Executive Summary

The Military Cutoff Mixed Use Site is proposed to be located on the east side of Military
Cutoff Road, between Station Road / McCumber Station Road and Town Center Drive /
Cayman Court, in Wilmington, North Carolina. As currently planned, the site will consist
of a supermarket, hotel, retail, restaurants, apartments, and office.

A TIA was originally prepared and dated September 28, 2016. This TIA was updated on
December 2, 2016 to include two additional analysis scenarios, as well as modifications
to the Synchro analysis model settings. The TIA was updated February 1, 2017 to
address review comments and updated distributions. This revision provides analysis of
the modified site access as proposed.

DAVENPORT was retained to determine the potential traffic impacts of


the development. The following intersections were included in the study:
Military Cutoff Road at Covil Farm Road
Military Cutoff Road at Arboretum Drive
Military Cutoff Road at Station Road / Site Access 1
Military Cutoff Road at Site Access 2
Military Cutoff Road at Site Access 3
Military Cutoff Road at Town Center Drive / Cayman Court

Based on coordination with the WMPO and NCDOT, the sites proposed access was
modified. The following is proposed:

Full movement signalized Main Site Access (Site Access 3)


Entry only at Station Road
Southbound left at Station Road not allowed
Reduced signal phases at Station Road
Northbound u-turn at Station Road not allowed, provided at Site Access 3
Right-in and right-out at Site Access 2 with median island between through and
left lanes
Addition of continuous northbound through-right lane to Covil Farm Road

The above-mentioned intersections were analyzed for the following conditions:

The build-out analysis year for this project was assumed to be 2020. The AM (7-9
am), PM (4-6 pm), and Saturday mid-day peaks were studied. The WMPO and NCDOT
were contacted to obtain background information and to ascertain the elements to be
covered in this Transportation Impact Analysis (TIA). Information regarding the property
was provided by CIP Construction Company.

Level of Service Results

The results of the study are summarized below.

Military Cutoff Road at Covil Farm Road


This signalized intersection currently operates at LOS C during the AM and PM peaks,
and LOS B during the Saturday midday peak. In future no build conditions, LOS C/D/B
is expected in the AM/PM/Sat peaks. After the addition of project traffic, the LOS is
expected to remain unchanged. No improvements are recommended. Level of service
results are shown in Table A.

Military Cutoff Road at Arboretum Drive
LOS B/B/A is currently experienced at this intersection during the AM/PM/Sat peaks. In
future no build conditions, LOS B/C/A is anticipated for the AM/PM/Sat peaks. With the
addition of project traffic, LOS B/B/A is expected. Level of service results are shown in
Table B.

The following improvements are recommended in build conditions:


Restripe northbound right turn lane to a continuous northbound through-right lane
to Covil Farm Road
Signal modification

This signalized intersection currently operates at LOS A/B/A during the AM, PM, and
Saturday peaks. In future no build conditions, LOS B/C/B is expected during the
AM/PM/Sat peaks. In future build conditions, LOS B/B/B is expected. Table C shows the
LOS results.

The following improvements are recommended:


Prohibit westbound traffic, northbound u-turns, and southbound left turns
Provide southbound u-turn lane with 215 feet of storage
Modify eastbound approach to a left turn lane with 50 feet of storage, continuous
through lane, and a right turn lane with 125 feet of storage
Construct northbound though-right lane with full storage
Modify northbound left turn lane to 575 feet of storage plus appropriate taper
Signal modification

This site access is proposed to have a right-in right-out configuration. In future build
conditions, LOS A/B/B is anticipated for the AM/PM/Sat peaks. Table D shows the LOS
results.

The following improvement is recommended:

Construct additional northbound though lane


Construct a northbound right turn lane with 150 feet of storage plus appropriate
taper
Median island between through and left lanes

is anticipated. Level of service results are shown in Table E.

The following improvements are recommended:

the modified site access as proposed.

Based on coordination with the WMPO and NCDOT, the sites proposed access was
modified. The following is proposed:

Addition of continuous northbound through-right lane to Covil Farm Road

Acceptable level of service is anticipated at the study intersections in future build


conditions with the recommended improvements in place. The additional northbound
through lane will extend approximately one-half mile along Military Cutoff Road and will
help to accommodate the heavy northbound through traffic volume (about 2,600 during
the PM peak hour). The proposed T-intersection at Station Road will decrease the
number of phases at the signal, thus improving delay and queueing. As a result, the
same or improved delay and queueing is anticipated at the study intersections
compared to future no build conditions.

