IRR 1.0 NATIONAL INFOGRAPHICS 2016

IRR 1.1 BACKGROUND


IRR 1.1.1 The National Infographics Competition is an annual competition which
aims to promote awareness about the NFJPIA and its projects, by
unleashing the creative side of JPIAns through digital arts.

IRR 1.2 OBJECTIVES


IRR 1.2.1 To promote awareness about NFJPIA and its projects to the members
nationwide.
IRR 1.2.2 To provide an avenue for members to unleash their creativity through
digital arts.
IRR 1.2.3 To promote interaction among the members nationwide and to increase
the organizations circle of acquaintances.

IRR 1.3 GENERAL GUIDELINES


IRR 1.3.1 Qualifications
IRR 1.3.1.1 This competition is open to all the Regional Councils and to
all the Local Chapters who are bona fide members of the
National Federation of Junior Philippine Institute of
Accountants F.Y. 2016 - 2017.
IRR 1.3.1.2 Each Regional Council is allowed to send one (1) entry that
must be submitted by the Regional Vice President for
Graphics and Publication or its equivalent.

IRR 1.3.1.3 Each Local Chapter is allowed to send one (1) entry that
must be submitted by the Vice President for Media or its
equivalent.
IRR 1.3.1.4 In case that the Regional Council or the Local Chapter has
no Vice President for Media or its equivalent, any officer
acting in behalf and / or performing the same
responsibilities of such position shall be allowed to submit
an entry.

IRR 1.3.2 General Contest Rules and Mechanics


IRR 1.3.2.1 The participants should download the packet. The packet
includes the following files:
a. IRR of the Infographics Competition 2016
b. NFJPIA Official Logo
c. NFJPIA Siuala Logo
d. A word document containing the information of the NVP
Communications, the 6 Point Agenda and its definition,
and the definition of Siuala.
IRR 1.3.2.2 The entries should reflect the participating Regional
Councils or the participating Local Chapters own theme,
principles, and batch name (if any).
IRR 1.3.2.3 All entries should include the following:
a. Official logo of the NFJPIA;
b. Official batch logo (Siuala);
c. The information of the NVP Communications of their
cluster (NVPComm Luzon, Visayas, Mindanao and NCR);
d. Information about the NFJPIA;

e. The Federations 6 Point Agenda and their definitions;
f. Information about their Regional Council (batch name,
principles, and etc.)
g. For Local Chapters, the Infographic must include the
Regional Council Information, Local Chapter
Information, their official logo, and the information of
their Local Chapter President.
IRR 1.3.2.4 Format
a. Poster Size: 11 inches by 17 inches with 200 dpi
b. File format: .PNG
c. All entries should be send to
vpgraphicspub.nfjpia1617@gmail.com and the subject
format should be:

IRR 1.3.2.7 The Infographic Contest will run from June 20, 2016 to
July 10, 2016.
IRR 1.3.2.8 The deadline of the submission is on July 1, 2016

together with the link where the members can cast their
votes. A voting link will also be posted at the official NFJPIA

IRR 1.3.2.9 The Panel of Judges shall be composed of the:


a. NFJPIA President;
b. NFJPIA Vice President for Graphics and Publication;
c. National Standing Committee on Graphics and

IRR 1.3.3 The Infographics entry that will garner the highest points
shall be awarded as the winner of the National Infographics
Competition 2016 and shall receive a certificate and a
plaque from the NFJPIA. The 1st runner - up and the 2nd
runner - up shall receive certificates and will be recognized
during the 19th National Mid - Year Convention.

IRR 1.4 VIOLATION AND SANCTION GUIDELINES


IRR 1.4.1 The above - mentioned portfolio is intended for the NFJPIA and for
related persons information exchange only. The organizations executive
officers shall maintain the relevance, reliability and confidentiality, if

deemed necessary, of these files through the strict implementation of its
rules and regulations.
IRR 1.4.2 Violations of these general guidelines shall result in the:
1st Offense: Regional Council / Local Chapter being subject to a reprimand
from the National Vice President for Graphics and Publication.
2nd Offense: Disqualification.

