There are currently no sensitive uses adjoining the site however there are sites either
side where workers are present on a daily basis. The Seaport development is located on the southern side of
the river however is separated from the site of the works by the Boral plant. Houses on Home Point Parade
are in excess of 250 m from the proposed trenching areas.
The works will be conducted using small earthmoving equipment and will be completed in a relatively short
period of time. The site of the works is immediately adjacent the Boral plant which is a consistent noise
source during operating hours. The noise generated by an excavator for trench construction would not be
distinguishable from the noise generated by machinery and vehicles on the Boral plant in terms of volume or
duration. The works will not result in any ongoing disturbance of adjoining land users beyond those currently
resulting from the Boral site. The apartment development to the west is still under construction and there
are no other sensitive uses which are likely to be impacted by noise generated by the works. No special
control or mitigation measures are considered necessary for noise other than adherence to hours of
operation. A complaints protocol is to be developed for the proposed works
Traffic to and from the site associated with the trenching will be limited and is not expected to impact the
safety or efficiency of the road network. No special traffic management arrangements are considered
necessary.
8. Operational Requirements
The site will be secured at all times with no public access possible. This is to prevent any incidents related to
pedestrians falling into open trenches.
Staff and visitors are to be inducted into the WHS Plan and the required protective measures required relating
to potential soil contamination on site. A copy of documentation confirming inductions is to be provided to
Council.
A complaints and communications strategy is to be developed with all complaints being referred to the
contractor for immediate action and a copy provided to Council by the contractor. Signage providing contact
details is to be installed on all frontages of the site.

1. Introduction
Located in the inner city suburb of Invermay, the North Bank site area encompasses
the riverfront parcels of land at the confluence of the North Esk River and the Tamar
Estuary to the south of Lindsay Street, and the former light industrial and mixed use
parcels to the north.
The southern river edge frontage to the North Esk River and Tamar Estuary is
characterised by a high level of user amenity and high quality built form along the
Royal Park and Old Seaport areas. In direct contrast to this aesthetically pleasing
and active precinct, the northern river frontage is currently characterised by
undesirable aesthetic qualities, low amenity river edge and intertidal zone,
unmanaged natural environment, and poor quality built form. A Masterplan vision for
the regeneration of the former commercial and industrial land on the southern side of
Lindsay Street in Invermay is complete. This land includes the river edge parcels
created by the new Flood Levee.
The redevelopment of this North Bank precinct will create an exciting new precinct
on the northern edge of the city, and the project is aiming to 'break new ground' in
urban riverside development. It will be a 'must visit' destination for both tourists and
visitors to Launceston.
2. Purpose and Scope
The City of Launceston (COL) is committed to achieving environmentally sustainable
development. Major construction projects such as the North Bank Precinct are
important to Launceston's economic development. However, during construction,
such projects can pose a significant risk to the environment, which must be
addressed. To maximise environmental outcomes, the COL requires the
implementation of high quality environmental controls and effective environmental
management systems for each project.
The management of weeds is identified as a high priority by CoL. This document
outlines a weed management framework to be applied to the North Bank Precinct
during construction.
3. Background
Weeds can be defined as introduced plants, both exotic and non-endemic native
species, which have invaded natural ecosystems. Environmental weeds are often a
symptom of other degrading impacts on bushland such as high nutrient stormwater
runoff, erosion and sedimentation, dumping of green waste and clearing. Once
established, the weed populations also become a degrading factor which further
alters environmental conditions to promote increased native vegetation loss. Adverse
impacts of environmental weeds include:
Degraded landscape values and impeded access which impacts on urban
amenity and tourism;
Competition with local native plants for sunlight, moisture and nutrients;
Inhibition of the native plant germination;
Alteration of habitat for threatened/endemic species;
Encouraging more frequent and intense fires;
Changes to soil characteristics such as nutrient cycles, pH, moisture and
microbiology; and

Increase nutrient levels in water and lower levels of oxygen that may threaten
aquatic fauna.
The site of the proposed North Bank Precinct and immediate surrounds contain
"declared weeds" within the meaning of the Tasmanian Weed Management Act
1999:
- crack willow Salix spp.
- blackberry, Rubus fruticosus aggregate
- Paterson's curse Echium plantagineum
- ragwort Senecio jacobaea
Two species, willow and blackberry, are also Weeds of National Significance
(WoNS).
The proposed project area also contains the environmental weed Scotch thistle,
Cirsium vulgare.
4. Weed Management Plan
Mitigation measures identified during the pre-construction phase include:
Prior to works commencing, declared and environmental weeds within the
construction area will be controlled by a licensed contractor;
Prior to entering the construction area all personnel will complete a weed
management inductions;
A wash down area will be established on site, and will be maintained to
prevent the further spread of declared and environmental weeds. Prior to
leaving site vehicles and/or machinery must be adequately clean to prevent
the spread of weeds;
Soil and vegetative matter from the clean down area is to be removed
regularly and stockpiled and/or disposed of to an appropriate site;
Signage will be established at clean and wash-down points, directing
machinery/ vehicle operators to use these facilities;
Weeds have the potential to germinate in the project area during construction
within areas such as around infrastructure, fencing, soil stockpiles, disturbed
areas, etc. As such, on-going weed control works will be maintained during
construction;
Any topsoil/bedding that is imported to site is required to be certified weed
free (where practicable);
Any excess soil/fill cannot be used onsite, will be disposed of at a licensed
receiving facility or other property with an approved planning permit to receive
such material;
Weed-infested stockpiles as well as topsoil which are to be transported away
must be covered to protect against further spread and contamination; and
Disturbed areas must be re-sown as soon as practicable to minimise the area
of exposed soil for weed establishment and spread.
Post-works monitoring will be undertaken by CoL staff, with appropriate control of
novel or exacerbated infestations.