In conclusion, this analysis has been conducted based on NCDOT guidelines and has
determined the potential traffic impacts of this development. Site accesses should be
designed according to NCDOT and City of Wilmington standards, as appropriate.

2.0 Existing Conditions

2.1 Inventory

A field investigation was conducted by DAVENPORT staff to determine the existing


roadway conditions in the study area. Table 2.1 presents a summary of this review.
Figure 3 illustrates the existing lane geometry.

2.1 Existing Traffic Volumes

Existing traffic volumes for this project were collected by DAVENPORT staff. Table 2.2
below contains the dates these counts were conducted. Traffic counts were taken in
fifteen (15) minute intervals. Counts taken in year 2015 were projected to year 2016 by
applying a 1% annual growth rate. Figure 4 presents existing peak hour volumes for
the weekday AM, weekday PM and Saturday midday peak hours. The full reports for
these volumes can be found in the appendix. Existing traffic volumes were balanced
between intersections in order to provide a conservative analysis.

3.0 Approved Developments and Committed Improvements

3.1 Approved Developments

Approved developments are developments that have been recently approved in


the area, but not yet constructed. Per the WMPO, there is one approved development
to consider - Arboretum West.

Arboretum West is a proposed mixed use development proposed to be constructed


along W. Westwood Road. The site is planned to consist of a 240 dwelling unit
apartment complex as well as 15,600 square feet of retail space. A TIA was completed
by DAVENPORT for this project in July 2015. Future traffic associated with the site
was incorporated into this analysis. Additional information can be found in the
Appendix.

3.2 Committed Improvements

Committed Improvements are improvements that are planned by NCDOT, a local


municipality, or a developer in the area, but not yet constructed. Per the WMPO, there
are no committed improvements within the study area.

4.0 Methodology

4.1 Base Assumptions and Standards


In general, the analysis for this project was conducted utilizing commonly accepted
NCDOT standards. The following table contains a summary of the base assumptions:

4.2 Analysis Modifications


Per the City of Wilmington, the following settings were applied in Synchro:
Existing signal phasing was utilized, including permitted + overlapped minor
street right turns, and permitted + protected major street left turns. Per the City,
the phasing was utilized regardless of conflicting u-turning movements.
Lead/lag left turn phasing was eliminated, except if existing in the field.
Existing detector settings were utilized instead of default settings. New or
modified signals were set to 40-foot stopbar detectors.

4.3 Trip Generation

Trip generation for this development was estimated using TripGen 2013 software,
based on the 9th Edition of the ITE Trip Generation Manual. Table 4.2 presents the
results.

Mixed-use developments of this type are designed to combine a number of uses into
one site, allowing people to live, work and shop in the same area and without
dependence on a vehicle. This proposed development meets the criteria as defined in
the ITE Trip Generation Handbook for a multi-use development. Therefore, the trips
for this development were reduced using the method described in the ITE Handbook.

Internal Capture for the AM and PM peaks was estimated utilizing the methods
prescribed in the ITE Trip Generation Handbook, 3rd Edition. Since Internal Capture
information is not available for the Daily and Saturday peaks in the ITE Trip Generation
Handbook, 3rd Edition, the ITE Trip Generation Handbook, 2nd Edition was utilized for
those peaks. The worksheets for the internal capture are shown in the supporting
documentation of the Appendix.

Developments of this type also generate what are called pass-by trips. The ITE Trip
Generation Manual defines pass-by trips as trips that are generated by the
development, but are already on the adjacent roadway. These trips are not new trips,
but are a part of the existing background traffic. Pass-by reduction was applied to the
retail land uses during the PM and/or Saturday peak hour per NCDOT standards.

4.4 Trip Distribution

Site trips for this proposed expansion were distributed based on the existing traffic
patterns and engineering judgment. The directional distributions for the new site trips
are as follows:
55% to and from the south on Military Cutoff Road
35% to and from the north on Military Cutoff Road
5% to and from the east on Covil Farm Road
5% to and from the west on the Station Road

The pass-by trips were generated as follows: 50% to and from the south on Military
Cutoff Road, and 50% to and from the north on Military Cutoff Road.

