DRAFT REGULATION FOR THE BACHELOR OF ARTS, SCIENCE AND


COMMERCE EXAMINATIONS (THREE-YEAR DEGREE COURSE)
UNDER CHOICE BASED CREDIT SYSTEM (CBCS)
(Effective For Students Admitted to the Degree of Bachelor of Arts,
Bachelor of Science, Bachelor of Commerce, with effect from 2016-17)
1.1 The Three Year Degree Course leading to the Bachelor's Degree in Arts/
Science/ Commerce (Honours) and Bachelors Degree in Arts/ Science/
Commerce (Pass) of Sambalpur University shall comprise 6 semesters,
carrying a total of 140 credits and 120 credits respectively. The total
course is divided into 3 parts i.e. DISCIPLINE SPECIFIC CORE COURSES
(DSC), ELECTIVE COURSES (EC) and ABILITY ENHANCEMENT COURSES
(AEC).

The Elective courses are of 2 types, i.e., DISCIPLINE SPECIFIC ELECTIVE


(DSE) and GENERIC ELECTIVE (GE). Similarly, The Ability Enhancement
Courses are also of 2 types i.e. ABILITY ENHANCEMENT COMPULSORY
COURSES (AECC) and SKILL ENHANCEMENT COURSES (SEC).

2. Elective Courses : 48 credits (DSE-24, GE-24)
3. Ability Enhancement Courses: 08 credits (AECC-4, SEC-4)

Each theory credit carries a minimum 12 hours of teaching (each class of 1 hour

1.4 COURSES OFFERED

For Honours (Arts / Science)


Core Course (14 papers):
A candidate shall choose one core (honours) subject of 14 papers
from the list provided in Appendix-A (for Arts) & Appendix-C (for
Science).
Elective Course (4+4=8 papers):
He or she shall study one Discipline Specific Elective course of 4
papers corresponding to the core course chosen above vide details
Appendix-A (for Arts) & Appendix-C (for Science).
Again, He or she shall choose one Generic Elective course of 4
papers other than the Honours subject from Appendix-A (for Arts)
& Appendix-C (for Science).
Ability Enhancement Courses (2+2=4 papers):
He or she shall have one Environmental Studies Course and chose
one Ability Enhancement Compulsory Course of one paper, which
can be either English or an MIL.
He or she shall also have one Skill Enhancement Course from List-A
of Appendix-A (for Arts) & Appendix-C (for Science) and the other
one from List-B of Appendix-A (for Arts) & Appendix-C (for
Science).

For Honours (Commerce)


The details shall be worked out as per the recommendations of the Board
of Studies. He or she shall choose one Skill Enhancement Course from
List-B as per Appendix-E.

For Pass (Science)


Core Course (4+4+4=12 papers):
A candidate shall choose three core (pass) subjects of 4 papers
each (3x4=12) from the Appendix-D
Elective Course ((2+2+2=6) papers):
He or she shall study three Discipline Specific Elective courses of 2
papers each (2x3=6) corresponding to the core courses chosen
above vide details in Appendix-D.

Ability Enhancement Courses ((2+4=6) papers):
He or she shall have one Environmental Studies Course and chose
one Ability Enhancement Compulsory Course of one paper, which
can be either English or an MIL.
He or she shall also have three Skill Enhancement Courses
corresponding to the three core subjects chosen above from List-A
of Appendix-D and the other one from List-B of Appendix-D.

For Pass (Arts)


Core Course (4+4+4=12 papers):
A candidate shall choose two core (pass) subjects of 4 papers each
(2x4=8) from the Appendix-B, one compulsory English and one
compulsory MIL course of 2 papers each (2+2=4).
Elective Course ((2+2+2=6) papers):
He or she shall study two Discipline Specific Elective courses of 2
papers each (2x2=4) corresponding to the core courses chosen
above vide details in Appendix-B.
Again, He or she shall choose one Generic Elective course of 4
papers other than the core (pass) subjects from Appendix-B.
Ability Enhancement Courses ((2+4=6) papers):
He or she shall have one Environmental Studies Course and chose
one Ability Enhancement Compulsory Course of one paper, which
can be either Communicative English or an MIL.
He or she shall also have three Skill Enhancement Courses
corresponding to the two core subjects and one Generic Elective
chosen above from List-A of Appendix-B and the other one from
List-B of Appendix-B.

For Pass (Commerce)


The details shall be worked out as per the recommendations of the Board
of Studies. He or she shall choose one Skill Enhancement Course from
List-B as per Appendix-E.2.

ADMISSION TO THE COURSE


2.1 Any applicant, who has passed the Higher Secondary Examination of the
Council of Higher Secondary Education, Odisha, or any other Qualifying
Examination recognized by the Academic Council of CHSE, Odisha, as
equivalent thereto, may be admitted to the first semester of any course,
provided that he or she shall not be admitted into Degree Course in

Science (honours & pass) unless he or she has passed the qualifying
examination in Science.

