RULES OF LCF ASIA PACIFIC INTERNATIONAL MOOT COURT

COMPETITION 2017

Chapter 1 GENERAL RULES

1. About the competition

LCF Asia Pacific moot court competition is a moot court competition that is hosted by

Little Circle Foundation. This competition will provide law students and facilitate

someone who on their first time in moot court to pretend themselves plead before the

International Court of Justice.

2. Official language of the competition

The official language of LCF Asia Pacific moot court competition is English.

3. Structure of the competition

LCF Asia Pacific moot court competition is consisted of preliminary round, semi-final

round and final round.

4. The venue of the competition

LCF Asia Pacific moot court competition will be held in Bali.

5. Committee of the competition

LCF Asia Pacific moot court competition committee consist of law students around

Indonesia, who register themselves as a volunteer.

Chapter 2 MOOT PROBLEM AND CLARIFICATION

1. The language of the Moot Problem

The moot problem is written in English.

2. Clarification
Only clarification with material significance in the context of the mooting problem may

be requested. Accordingly, request for clarification must include a brief explanation of

the expected material significance.

Chapter 3 REGISTRATION

1. Registration of team

Every team must complete its registration form prior to the competition. The deadline

for the registration shall be announced separately.

2. Registration of oralists and researcher

Every team must register up to 4 oralists and 1 researcher on the registration form.

3. Registration of observer

Every team may register up to 3 observers.

Chapter 4 TEAM

1. Team Eligibility

All undergraduate law student in residence and academic good standing at university

or educational institution in Asia Pacific related to international law is eligible to

participate in the competition and intend to compete as behalf of an eligible institution

in which the participants are enrolled as a student.

2. Participants

Each institution may register only one team regarding the number capacity of the

participants.

3. Composition of team

A team consists of 5 people, which are 4 oralists and 1 researcher.


4. Captains.

Each team must designate one (1) of its members as the Team Captain. The Team

Captain must give the Chairs a phone number and e-mail address where he or she may

be reached. The Chairs will accept communications or questions only from the Team

Captain.

5. Replacing team member

No team member may be replaced after the teams memorial has been written or

substantially written, except with the express written consent of the Competition

Committee, which will requires a showing of good cause.

6. Team Number

After the registration of teams is completed, each team shall be assigned a team number.

CHAPTER 5 MEMORIAL

1. Memorial Submission

A. Each team must submit both Applicant and Respondent memorial to the

Committee in lcfmootcourt@gmail.com

A team that submits a Memorial one day after the deadline shall be penalized 12 points;

a team submitting a Memorial two days after the deadline shall be penalized 24 points,

and a team that submits a Memorial three days after the deadline shall be disqualified

from the competition.

B. The memorial should be sent as an email attachment in Word format.

2. Format of memorial
A. The memorial should be typed black and white in Microsoft word, in A4 paper

B. The memorial should be typed in English

C. The memorial should be typed with the font size 12 Times New Roman and

double space, except the footnote for single space

D. The margins of the memorial should be 1 inch or 2.6 cm

E. Citations must be in the body of the text or in footnotes (not end notes) and

using a proper legal citation standard.

F. There must be nothing in the Memorial that identifies or describes the university

or team members that submit it, even by implication.

3. Composition of memorial

A. Cover Page;

B. Table of Contents;

C. Statement of Facts;

D. Summary of Pleadings;

E. Pleadings; and

F. Conclusion/Prayer for Relief.

4. Cover page

A. A statement indicating clearly that what follows is the Memorial for LCF Asia

Pacific International Moot Court Competition 2017

B. The assigned team number, A for Applicant or R for Respondent. For

example, if you are assigned team number 2605 and wrote for the Applicant, the file

name should be 2605A.doc or 2605A.docx


5. Length of words

A. The Statement of Facts section must no longer than 700 words

B. The Summary of Pleadings section must be no longer than 700 words.

C. Pleadings section, must be no longer than 6000 words, including titles and

subtitles, citations, footnotes, endnotes, sources, etc.

In the event that any team submits a memorial of a length exceeding 6000 words, the

Administrator shall deduct marks from that teams memorial score according to the

following scale:

i. 1-100 words in excess deduction of 5 marks;

ii. 101-200 words in excess deduction of 10 marks;

iii. 201-400 words in excess deduction of 20 marks; and

iv. Over 400 words in excess deduction of 30 marks.

