1 Introduction

JOY211M2 Single-phase Prepaid Electricity Meter complies to the standard of


IEC62053-21 energy measurement device special requests 21 parts:class1
and class2 Static type AC watt-hour meter. It adopts IEC62056-21 as the
communication protocol, and IEC62055 standard as the token encryption
algorithms.

This user manual describes all functions available on JOY211M2. Functions


can be customized and configured per customer requirement. Specific
configurations are subject to delivered products.

This user manual is specifically written for whom are involved in installation,
operation and maintenance of the meter - JOY211M2 Single-phase Prepaid
Electricity Meter.

2 Principal

The meter is consist of MCU and UIU which communicate via 2 non-polarised
wires. UIU is installed in the house for user to get the information of MCU

without going to meter outside. Measurement unit, control unit, memory unit,
display unit and interface unit are integrated into MCU.

8 Functions

8.1 Measurement Functions

z Active energy is measured.


z Reverse energy is measured and counted as active energy.
z Maximum Demand, in unit of kW, is calculated at an interval of 30 minutes
with sliding frequency of 5 minutes by default. Both the intervals and
sliding frequency are programmable via optical port. Only the biggest
maximum demand is saved.

8.2 Keypad

z Keypad consists of 0-9 numeric keys, * and # key.


z Buzz sounds 30ms at every key press.

z * may be pressed once to remove one digit, or pressed continuously for 3


seconds or longer to clear all entered digits.
z * may be pressed to go back to previous screen and # may be pressed
to move to the next screen during search mode.

8.3 Buzzer

If buzzer is enabled for low credit, the consumer may press any key to cancel
the buzzer. The buzzer wont be reheard until the credit runs low again after
top up. Buzzer will for 30ms at 250ms for four times. It will then repeat in 5
seconds.

Buzz for low credit warning can be enabled by pressing 111#; disabled by
pressing 112#.

8.4 Control Functions

8.4.1 Low Credit Warning

If emergency credit is NOT allowed:


z Credit LED stays off at credit balance>the specified low credit warning

level and shows 5 wedges.


z Credit LED blinks at credit balance > half of the specified low credit

warning level and specified low credit warning level, and shows
just 3 wedges.
z Credit LED stays on at credit balance > 0 and half of the specified low

credit warning level, and shows only 2 wedges.


z Credit LED stays on at credit balance = 0 and load switches opens
indicated by the icon .

If emergency credit is allowed:


z Credit LED stays off at credit balance>the specified low credit warning

level and shows 5 wedges.


z Credit LED blinks at credit balance > half of the specified low credit

warning level and specified low credit warning level, and shows
just 3 wedges.
z Credit LED stays on at credit balance > 0 and half of the specified low

credit warning level, and shows only 2wedges.


z Credit LED stays on at credit balance >= maximum emergency credit and

0, and shows 0 wedge. Consumers may enter 99# to activate


emergency credit.
z Load switch opens if emergency credit is used up. It will not close until the
balance returns to zero or positive, i.e. >=0.

The low credit warning level is defaulted to 10kWh. The low credit warning
level is programmed in via MeterCom or management tokens.

No emergency credit is allowed by default. Whether or not emergency credit is


allowed and Maximum Emergency credit allowance may be programmed via
MeterCom.

If emergency credit is not available in any scenario, the screen displays -14-
when 99# is pressed.

8.4.2 Maximum Credit

New credit is added to the existing balance to form the new balance. The new
balance shall not equal to or more than maximum credit permitted in the meter,
otherwise, the meter refuses to accept the new credit transfer token.

The maximum credit permitted is defaulted to 999999.99kWh.This figure can


be programmed in via MeterCom or management token.

8.4.3 Overload Protection

The following procedure is employed, to restrict the number of switching cycles,


when the meter is disconnecting the load, in order to limit the average power
consumed:

1) Reconnect the load up to four times with 30s intervals or by pressing any
key, if the consumption is more than the programmed limit.

2) After five attempts, wait the meter for 30 min (the lockout period) to
reconnect the relay automatically if the consumption is still above the limit
before repeating the procedure.

3) the event will be cleared if no overload is found within 30 minutes.

Load Limit can be programmed by Metercom or altered by Set Load Limit


Token. The default load limit is 30kWh.

When the meters relay is off, there will be -11- inserted to the scrolling display.

8.4.4 Load Protection at Power Fail

Load switch will be off at power fail and it will be automatically restore to be on
when power on. During power interruption, the data in meter will be stored and
wont lose when power on.

8.4.5 Keypad Lockout

If the meter does not accept the number, the relevant error code is displayed. If

the tokens are not accepted four times, the LCD will show . Each failed
attempt at entering an incorrect/random token will result in the keypad lock out
period extending as per the formulate below. The timer will reset on entry of a
successful token or a power reset on the meter.

