ELECTRICAL PIPES AND CABLE TRAYS WITH ACCESSORIES/FITTINGS AROUND
PLANT AREA 1X135MW SLTEC CFB POWER PLANT PROJECT PHASE-1

1.0 GENERAL

1.1 Location and Brief Description of the Project

The project referred to in this Terms of Reference (TOR) is situated in Barangay


Puting Bato, Calaca, Batangas, approximately 110 kilometers from the City of
Manila. The project title is 1 X 135 MW CFB Power Plant Project Phase 1. The
Owner is South Luzon Thermal Energy Corporation (SLTEC); the Engineering,
Procurement and Construction (EPC) contractor is D.M. Consunji, Inc. (DMCI); and
the Engineering and Procurement (EP) Sub-contractor is China National Technical
Import & Export Corporation (CNTIC). DMCI is also responsible for the
Construction (C) portion.

1.2 Works to be Done

The scope of work described in this TOR primarily cover the Electrical works
Underground and Overhead installation of electrical pipes and cable trays with
accessories/fittings around plant area as identified in Sub-Clause 4.2.

However, the installation Subcontractor will be required to include in his scope the
following items of works:

(1) Site storage assistance of equipment and materials, hauling from


warehouse to work area and related works
(2) Fabrication of supports not included in CNTICs scope
(3) Equipment and structures defects elimination, de-rusting, painting and
related works
(4) Preparation of shop drawings, coordinated services drawings (CSD), As-
built drawings and other erection & installation drawings/documents that
DMCI may so require.

1.3 Preparation of Bid Proposal

(1) Conditions Affecting the Works

Bidders must visit the site in accordance with the provisions of Sub-Clause
1.3(3) and take such other steps as may be necessary to ascertain the
nature and location of the works, and the general and local conditions
which may affect the works or the cost thereof. Failure to do so will not
relieve the bidders from responsibility for estimating properly the cost of
successfully performing the works. DMCI will assume no responsibility for
any misunderstanding or representations concerning conditions made by
any of its personnel prior to the execution of the contract.

(2) Pre-bid Conference


Pre-bid conference will be held at the place and time to be designated by
DMCI.

(3) Site Inspection


The Bidder is required to visit the location of the project and make his own
estimate of the facilities needed and those available including
familiarization with local conditions, availability of labor, transportation
facilities, uncertainties of weather, and other contingencies. DMCI will
extend reasonable assistance and cooperation in showing the proposed
site.

(4) Local Labor and Materials


The Bidder shall maximize utilization of all available materials supplied by
DMCI, Philippine nationals for labor, skilled workers and supervisory
services. Preference in the hiring of local labor shall be given to residents
within the immediate vicinity of the project site.

1.4 Language

The official language to be used shall be English. The bid proposal, contract
documents, reports, manuals, communication, correspondence between the
parties, order and work instructions and all safety notices shall be written in
English.

1.5 Work on Sundays, Holidays and Nights

Work at site on Sundays, official holidays, and at nights shall be governed by


pertinent laws and regulations of the Philippines. DMCI will secure a permit when
necessary and requested so by the Subcontractor for overtime work and work on
Saturdays, Sundays, holidays, and nights for its own personnel and those of the
Subcontractor.

1.6 Lights and Barriers

The Subcontractor shall put up and maintain at the site such danger lights and
barriers as will effectively prevent accident in consequence of this works. If work
is done at night, the Subcontractor shall maintain from sunset to sunrise such
adequate flood lighting as DMCI may deem necessary for the safety of the
construction forces and for the proper observance and inspection of the
construction and erection activities.

2.0 SUBCONTRACTOR QUALIFICATION

2.1 The bidder (subcontractor) shall provide evidence of satisfactory


experience/proven track record regarding electrical works for same/above plant
capacity of 135 MW. (Can company involved in Industrial project join???)

2.2 The bidder shall submit company profile reflecting financial stability, organization
and updated manpower complement, equipment and appropriate accreditation
registered to do electrical work within the range of this projects MW capacity.

2.3 The bidder shall submit certified true copy of the 6G certification of its welders
prior to submission of final bid upon advice of DMCI. Before starting
erection/installation activities, tests will be carried out at site for the qualification
of the welding procedures and of the welders in accordance with the
latest edition of the ASME Boiler and Pressure Vessel Code or equivalent
standards.

2.4 The bidder shall provide insurance to its workers and shall provide temporary
facilities requirements such as office equipment, board and lodging for its
workers and needed computer and technology software as needed for this
project. Area for temporary facilities will provided by DMCI.

2.5 The Subcontractor shall have an effective quality, safety and environment
management system; must be ISO 9001, ISO 14001 and OSHA 18001 certified
and that the certifications are within their respective validity periods.