2.2 An applicant shall be allowed admission into the first semester of the
course within four weeks (including holidays and Sundays) from the date
of publication of the results of the Annual Higher Secondary Examination
of the Council of Higher Secondary Education, Odisha, or after the
reopening of Summer Vacation whichever is later. In exceptional cases,
the appropriate authority may notify the last date of admission.

2.3 Candidates who, for some valid reasons, are unable to take admission
within the time prescribed under Regulation 2.2 above, may however be
admitted into a college within two weeks (including holidays and
Sundays) from the last date of admission with a late fee as prescribed by
the University from time to time. The Principal of the College shall
intimate the names of such candidates as well as the dates of admission,
and shall remit the late fee collected to the University in one lot within
two weeks from the date of such late admission. Candidates, who have
taken admission later than the due date, on payment of the late fee,
shall have their attendance calculated in terms of percentage of lectures
attended from the date of such admission.

2.4 Candidates passing the Supplementary/Instant Higher Secondary


Examination of the Council of Higher Secondary Education, Odisha, may
be admitted into a college within two weeks (Including Holidays and
Sunday) after the publication of their results. A candidate so admitted
shall have his/her attendance calculated in terms of the percentage of
lectures attended from the date of his admission.

2.5 Admission to all semesters other than the first semester of the course,
shall be completed within two weeks from the completion of previous
semester examination, irrespective of the publication of the result
concerned. Candidates seeking such admission should be eligible
examinees, who have completed the course work and appeared at
practical & tutorial examinations under semester programmee.

2.6 It is mandatory for a student to pass all papers or improve grades of


paper(s) as per clause 6.2 & 6.3 within six years (12 semester
examinations) from the date of admission to the course.

2.7 Further, a student, who could not appear at the university examination
due to shortage of attendance, shall be allowed sit for it with the next
batch of students.

2.8 Notwithstanding anything contained in the preceding regulations, where


the syndicate of the University permits increase of seats in any class or
gives fresh affiliation to any new subject in any college, the date of issue
of such order shall be deemed as the date of publication of results of the
Council of Higher Secondary Education, Odisha, for the purpose of
admission thereto.

2.9 A candidate, whose results of Higher Secondary Examination are


published late by the examining authority, may be admitted into the
college within two weeks of the publication of his/her results, depending
on the availability of seats. However, in no case can a student be
admitted into +3 First Semester Class beyond 31st August of the
concerned academic year.

2.10 The college shall send to the University a list of all admitted candidates
with comprehensive profile of subject chosen in a prescribed format as
per Appendix-A to F. This process should be completed within 4 weeks of
the last date of admission so that Roll Numbers can be assigned to the
candidates for various University examinations.

3. CHANGE OF SUBJECT (S)


A candidate been admitted into a college with particular subject(s) or
combination of subjects into the first semester may be allowed change of
subject(s) or combination of subjects, of his/her choice provided the
choices are available. Such changes are to be approved by the Principal
within 15 days from the last date of admission into first semester
programme.

4. DURATION OF EXAMINATION, QUALIFICATION FOR APPEARING AT THE


SEMESTER EXAMINATIONS AND SCHEME OF EXAMINATION

4.1 Any registered student of the University may be admitted in any Semester
Examination if he/she has completed the regular course of study in the
semester, irrespective of whether the course has been completed in one
or more colleges. Further, the said course should be a regular course for
not less than one semester duration.

4.2. A candidate shall be required to attend 75% of lectures, tutorials and
practical classes separately during a semester. Condonation may be
granted by the Principal only to the extent of 15% in exceptional cases
i.e. serious Illness & hospitalization, accident, mishap in the family,
deputation by the College for any specific work. When a candidate has
been deputed by the College to represent the college for any inter-
college activity, the lectures delivered during his/her absence for the
purpose shall not be counted towards the calculation of attendance on
the condition that the student concerned submits a participation
certificate to that effect from the appropriate authority. Candidate
falling short of required attendance percentage will not be allowed to fill
up form for end-semester examination and will not be promoted to next
semester. The candidate will appear at the next examination for the
particular semester with the next batch.

4.3 A candidate may be permitted to take up one the M.I.L./Alternative


English without the requirement of attendance at lectures, if the college
where he or she is admitted does not have affiliation for that subject.

4.4 Any registered student of the university may be admitted to the any
semester examination for the Bachelor's Degree in Arts/ Science/
Commerce, if he/she has passed or filled up form for the previous
semester examination.

4.5 The duration of university examinations of theory papers carrying 50


marks shall be of 2 hours duration and practical paper carrying 50 marks
would be 3 hours duration.

4.6 Scheme of examination regarding question pattern and distribution of


marks shall be formulated by the respective Board of Studies. Moreover,
the questions should cover the entire syllabus and preferably should
contain both objective and subjective questions from each unit.

5. GRADING SYSTEM & PASSING CRITERIA

5.1 The marks obtained by any examinee in theory, practical and tutorial
papers will be converted to Grade Point and Letter Grade as per the
following table.

5.2 A students level of competence shall be categorized by Grade Point


(GP), Semester Grade Point Average (SGPA) and Cumulative Grade
Point Average (CGPA) secured in an examination.