IRR 2.0 T - SHIRT DESIGN MAKING CONTEST

IRR 2.1 BACKGROUND


IRR 2.1.1 The "Design the JPIA Shirt" is a competition which aims to promote the
JPIANs to unleash their creative side through designing the JPIA shirt.

IRR 2.2 OBJECTIVES


IRR 2.2.1 To promote awareness about NFJPIA to the members nationwide.
IRR 2.2.2 To provide an avenue for members to unleash their creativity through
digital arts.
IRR 2.2.3 To promote interaction among the members nationwide and increase the
organizations circle of acquaintances.

IRR 2.3 GENERAL GUIDELINES


IRR 2.3.1 Qualifications
IRR 2.3.1.1 The competition is open to all Regional Councils and Local

IRR 2.3.2.1 Entries should reflect JPIA as a whole
IRR 2.3.2.2 The design must be incorporated with the given theme.
IRR 2.3.2.3 All must use the released t shirt template.
IRR 2.3.2.4 The design should only contain 3 COLOR.

IRR 2.3.2.5 Format


d. T-shirt design Size: 11 inches by 17 inches with 200
dpi
T-shirt template: 200 dpi
e. File format: .PNG (for both design and the template)
f. All entries should be send to

IRR 2.3.2.6 The contest will run from August 1, 2016 to August 20,
2016.
IRR 2.3.2.7 The deadline of the submission is on August 20, 2016 at
11:59PM

Facebook page together with the link where the members
can cast their votes. August 21, 2016 until August 31,
2016 at 11:59PM.

IRR 2.3.2.10 The Shirt entry that will garner the highest points shall
receive a certificate, a plaque and the JPIA Shirt. The 1st

IRR 3.1 BACKGROUND


IRR 3.1.1 The Paragons Music Video Contest is a competition which aims to
promote awareness about NFJPIA and its projects by unleashing the
creative side of JPIAns through different media.

IRR 3.2.1 To promote awareness about NFJPIA and its projects to the members
nationwide.
IRR 3.2.2 To provide an avenue for members to unleash their creativity through
different media.
IRR 3.2.3 To promote interaction among the members nationwide and increase the
organizations circle of acquaintances.

IRR 3.3 GENERAL GUIDELINES


IRR 3.3.1 Qualifications

IRR 3.3.2.4 All are encourage to put subtitles/lyrics on the video.
IRR 3.3.2.5 Participant should download the packet containing the
following:
a. MP3 file of the Paragons
b. Paragon Lyrics
IRR 3.3.2.6 The entry must be original. Videos previously published or
entered into any competition are not allowed.
IRR 3.3.2.7 Format:
g. Video Resolution: 720x480 / 24fps
h. File format: WMV, .MPEG-4, . AVI
i. All entries should be send to

format should be:

IRR 3.3.2.8 The Infographic Contest will run from February 25, 2017
to March 20, 2017.
IRR 3.3.2.9 The deadline of the submission is on March 10, 2017

IRR 3.3.2.12 The winning entry will be announce during the Annual
National Convention. The entry that will garner the highest
points shall be awarded as the winner of the Paragons

Music Video Contest and shall receive a certificate and a
plaque from NFJPIA. The 1st runner-up and 2nd runner-up
shall receive certificates and will be recognized during the
34th Annual National Convention.

IRR 4.0 DIGITAL JPIARTIST OF THE YEAR

IRR 4.1 BACKGROUND


IRR 4.1.1 The Digital JPIArtist of the Year shall be awarded by the National
Federation of Junior Philippine Institute of Accountants to give
recognition to the talent and skills of its members in digital arts.