D. In principle, a penalty of 2 points shall be assessed for other violations.

CHAPTER 6 ORAL ROUND PROCEDURES

1. Order of oral pleading

The order of the Oral Pleadings at the competition shall be as follows: main pleading

of the Applicant, main pleading of the Respondent, rebuttal by the Applicant and finally

sur-rebuttal by the Respondent.

2. Length of time

Each Oral Round of each competition consists of 90 minutes of oral pleadings. Each

side will be allocated thirty-five (45) minutes for oral argument including time for

rebuttal or surrebuttal.

3. Oralists

At each Court, two oralists from each team must make Oral Pleading.
4. Prohibition of Communication during Oral Pleading

When not pleading in Court, oralists are not allowed to communicate with anyone in

any manner, except for written communication with their co-oralists sitting at the same

table.

5. Judges Discretion

Oralists may not raise objections to decisions of the Judges except for clear violations

of the rules.

6. Penalties for Violations during Oral Pleadings:

A. Penalty for any violation at the discretion of the Judges is maximum 10 points,

depending on the degree of the violation.

B. If a team finds that the opposing team has committed a violation, it may make

an oral allegation with the Judges to that effect. This must be done after the

pleadings and before Judges leave the Court.

CHAPTER 7 PROCEDURE OF COMPETITION

1. Preliminary Rounds

A. 20 team of highest memorial score shall proceed to the Preliminary Rounds

B. Two preliminary rounds will be held

C. Each team will argue in preliminary round for both side (applicant and respondent)

D. Each team will be scored on a combination of its average memorial score and

average oral score).

E. Each teams score will be compared to its opponents score in that round.

F. The ranking of the teams, or bracket, stays the same after the conclusion of the

Preliminary Rounds.
2. Semifinal Rounds

A. The four highest-ranking teams will advance to the Semifinal Rounds.

B. Each team will be scored on a combination of its average memorial score and

average oral score (one-third memorial and two-thirds oral).

C. The highest-ranking team will argue against the lowest-ranking team. The

higher-ranked team will choose which side to represent.

D. In the event of a tie, the team winning the highest percentage of raw point will

advance.

E. The two highest-ranking teams will advance to the Final Round, based on

memorial scores and oral scores earned during the Semifinal Round.

3. Final Rounds

A. The top two highest-ranking teams will meet in the Final Round. The higher

ranked team will choose which side to represent.

B. The winner of the Final Round will be determined solely on the basis of oral

presentation in the Final Round. The judges will caucus to determine the winning team

and the best oralist in the Final Round.

C. The winner of the Final Round will be designated the Competition Champion.

CHAPTER 8 SCORING AND AWARDS

1. Scores and Comments

A. Scores and comments for the Memorial and Oral Pleadings will be announced

by e-mail by the Organizing Committee, after the competition.

B. Each memorial scores shall be assessed by two judges. The maximum score for

each memorial shall be 100. The score for each memorial shall be the average of the
scores out of 100 awarded by the two judges assessing their memorial score.

C. The score of oral presentations shall be assessed by three (3) judges in each oral

hearing of the preliminary, semi-final, and final rounds. In the event that one of the

three (3) judges cannot be present, the oral presentations score may be assessed by two

(2) judges. In preliminary round, the maximum score for each counsel shall be 200 and

the maximum score for each teams oral presentations shall be 400.

2. Award

1. Participation Certificate

Every participant will be given a participation certificate after the competition

2. Award for championship and runner-up

Awards will be given to the Winner and Runner-Up Teams in the Final Round.

3. Spirit of Mooting award

This award will choose randomly by the committee based on the spirit of a team in the

competition

4. Best memorial award

The three teams with the best Memorial Scores will receive the Best Memorial Award.

5. Best oralist award.

The Best Oralist Award will be given to the top three oralists. The best Individual Oral

Score will be taken as his/her score, if the oralist made more than one pleading.

CHAPTER 9 FINAL PROVISION

1. Dispute about Texts

In case a dispute about texts of the Official Rules arises, a decision as to how the Rules

should be interpreted will be made by the Organizing Committee.


2. Detailed Regulations

The Organizing Committee may add detailed regulations if they are deemed necessary.

3. Entry into force

This provision is entry into force on 22 June 2017.