2.6 The Subcontractor shall have an established Quality Assurance Program subject to
DMCI approval. Subcontractors key personnel shall have the relevant
qualifications for project management to ensure that quality system is carried out
effectively during the entire duration of the contract.

2.7 The Subcontractor shall have an established Health, Safety and Environment (HSE)
Management System subject to DMCI approval. Subcontractors personnel

responsible for HSE aspects shall have relevant qualifications to ensure that HSE
Management System is carried out effectively during the entire duration of the
contract.

2.8 The Subcontractor shall provide methodology statement for Electrical Works -
Installation of Electrical Pipes and Cable Trays with accessories/fittings at
Underground/Overhead around plant area or as directed by DMCI.

2.9 The Subcontractor shall provide sequence of work and program coordinated with
critical path.

3.0 RESPONSIBILITIES OF SUBCONTRACTOR

3.1 The Subcontractor shall be responsible for his organization and execution of the
works under the contract and the works shall be turned over to DMCI in
satisfactory and acceptable condition on the date stipulated on the contract.

3.2 From the commencement of works until the date the works are finally accepted
by DMCI as stipulated in the contract, the Subcontractor shall be fully responsible
for the care of the works and for the care of all materials and equipment supplied
by DMCI and CNTIC including all temporary works. Should any damage, loss or
injury happen to the works, materials or equipment or to any part thereof from
any cause whatsoever other than force majeure or other circumstances beyond
the control of concerned parties, the Subcontractor shall at his own cost repair (or
replace as deemed appropriate) and make good the damage or loss so that at
completion, the works shall be in good order and condition and in conformity with
the requirements of the contract. In case of material or equipment replacement,
the Subcontractor shall provide guarantee the same with the guarantee originally
provided thereto.

3.3 The Subcontractor shall be responsible for his employees strict observance of the
laws of the Philippines relevant to the execution of the contract. He shall conduct
the works with due regard to safety against accidents to all project personnel. He
shall provide such machinery guards, safe walkways, ladders, bridges and other
safety devices as may be required by DMCI as requisite to the prevention of
accidents.

3.4 The Subcontractor shall keep all camps and the site of works in sanitary condition
in accordance with the laws of the Philippines and as directed by DMCI.

3.5 The Subcontractor shall employ only competent, skilled men to do the works, and
whenever DMCI formally informed the Subcontractor that any man, including
supervising personnel on the works is, in his opinion, incompetent, unfaithful,
subversive or disorderly, such man shall be discharged from the works and not be
rehired on this project.

3.6 The above principal feature of the work does not in any way limit the
responsibilities of the Subcontractor to general description of scope of work
but has to perform all works fully in compliance with the drawings, specification
and other related contract documents.

3.7 The Subcontractor shall be held responsible for the proper coordination of his
work in accordance with established and approved project schedule, programs
and priorities.

3.8 The Subcontractor shall provide all necessary shop drawings, CSDs, as-built
drawings and other drawings/documents as may be required by DMCI under the
contract.

3.9 The Subcontractor shall be responsible for the works specified in Section 4.2 in
the erection and installation quality standards and shall ensure that its works
meet the relevant requirements specified in such quality acceptance standards.

3.10 The Subcontractor shall bear full responsibility for the completeness, stability and
safety of all on-site operations, all construction methods and all engineering
notwithstanding whether DMCI have approved or agreed such construction
documents and/or other items provided by the Subcontractor.

4.0 EXTENT OF THE CONTRACT

4.1 Preliminaries

The bidder shall include in the proposal the following requirements as


preliminaries:

(1) Mobilization and demobilization

(2) Standard tools and equipment for installation (other than heavy lifts)

(3) Domestic working visas, if applicable

(4) Physical and medical examination of all workers

(5) Required uniforms and proper PPEs (Is there a color code or minimum
requirement)What is the required uniform???

(6) Travel expenses borne by the workers in going in and out of the site

(7) Office supplies, consumables and expenses

(8) Medical doctor at site for own workers (is this required really)???

(9) Food allowances of all workers

(10) All safety paraphernalias, labor insurance, government insurance (as


applicable) and personal accident insurance of all workers

(11) Vehicle for workers and vehicle insurance

(12) Project supervision

(13) Value Added Tax (as applicable)

4.2 Works Included

The scope of work covered as detailed in this clause, shall include the assistance
during transportation and storage at site, handling from site warehouse/lay down
area to work area, material and equipment protection, fabrication, erection,
construction, painting, testing, commissioning, shop drawings, as-built drawings,
provision of services and workmanship warranty of the following:

4.2.1 Electrical Works Installation of Underground Electrical Pipes and Cable

(b) Underground cables in uPVC ducts


1. Cables shall be installed in ducts where there is hard standing or vehicular passage. Provide
concrete encased ducts while crossing vehicular passage
2. Cable duct size shall be as specified in the Drawings, to BS 3506 Class B or BS 4660
3. Run cables at least 300 mm clear of other services, whether the latter run parallel or
transversely to cable trench. use pulling compound, or lubricant to avoid excessive stress on
the cable, if required
4. Run cables below intersecting piped services, unless the cable would be at a depth
exceeding 2 m, in which case seek instructions
5. Ducts shall not be filled with cables to more than 40 % of their capacity
6. Nylon draw cords shall always be left in ducts

7. Cable duct pits shall be provided at each change in direction and in any case at distances
not exceeding 30 m
8. Ducts shall be suitably sealed with polyurethane foam or
proprietary cable sealing arrangements if specified
9. Empty ducts shall be plugged with removable plugs
10. Ducts shall have a minimum diameter of 100 mm.

PS 10/10.12 CABLE TRENCH WORK


(a) The contractor shall carry out the excavation and backfilling of cable
trench work.
(b) The contractor shall supply and lay the sand bedding, cables, sand
blinding, cable cover tiles and marking tape. He shall also supply and
lay cable route marker posts after the backfilling and compaction, has
been carried out.
(c) The sanding and laying of all cables shall satisfy the following
requirements:
1. Cable depths shall be assessed from the finished ground level
unless otherwise directed by the Engineer.
2. L.V. cables shall be laid at a depth of 0.6 meter.
3. Cables of different voltage rating may be run in the same trench
but should be staggered. However where necessary to pass
through ductwork, cables shall be laid vertically above each other
with the H.V. cables at the lowest level with good sand blinding
forming the sand bedding for the L.V. cables.
4. Before laying in cables the contractor shall inspect the trench work
to ensure that the trench bottom is of a smooth and firm contour
and free from all sharp materials or obstructions.
5. Before the cables are laid, the trench shall be partly filled with
pebbles-free sand to a depth of 100 mm. Another 100 mm deep
layer of sand shall be filled after laying the cables. At road
crossings and other places where cables enter pipe sleeves,
adequate sand bed shall be provided so that the cables do not
slack or suffer damage from pipe ends after back filling.
6. Cables shall be laid with adequate separation and shall be
snaked to avoid tension during backfilling operations and
subsequent settlement.
7. Before sanding and backfilling, all laid cables shall be inspected by
the Engineer, and a further inspection following sanding and tiling,
shall be made by the Engineer before backfilling.
8. After sanding, cable cover tiles shall be placed in position to
overlap the cables by a minimum of 50 mm either side of the
cables.
9. The contractor shall carry out backfilling and shall ensure that
cable cover tiles are undisturbed and that large rocks, stones and
the like are eliminated from backfill spoil.
10. After backfilling the contractor shall reinstate to finished ground

level. The contractor shall lay in position the necessary cable route
markers at a maximum of 10 meters apart and at any change in
direction.
(d) The contractor shall provide cable route markers to the approval of the
Engineer and engraved Electricity Cables, or other suitable legend,
with the appropriate voltage.
(3) Electrical Duct Layout

4.2.2 Electrical Works Installation of Overhead Cable Trays and Electrical Pipes
with Fittings/Accessories around plant area

Cable works
The complete cable tray and support system shall be of one manufacturer and
shall include factory made trays, tray fittings, support brackets, hangers etc.
Flange depth for the trays shall be minimum 50mm. Rung spacing for Ladder type
trays shall be maximum 300mm.

EXECUTION - INSTALLATION
(a) Drilling, machining or cutting shall not be carried out after application of
protective coat, unless previously agreed by the Engineer. If cutting or drilling is
necessary, edges shall be cleaned up and painted with zinc based paint before
erection.
(b) Installation of vertical runs of tray along the line of vertical expansion joints in
structure of the facility shall not be allowed.
(c) Cables shall be fixed to the trays by means of PVC covered saddles or straps
secured with brass or cadmium plated bolts, nuts and washers.
(d) 20% spare capacity shall be maintained once all cables have been installed on
trays. Double banking of cables shall not be permitted. Space between adjacent
cables shall be not less than the radius of the larger cable.
(e) Trays shall not be smaller than the minimum size stated on the Drawings or
specified later and shall be so sized. If not specified, the Contractor shall calculate
the size of the tray and submit to the Engineer for approval. The Contractor shall
check that the minimum size as specified is large enough for his requirements and
provide 20% spare capacity for future use.

ERECTION
(a) Cable trays arranged one above the other shall have spacing in relation to their
width not exceeding a ratio of 1:2 with a minimum distance of 150mm.