IRR 4.2 GENERAL GUIDELINES


IRR 4.2.1 Qualifications

IRR 4.2.1.1 The competition is open to the following:
a. Regional Vice President for Graphics and Publication
or its equivalent.
b. Regional Standing Committee member of Regional
Graphics and Publication Committee or its equivalent.
c. Local Chapter Vice President for Graphics and
Publication or its equivalent.
d. Local Chapter Standing Committee member of Local
Chapter Graphics and Publication Committee or its
equivalent.
IRR 4.2.2 Requirements
IRR 4.2.2.1 Applicants must comply with the following requirements:
a. Duly accomplished Application Form from NFJPIA.
b. Endorsement letter certifying that he/she is the
official representative by his/her respective Regional
Council President or Local Chapter President.
c. Copy of registration form or study load from their
respective schools certifying that he/she is currently
enrolled in their schools current semester or term
and school ID.
d. Portfolio must include but not limited to: (Only JPIA
related outputs shall be accepted)
Posters done for 2016-2017
AVPs done for 2016-2017
Other publications and designs (non-
AVPs/posters) done for 2016-2017 (i.e. shirts,
lanyards, certificates, PowerPoint templates)

IRR 4.2.2.2 Requirements a), b) and c) must be submitted to
vpgraphicspub.nfjpia1617@gmail.com one (1) month before
the 34rd National Annual Convention.
IRR 4.2.2.3 All Regional Council Representative and Local Chapter
Representative must submit their portfolio through:
a. Non-AVP (posters, designs (e.g., t-shirt, lanyard, etc.)
must be uploaded in their own Google Drive and
shared to vpgraphicspub.nfjpia1617@gmail.com.
b. AVPs must be uploaded in YouTube and all links
must be compiled in a word file sent to
vpgraphicspub.nfjpia1676@gmail.com.
IRR 4.2.2.4 Dates on submission:
a. All entries must be submitted on or before 2nd week
before the Annual National Covention

IRR 4.2.3 General Contest Rules and Mechanics

IRR 4.2.3.3 The applicant who garnered highest points shall be


awarded as the Digital JPIArtist of the Year for Regional
Council Category and Digital JPIArtist of the Year for Local
Chapter Category. They shall receive a plaque and a
certificate from NFJPIA.
IRR 4.2.3.4 The applicant who ranked as 2nd and 3rd shall be awared as
the Outstanding Digital JPIArtist of the Year for Regional
Council Category and Outstanding Digital JPIArtist of the
Year for the Local Chapter Category. They shall receive a
certificate from NFJPIA.

IRR 4.3 VIOLATION AND SANCTION GUIDELINES


IRR 4.3.1 The above-mentioned portfolio is intended for NFJPIA and related
persons information exchange only. The NFJPIA executive officers shall
maintain the relevance, reliability and confidentiality, if deemed
necessary, of these files through the strict implementation of its rules and
regulations.
IRR 4.3.2 Violations of these general guidelines shall result in:
1stOffense: Regional Council/Local Chapter will merit a reprimand
from the National Vice President for Graphics and Publication.
2ndOffense: Deduction of 5% from the total points
3rdOffense: Deduction of 10% from the total points cumulative from
the second offense

IRR 5.0 WEBSITE AND SOCIAL NETWORKING SITES

IRR 5.1 BACKGROUND


IRR 5.1.1 The social networking sites maintained by the NFJPIA Executive Officers
F.Y. 2016-2017 are websites and social website accounts that provide a
virtual community for the organization to share its daily activities with all
its members throughout the country. These are online avenues for
officers, members, alumni and sponsors of JPIA to interact and discuss
different matters and issues concerning the organization. Social
networking sites such as the official NFJPIA Website, Facebook page,
Twitter and YouTube serve as media for information dissemination and
exchange regarding different activities of the national federation, regional
councils and local chapters.

IRR 5.2 OBJECTIVES


IRR 5.2.1 To provide consistent, timely and relevant information to all members,
alumni, sponsors and other concerned persons in the organization
through the use of social media.
IRR 5.2.2 To allow every member in sharing interest in a particular topic and
express their opinion in certain issues.
IRR 5.2.3 To inform the regional councils and local chapters regarding the activities
of the national federation through the maintained social networking sites.
IRR 5.2.4 To recognize the organizations sponsors and NFJPIA alumni.
IRR 5.2.5 To update regional councils and local chapters regarding changes in the
NFJPIA Constitution & By-Laws and the corresponding Board Resolutions
& Memoranda by providing downloadable documents.

IRR 5.2.6 To facilitate a faster and easier mode of communication among the
officers, members, sponsors and alumni.
IRR 5.2.7 To increase the organizations circle of acquaintances.

