Dear Representative McMorris Rodgers:

I strongly urge you to oppose the 21st Century Aviation Innovation, Reform, and Reauthorization
Act (H.R. 2997; the 21st Century AIRR Act). The privatization of our nations air traffic control
(ATC) system that this legislation contemplates would be detrimental to the Spokane Airport
and our region.

I am deeply concerned that the 21st Century AIRR Acts proposed changes to ATC functions
would limit oversight of our nations aviation system. In Spokane, congressional action and
oversight has helped to preserve essential aviation functions such as the Felts Field contract
tower, contract weather observers, the third shift at the SIA tower, and by supporting the
missions flown by the U.S. Air Force out of Fairchild Air Force Base. Congressional oversight is
crucial to ensuring the public interest is protected.

I believe there is a significant risk that an independent ATC entity substantially controlled by the
major airlines would act to benefit those very airlines by prioritizing operations and investment at
their large hub airports. This major shift would be to the detriment of air service access at other
commercial service and general aviation airports in this country, including Spokane International
Airport.

The FAA reauthorization legislation currently pending in the Senate, which does not include the
ATC privatization proposal, represents a more reasonable path forward. I would greatly
appreciate your active support in advancing legislation that more closely resembles the Senate
bill and ensures that ATC privatization provisions similar to the provisions of the 21st Century
AIRR Act do not become law.