(b) Supports:
1. Install fixings and supports.
i. At 3 metre centres or as shown on drawings
ii. 150mm from bends, tees, intersections and risers
iii. As close as practicable to joints
iv. Each side of expansion joints.
2. Supports shall be selected from the following types, to suit the site
conditions:
i. M12 steel threaded drop rods fixed to ceilings complete with GI
channels or brackets
ii. Wall support brackets
iii. Cantilever arms
iv. Steel channels.
(c) The cable trays shall be fixed in accordance with site conditions and
manufacturers recommendations.
(d) Join cable tray and accessories with hardware per manufacturers
recommendations.
(e) Avoid mid-span joints.
(f) The Contractor shall submit, as required, all calculations relating to tray work
and tray supports, demonstrating acceptable mechanical stresses and sag.
(g) Cable trays installed on roofs shall be supported using GI brackets or concrete
blocks. Removable cable tray cover shall be fitted.
(h) Access shall be available at all times to remove or replace cables with a
minimum of 400mm between trays and physical obstructions, A/C ductwork etc.
(i) Provide adequate ventilation while tray installation is in progress.

EARTHING
(a) Cable trays and accessories shall be electrically and mechanically continuous
throughout their length.
(b) The entire cable tray system shall be bonded and 12mm x 2.5mm tinned
copper links shall be bolted across each joint in the system by means of bronze
nut and bolts, complete with flat and spring washers.
(c) All cable trays shall be provided with earth continuity copper tape along the
whole route of cable trays which shall be bonded to the main earthing system.
The earth continuity copper tape shall be fixed on cable tray by means of PVC
covered saddles or by other means approved by DMCI.

4.2.5 In addition, the following scope generally applies to the BTG erection and
installation works to be carried out by the Subcontractor:

(1) All works not specifically mentioned above but are related to installation
of the complete electrical works shall be carried out by the Subcontractor

in accordance with the construction drawings and manufacturers
drawings provided by DMCI.

(2) As instructed by DMCI, implement general defects elimination on installed


materials such as rust removal, painting repairs/correction, and cleaning of
matched screws, shim plates, drills and matched bearing shields, etc.

(3) Provide the required equipment, tools and instruments necessary for
erection, installation and acceptance.

(4) Supply of temporary test facilities and materials necessary for all on-site
erection and installation works until acceptance, as well as the facilities
and materials installation, operation, maintenance and removal.

(5) Implementation of erection and installation works arising from design


changes.

(6) Record all erection and installation work processes and ensure the
accuracy and correctness of these records, so as to ensure traceability.

4.3 Works Excluded

4.4 Related Works

The following related works are to be considered as reference, guide and


reminders that whatever procedures to be executed shall be planned with respect
to these works:

(a) Noise and vibration control

5.0 DRAWINGS, DOCUMENTS AND DATA

5.1 The Subcontractor shall prepare and submit to DMCI for approval or reference the
group of drawings and technical data/documents including but not limited to the
following:

(a) Codes and Standards which shall govern the Subcontractors scope of
works under the contract

(b) Quality Assurance Program and Procedure Manual to be used in the


project implementation

(c) Working Plan which shall include the Subcontractors organization,
working system, construction methods, overall project schedule, list of
equipment and instruments to be used, etc.

(d) Reports and test results shall be submitted upon the completion of the
tests carried out in accordance with the approved procedures and
specifications issued by the OEM, EP Subcontractor and DMCI.

5.2 The Subcontractor shall submit shop drawings, CSDs, and as-built drawings,
including fabrication, assembly and installation methodology and progress reports
in accordance with the requirements specified by DMCI.

5.4 If electrical materials to be installed differs in arrangement or orientation from


that shown on drawings provided by DMCI, Subcontractor shall initiate and
submit drawings reflecting the proposed rearrangement of the said associated
materials. Approval will be given only if all the required arrangement of the
materials and associated systems, including accessibility, are in accordance with
the latest project approved design drawings and specifications.

5.5 Prior to submitting shop drawings for approval, the Subcontractor shall certify in
writing that all approving authorities of major items of equipment have each
reviewed the drawings and specifications, and have jointly coordinated and
properly integrated their equipment and controls to provide a complete and
efficient installation.

5.6 Submittals and shop drawings for interdependent items, containing applicable
descriptive information, shall be furnished together and complete for each of the
"Submittals. Coordinate and properly integrate materials and equipment in each
submittal to provide a completely compatible and efficient installation. Final
review and approvals will be made only by submittals.

5.7 As may be required by DMCI, the Subcontractor may submit samples of additional
material to complete the work.

5.8 The Subcontractor shall submit complete consolidated and coordinated layout
drawings for all systems. The drawings shall include plan views, elevations and
sections of all systems and shall be on a scale of not less than 1:32 (3/8-inch equal
to one foot). Clearly identify and dimension the proposed locations of the
principal items of equipment. The drawings shall clearly show the proposed
location and adequate clearance for all equipment, piping, pumps, valves and
other items. Show the access means for all items requiring access for operations
and maintenance. Do not install equipment, piping or cabling/wiring until layout
drawings have been approved.