IRR 5.3 GENERAL GUIDELINES


IRR 5.3.1 NFJPIA Website
IRR 5.3.1.1 The official blog maintained by the national federation shall
be www.nfjpia.com. The link of the official website shall be
posted on Facebook page and Twitter account.
IRR 5.3.1.2 The authorized administrators of the Facebook page shall
be the National President, National Vice President for
Graphics and Publication, Vice President for
Communications NCR, Luzon, Visayas, and Mindanao,
National Standing Committee for Graphics and Publications
and the National Secretary General.
IRR 5.3.1.3 The National Standing Committee for Public Relations and
Communications and National Standing Committee for
Graphics and Publications are authorized administrators
due to their function such as those stated in the
Constitution provided that National President and National
Vice President for Graphics and Publication will approve all
their actions.
IRR 5.3.1.4 Important documents such as NFJPIA Constitution & By-
Laws, Board Resolutions, Implementing Rules and
Regulations, financial reports, annual reports, newsletters
and related files are available for download in the website.

IRR 5.3.1.5 All articles regarding NFJPIA events shall be posted at least
3 days after each event has transpired.
IRR 5.3.1.6 Posters, AVPs, photos and other publicity materials shall
also be posted on the NFJPIA blog.
IRR 5.3.1.7 A section of the blog page will be provided for the logos and
plugging of the sponsors.
IRR 5.3.1.8 All Regional Councils and Local Chapters are highly
encouraged to download the important documents to keep
updated and promote transparency of operations.
IRR 5.3.1.9 Photos and write-ups regarding recent events or meetings
shall be posted in the website.
IRR 5.3.1.10 Use of commentary deemed to be defamatory, obscene,
proprietary, or libelous is strictly prohibited. Exercise
caution with regards to exaggeration, colorful language,
guesswork, obscenity, copyrighted materials, legal
conclusions, and derogatory remarks or characterizations.
IRR 5.3.1.11 Persons who are not related to the organization are not
allowed to post comments, complaints and pictures.
IRR 5.3.1.12 AVPs promoting the federations events and sponsors shall
be posted in the website.
IRR 5.3.1.13 All Regional Councils of the NFJPIA shall be posted in the
website with their corresponding official logo.
IRR 5.3.1.14 Sensitive questions and complaints shall be posted in the
websites complaint feedback box.
IRR 5..3.1.15 All members are encouraged to visit the website regularly.
IRR 5.3.1.16 NFJPIA Executive Officers and Board Members profiles are
available in the website for reference.

IRR 5.3.2.1 The official Facebook page maintained by the national
federation shall be named National Federation - Junior
Philippine Institute of Accountants with the official logo of
the organization as its primary photo.
IRR 5.3.2.2 All National Executive Officers are given the admin privilege
to the Facebook group.
IRR 5.3.2.3 The National Standing Committee for Public Relations and
Communications and National Standing Committee for
Graphics and Publication Committee are authorized
administrators due to their function such as those stated in
the Constitution provided that National President and
National Vice President for Graphics and Publication will
approve all their actions.
IRR 5.3.2.4 All members are encouraged to subscribe and visit the
official Facebook page regularly so as to be updated about
the events of the organization.
IRR 5.3.2.5 All activities of the federation, which undergone several
reviews and approval, shall be posted on the timeline.
IRR 5.3.2.6 Photos of all recently concluded activities should be posted
on the page.
IRR 5.3.2.7 Photos related to the federations activities are the only
photos allowed for posting.
IRR 5.3.2.8 Posting of promotion materials, souvenir items,
merchandise items, AVPs and advertising of the federations
sponsors are allowed.