The directional distributions for the primary and pass-by trips are provided in Figures
5A-5F.

4.5 Future No Build Traffic

The 2020 future no build traffic volumes were computed by applying a 1.0%
compounded annual growth rate to the 2016 existing traffic volumes, and adding
traffic from approved developments. Figure 6 shows the 2020 future no build traffic
volumes for AM, PM, and Saturday peaks.

4.6 Total Traffic

The 2020 build-out traffic volumes were obtained by summing 2020 future no build
volumes and the generated site trips from the proposed development. Generated
primary and pass-by site trips are shown in Figures 7A and 7B, respectively. The
resulting build volume totals for AM, PM, and Saturday peaks are shown in Figure 8.
More information can be found in the Traffic Volume Data section of the appendix.

5.0 Capacity Analysis

5.1 Level of Service Evaluation Criteria


The Transportation Research Boards Highway Capacity Manual (HCM) utilizes a term
level of service to measure how traffic operates in intersections and on roadway
segments. There are currently six levels of service ranging from A to F. Level of
service A represents the best conditions and Level of Service F represents the worst.
Synchro Traffic Modeling software was used to determine the level of service for studied
intersections. Note for unsignalized intersection analysis, the level of service noted is
for the worst approach of the intersection. This is typically the left turn movement for
the side street approach, due to the number of opposing movements. All worksheet
reports from the analyses can be found in the Appendix.

5.2 Discussion of Results

The results of the study are summarized below.

5.2.1 Military Cutoff Road at Covil Farm Road


This signalized intersection currently operates at LOS C during the AM and PM peaks,
and LOS B during the Saturday midday peak. In future no build conditions, LOS C/D/B
is expected in the AM/PM/Sat peaks. After the addition of project traffic, the LOS is
expected to remain unchanged. No improvements are recommended. Level of service
results are shown in Table 5.2.

This signalized intersection currently operates at LOS A/B/A during the AM, PM, and
Saturday peaks. In future no build conditions, LOS B/C/B is expected during the
AM/PM/Sat peaks. In future build conditions, LOS B/B/B is expected. Table 5.4 shows
the LOS results.

The following improvements are recommended:


Prohibit westbound traffic, northbound u-turns, and southbound left turns
Provide southbound u-turn lane with 215 feet of storage
Modify eastbound approach to a left turn lane with 50 feet of storage, continuous
through lane, and a right turn lane with 125 feet of storage
Construct northbound though-right lane with full storage
Modify northbound left turn lane to 575 feet of storage plus appropriate taper

6.0 Summary and Conclusion

The Military Cutoff Mixed Use Site is proposed to be located on the east side of Military
Cutoff Road, between Station Road / McCumber Station Road and Town Center Drive /
Cayman Court, in Wilmington, North Carolina. As currently planned, the site will consist
of a supermarket, hotel, retail, restaurants, apartments, and office.

A TIA was originally prepared and dated September 28, 2016. This TIA was updated on
December 2, 2016 to include two additional analysis scenarios, as well as modifications
to the Synchro analysis model settings. The TIA was updated February 1, 2017 to
address review comments and updated distributions. This revision provides analysis of
the modified site access as proposed.

Based on coordination with the WMPO and NCDOT, the sites proposed access was
modified. The following is proposed:

Full movement signalized Main Site Access (Site Access 3)


Entry only at Station Road
Southbound left at Station Road not allowed
Reduced signal phases at Station Road
Northbound u-turn at Station Road not allowed, provided at Site Access 3
Right-in and right-out at Site Access 2 with median island between through and
left lanes
Addition of continuous northbound through-right lane to Covil Farm Road

Acceptable level of service is anticipated at the study intersections in future build


conditions with the recommended improvements in place. The additional northbound
through lane will extend approximately one-half mile along Military Cutoff Road and will
help to accommodate the heavy northbound through traffic volume (about 2,600 during
the PM peak hour). The proposed T-intersection at Station Road will decrease the
number of phases at the signal, thus improving delay and queueing. As a result, the
same or improved delay and queueing is anticipated at the study intersections
compared to future no build conditions.

In conclusion, this analysis has been conducted based on NCDOT guidelines and has
determined the potential traffic impacts of this development. Site accesses should be
designed according to NCDOT and City of Wilmington standards, as appropriate.