5.9 The Subcontractor shall provide and keep an up-to-date As-Built drawings of
structures constructed and all equipment and accessories erected or installed.
These drawings shall show all changes and revisions from the latest approved
drawings and specifications, including the exact as-built locations, sizes, and
kinds of equipment and accessories, miscellaneous metal works, embedded
piping and electrical systems and other concealed items of work.
These drawings shall be kept in the Subcontractors field office but shall be made
available at all times for review of DMCI. At the end of every work, all entries,
changes or revisions made in the drawings shall be checked and approved by
DMCI.

6.0 QUALITY ASSURANCE REQUIREMENTS

6.1 The Subcontractor shall develop and implement a Quality Assurance Program
(QAP) in relation to the work within his scope of responsibility. The QAP shall be
submitted to DMCI for approval and shall encompass the erection, installation,
fabrication, tests and commissioning of the plant.

6.2 The installation works shall be safe, reliable, efficient, durable, easily and safely
operable and maintainable, easily and safely accessible, and in compliance with
applicable codes as specified. The Subcontractor organization and its personnel
shall be experienced and qualified specialists in high pressure steam power plant
construction.

6.3 Product Quality

(a) Each item furnished shall be the works of a subcontractor who regularly
and currently produces the item specified in Section 8.

(b) The experience, reference project of subcontractor shall have been in


satisfactory and efficient operation on at least three installations for
approximately three years.

(c) All works accomplished shall be free from defects that would adversely
affect the performance, maintainability and appearance of individual
components and overall assembly.

(d) All works shall conform to the codes and standards as required by the
specifications. The same shall conform to local codes as required by local
authorities. DMCI shall be consulted in case of deviations between local
codes and international codes.

6.4 Quality of Erection and Installation Works

(a) The Subcontractor shall apply, erect and install all items in accordance with
manufacturer's written instructions or approved methodology concurred
by all parties concerned. Refer conflicts between the manufacturer's
instructions and the contract drawings and specifications to DMCI for
resolution. Provide written hard copies or computer files of
subcontractors installation instructions to DMCI at least two weeks prior
to commencing installation of any item.

(b) All items that require access, such as for operating, cleaning, servicing,
maintenance, and calibration, shall be easily and safely accessible by
persons standing at floor level, or standing on permanent platforms,
without the use of portable ladders. Examples of these items include, but
are not limited to: all types of valves, filters and strainers, transmitters,
control devices. Prior to commencing installation work, refer conflicts
between this requirement and contract drawings to DMCI for resolution.

(c) Provide complete layout drawings required in Sub-sec. 5.10 above. No


construction, erection and/or installation work on any system can
commence until such time that the layout drawings have been approved
by DMCI.

6.5 Testing, Inspection and Examination

Inspection by subcontractor shall be performed on all structures erected and


equipment installed for compliance with the drawings, specifications and
manufacturers instructions. This inspection shall include verification of the
following items:

(a) Leveling and alignment of installed cable trays and electrical pipes

(b) Tightness of connections

(c) Proper grounding

(d) Physical integrity of the erection and installation

(e) Proper identification and tagging/labeling of equipment, piping,


instruments, valves, cables, etc.

6.6 Identify key links in installation operation quality control and provide quality
assurance and quality control measures

7.0 HANDLING, STORAGE AND PROTECTION

7.1 Handling

(a) Receiving, unloading, hauling, storage, removal from storage, uncrating


and handling of equipment and materials shall be performed in
accordance with reference specifications and manufacturers instruction.

(b) The Subcontractor shall thoroughly check and list all materials received from
DMCI. Materials shall be checked to ensure that it is free of all damage,
moisture and condensation. Should these conditions exist, Subcontractor
shall take corrective action.

(c) A packing list giving the contents of each crate, box or container is attached
to each crate, box or container with sufficient description so that materials
can be easily identified. The Subcontractor shall thoroughly check the
contents of each box, crate, or container against the packing list and shall
submit to the DMCI an itemized list of all items showing any damaged or
missing parts of equipment, if any.

(d) Subcontractor shall follow the material specifications and Manufacturers


instructions for any special receiving or unloading requirements provided by
CNTIC.

7.2 Storage

(a) Cable trays shall be shipped prepared by manufacturer for one year of field
storage. Subcontractor shall check these provisions upon receipt. If found to
be incomplete, Subcontractor shall restore these provisions as required.
(b) The Subcontractor shall store, protect and maintain materials after receipt
until the completed installation is accepted by the DMCI. Such storage and
maintenance shall be in strict compliance with Manufacturers
recommendations and the requirements of reference specifications.
(c) The Subcontractor shall be responsible for any damage and deterioration of
materials or equipment resulting from improper storage, maintenance and
handling and he shall, at his expense and subject to DMCIs approval,
recondition, repair or replace to the satisfaction of DMCI, all materials and
equipment so damaged or deteriorated. All proposed methods of
reconditioning or repair shall be submitted to and approved by the Owner
prior to commencing reconditioning or repair work. The Subcontractor
assumes all risks for reconditioning or repair work performed without
approval by the Owner.

