1.0 INTRODUCTION
This document represents an addendum to the Draft Scope Definition Report and Terms of Reference (EPDA)
for the EIA of the PSA1 Development and LPG Project near Inhassoro in Inhambane Province proposed by
Sasol Petroleum Mozambique Limitada and Sasol Petroleum Temane Limitada (hereafter referred to as the
project). The project involves the expansion of the existing Central Processing Facility (CPF) at Temane to
process additional gas and condensate from the area defined in the Production Sharing Agreement (PSA) with
the Mozambique Government.

The Draft Environmental Pre-viability and Scope Definition Report (EPDA) was issued for public comment from
Tuesday 18 March to Tuesday 8 April 2014.

1.1 Purpose
The purpose of this Addendum is to explain the change in scope for the PSA Development and LPG Project
EIA since the recent Public Consultation exercise undertaken by Golder Associates on behalf of Sasol
Petroleum Mozambique Limitada (SPM) and Sasol Petroleum Temane Limitada (SPT).

For further background and context, this Addendum should be read in conjunction with the Draft EPDA
issued on 18 March 2014. The EPDA is available on

Public Participation Office if they require an electronic or hard copy of any of the previous reports.

2.0 CHANGES TO PROJECT SCOPE


2.1 Summary
The changes to the project scope may be summarised as follows:

The capacity of the Integrated LPG and PSA Liquids plant has been increased from 7,500 stbopd to
15,000 stbopd (barrels of oil per day)
Three additional wells have been added to the scope for contingency purposes
A standalone LPG plant, as an alternative to an LPG plant integrated with PSA Liquids, inside the
existing CPF fence line

These scope changes do not affect the Govuro River crossing point, 5th Gas Train, Integrated PSA Liquids
and LPG plant plot plan or product export as described in the recent Public Consultation meetings. The scope
change will increase emissions to air and potential noise generated, as well as additional land requirements
for the three new wells.

2.2 Details of Scope Change


On the basis of new reservoir information, the Integrated PSA Liquids and LPG plant capacity has been
increased from 7,500 stbopd oil and 20 MMscfd gas to 15,000 stbopd and 40 MMscfd gas. This change in
capacity has brought about changes to other aspects of the project as follows:

Product oil will be sent to four new 15,000 bbl oil storage tanks and four new road tanker loading bays
are provided

The expected rate of LPG production for the integrated plant is 20,000 tpa

LPG storage will be in four earth-mounded LPG storage bullets

Produced water will be treated in a new treatment plant and sent to an existing disposal well.

The location of the three additional contingent wells and associated flowlines is not known yet and it will be
decided at a later stage. The new 5th Gas Train, and the plot space that the Integrated PSA Liquids and LPG
Plant will occupy have not changed. The plan to re-use the existing pipeline under the Govuro River has not
changed. The increased capacity will be accommodated within the same footprint that was identified in the
EPDA, on the north-eastern boundary of the CPF.

3.0 ADDITIONS TO TERMS OF REFERENCE OF SPECIALIST STUDIES


As a result of the overall increase in capacity of the PSA Liquids Plant the following potential environmental
impacts will increase:

Emissions to air from the Integrated PSA Liquids and LPG Plant re-boilers
Secondary or fugitive emissions from the oil storage tanks and road tanker loading
Quantity of material flared during an emergency (no continuous flaring)
Noise from plant equipment
Greater volume of spillage in the event of a serious accident
Land take for the three additional wells.

The air quality, noise and risk-related investigations will take the additional emissions into consideration and
the Social Impact Assessment will consider the additional land take for the wells.

The environmental impacts from a standalone LPG plant constructed inside the CPF fence line are similar in
nature to the integrated plant above, although smaller in magnitude. The standalone LPG plant will be
assessed in the EIA as a separate alternative. The relevant specialist studies (air, noise, waste, groundwater,
others) will be extended to include assessment of the alternative.

4.0 ADDITIONAL PUBLIC PARTICIPATION TO COMMENT ON


CHANGES
Additional public participation activities to comment on the changes described in this addendum are listed
below. The comment period is 10 days, thus from 30th of April, 2014 to 12th of May 2014.

Re-advertise the opportunity to comment on the Scope Definition and Terms of Reference Phase of the
EIA in Noticias and Savana.

Distribute for comment a short document (this Addendum) on the proposed changes and the additions to
the terms of reference of relevant specialist studies.

Add this document to the Golder website.

Make phone calls to key stakeholders to encourage their comment. Also offer to meet with stakeholders
if they so wish.

Meeting with village leaders of 10 surrounding communities in one meeting


Capture additional comments in the Comment and Response Report that will accompany the Final EPDA.
5.0 CLOSURE

authorities together with all other comments received to date.