8.4.6 Automatic Detection of System Faults

If the memory device or load switch fails to work, the load switch will open to
remind users to seek for repair. -12- will be displayed on the LCD
permanently until the meter is repaired or the situation is rectified. Users are
unable to operate the keypad when it is in system fault. Measurement will
however work as normal. This function is supported by the relay detection
circuit.

8.5 Prepayment

The 20-digit STS compliant Credit Transfer Token is entered into the meter
followed by # key.

If Credit Transfer Token is accepted:


z It doesnt buzz when the total balance in meter is more than low credit;
z the screen displays the smiley icon and the units being recharged;

z the screen reverts to the default displays.

If the Credit Transfer Token is rejected:


z the buzz buzzes for 1 second
z the screen displays the sad face icon and the relevant error code;
z The screen reverts to the default displays.

User should input the 20 digits token into the meter via keypad. The inputting
interval between each digit should not more than 20 seconds, or all the entered
digits will be cleared. If there are wrong digits, use * to delete. # is used to
confirm when input all the 20 digits token.

8.6 Flex Electricity Mode

The Flex Electricity mode of operation allows utilities to distribute a fixed


amount of energy to customers over a period of time (typically on a monthly
basis). It encourages the rational use of energy without severely
inconveniencing customers.

This mode is activated via optical configuration or a specific token. The amount
of daily allocation of energy is set up via Set Daily Flexi Electricity (DFE) value
token.

The meter takes the value from the daily FE Value Token and then allocate this
value in regular, equal portions over the day. DFE is registered to Current
Credit Register and DFE accumulated Credit Register. Consumption is taken
out from current credit register.

If the energy consumed in 15 seconds is greater than energy allocated in 15


seconds the current credit register will decrease; the load switches off once the
current credit reaches 0. However, the next allocation of credit will be available
within 15 seconds, and the supply of electricity to the customer will

automatically restore once the balance returns to 0.01 kWh or greater. The
load will not switch on if five times of switch off encounter within 10 minutes
the load will only automatically restore in 30 mins. Manual restore is not
possible. It clears the accumulated switch off times in each 10 mins from
power on.

credit wedge scrolls from left to right if current balance is increasing i.e.

allocated enengy is greater than consumed energy within 15 seconds.

credit wedge scrolls from right to left if current balance is decreasing i.e.

allocated enengy is less than consumed energy within 15 seconds.

Credit Transfer Token can be used in FE mode. Credit is accumulated to


current credit register.

Under FE mode, emergency credit is not supported.

8.7 Communication

The meter supports:


(1) 2 non-polarised wires: MCU and UIU communicate with 2 non-polarised
wires in each 5s to renew meters scroll display and status. Yellow LED blinks
when communicating between MCU and UIU.

(2) Infrared Optical: Bond Rate: 2400bps, IEC62056-21 complaint


(IEC62055-52 as an option)

(3) Micro USB (optional) :SCAAA9V2 compliant

8.7.1 Read

z Read the basic information: for example, Meter No., STS version, SGC.
z Read meters configuration: for example, display warning quantity,
maximum credit allowed, demand period, maximum power limit, TI, KEN,
KRN and KT, etc.
z Read real-time information: for example, voltage, current, frequency,
positive active power, left day(s), remaining quantity, keyboard locking time,
token input condition, etc.
z Read events information: for example, charging information, total
purchased energy, purchased times, the last credit tokens, the last 50
tokens TID, number and time of power off, number of magnetic tamper,
number of cover opening, TAMPER status, etc.

8.7.2 Write

z Write the basic information: for example, Meter NO., SGC, password, etc.
z Set meters configuration: for example, low credit alarm, overdraft alarm,
maximum load limit, maximum credit allowed, maximum demand period,
etc.
z Clear meter information: for example, clear events, clear remaining
quantity, reset system, etc.
z Communication token input: write 20-digits token.
z Set meter installation mode: enter/exit installation mode.

8.8 Event Records

8.8.1 Reverse Power detection

If reverse power exists, the icon is displayed till the reverse status is
rectified. The relay will disconnect when the accumulated energy is more than

50Wh. Meanwhile, -13- will be inserted into scrolling display and the reverse
register is added once more.

PC software (MeterCom) is available to set if relay will open or not when


reverse power exists. Short code 80# can check reverse power status, 72#
and 78# check the past and current tamper, and 75# check the reverse times.

8.8.2 Open of Terminal Cover Log

Relay opens when detecting terminal cover opened. Meanwhile, status


indicator -13- will be inserted into scrolling display, and terminal open register
add once more. Number of times of terminal cover being opened is displayed
on Screen 09.

