Pre-Bid Conference Call

INTRODUCTION AND CLARIFICATIONS:


The goal of this RFP is to develop a unifying element and brand that will connect,
identify and unify both Baywalk and the Riverwalk and draw people to these accessible
sites. This is the first step in activating and energizing our waterfront (both day and
night) as well as spur collateral development and public space amenities. To achieve
this goal, we will need to acquire input and buy-in from the downtown business &
resident communities so that we may respond to their needs, create something
uniquely Miami and have people take ownership of this exciting initiative.

COVER PAGE: On the cover sheet, please pay attention to the date in the middle: All
RFPs are due by Friday, July 21 at 5 pm EST.

PAGE 2: Proposed schedule. Please note that we have not included the deliverable date
for the final product. Once a winner has been selected, we will work that out with you
in the contract completion phase/look for your recommendation as to how long
realistically it will take.

PAGE 4: Everyone submitting a proposal must fill out this submittal form in order to be
eligible for review by the selection committee. This is how you receive any information
and updates moving forward.

PAGE 7: Site Context: Both the Miami Baywalk, and the connected/overlapping Miami
Riverwalk, are currently a series of disconnected waterfront sites, mostly unknown and
underutilized by a daytime population of 220,000 people. As both private and public
development occur, they will become more and more connected, and eventually serve
as one continuous trail and a public amenity that can be celebrated by the residential,
business and tourist communities. The Baywalk + Riverwalk will become extremely
valuable public assets that possess the potential to be the front door to Miami, and
serve as the visual icon that differentiates Downtown Miami from Miami Beach.

PAGE 8: Site boundaries. The light colored blue line that runs primarily north-south
shows the existing and proposed Baywalk from The Miami Womens Club in the north to
Jade Residences in the south (on the map, just to the south of #6 Villa Magna).
The Riverwalk is the dark blue line that runs primarily east-west, which connects to and
overlaps with the Baywalk. Within the DDA boundaries, the Riverwalk stretches on the
north side all the way to the Flagler Street bridge, and on the South Side to SW 1st Ct.

What is important to note is that the existing site is mostly, already built out. We are
not asking you to re-design whats there. Rather the unifying design element, or palette
of elements you come up with will be implemented into the existing hardscape,

landscape, promenade. Whatever you design can run the length of the site, or be
repeated at specified intervals.

Further, for size/scale constraints, please note that typically there is a 50 setback from
the seawall to most building facades. Within that 50 setback there is usually a
landscape buffer and a pedestrian path that is typically 12 in width.

Section 2.0 SCOPE OF WORK / BUDGET
2.1: The deliverables (this is the WHAT)
1. Unifying design element, or palette of elements
2. Brand Identity
The goal of this RFP is to have a team create a design for a physical unifying element, or
palette of elements, to be repeated along our urban waterfront AND develop a brand,
logo and name that is produced in conjunction with the unifying element; and is
synonymous with it. We dont want two different teams working in a vacuum.

Second, for clarification: we are NOT expecting a complete design or construction


documents for the entire length of the site. We are not designing and developing the
site. The site already exists and whatever is proposed will be implemented into the
existing path/promenade.

What we DO want to see is your BIG IDEA YOUR CONCEPT. If sketches, image boards
and/or narratives help to describe your idea/concept to us, then great. So, while we
dont need to see the final, finished product, we are looking for a clear indication as to
the direction you are heading.
Our objective here is not to tell you what to design or constrain you. We want you to
create something that is:
1. Artistic/Infused with Art
2. Visible/engaging at both day and night (lighting)
3. Takes into consideration natural surroundings and the environment and
4. Unique to Miami.
The only constraints we have is that whatever you propose has to be realistically
affordable and maintainable, within reason. In Miami, every site is maintained by its
owner, whether public or private. So we have to come up with something that is
affordable and maintainable. That is the challenge.

2.3 SCOPE BUDGET: Proposals shall not exceed $300,000. Please note that we will need
you to use the Budget worksheet found on the FTP site. The worksheet can be

customized by clicking on the Set up tab and inputting your specific team member
names, etc.