IRR 5.3.2.9 Posting of promotion materials, souvenir items,
merchandise items and advertising of the regional councils
and local chapters are allowed upon approval of the
National President and National Vice President for Graphics
and Publication.
IRR 5.3.2.10 The administrators shall limit the tagging features on
Facebook. Tags shall be reviewed for approval, otherwise
declined.
IRR 5.3.2.11 Use of commentary deemed to be defamatory, obscene,
proprietary, or libelous is strictly prohibited. Exercise
caution with regards to exaggeration, colorful language,
guesswork, obscenity, copyrighted materials, legal
conclusions, and derogatory remarks or characterizations.
IRR 5.3.2.12 Persons who are not related to the organization are not
allowed to post comments, complaints and pictures.

shall be the National President, National Vice President for

Communications NCR, Luzon, Visayas, and Mindanao,
National Standing Committee for Graphics and Publications
and the National Secretary General.
IRR 5.3.3.3 The National Standing Committee for Public Relations and
Communications and National Standing Committee for
Graphics and Publications are authorized administrators
due to their function such as those stated in the
Constitution provided that National President and National
Vice President for Graphics and Publication will approve all
their actions.
IRR 5.3.3.4 All members are encouraged to follow and visit the official
Twitter page of NFJPIA regularly so as to be updated about
the events of the organization.
IRR 5.3.3.5 All activities, announcements, greetings and the like of the
federation, which undergone several reviews and approval,
will be tweeted on the timeline.
IRR 5.3.3.6 Use of commentary deemed to be defamatory, obscene,
proprietary, or libelous is strictly prohibited. Exercise
caution with regards to exaggeration, colorful language,
guesswork, obscenity, copyrighted materials, legal
conclusions, and derogatory remarks or characterizations.

IRR 5.4 VIOLATION AND SANCTION GUIDELINES


IRR 5.4.1 The above-mentioned social networking sites are intended for NFJPIA and
related persons information exchange only. The NFJPIA executive officers
shall maintain the relevance, reliability and confidentiality, if deemed
necessary, of these files through the strict implementation of its rules and
regulations.
IRR 5.4.3 Violations of these general guidelines shall result to:
First Offense: The member will merit a reprimand from the
moderators/Administrators
Second Offense: The member will be given a suspension prohibiting
him/her to have an access to the social networking sites. The National

IRR 6.0 DIGITAL MONTHLY CALENDAR OF ACTIVITIES

IRR 6.1 BACKGROUND


IRR 6.1.1 The monthly digital calendar of activities by the NFJPIA Executive Officers
F.Y. 2016-2017 aims to promote awareness of the activities of the
National Federation, Regional Councils and Local Chapters. These will
serve as an avenue for officers, members, alumni, sponsors and other
person related to JPIA to heighten their awareness to the activities of the
organizations.

IRR 6.2 OBJECTIVES


IRR 6.2.1 To provide to all members, officers, alumni and sponsors a monthly
update of the activities of JPIA through issuance of calendar of activities.
IRR 6.2.2 To maximize the use of social networking sites in terms of promoting
activities.
IRR 6.2.3 To improve the number of participating JPIAns in different activities
especially in the national cups and socio-civic activities.
IRR 6.2.4 To develop cooperation and unity among the officers and members.
IRR 6.2.5 To facilitate a more organized and easier mode of documentation
technique.
IRR 6.2.6 To increase the organizations circle of acquaintances.

IRR 6.3 GENERAL GUIDELINES


IRR 6.3.1 The official digital calendar of activities is prepared by the National Vice
President for Graphics and Publication, National Vice President for

Communications and National Standing Committee for Graphics and
Publication.
IRR 6.3.2 The National Standing Committee for Graphics and Publications is
authorized due to their function such as those stated in the Constitution
provided that National Vice President for Graphics and Publication will
supervise all their actions.
IRR 6.3.3 Individual online forms for Regional Councils and centralized online
forms for Local Chapters are issued by the National Vice President for
Graphics and Publication and/or National Standing Committee for
Graphics and Publication on the 3rd week of the preceding month. (i.e. for
Calendar of Activities for the Month of June, forms are to be issued on the
3rd week of May). The issuance will be made through e-mail to the
National Vice President for Communications and Facebook posts on the
groups for the Executive Officers and Executive Board.
IRR 6.3.4 The National Vice President for Communications shall disseminate the
forms to all regional councils under their supervision within the day of
issuance made by the National Vice President for Graphics and
Publication.
IRR 6.3.5 Online forms for each Regional Councils shall be filled out with the
following:
a. Title of event / activity
b. Venue (for regional councils, if to be done with partner local chapter/s,
just indicate the name of the school, otherwise, the address of the
venue)
c. Date of execution of the event / activity
d. Contact person/s and Contact number/s