PC software (MeterCom) is available to set if open the function of detecting


terminal cover or not. Use short code 80# to check if terminal detecting is on,
72# and 78# check the past and current tamper, and 75# check the open times.
The register resets after tamper is cleared.

8.8.3 Magnet Interference

Relay opens when detecting magnet interference. Meanwhile, status indicator


-13 will be inserted into scrolling display, and magnet interference register
add once more.

PC software (MeterCom) is available to set that if open the function of meter


detecting magnet interference or not. Use short code 80# to check if magnet
detecting is on, 72# and 78# check the past and current tamper, and 66#
check the open times. The register resets after tamper is cleared.

8.9.2 Default Displays

The default interval of scrolling display is 5s, and PC software can set the
interval.

Prepayment Mode: Balance (Screen 00), Estimated Days Left (Screen 17),
and Last Recharge Amount in kWh (Screen 30), Average Active Power
(Screen 61) are displayed in turn by default.
Postpayment Mode: Accumulated Consumption (Screen 01) and Average
Active Power (Screen 61).

DFE Mode: Balance (Screen 00), Accumulated Consumption(Screen 01), and


Last Recharge Amount in kWh (Screen 30), and Average Active Power
(Screen 61) are displayed in turn by default.

8.9.3 Search Display

Users may enter the two search digit followed by # key to search for relevant
data. The search result is displayed for 5 seconds before it reverts to the
default displays.The search code is displayed on the top left corner.

8.10 The Left Days

Meter can evaluate the left days for using according to 2 third of max demand
(If there is no max demand, use load limit; if there is no load limit, use V*Imax).

The minimum left day is 0, and maximum left days are 9999999. The left day is

0 when credit is 0 or meter is in emergency mode.

8.11 Pulse Output

Pulse can be read by the LED on the meter. Frequency of pulse is direct
proportional to power load. Pulse is related to the constant which is marked on
the nameplate.

8.12 Clear Credit

User can use PC software or the Clear Credit Token is entered into the meter
followed by # key. Only the credit balance is cleared.

8.13 Clear Tamper

The Clear Tamper Token is entered into the meter followed by # key to clear
tamper (both tamper event counter and tamper status) in the meter.

8.14 Key Change

Two Key Change Tokens can be entered in any order. The key change only
takes effect if the two tokens are both entered correctly. There are 5 minutes to
input another token after the first token input successfully.

8.15 Set Low Credit

Low credit level is programmable through PC software or 20 digits token. The


default low credit is 10kWh. Half of the low credit level is considered as the
second low credit level.

8.16 Set Maximum Credit

Maximum Credit Token is used to set up the maximum balance a meter can
accept. Maximum credit is programmable through PC software or 20 digits
token. The default maximum credit is 999999.99kWh

8.17 Set Emergency Credit Allowance

Emergency Credit Allowance is used to set up the overdrawn balance a meter


allows for. Emergency Credit Allowance is programmable through PC software
or 20 digits token. The default emergency credit is 0kWh.

8.18 Switch between Different Meter Mode

Switch between different meter modes can be met by the Set Meter Mode
Token. This function is proprietary and the token can only be generated by JEs
vending system. It can also be programmed in using MeterCom. Meters
default is prepayment mode.

8.19 Installation mode

After executing clear system, meter is NOT in installation mode. It can be set
to enter or exit installation mode by optical port through PC software, or it can
exit installation mode by input 133# through the keypad.

When a meter enter installation mode, relay will open and wont detect terminal
open event or magnet interference event, etc. After exiting installation model,
relay will close if meter reaches the conditions for closing relay.

8.20 Factory Mode

LCD flashes to indicate when meter is in factory mode. The operation, such as
calibration, writing meter No., clear system and clear credit, can only be
executed in factory mode.

10 Transportation and Storage

10.1 Transportation

The meter shall be packaged in accordance with specific requirements and


free of strong movements during transporting. The meter shall be placed to the
direction as the arrow sign shows and avoid direct exposure to rain, frost and
fog during transporting. Any collusion, crash or other accidents that may cause
damages to the meter shall be avoided.

10.2 Storage

The storage site shall be dry, ventilating and free of corrosive gas. Meter
should stored in original package with the following requirements:

(a) Temperature: -35 oC ~ +70 oC; and


(b) Relative Humidity: < =95%; and
(c) Stack Height: < 10 Rows.

11 Warranty

Since the day the meter leave factory within 18 months, as the customer
operate with this instruction and the seals are complete, if quality problem
happens, manufacturer will repair or change freely.

Error code information:

When LCD shows -12-, Keypad is not available; when -11- and -13- happen, they will be

inserted into scrolling display; when overload, relay fault or memory fault is fixed, -11- and