Credit: Integer specifying the relative emphasis of individual course


item in a semester as indicated by the course structure and
syllabus.

Grade Point: Integer specifying the performance of the students in a


course item as per the table in 5.1.

Credit Point: Product of Credit and Grade point for each course item

Credit Index: Sum of all the credits in a semester

5.2.1. SEMESTER GRADE POINT AVERAGE (SGPA):


The SGPA is the ratio of sum of the product of the number of Credits with
the Grade Points scored by a student in all the courses taken by a student
and the sum of the number of credits of all the courses undergone by a
student. The SGPA should be calculated up-to 2 decimal point.

C is the numeric credit of the course defined in the syllabus
G is the numeric Grade point secured by the candidate

5.2.2. CUMMULATIVE GRADE POINT AVERAGE (CGPA)
The CGPA is also calculated up-to 2 decimal point in the same manner as
SGPA taking into account all the courses undergone by a student over all
the semesters of a programme.

5.3 CONVERSION OF CGPA IN TERMS OF LETTER GRADE, PERCENTAGE OF

The CGPA can be converted in to percentage of marks as given below

Percentage of Marks = (CGPA-0.5) x 10

5.4 PASSING CRITERIA


5.4.1 In order to pass any theory component a candidate is required to secure a
minimum of P grade.
5.4.2 In order to pass any practical/tutorial component a candidate is required
to secure a minimum of D grade.
5.4.3 In order to clear a Semester examination a candidate is required to pass
in all theory and practical/tutorial components of the semester.
5.4.4 In order to retain Honours, a student has to secure a C grade and above
in CGPA after completion of 6th Semester. In order to obtain Distinction,
a student has to obtain B grade or above in CGPA and secure a
minimum of B grade in all the components separately in first chance
i.e. without any back or improvement.

6 REAPPEARANCE AT ANY SEMESTER EXAMINATION

6.1 A candidate failing to pass and has obtained F grade in theory or


practical/tutorial component of any paper of a semester examination
may be allowed to re-appear only in that component of the paper at next
examinations for that semester.

6.2 A honours candidate, who has obtained C grade or below can appear at
an improvement examination in DSC (Honours) and/or DSE (Elective)
theory papers of any particular semester at immediate next examination
for that semester after passing the three year degree course in Bachelor
of Arts/ Science/ Commerce (Honours) examination. The combined
results of candidates choosing to appear improvement examination will
only be published at the subsequent Final Semester Examination.
However, the maximum time limit for completion of the course is 6 years
(12 semester examinations) from the date of admission, inclusive of any
improvement examination.

6.3 A candidate who wishes to appear improvement as per the above clause
in any Semester shall be required to fill-up the application form and pay
the requisite fees accordingly. Candidates taking this advantage may
apply through the college from which s/he has passed the examination
for the three year degree course and will be examined on the basis of
current syllabus.

7. APPLICATION FOR ADMISSION TO EXAMINATION


7.1 Candidate applying for admission to the any semester examination in
Arts, Science, or Commerce shall specify the subjects/papers as the case
may be in which he or she desires to be examined for the Pass and
Honours examination in the form of application prescribed for the
purpose.
7.2 The fees payable for Registration/ Admission to any examination, under
this regulation shall be as prescribed from time to time.
7.3 If a candidate has paid full fees for all the subjects in any examination,
but remained absent in all the subjects, s/he shall be required to pay the
full prescribed fees in order to appear at the same examination again in
the subsequent years (s).

8. MIGRATION
8.1 Any candidate who has been registered as such in any other University of
the State will be permitted to migrate to Sambalpur University to register

in any Semester Examination of this University. In such case, the
marks/credits obtained by him/her in the earlier Semester Examination,
as the case may be, of the other University will be taken as the marks
obtained by him/her for the result as per the provision of the regulation,
Act and statute.
8.2 A committee may be formed by the C.O.E. to examine and consider all
cases of credit transfer within the framework of credit load structure.

9. OTHER BROAD PRINCIPLES


9.1 For award of gold medals the university shall form a committee. The best
graduate shall be decided from amongst the toppers of each honours
under a faculty.
9.2 Students who have failed/ remained absent/ improved their marks by
repetition shall not be eligible for University medals and ranks.

10 PUBLICATION OF RESULTS
10.1 The results of the B.A./B.Sc./B.Com Degree Examinations and the award
of grades and classification of result shall be determined on the basis of
the guidelines enunciated under Clause 5 above.
10.2 As soon as possible, preferably within 45 days after the completion of the
VI-Semester (Theory Paper), the Syndicate shall publish a list of
successful candidates.
10.3 The list of those candidates, who passed in the First Class honours in a
particular subject in 1st and only appearance in each semester shall be
arranged in order of merit on the basis of CGPA.
10.4. Candidates, appeared for back or improvement will not be eligible for the
merit list.
10.5 Every successful candidate at the Final Examination of the Degree Course
shall receive a Diploma in prescribed form signed by the Vice-Chancellor.