Section 3.0 QUALIFICATIONS SUBMITTAL / REQUIREMENTS
Please note that: The Miami DDA requests one (1) original and nine (9) copies of
project proposals.
3.2 Proposer Profile Please make sure to include all of the team members you intend
to use and please make sure that the budget worksheet corresponds with your team
approach
3.3 Strategic Approach: If the Deliverables were the What, the Strategic Approach
is the How.
This section augments your scope and budget
3.4 Deliverables
1. A comprehensive plan for engaging the public in the creation of the brand and
ensuring sustained buy-in as the Baywalk is realized (a minimum of 3 public
engagement opportunities are recommended).
2. A proposed brand and logo for the Baywalk.
3. A unifying design element (or palette of elements) with proposed dimensions,
materials and finishes, comparable images and illustrations (freehand or
electronic, construction documents level of detail).
4. Preliminary statement of costs (based on a cursory review from fabricators).
5. Implementation plan of unifying element(s) & Maintenance strategy.
Since we are still in the proposal stage, we want to hear from firms how you will achieve
this ambitious work plan. What makes your approach unique and what will make it
valuable to our stakeholders?

any proposals are disqualified

Hopefully the criteria are straight forward Please note that we made one change in the
original.
The one change we made is the fourth criteria. Before it stated: Construction Detail
Quality Now it says: Feasibility of Construction. This is because your proposal does
not need to be at CD level.

Summary of Questions Received to Date:

1. Is there an estimated budget for this?


The estimated budget is $300,000.00.
2. Can companies from outside the USA apply for this (e.g. India or Canada)?
Yes.
3. Will meetings need to be attended in person?
Yes. In the RFP it states: A comprehensive plan for engaging the public in the
creation of the brand and ensuring sustained buy-in as the Baywalk is realized (a
minimum of 3 public engagement opportunities are recommended).
However, while we want proposer(s) to have a local presence for public
engagement, you do have the ability to work with local firms/companies and
hire them to coordinate all local public engagement.
4. Can tasks be performed (related to RFP) from outside the USA?
Yes.
5. Can the proposals be submitted via email?
No. In the RFP it states: The original document package must not be bound
and the document package copies should be individually bound. An unbound
original and 9 bound copies (a total of 10) of the complete submittal must be
received by the deadline specified in this RFP Timetable. The original and all
copies must be submitted in a sealed envelope or container stating on the
outside the Respondents name, address, telephone number, RFP title, and
submittal due date to:

6. Is the intent to have this project encompass both the Baywalk and the Riverwalk, or
concentrate on just the Baywalk? The RFP title refers to both components, and youve
included graphics showing both in the RFP, but Scope sections 2.1,2.2 and strategic
approach language in 3.3 reference only the Baywalk.
The focus is intended to be the Baywalk. However, the Baywalk is connected
to the Riverwalk, thus we want to make sure that whatever the deliverables
are, that they consider a connection to the Riverwalk.
7. Do you see this bid submittal as a design competition? The Section 3 outline of
submission requirements asks for an outline/narrative of the proposed strategic
approach which we will employ to get to the study deliverables, but the evaluation
criteria in Section 6.2 seem to give great weight to actual design submissions, with
scoring focused on the Unifying Design Elements quality and constructability, and the
Brand and Logo quality.
No, we are not expecting the finished product for your proposal
submission. However, proposals that include rough sketches or image

boards which demonstrate initial concepts and ideas and indicate to the
selection committee your direction and intent will probably be scored
higher.
8. When you say that the $300,000.00 budget includes production, what do you mean?
The $300,000 is to be allocated however applicants see fit. The budget
worksheet should be used to give clear indication of allocations.
9. Who will be funding the implementation of the project?
This will mostly likely be funded by the public sector, but if we do it right, the
private sector will also want to buy into the unifying theme. The city of Miami is
currently considering a general obligation bond measure which might set aside
$25 million for Baywalk.
10. Is Miami DDA expecting initial design proposals, or finished construction documents in
the RFP?
Miami DDA is asking for concepts and initial design proposals. The selected
applicant will be responsible for producing construction documents for a
segment of the Baywalk subsequent to the RFP process.
11. Should cost estimates consider implementation costs, or just specs on materials?
Cost estimates should not consider implementation costs. Its more a
consideration of if there are materials what might those materials cost and if
there is a per unit estimate.
12. Will proposals be impacted by public engagement subsequent to the RFP process?
Yes. Public engagement subsequent to the RFP process will likely modify
proposed designs.
13. What information from the RFP process will and will not be exempt from public record?
(TBA) awaiting formal response from City Attorneys office.
14. Section 2.1 mentions the need to have legal expertise on the team. What is the extent
of legal expertise expected from applicants?
Applicants are not expected to hire attorneys. Applicants should demonstrate a
thorough understanding of city codes and zoning regulations, such as Miami 21.
15. Section 2.1 also mentions an understanding of livable transportation and strategic
advisory. What does that mean?
Miami Baywalk is a promenade. Proposals should encourage active
transportation, including walking and biking. Furthermore, proposals should
consider Baywalks place within the context of strategic planning in Miami.
16. Should applicants consider how to build the gaps in the Baywalk in their proposals?
No. Applicants should focus on creating a design element, or a palette of
elements, that will create a unified brand and identity for Miami Baywalk.
17. What are the economics expectations requested?
This is a public infrastructure project, and applicants should demonstrate a
thorough knowledge of what that entails.