7.3 Protection

(a) Material withdrawal from DMCI warehouse/lay down area shall be the
responsibility of the Subcontractor in accordance with DMCIs approved
project procedure.

(b) Materials withdrawn from the warehouse on hauled to the job site shall
remain in the custody of the Subcontractor until DMCIs final acceptance.
The Subcontractor shall be responsible for the protection of such material
against any damage or pilferage.

(c) All openings and exposed components shall be provided with protection to
prevent damage, corrosion and entrance of foreign matter during
withdrawal.
(d) To protect galvanized and finished surfaces during material handling, slings
or other devices in contact with the surfaces shall have adequate backing of
soft material, other than resinous wood, to prevent damage.
(e) Protect interiors of new equipment and piping systems against entry of
foreign matter. Clean both inside and outside before painting or placing
equipment in operation.
(f) Rusting, deterioration, damage and loss of materials provided by DMCI
shall be the responsibility of Subcontractor after unpacking acceptance
upon being received and handover procedures are completed.
(g) As for the stocked-out devices, the Subcontractor shall return the original
device to DMCI if the device is cancelled or replaced because of design or
other reasons, or DMCI will deduct the amount equal to the original cost
of the item from contract billing paid to the Subcontractor (if the device
has been installed, removal & installation of original device and secondary
installation of new device are the responsibility of Subcontractor).

(h) DMCI may claim damages against the Subcontractor if any defects or
other quality problems are found before and during using of the
equipment and/or material. If the Subcontractor recognizes that this is
caused by quality of the material itself, DMCI may claim damages against
relevant responsible party after the Subcontractor produced evidences to
prove within one month (calculate from the date when the problem is
found) and confirmed by relevant responsible parties; if the Subcontractor
fails to produce evidences to prove within one month, DMCI shall be
entitled to deduct retention money of the Subcontractor and reserve the
right to recover compensation; if the Subcontractor produces evidences to

prove this is caused by responsibilities of other parties after the event,
DMCI will transfer the responsible party claim right to the Subcontractor,
but the period for retention is limited to one year (calculating from the
date when the problem is found).

7.4 Cleanliness

(a) Exercise care in storage and handling of materials to be incorporated in the


work. Remove debris arising from cutting, threading and welding of
piping.

(b) Piping systems shall be flushed, blown or pigged as necessary to deliver


clean systems.

(c) Subcontractor shall be fully responsible for all costs, damage, and delay
arising from failure to provide clean systems.

(d) Before assembly or erection, materials shall be thoroughly cleaned of all


protective coatings and foreign materials. At time of completion of the
installation, the materials shall be clean inside and outside.

(e) All waste such as metal chips or filings, welding stubs, dirt, rags, debris, and
any other foreign material shall be removed from the interior of each
component. All rust, oil, grease, chalk, crayon, or paint marks, and other
deleterious material shall be removed from all interior and exterior surfaces.

8.0 APPLICABLE STANDARDS

8.1 Products provided by CNTIC shall be manufactured according to relevant Chinese


standards and other products shall be determined by mutual negotiation of two
parties according to on-site requirements.

8.2 Products provided by CNTIC or building installation of engineering projects


designed by CNTIC shall be carried out according to relevant Chinese standards
and other items shall be determined by mutual negotiation of two parties
according to on-site requirements.

8.3 The publications/standards listed below form a part of this specification to the
extent referenced.

(a) Technical code for designing fossil fuel power plants DL5000-2000

(b) Technical rule for designing auxiliary power system of fossil fuel power
plant DL/T5153-2002

(c) Technical code for design of electrical secondary wiring in fossil fuel power
plants and substations DL/T5136-2001

9.0 SAFETY, TOOLS AND LIFTS

9.1 Safety

(a) Always ensure correct PPEs of each worker for every start of every work at
all times.

(b) Provide guards on all shafts and couplings and all V-belt and sheave
assemblies to prevent damage to equipment and injury to personnel.

(c) Before doing any hot works, the Subcontractor shall secure Hot Works
Permit to the safety officer in charge.

(d) The Subcontractor shall always have a list/attendance of its working


personnel every day and shall be submitted to the admin and safety
officer.

(e) DMCI shall have the right to terminate worker of sub-contractor if found
not abiding safety rules and regulations.

(f) The Subcontractor shall be responsible for management of radiation


sources within its scope of work, preparation of relevant management
procedures and compliance of relevant laws and regulations.