IRR 6.3.8 All Regional Councils shall submit or post through the online form all
their upcoming events for the succeeding month only. Revisions are
allowed.
IRR 6.3.9 One week shall be allowed for all regional councils for the submission of
the forms.
IRR 6.3.10 Regional Councils are expected to observe online etiquette. Use of words
deemed to be defamatory, obscene, proprietary, or libelous is strictly
prohibited. Exercise caution with regards to unnecessary posts to avoid
confusion and misleading information.
IRR 6.3.11 The National Vice President of Graphics and Publication and/or National
Standing Committee for Graphics and Publication shall draft the digital
calendar of activities. The National Vice President for Communications
shall confirm if such activities/events posted are still good or canceled or
on hold. Such drafting and confirmation shall be done one week after the
issuance of the forms has been made.
IRR 6.3.12 The National Vice President of Graphics and Publication and/or National
Standing Committee for Graphics and Publication shall accomplish the
final digital calendar of activities and shall be signed by the National
President.
IRR 6.3.13 The digital calendar of activities shall be released on the 1st day of the
month. It shall be available for public use and shall be made available to
all members, officers, alumni, sponsors and other persons involved with
JPIA.

IRR 6.4 VIOLATION AND SANCTION GUIDELINES


IRR 6.4.1 The above-mentioned monthly digital calendar of activities is for NFJPIA
and related persons information exchange only. The council maintains the

relevance and reliability of these files through the strict implementation
of its rules and regulations.
IRR 6.4.2 Violations of these general guidelines shall result in:
Regional Council/Local Chapter will merit a reprimand from the National
Vice President for Graphics and Publication and/or National Vice
President for Communications.

IRR 7.0 ENFORCEMENT OF THE IMPLEMENTING RULES AND


REGULATIONS
IRR 7.1 It shall be the primary duty of the National Vice President for Graphics
and Publication and the National Executive Officers to effectively enforce
the provisions of this Implementing Rules and Regulations. The Executive
Officers also has the sole right to interpret the contents of this
Implementing Rules & Regulations and their decision will be binding and
irrevocable.
IRR 7.2 The National Adviser or his duly designated representative shall act as
legal adviser to the National Vice President for Graphics and Publication
and the National Executive Officers and shall render legal assistance as
may be necessary in carrying out the provisions of this Implementing
Rules and Regulations.

IRR 8.0 AMENDMENTS OR REVISIONS


IRR 8.1 The National Executive Officers shall be vested with the exclusive power
to revise and amend the Implementing Rules and Regulations.
IRR 8.2 Any amendments to or revisions to this Implementing Rules and
Regulations may be proposed by any member of any regional council
upon a written request of such member, stating the reasons thereto.

IRR 8.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the National Vice President for
Graphics and Publication then to be forwarded to the National Executive
Officers for discussion, editing and final approval and to be noted by the
National Adviser.
IRR 8.4 The National Executive Officers shall have the right to debunk any
proposed revisions and amendments, submitted to them by the National
Vice President for Graphics and Publication, which are deemed
unnecessary. The final decision on any inclusions and exclusions to this
Implementing Rules and Regulations must be determined by a majority
vote of all National Executive Officers in which the National Vice President
for Graphics and Publication is included.
IRR 8.5 Amendments to particular provisions in this Implementing Rules and
Regulations shall be allowed provided that such amendments will be
communicated to stakeholders at least two weeks before it could take
effect.

IRR 9.0 SEPARABILITY CLAUSE


IRR 9.1 If any clause, provision, paragraph or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment
shall not affect, invalidate, or impair any other part hereof, but shall be
merely confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been rendered.

IRR 10.0 REPEALING CLAUSE
IRR 10.1 Any rule and regulation or resolution or part/s thereof inconsistent with
the provisions of this Implementing Rules and Regulations are hereby
repealed or modified accordingly.

IRR 11.0 EFFECTIVITY


IRR 10.1 This Implementing Rules and Regulations shall take effect immediately
after its presentation and approval from the National Executive Board.
