people's confidence in democratic institutions
has declined. People are increasingly
unconvinced that their vote counts, and the
political parties representing radical
movements are becoming more active and
with an increasing number of adherents.

It can be asserted that democracy is in
deadlock.
For mitigation measures must be even

In this context, Goyard-Faa38 concludes

parliamentary law loses its mandatory force,
the principle of separation of powers is put in
jeopardy; the rule of law is atrophied by
administrative hypertrophy ".