(g) The Subcontractor shall be responsible for operation safety training of


staffs and be responsible to take relevant measures to protect its
employees and employers from being injured by the operation.

(h) The Subcontractor shall identify hazard sources (JHA) during operations,
form hazard sources identification list, propose corresponding control
measures and carry out operation safety analysis (JSA).

(i) The Subcontractor shall establish HSE management system for the project,
including but not limited to HSE management organization chart, staffing,

main operation safety procedures, civilized construction, firefighting,
emergency management, communication & coordination, HSE parameter
statistics and HSE supervision & inspection.

9.2 Tools

(a) Provide tools such as welding machines, cutting outfits, grinding disk,
cutting disk, ordinary tools, lifting hoist and chain (other than special
tools), that are readily available commercially, that are necessary for
equipment fabrication, assembly, adjustment, or construction. The sub-
contractor is required to have its own sets of tools and ordinary lifting
equipment in every scope of works.

9.3 Lifting Attachments

(a) Provide equipment with suitable lifting attachments to enable equipment


to be lifted in its normal position. Lifting attachments shall withstand any
handling conditions that might be encountered, without bending or
distortion of shape, such as rapid lowering and braking of load.

10.0 WORK EXECUTION

12.1 Arrangement and Installation of Cable Trays and Electrical Ducts

(a) Coordination: Coordinate the arrangement of Cable trays on trench and


electrical ducts of the plant are to be installed, access provisions, and work
of all trades. Prepare all electrical services layout including cable trays on
trench and electrical ducts coordinate proper lotocation and personnel
access of all facilities. Review For Construction Drawing as issued. Any
deviation of FCD against site conditions shall be properly coordinated to
DMCI.

(b) Operating Personnel Access and Observation Provisions: Select and


arrange all equipment and systems to provide clear view and easy access,
without use of portable ladders, for maintenance and operation of all
devices including, but not limited to: all equipment items, valves, filters,
strainers, transmitters, sensors, control devices. All gages and indicators
shall be clearly visible by personnel standing on the floor or on
permanent platforms. Do not reduce of change maintenance and
operating space and access provisions that are shown on the drawings.

(c) Equipment and Piping Support: Coordinate structural systems necessary
for pipe and equipment support with pipe and equipment locations to
permit proper installation.

(d) Location of pipe sleeves, trenches and chases shall be accurately


coordinated with equipment and piping locations.

(e) Cutting Holes: Cut holes through concrete and masonry by rotary core
drill. Pneumatic hammer, impact electric, and hand or manual hammer
type drill will not be allowed, except as permitted by DMCI where working
area space is limited.
Locate holes to avoid interference with structural members such as beams
or grade beams. Holes shall be laid out in advance and drilling done only
after approval by DMCI. If the sub-contractor considers it necessary to drill
through structural members, this matter shall be referred to DMCI for
approval.

Do not penetrate membrane waterproofing.

(j) Interconnection of Instrumentation or Control Devices: Generally,


electrical and pneumatic interconnections are not shown but must be
provided.

(k) Minor Piping: Generally, small diameter pipe runs from drips and drains,
water cooling, and other service are not shown but must be provided.

(l) Electrical and Pneumatic Interconnection of Controls and Instruments:


This generally not shown but must be provided. This includes
interconnections of sensors, transmitters, transducers, control devices,
control and instrumentation panels, instruments and computer
workstations

12.2 Temporary Piping and Equipment

(a) All piping and equipment shall be properly supported, sloped to drain,
operate without excessive stress, and should be insulated where injury
can occur to personnel by contact with operating facilities.

(b) Temporary facilities and piping shall be completely removed and any
openings in structures sealed. Provide necessary blind flanges and caps to
seal open piping remaining in service.

(c) Temporary piping installation shall be in accordance with the approved


instruction or FCD by DMCI.

12.3 Rigging

(a) Design is based on application and limitations of available equipment.


Openings in building structures are planned to accommodate design
scheme.

(b) Steam Drum Erection: The subcontractor shall be responsible for the
manpower requirement during steam drum erection. Extra care, expertise
and right supervision shall be provided in accomplishing this milestone.
The subcontractor is not limited in developing methodology for steam
drum erection for DMCI and technical supervisors approval.

(c) Wall Membranes, Pressure Parts, Burners and Sootblowers: The


subcontractor shall be responsible for the manpower requirement during
boiler parts and auxiliaries lifting and rigging to the designated location.
Any damage attributed to labor provided shall be the liability of the sub-
contractor.

(d) Alternative methods of equipment delivery may be offered by the sub-


contractor will be considered by DMCI under specified restrictions of
phasing and maintenance of service as well as structural integrity of the
structure.

(e) Close all openings in the building/structure when not required for rigging
operations to maintain proper environment in the facility.

(f) Sub-contractor shall provide service required to deliver specified


equipment and place on foundations. Attachments to structures for
rigging purposes and support of equipment on structures shall be sub-
contractor's full responsibility. Upon request, DMCI will check structure
adequacy and advise sub-contractor of recommended restrictions.

(g) Contractor shall check all clearances, weight limitations and shall offer a
rigging plan designed by a Registered Professional Engineer.

(h) Rigging plan and methods shall be referred to DMCI for evaluation prior to
actual work.

(i) Restore building or structure to original condition upon completion of


rigging work.
12.4 Equipment and Piping Supports

(a) Overhead Supports:

o The basic structural system of the structure is designed to sustain


the loads imposed by equipment and piping to be supported
overhead.

o Install steel structural members, in addition to those shown, of


adequate capability to support the imposed loads, located in
accordance with the final approved layout of equipment and
piping.

o Tubing and capillary systems shall be supported in channel


troughs.

(b) Floor Supports: Do not locate or install bases (steel) and supports until
equipment mounted thereon has been approved. Refer to structural
drawings. Bases shall be neatly finished and smoothed, shall have
chamfered edges at the top, and shall be suitable for painting.

(c) All equipment shall be shimmed, leveled, firmly anchored, and grouted
with epoxy grout. Anchor bolts shall be placed in sleeves, anchored to the
bases. Fill the annular space between sleeves and bolts with a granular
material to permit alignment and realignment.

(d) For seismic anchoring, always refer to the approved instruction,


methodology and FCD.

12.6 Cleaning and Painting

(a) Prior to final inspection and acceptance of this scope of work. All materials
installed shall be thoroughly cleaned and painted in accordance with the
approved instruction and applicable paints to be provided by DMCI.

(b) In addition, the following special conditions apply:

o Cleaning shall be thorough. Use solvents, cleaning materials and


methods recommended by the manufacturers for the specific
tasks. Remove all rust prior to painting and from surfaces to
remain unpainted. Repair scratches, scuffs, and abrasions prior to
applying prime and finish coats.

o Final result shall be smooth, even-colored, even-textured factory
finish on all items. Completely repaint the entire piece of
equipment if necessary to achieve this.

(c) Identification Signs: All identification signs for factory built equipment,
boiler instrumentation panel, boiler control panels, pipe, fittings, valve,
instruments identification etc. shall be properly installed, tagged, coded,
preserve, painted and drawn in accordance with the approved instruction.

11.0 AS-BUILT DRAWINGS

14.1 Provide Five (5) bound copies. Deliver to DMCI not less than 30 days prior to
completion of a phase or final inspection.

14.2 Include all new and temporary equipment and all elements of each assembly.

14.3 All drawings and writings shall also have computer file to be submitted to DMCI.

14.5 All drawing sheet format shall be submitted first to DMCI for approval prior to
accomplishing all drawings.

12.0 BATTERY LIMITS

15.1 Where pipes, fittings and items of equipment supplied under this contract
connect up to the pipes, fittings and items of equipment supplied by others, all
resulting terminal joints shall be made and examined by the BTG Works Sub-
contractor.

It shall be the Subcontractors responsibility to ensure that the connecting ends of


piping plant and equipment in his scope of works match up to connecting piping,
plant or equipment as supplied by others in both physical dimensions and
chemical composition.

15.2 The battery limit is in accordance with the following conditions.

(a) Boiler Structure. The boiler structure is an independent structure.


Generally, all parts pertaining to its structure are to be erected by the
Subcontractor.

(b) For Burners: The boundary is at the burner equipment/system installed at


the boiler, from burners to boiler connection (air ducts and fuel piping is
excluded).

(a) For Coal Bunkers: The boundary is the Coal Bunkers.

(b) For Air pre-heater: The boundary is at the connection stubs of the
breechings going to ESP.

(c) For Air Ducts: All air ductings from Primary, Secondary and High Pressure
Fluidizing Air Fans within the boiler is included.

(d) Generator: The boundary is up to the low voltage side of generator step-
up transformer and unit auxiliary transformer

(e) Electrical: The boundary is at the equipments designated terminal panel


in any location.

(l) Instrumentation: The boundary is from the installation of devices or


equipments to the designated terminal panel in any location.

16.0 WORK ITEMS, BILL OF MATERIALS AND DRAWINGS

For work items and Bill of Materials (refer to table attached as Annex 1 and Design
drawings/documents attached as Annex 2.

Note: Annex 1 is to be issued as a Bid Bulletin during a specified date to be informed by


DMCI.

17.0 TECHNICAL AND FINANCIAL PROPOSAL

The bidder shall submit its technical proposal with respect to this Terms of Reference and
its financial proposal using the format used in Annex 3.

DMCI.

18.0 PROJECT SCHEDULE

The bidder shall submit its proposal in reference to the Project Schedule attached as
Annex 4.
